Mike, I have a 16 foot boat that weighs 500 lbs. Do I need brakes?

You will typically not see brakes on trailers that are used for loads that are less than 1500 pounds. Another point to keep in mind is that brake requirements on trailers vary from state to state. Most states require brakes on trailers with a minimum weight of 3,000 pounds. There are a few states with restrictions as low as 1,500 pounds and some as high as 10,000 pounds. Check with your Department of Motor Vehicles for your particular states requirement. Since your boat is 500 pounds you are fine to operate without brakes on the trailer as long as your tow vehicle is rated for towing the load.
