Pennsylvania Fish and Boating Commission considering mandatory life jacket wear during winter months

The Pennsylvania Fish and Boating Commission is asking for public comment on a proposal to require all boaters on boats less than 16' and all canoes and kayaks wear a life jacket at all times between November 1st and April 30th. Currently Pennsylvania only requires life jackets for children 12 years and younger on boat less than 20'.
