It's Right Whale Time Again:
Right whales, including females with very young calves, may be encountered in offshore and coastal waters. Right whales are slow moving and at risk of serious injury or death due to collisions with vessels. U.S. law (50 CFR 224.105) prohibits operating vessels 65 feet (19.8M) or greater in excess of 10 knots in specific managed locations along the U.S. East Coast during times when right whales are likely to be present. See "Compliance Guide for Right Whale Ship Strike Reduction Rule" (available at http://www.nmfs.noaa.gov/pr/pdfs/shipstrike/compliance_guide.pdf) for specific times, areas, and exceptions to this law. Approaching within 500 yards of Right Whales is prohibited and is a violation of U.S. law. A minimum distance of 500 yards must be maintained from a sighted right whale unless hazardous to the vessel or its occupants. The National Oceanic and Atmospheric Administration (NOAA) recommends operators assume that any whale sighting is a Right Whale. In areas outside of seasonally managed areas that are used by right whales, NOAA also recommends avoiding vessel operations in low visibility and using speeds of 10 knots or less when consistent with safety of navigation. The USCG is currently conducting developmental testing via AIS base station transmissions along the Mid Atlantic Region on standard AIS channels 2087 and 2088. These transmissions are in support of expanding the Coast Guard's Nationwide AIS. AIS users should not be affected by these test transmissions. Coastal Waters from Little River, South Carolina to Panama City, Florida
Barefoot Landing Bridge Repair:
Due to bridge repairs the Barefoot Landings Bridge across the Atlantic Intracoastal Waterway mile 354, Barefoot Landings, South Carolina, the vertical clearance will be reduced by up to 5 feet during the first portion of the operation. The majority of the work will be performed with the bridge in the open to navigation position. This work will start November 2011 and will continue until January 2012. (7th District LNM 43)
Unimproved SC Inlets Losing Aids to Navigation:
STONO INLET LIGHTED GONG BUOY 1S (LLNR 240/3705) will be permanently discontinued. This action is scheduled to be completed the week of 25 October 2011.
SOUTH EDISTO RIVER APPROACH LIGHTED BUOY “A” (LLNR 280/3920) will be permanently discontinued. This action is scheduled to be completed the week of 25 October 2011. (7th District LNM 42)
Note: These markers basically served as the sea buoys for these two minor inlets.
Amelia River Shoaling:
The Coast Guard has received a report of shoaling channelward of Amelia River Lighted Buoy 6 (LLNR 7070). Reported depth at low tide is 6ft. All mariners are advised to exercise caution while transiting this area. (7th District LNM 43)
St Johns River Dredging:
The dredge Newport will be conducting maintenance dredging on the St. Johns River from the river entrance to the approximate vicinity of Drummond Point. Dredging will commence on 14 October 2011 and is scheduled for completion on 26 December 2011. Dredging will take place 7 days a week and 24 hours a day. The dredge Newport can be reached via VHF-FM channels 13, 14, and 66. All mainers transiting the St. Johns river are urged to contact the dredge Newport on these channels and to exercise extreme caution during transit of the St. Johns River. (7th District LNM 42)
Ponce Inlet North Jetty Light Destroyed:
All mariners are advised to exercise extreme caution while in the vicinity of and transiting Ponce De Leon Inlet at night due to the North Jetty Light (LLNR 9520) being unlit as a result of being destroyed. (7th District LNM 42)
St. Lucie Inlet Shoaling Update:
All mariners are reminded that the entrance to St. Lucie inlet is subject to dangerous and frequent changes in depth and direction because of shifting shoals. As a result of these changes, mariners are advised that the channel buoys are subject to frequently being relocated. Shoaling has been reported and confirmed between St. Lucie Inlet Light 3,(LLNR 10000) and St. Lucie Inlet Temporary Lighted Buoy 6. The shoaling appears to be encroaching from the red side of the channel past the center of the marked channel, with reported depths of 4.7 feet at MLW. With this report of shoaling, mariners are advised that the channel width is reduced to approximately 15yds in this vicinity. All mariners are urged to seek local knowledge prior to entering this inlet and to exercise extreme caution during transit. (7th Disrict LNM 40)
Okeechobee Waterway Update:
On October 26, 2011 at 2400 hours the lake level was reported at 13.07 feet and the navigational depths were 7.01 feet for Route 1 and 5.21 feet for Route 2 (Rim Route). Waterway Analysis for Port Everglades:
The Coast Guard is conducting a Waterway Analysis and Management System (WAMS) study of Port Everglades, NOAA chart 11470. The study focuses on the area's aid to navigation system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, communication capabilities and future development projects. US Navy Torpedo Exercises South Florida Coast:
U.S. Navy ships will conduct a surface and subsurface exercise including launch and recovery of inert exercise torpedoes during daylight hours from 31 October to 2 November 2011 in an area bounded by 27-45N/080-21W; 27-45N/079-25W; 26-55N/079-25W; 26-55N/080-02W. Mariners transiting this area should proceed with caution and are requested to cooperate with patrolling Naval vessels and aircraft. R/V RANGE ROVER and M/V RICHARD L BECKER will be stationed in the area while operations are in progress and will monitor VHF-FM channels 13 and 16. (7th District LNM 43)

Bonita Springs Power Line Installation:
Casper Colosimo and Son, Inc will be installing power lines over the Imperial River from Bonita Bay Marina to Imperial Shore Boulevard in Bonita Springs beginning October 25, 2011 from 7:00am to 5:00pm daily. Work is scheduled to be completed by November 5, 2011. Mariners should contact the construction vessels on VHF channel 13 or 321-258-3136 to arrange passing. All vessels are urged to exercise extreme caution when transiting this area. (7th District LNM 43)
Anna Maria Channel Unmarked Piling:
The Coast Guard has received a report of a unmarked piling in approximate position 27-30-39.066N, 082-42-35.070W. All mariners are advised to transit this area with extreme caution. (7th District LNM 43)

Florida Bridge Update: From the USCG 7th District LNM 43/2011:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can "Search" a bridge name for previous East Coast Alerts that may contain information that is still current.
Grand Avenue Bridge, Ortega River, Revised Schedule: From August 22, 2011 through November 12, 2011, the bridge will only be able to open a single-leaf. No double-leaf openings will be available. From November 13, 2011 through January 3, 2012, the bridge will be on single-leaf openings with a three hour notice to the bridge tender for a double-leaf opening from 7:00 a.m. to 6:00 p.m., Monday through Friday.
FEC Railroad Bridge: The FEC Railroad Bridge across the St Johns River mile 24.9, Jacksonville, Florida will be closed to navigation from 8:00 a.m. to 5:00 p.m. daily Sunday, Monday, Tuesday and Wednesday from November 1 through November 30, 2011. There will be an opening for mariners to pass between 12 noon and 1:30 p.m. daily.
Bridge of Lions: The Bridge of Lions across the Atlantic Intracoastal Waterway, St. Augustine, Florida will be allowed to remain closed to vessel traffic from 7:25 a.m. to 8:40 a.m. on November 19, 2011 and from 7:15 a.m. to 12:20 p.m. on November 20, 2011 to facilitate the St. Augustine Marathon. Vessels that may pass under the bridge without an opening may do so at any time.
Indian Street Bridge (St. Lucie Canal): The contractor constructing the Indian Street Bridge across the south fork of the St. Lucie Canal has advised this office that they have started construction of the portion of the bridge that crosses the St. Lucie Lagoon. They have installed a temporary trestle and floating turbidity barrier in this area. This portion of the work is expected to continue through April 2012. The contractor will be providing additional information prior to starting the portion of the bridge that crosses the South Fork of the St. Lucie Canal. In October 2011, the contractor will begin placing a temporary trestle in the vicinity of the (South Fork) St. Lucie Canal. This temporary trestle is not expected to impact the main navigational channel. The contractor will also have a crane barge in the area that may restrict a small portion of the navigation channel. The contractor will be placing beams onto a barge which will be used for the main portions of the new bridge, during the time that the contractor places the beam onto the barge and the crane places the new beam onto the bridge, the channel will be closed to navigation for safety reasons. The exact schedule for this operation will be published in future Local Notice to Mariners.
Lake Avenue (Robert Harris) Bridge (AICW Mile 1028.8): This project has been canceled by the Bridge Owner. The project is expected to be scheduled for late next year. The same schedule may apply.
Atlantic Avenue Bridge (AICW Mile 1039.6): The bridge owner, Florida Department of Transportation has advised this office that there contractor Astron General Contracting will be painting the Atlantic Avenue Bridge across the Atlantic Intracoastal Waterway mile 1039.6, Palm Beach County, Florida from August 18, 2011 through December 5, 2011. This bridge is on single-leaf operations on the quarter and three-quarter hour with a three hour notice for a double-leaf opening during work hours of 7:00 a.m. to 6:00 p.m., Monday through Friday. The vertical clearance has been reduced up to three feet by the containment system on one span of the bridge. Vessels that may pas under the bridge without an opening may do so at any time.
Hillsboro Boulevard Bridge (AICW Mile 1050): Due to painting operations, the Hillsboro Boulevard Bridge across the Atlantic Intracoastal Waterway mile 1050.0, Deerfield Beach, Broward County, Florida will be placed on single-leaf operations with a four hour notice for a double-leaf operation. The contractor has indicated that they will need to place scaffolding on the bridge which will reduce the vertical clearance. It is anticipated that this work will start on October 1, 2011 and will continue until January 3, 2012.
Commercial Boulevard Bridge (AICW Mile 1059): Due to painting operations, the Commercial Boulevard Bridge across the Atlantic Intracoastal Waterway mile 1059.0, Fort Lauderdale, Broward County, Florida is on single-leaf operations on the hour and half-hour with a two hour notice for a double-leaf operation, 24 hours a day, seven days a week. The contractor has placed scaffolding on the bridge which had reduced the vertical clearance. This work will continue until November 23, 2011.
SW 7th AVENUE/SE 3RD AVENUE BRIDGE (New River): Painting Operations will start on the Marshall Memorial (SW 7th/3rd Avenue) Bridge, across the New River, Fort Lauderdale, Broward County, Florida during the week of October 10, 2011. This work is not expected to impede smaller vessels traffic. Larger vessels are requested to contact the bridge tender for passing information. Mariners are advised that there will be floating equipment in the vicinity of the bridge during this work.
West 79th Street Bridge (AICW Mile 1084.6): Due to bridge painting, the West 79th Street Bridge, Atlantic Intracoastal Waterway mile 1084.6, Miami-Dade County, Florida will be placed on single-leaf operations with a four hour notice for a double-leaf opening. The vertical clearance of the bridge will be reduced by three feet. This work is expected to start on September 15, 2011 and is anticipated to be completed by November 10, 201
Corey Causeway Bridge (GICW Mile 117.7): Due to bridge repairs, the Corey Causeway (SR 693) Bridge, across the Gulf Intracoastal Waterway mile 117.7, St. Petersburg Beach, Pinellas County, Florida will be placed on single-leaf operation from 9:00 a.m. to 4:00 p.m. daily, Monday through Friday from October 15 through December 22, 2011. A double-leaf will be available with a four hour notice to the bridge tender. The vertical clearance may be reduced by three feet between 9:00 a.m. and 4:00 p.m. for tarps. This bridge will open a single-leaf on a 20-munite schedule per 33 CFR 117.287(f).
Indian Rocks Bridge (GICW Mile 128.2): Due to bridge repairs, the Indian Rocks (SR 688) Bridge, across the Gulf Intracoastal Waterway mile 128.2, Indian Rocks, Pinellas County, Florida will be placed on single-leaf operation from 9:00 a.m. to 4:00 p.m. daily, Monday through Friday from October 15 through December 22, 2011. A double-leaf will be available with a four hour notice to the bridge tender. The vertical clearance may be reduced by three feet between 9:00 a.m. and 4:00 p.m. for tarps. This bridge will open a single-leaf on demand per 33 CFR 117.5.
Caloosahatchee River Bridge SR 93/I-75: The Coast Guard has issued a public notice announcing a permit application amendment from the Florida Department of Transportation, District One, for the approval of location and plans to modify (widen) the SR 93/I-75 bridges across the Caloosahatchee River (Okeechobee Waterway, mile 128.6) at Ft. Myers, Lee County, Florida. Latitude: 26 41’50.36”N & Longitude 81 47’57.52”W. Navigational clearance will remain the same as the existing bridges. Each of the existing fixed highway bridges will be widened from approximately 42 feet to approximately 71 feet at the inside (median) between the bridge structures. Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina
NJICW Route 52 Causeway Replacement Bridge Complete:
Causeway Replacement Bridge Project (aka 9th Street Bridge) over Beach Thorofare in Great Egg Harbor Bay in Ocean City, NJ is now open with a vertical clearance of 55 feet, above mean high water. The temporary vertical clearance of 44 feet 8 inches is no longer in effect as of Wednesday, October 19, 2011. Mariners are urged to continue to use caution when transiting the area until demolition of the old bridge is fully completed. (5th District Bridge Branch)
Corson Inlet Lift Bridge Closed:
Corson Inlet (lift) Bridge - Closed to vessels until 1700 on 17 NOV 11, to facilitate the replacement of the bridge railings. (5th District LNM 42)
Hereford Inlet Sea Buoy to be Discontinued:
On or about 31 December 2011, Hereford Inlet Lighted Whistle Buoy H (LLNR 95) will be discontinued. (5th District LNM 40).
Dredging West Cape May Canal and Ferry Terminal:
The Dredge JENNI LEA will be conducting dredging operations at the Cape May Ferry Terminal from 15 October until 15 November, 2011. The tenders MISS LEANNE and ANN KAY will be on scene. The dredge and assisting vessels will monitor VHF-FM channels 13 and 16. A lighted floating and submerged pipeline will traverse southwesterly along the south shoreline to the Upland Disposal Area D. Cape May Dredging:
There will be dredging operations in Cape May beginning on 03 October, 2011 until approximately 15 December, 2011. The dredge TEXAS will commence dredging operations along the Atlantic Ocean coast of Cape May under the direction of the U.S. Army Corps of Engineers. The project consists of beach nourishment from Cape May Inlet to Lower Township in Cape May. The submerged pipeline will be 18,000 feet and run from the beach near the jetties to the offshore borrow site. The jack up barge BOOSTER REGGIE will be positioned 6,000 feet away from the dredge along the submerged pipeline. Operations will take place twenty-four (24) hours per day, seven (7) days per week until completion... The Dredge Operator will standby on channels #13 and #16 VHF-FM. Survey Ops off NJ Coast and Delmarva:
The R/V RIDLEY THOMAS (call sign V7JK2) will be conducting survey operations from 20 October to 20 November, 2011 off the New Jersey coast south to the Maryland, Virginia sea coast. Survey equipment will be towed near the seabed at distances of up to 3000m behind the survey vessel at approximately 2 to 4 knots Bottom samples will be taken approximately every 10 kilometers and will require the vessel to be stationary for approximately ½ hour per sample in
the following positions:

For the positions 6-9 the vessel will not tow any gear and will be collecting data at approximately 4-8 knots (Vessel Speed). Survey operations will be conducted 24 hours a day. Mariners are requested to use caution when transiting in the vicinity of the research vessel and to maintain a safe distance from the vessel and any equipment being towed. Roosevelt Inlet Delaware Dredging:
The Dredge MARION will be conducting dredging operations in Roosevelt Inlet from 18 October until 30 November, 2011. the dredge will monitor VHF-FM channels 13 and 16. Mariners are cautioned to stay clear of dredge, booster, floating (pontoon) and submerged The National Aeronautics and Space Administration, Wallops Flight Facility is requesting the Corps of Engineers modify the existing danger zone published at 33 CFR §334.130, "Atlantic Ocean off Wallops Island and Chincoteague Inlet, Virginia". This public notice is being done concurrently with the Federal Register notice. (5th District LNM 42)
Havre De Grace Shoaling:
Shoaling to a depth of 4.0 feet MHW has been reported across the channel between Havre De Grace Yacht Basin Buoy 4 (LLNR 27685) and Havre De Grace Yacht Basin Buoy 5 (LLNR 27690). (5th District LNM 42)
Susquehanna River Shoaling:
Shoaling to a depth of 6.0 to 10.0 feet MLW has been reported extending across the channel approximately 400 to 900 yards south of from Susquehanna River Channel Lighted Buoy 11 (LLNR 27645) to Susquehanna River Channel Buoy 12 (LLNR 27650). (5th District LNM 43)
Baltimore Approach Channel Dredging:
Mariners are advised that the Great Lakes Dredge & Dock Co., Inc. will be conducting mechanical dredging operations in the Approaches to Baltimore Harbor, within the Craighill Angle and Brewerton Extension Channels, from 01 November, 2011 through 15 January, 2012. The project will include two clamshell dredges, several scows, and various towing vessels. All equipment will be marked and lighted in accordance with U.S. Coast Guard Regulations. Dredged material will be transported to Poplar Island for placement within the Poplar Island containment facility. Mariners are urged to transit the area at slowest safe speed to minimize wake and proceed with caution after passing arrangements have been made. Under no circumstances should mariners attempt to pass between the towing vessel and scow while they are underway, as the towing cable may not always be visible above the water. Mariners can contact the Clamshell Dredges "GL54" and "GL55" on marine band radio channels 16, 13 and 10 VHF-FM. (5th District LNM 42)
Artificial Reef Construction Chester River:
On or about 20 October, 2011 Langenfelder Marine will begin deploying stone and pulverized concrete from the demolished Simkin's Dam in the establishment of the Swan Point #1 Reef site near the mouth of the Chester River. The reef site is will be approximately 1.03NMs east of Upper Chesapeake Channel Lighted Buoy 4 (LLNR 8360) and 1.39NMs.west of Swan Creek Entrance Buoy 3 (LLNR 26855). Authorized clearance is approximately 15 feet MLLW. POC: Eric Zlokovitz: 410-260-8324.

Kent Narrows Shoaling:
Shoaling to a depth of 5.0 feet MLW has been reported in the vicinity of Kent Island Narrows North Approach Lighted Buoy 3 (LLNR 26417). (5th District LNM 43)
Potomac River Debris:
There has been a report of floating and submerged debris in Mattox Creek due to the recent failure of an earthen dam. Aids to navigation may be unreliable and extreme caution is urged. (5th District LNM 43)
Tangier Island Dredging:
The Dredge BIG BIRD will be conducting dredging operations in the Tangier Island channels and basin from 17 October , 2011 until 18 January, 2012. A pipeline will run from the dredge site to the southwestern shoreline of Tangier Island. The dredge and assisting tug will monitor VHF-FM 13 and 16. (5th District LNM 41)
Diving Ops Elizabeth River:
PRECON MARINE will be conducting diving operations in the vicinity of the U.S. Navy Magnetic Silencing Range in the Elizabeth River until 01 March, 2012. A barge and assisting tugs will be between Elizabeth River Channel Lighted Buoy 1 (LLNR 9445) and Elizabeth River Channel Lighted Buoy 3 (LLNR 9465). The tugs will monitor VHF-FM channels 13 and 16. A slow NO WAKE transit is requested of all vessels. (5th District LNM 40)
Beltline Bridge Repair Correction:
NOTE: The previous East Coast Alerts copied a notice from the Coast Guard 5th District LNM 41 which was apparently incorrect. Following is the latest information from 5th District LNM 42: AIWW - Elizabeth River Southern Branch - Beltline RR (vertical-lift) Bridge - McLean Contracting currently conducting east side fender repairs with a barge MON thru FRI between 0700 and 1700 until JAN 2012; and requiring a 2-hour notification to move equipment via VHF Channels 13 & 16. (5th District LNM 42) Pleasure boaters have reported that the area is passable without the need for moving equipment.
Morehead City High Rise Bridge Fender Repair Continues:
AIWW - Newport River - US 70 (fixed) Bridge - Fender repairs are in progress until 15 DEC 11. A 20-foot wide barge will be operating in the channel. (5th District LNM 38) Note: This is a very narrow opening with swift current and an adjacent narrow railroad bridge opening. Use caution when passing under this bridge.
Shoaling Reported in Beaufort Harbor Channel:
A ACOE survey indicates shoaling to a depth of 7.9 feet MLE(sic) between Beaufort Harbor Channel Lighted Buoy 2 (LLNR 34805) and Beaufort Harbor Channel Lighted Buoy 1BH (LLNR 34810). The shoal extends across the width of the channel. (5th District LNM 38)
Snows Cut Ranges to be Discontinued:
The Coast Guard is considering discontinuing the following range lights:
A. Snows Cut Range Front Light A (LLNR 39830).
B. Snows Cut Range Rear Light A (LLNR 39835).
C. Snows Cut Range Front Light B (LLNR 39840).
D. Snows Cut Range Rear Light B (LLNR 39845).

Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey
Dredging is being done in the West branch of Stamford until approximately 24 November 2011. The hours of operation varies with the tide, but will be 12 hours a day. On scene is the dredge MACKERAL and dump scow which is monitoring VHF-FM channel 68. (First District LNM 43)
Brooklyn Navy Yard Dredging:
Dredging is being done at the Brooklyn Navy Yard until approximately 30 November 2011. The hours of operation are Monday - Friday, 24 hours a day. On scene is the dredge MICHIGAN & MARY ALICE, tug PAUL ANDREW, launch MATTHEW SCOTT and scow's WITTE 2000 and WITTE 3000. (First District LNM 43)
Manhattan Shoreline Construction:
A 70' x 280' crane barge will be spud down along the Manhattan shoreline installing pilings and a relieving platform. A 60' x 150' material barge will be along the shoreline astern of the crane barge. Work hours are Mon-Fri, 0600-1800, from on, or about, Oct 24 to Apr 15, 2012. (First District LNM 42)
NYC Battery Area Construction:
Trevcon Construction will have 30' x 90' barges working within Slip 7 at the Battery Maritime Building conducting restoration work. Work hours are Mon-Fri during daylight hours from Oct 17, 2011 to Mar 1, 2012. Trevcon point of contact is Mr. Mike Heard, Trevcon, 732.433.0510. (First District LNM 41)
Hudson River NY Harbor Construction:
Construction operations will occur in the Hudson River approximately 400 feet northwest of Pier 92. Trevcon Construction will have one 140' x 50' crane barge spudded down and one 90' x 30' material scow on site from approximately Oct 5 to Dec 15, 2011. Work hours are Mon-Sat, 0500-1600. During this time a temporary cofferdam and pilings will be installed. They will be removed upon completion of power cable laying operations. During non working hours, the unmanned construction platform will remain on site. The crane barge will not move on demand. Each vessel transiting in the vicinity of the work area is requested to do so at reduced speed to maintain maneuverability while minimizing the effects of wake and surge. Mariners are requested to contact the barge on Channel 13 to make any necessary passing arrangements. One emergency tug will be on site when cruise ships are arriving to, or departing from, Pier 92 south and Pier 90 north, at the Manhattan Cruise Terminal. (First District LNM 40)
Hudson River Soil Borings:
The Annie G II (26 x 12) will be taking three soil borings along the eastern shoreline north of Fish Island. Work hours are Mon-Fri, 24 hours per day, from Oct 20 to Nov 14, 2011. (First District LNM 43)
Erie Canal Update:
Erie Canal Locks remaining CLOSED: E8 through E17.
Erie Canal Locks OPEN: E2 through E7, and all locks west of E17
