Take a look at this photo and decide if there's anything "wrong" with what you are seeing...
While the jetski riders are to be congratulated for wearing life jackets (it's a rule regardless of age, in all states), take a look at the three boats waiting to return to the single lane boat ramp. That's what's "wrong" with the picture.
Call it etiquette or call it politeness or call it being efficient, but it's an act of courtesy to have equipment, lunches, coolers and fishing gear already loaded in the boat when it hits the water. In the case of the jetski here, the riders should have already adjusted their life jackets and been on their way so that waiting boats could get to the ramp without having to perform endless circles just offshore.
