Coastal Waters from Little River, South Carolina to Panama City, Florida

Right Whale Monitoring Buoys:
            Woods Hole Oceanographic Institution in conjunction with the National Oceanic and Atmospheric Administration (NOAA) has deployed two (2) surface buoys moored off the coast of Savannah, Georgia and Jacksonville, Florida.
            Color: Surlyn Yellow Foam, Height: 100” above water, Depth: 54.7 feet, Position: 31 deg 50.179N 080 deg 41.081W. No watch circle and anchor will be recovered.
            Color: Surlyn Yellow Foam, Height: 100” above water, Depth: 56.7 feet, Position: 31 deg 20.648N 080 deg 13.616W. No watch circle and anchor will be recovered.
            Each individual surface buoy is marked with: “IF FOUND ADRIFT, CONTACT WHOI @ (508) 548-1401”. Buoys and anchors will be recovered April 1, 2010. Any further information please contact Mr. Lance Garrisson at (305) 361-4488.

Dredging in Kings Bay and Fernandina Beach Area:
            Great Lakes Dredge and Dock Company, LLC, will commence maintenance dredging in the Entrance Channel, Kings Bay, Georgia and Fernandina Beach Harbor, Florida. The dredges LIBERTY ISLAND and TERRAPIN ISLAND will be onscene and monitoring Marine Radio VHF Channels 13 and 16…contact Mr. Dave Allen at (630) 574-3000. (7th District LNM 46)

Beach Renourishment in Central Florida:
            Great Lakes Dredge and Dock Company will commence a shore protection and beach renourishment dredging project on or about December 15, 2009, with completion date on or about March 1, 2010 in Port Canaveral, Brevard County, Florida. The project consists of dredging approximately 650,000 cubic yards from Canaveral Shoals Borrow Area and pumping the material ashore in Indialantic and Melbourne Beaches. Dredging in St. Lucie Crossroads, AICW:
            A and E General Contractors has commenced maintenance dredging in the Indian River (South Section), Crossroad Section of the Intracoastal Waterway in the vicinity of Indian River (South Section) Light 240 (LLNR 45915.5), with completion date on or about January 24, 2010.
            The boundaries for this project are:
North Limits: 27deg 10-56.400N 080 deg 10-54.333W
South Limits: 27deg 09-34.791N 080 deg 10-35.230W
West Limits: 27 deg10-41.906N 080 deg 11-02.163W
            The dredge NESSIE, crew boat NEAT #1, push tugs MISS BELLE #1 and various barges will be on scene and moored outside the channel at the Spoiled Island (DMMA M-5). All barges, boats and the dredge will be lighted in accordance with Coast Guard regulations. The floating pipeline will have a single light every one hundred (100) feet. The dredge NESSIE will monitor VHF Channel 13 and 16, with working channel 10. For further information please contact Mr. Butch Elliott at (904) 545-0377.

Okeechobee Waterway Update:
            On December 8, 2009 the lake level was reported at 13.65 feet. You can check the daily lake level at http://w3.saj.usace.army.mil/h2o/reports/r-oke.html.

Boca Beach Renourishment:
            Great Lakes Dock and Dredge Company, LLC, has commenced mobilization of vessels and equipment for a beach renourisment and dredging operation in Boca Raton, Florida. This project consists of dredging approximately 1,000,000 cubic yards of sand from two borrow area and pumping the material through floating and submerged pipelines to North and South Boca Raton Beach. Juno Beach Renourishment:
            Weeks Marine, Inc. will commence beach renourishment and dredging operations in Juno Beach, Florida, on or about December 15, 2009, with completion date March 1, 2010. Watch Out for Lake Worth Wave Break:
             A wave break has been installed to protect the sea grass during authorized dredging in the vicinity of Little Munyon Island. The authorized wave break was built with concrete blocks from the docks being replaced at Old Port Cove. The reported position of the wave break is 26-48.277N 080- 02.775W and is currently unlit at night. It is approximately 300 yards East of Lake Worth North Daybeacon 31. Mariners use caution when transiting in this vicinity since the wave break is not visible at night and partially submerged at MHW. (7th District LNM 49)

Dredging Equipment in Lake Worth Inlet:
            Weeks Marine, Inc. will establish a staging area for anchored dredge equipment (submerged pipelines and work barge) on or about November 10, 2009, in Lake Worth Inlet, Florida. The approximate position is between: 26 deg 45’24”N and 26 deg 45’36”N 080 deg 02’30”N and 080 deg 02’36”W. All anchored equipment will have approved Coast Guard lighting for night operations. This equipment will remain on-scene until March 2010. Mariners are urged to use extreme caution and transit the area at their slowest safe speed to create minimum wake. Dodge Island Turbidity Curtain:
            All mariners are advised that due to seawall construction upgrades on the south side of Dodge Island, Miami, Florida, there will be a Turbidity Curtain installed. The Curtain will extend into the Dodge Island Cut approximately 120-150 feet south from the existing rip rap…Three (3) temporary Turbidity Pilings approximately 10-12 feet in height will be equipped with amber strobe lights. The construction upgrades will be completed on or about June 30, 2010. Mariners transiting Fishermans Channel are urged to be on the lookout and steer clear of the piling and curtains. Key West Area Testing:
            Lockheed Martin will be conducting offshore testing commencing on or about December 6, 2009 with completion date on or about December 22, 2009, approximately three (3) miles offshore in an area defined by the following coordinates:

24 deg 30.0N 080 deg 50.0W
24 deg 28.0N 081 deg 50.0W
24 deg 16.0N 081 deg 50.0W
            The primary working areas inside this area are at the following coordinates:
24 deg 31.10N 081 deg 16.56W
24 deg 32.06N 081 deg 12.43W
24 deg 30.14N 081 deg 35.35W
24 deg 30.12N 081 deg 35.34W
            Lockheed Martin will be deploying test equipment that will be a hazard to navigation, all vessels are asked to give a wide berth and be alert as divers’ will be working with test equipment. Vessels and equipment on scene: Tow Vessel: RICHARD L. BECKER, RHIB’s (2), and (1) AS-350 Helicopter for aerial deployments. All vessels will monitor VHF Channels 71 and 72 with emergency backup channel 16. All vessels are urged to contact Lockheed Martin via VHF Channel 16 for any emergency concerns.

Port of Tampa Dredging:
            Orion Dredging Servives, LLC, has commenced maintenance dredging operations for the Port of Tampa. Dredging has begun in Hillsborough Cut C Channel south of Hookers Point working northward into Port Sutton Turning Basin and Port Sutton. (7th District LNM 49)

Shoaling—Manatee River:
            Severe shoaling has been reported in the vicinity of Manatee River Cut A Range Front Light 4 . Shoaling was out fifty (50) feet from RFL 4 on a bearing of 300 deg true from RFL 4. Water depth reported at five (5) feet at low tide. Water depths better than nine (9) feet on red side of channel. Charted depth at 6.5 feet. (7th District LNM 49)

Florida Bridge Update: From the USCG 7th District LNM 49
            J. Turner Butler Bridge (AICW Mile 749.5): Fender system is being replaced between January 18, 2010 and June 30, 2010.
            Bridge of Lions (AICW Mile 777.9) Restrictions:
From the Bridge of Lions Rehabilitation Project:
            The restrictions listed below will only be used on an as-needed basis, so they may not be used every day for which they are scheduled. Please contact (904) 825-3647 or (904) 669-1165 the day before traveling through the area to check if the restrictions will be used or not. 
            Channel Restrictions:
            November 30-December 22, 2009: Monday through Friday, 7:30-10:30 a.m.--Channel restricted to 35 feet horizontal clearance, bridge opens on schedule.
            November 30-December 22, 2009: Sundays through Thursdays, 9:00p.m.-7:00 a.m.—Channel closed to all marine traffic opening only for declared emergencies.

            NASA Railroad Bridge (AICW Mile 876.6): Due to repairs, will be allowed to be closed to navigation between 10:00 p.m. and 6:00 a.m., Mon-Fri, except federal holidays. Start date to be determined.
            Max Brewer Bridge (AICW Mile 878.9: AKA Titusville Bridge, is being replaced with a high level bridge. Construction began May 11, 2009 and will continue through April, 2011.
            8:00 a.m. December 1—5:00 p.m. December 31, 2009: The east channel of the swing bridge will be closed. The west channel is open with no restrictions.   Marine interests should contact Lane Construction at 321 607 5700 for additional information on construction schedules.
            Banana River: SR 528 (Bennett Causeway Bridge, not on the AICW): Vertical clearance will be reduced by 5 feet in center span Nov. 26-Dec. 30, 2009, for painting.           
            Parker Boulevard Bridge (AICW Mile 1013): Starting mid-November will be on single leaf operations. Double leaf operations will be available with a two hour notice. Work is expected to be complete by March 30, 2010.        
            Atlantic Boulevard Bridge (AICW Mile 1056): Starting mid-November will be on single leaf operations. Double leaf operations will be available with a two hour notice.   Work is expected to be complete by March 30, 2010.
            SW 11th Avenue Bridge, North Fork, New River, Ft. Lauderdale: Under repair until January 2010, but will be operational, except for two 24-hour closure periods. The first 24-hour closure will be January 14, 2010.   
            Howard Franklin Bridge, Old Tampa Bay: Under repair, channel under bridge restricted between 6:00 a.m. and 8:00 p.m. daily until December 23, 2009.
            Cass Street Bridge, Hillsborough River, Tampa (Mile 0.7): Single leaf operation through January 31, 2010. A double leaf opening is available with a four-hour notice.
            Cortez Bridge: Worth Contracting has advised this office that the Cortez Bridge, GICW Mile 84.6, Cortez, Florida will be on single-leaf operations until December 31, 2009. A double-leaf opening is available with a two hour notice to the bridge tender.
            Dunedin Causeway Bridge: Single-leaf operation until Feb. 28, 2010. A double-leaf opening will be available with a 3-hour notice to the bridge tender. Scaffolding will reduce the vertical clearance of the down span by five feet.
