Gemba - I am not being condesending, but are you sure you are looking at a "washdown" bib?? Remember, some of the Connies (460/500/501) came with an on-deck oil exchange system which could account for the hydraulic apearance.
If it is a washdown, it should be mounted near the forepeak and near the anchor. These were usually placed there to wash down the anchor & chain rode.
Now if you have determined that it is truly the washdown, possibly someone has attached a quick-connect fitting of some sort which will no longer work with the ones normally found today.
Regardless, if it is a washdown bib it should have a garden hose threaded nozzle. If not, then someone has modified it. The water line that runs to this bib is located in the anchor locker and is fairly easy to get to should you have to install a new hose bib. I put one on mine several years ago and no matter how much wax I have applied, it has still pitted. I wonder if they make a brushed stainless steel bib? I may have to google that!
