Wind Turbines Proposed off Virginia Coast:
Dominion Virginia Power has submitted a permit application for the construction and operation of Virginia Offshore Wind Technology Advancement Project (VOWTAP). The project includes two 6-MW turbines on the Outer Continental Shelf (OCS), about 24 nautical miles east of Virginia Beach. The Research Activities Plan (RAP) and appendix data will be on the web site, and is available at the following web site: www.boem.gov/Research-Activities-Plan/ (5th District LNM 31/2014), ED. Basically, the two turbines will be 547 ft above mean sea level (MSL) at the rotor tip (visible by a man from 28.7 miles) and the hubs will be 328 ft above MSL (visible from 22.2 miles). The 4-inch transmission line would go ashore at Virginia Beach. They will be located off the mouth of the Chesapeake Bay, and in between the busiest most southern and northern traffic lanes for large ships (those equipped with AIS).*

US Army Corps of Engineers Websites for AICW Surveys and Reports
Despite the federal government reduction in funding, the USACE, in our opinion, does a really good job at surveying and recording depths in the Atlantic Intracoastal Waterway (AICW). They may not be able to dredge every little shoal, but at least they let you know where the shoals are so you can plan accordingly. Some areas in North Carolina are currently being dredged or are scheduled to be dredged soon. So, before you get too excited about the shallow depths reported by some fellow cruisers, check out the latest surveys at the following:

Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey
New Haven and Bridgeport Breakwater Improvements:
Breakwater improvements will be done from August 1 - December 30, 2014. The work in New Haven will be done in (PA) 41 13'40.19"N 072 55'47.77W and Bridgeport in (PA) 41 09'26.61"N 073 10'31.34" W. The hours of operation will be Monday - Friday, 6:00 am - 6:00 pm. On scene will be the tugs LESLIE ANN & SWIFT and two spud barges, that will be monitoring VHF-FM channel 13. NOAA Hydrographic Survey Operations, Ship Thomas Jefferson:
NOAA Ship Thomas Jefferson (S222) will be conducting hydrographic survey operations throughout Buzzards Bay and Rhode Island Sound from 1 April 2014 through 30 September 2013.
Thomas Jefferson is a 208-foot, white survey vessel and deploys two 31-foot, aluminum survey launches; survey vessels carry NOAA markings, can be identified on AIS, and will be monitoring VHF channels 13 and 16. Survey operations will be conducted 24-hrs a day from the ship and from 0730 through 1800 with survey launches. Mariners are requested to exercise caution when transiting the operational area. When towed hydrographic instrumentation is deployed, Thomas Jefferson will be restricted in her ability to maneuver. ... NOAA Hydrographic Survey Operations, Ship Ferdinand R. Hassler:
NOAA Ship Ferdinand R. Hassler (S250) will be conducting intermittent hydrographic survey operations in the approaches to Portsmouth, NH from approximately 14 April 2014 through 30 September 2014. (First District LNM Week 19/2014)
Ferdinand R. Hassler is a 124-foot, white, twin-hulled survey vessel; the ship has NOAA markings, can be identified on AIS, and will be monitoring VHF channels 13 and 16. Survey operations will be conducted 24-hrs a day from the ship. Mariners are requested to exercise caution when transiting the operational area. When towed hydrographic instrumentation is deployed, Ferdinand R. Hassler will be restricted in her ability to maneuver. An overview of the survey area is shown below. Tappan Zee Bridge Work Update:
Starting 01 August 2014 and continuing until 01 November 2014, Bucket Dredge Weeks 506, Weeks 549 and attendant plant will be excavating a floatation channel in the Hudson River downstream and parallel of the Tappan Zee Bridge Eastside, at Tarrytown, NY. All excavation will be done in shallow water to the east side of the Federal Navigation Channel. Various barges will be anchored outside of the Federal Navigation Channel downstream of the bridge within the following coordinates:
Operations will be 24 hours a day, 7 days a week. Vessels on scene will monitor VHF-FM channels 13 and 16. Mariners are urged to use extreme caution and transit the area at their slowest safe speed to create minimum wake after passing arrangements have been made. (First District LNM Week 30/2014)
Submarine Cable Crossing Inspection Marine Technologies, Inc. will be performing commercial diving operations commencing on or about August. 4, 2014 thru August 29, 2014 to locate existing submarine cables North of the Tappan Zee Bridge on the Hudson River, New York. Operations will be performed from the 32' dive vessel Miranda. Hours of operations will be 0600 to 1730 hrs, Monday thru Friday. Summer is the time when bridge inspections occur, especially underwater. There are many listed in the 5th District LNMs and we are giving information only on the major bridges. If you see a small boat or two anchored near a bridge, and the occupants are obviously not fishing, there may be divers in the water and you should exercise care, stay clear and go very slow. They should be displaying a "dive flag" (red square with diagonal white stripe).
Dredging in Wachapreague:
The dredge MARION of Cottrell Contracting Corporation of Chesapeake, Virginia will commence dredging operations in the Wachapreague Channel in Accomack County, Virginia between Wachapreague Channel Light 10 (LLNR 6000) (37-36-37.260N, 075-39-50.328W) and Virginia Inside Passage Light 126 (LLNR 6015) and also between Virginia Inside Passage Light 126 (LLNR 6015) and Virginia inside Passage Light 134 (LLNR 6040) in Bradford Bay from 5 August, 2014 until or about 31 October, 2014. The dredge will monitor Channels 13/16 VHF-FM. (5th District LNM 31/2014)
Chincoteague Drawbridge Temporary Change:
Mariners are advised that a temporary deviation has been approved by the Coast Guard to test an alternate drawbridge operation regulation at the SR 175 Bridge over Lewis Channel Creek and Black Narrows (37.938158° -75.372575°), at mile 3.5, in Chincoteague, VA. Under this temporary 90-day deviation, effective from 6 a.m., on August 4, 2014 through midnight, on November 3, 2014 the draw will be required to open on demand at all times. This deviation will test a change in the drawbridge operation schedule to determine whether a schedule change is needed and to solicit comments from the public. Comments will be received for the record identified by the docket number using any one of the methods published in the Federal Register under Docket USCG-2014-0483; and must be submitted on or before October 2, 2014. Chesapeake Bay Bridge Painting Update:
Alpha/ Liberty has relocated its paint barge and four (4) Lighted Crown Buoys (anchor buoys) in association with their Chesapeake Bay Bridge Painting Project. The four 60" yellow buoys will each have a flashing four second yellow light (Fl Y 4s) and will be located approximately 800 ft (directional) from the lighted paint barge; ( NW, NE, SE and SW). The Paint Barge location is 38 59 30.84N 76 22 19.74W.
Blastec Enterprise has relocated their paint barge and four (4) Lighted Crown Buoys (anchor buoys) in association with their Chesapeake Bay Bridge Painting Project. The four 58" yellow buoys will each have a flashing four second yellow light (Fl Y 4s) and will be located approximately 500 ft (directional) from the lighted paint barge; ( NW, NE, SE and SW). The Paint Barge location is 38 59 25.30N 76 21 51.30W; which is east of Tower-Pier 40. (5th District LNM Week 30/2014)
Woodrow Wilson Bridge Inspections and Openings:
Mariners are advised that maintenance and inspections of components are scheduled at the Woodrow Wilson Memorial (I-95) Bridge (38.791656° -77.032240°), at mile 103.5, across Potomac River, between Alexandria, VA, and Oxon Hill, MD. Each night beginning at 11 p.m., on Sunday, August 10, 2014 through 4 a.m., on Friday, August 15, 2014 testing and multiple openings and closings of the spans will occur. Openings may be a full opening of the drawbridge or group openings of the inner and outer loop spans. Appropriate notifications from the tower will made to the required parties in the standard operating procedures. Mariners should use extreme caution when transiting the area. Three VA Lights to be Discontinued Due to Structural Failure:
Due to structural failure of Great Wicomico Light (LL 7475) (37-48-12.469N, 076-15-58.796W) the Coast Guard can no longer safely access it for maintenance and is soliciting comments on discontinuing it.

Lamberts Point Pier Repairs, Diving Ops:
Mariners are advised that Crofton Diving Corporation will be conducting pier repairs to the existing Norfolk and Southern Coal Piers located at Lamberts Point (36.879621° -76.329812°) on the Elizabeth River until or about 7 January, 2015. Diving operations will occur during the existing operations and crews on scene will monitor Channels 13/16 VHF-FM. (5th District LNM Week 30/2014)
Construction Progresses at Steel Bridge (Dominion Blvd):
Mariners are advised that contractors have installed the permanent beam and the new fixed height is currently at 95 feet, above MHW, for the replacement of the existing Dominion Boulevard/US 17 (Lift) Bridge across the Southern Branch of the Elizabeth River, at AIWW mile 8.8, in Chesapeake, VA (commonly known as the Steel Bridge) and its approaches on essentially the same alignment. (Latitude 36o 44' 10" N, Longitude 76o 17' 40" W). The existing drawbridge remains operable and the available vertical clearance in the closed-to-navigation position isapproximately 12 feet, above MHW. Construction work continues through March 2017. The operation requires the construction of the new bridge, removal and replacement of the bridge fender system, demolition of the existing bridge, along with in-water work involving pile driving, concrete pier construction and girder erection. Tugboats are being used and monitor VHF Channel 13 in the event that mariners need to contact the contractor. Mariners should check for updates on this replacement bridge project and use extreme caution when transiting the area. (5th District Bridge Branch)
Bridge Work, AICW Morehead City, Horizontal Clearance Restricted:
Mariners are advised that maintenance and repairs will be in progress at the US 70/High Rise (fixed) Bridge, at AICW mile 203.8 (34.720105°-76.693624°), across Newport River in Morehead City, NC from July 19, 2014 through April 25, 2015. To facilitate maintenance and repairs, the contractor will utilize a 40-foot X 60-foot barge as a work platform for equipment staging that will reduce the available horizontal clearance in the navigable channel. A two-hour advance notice is required to remove the barge from the channel for vessels requiring greater than 40 feet of horizontal clearance to safely navigate through the bridge. The work supervisor can be contacted on VHF-FM channels 13 or 16 to arrange removal of the barge from the channel. Mariners are urged to transit the area with caution at slow no wake speeds. Bridge Construction, Beaufort NC:
Mariners are advised that work is in progress through May 31, 2015 for the replacement of the US 70/Grayden Paul Bridge (34.722364° -76.669315° ) across Gallants (Beaufort) Channel, relocated between Radio Island and Michael J Field, in Carteret County, NC. When completed, the new high-level fixed bridge will have a vertical clearance of 65 feet, above mean high water, along with a horizontal clearance of 100 feet between pile bents. The construction operation will include in-water work involving pile driving, concrete placement, girder setting, and concrete deck installation with post tensioning. Tugboats and barges will be used and will monitor channel 13 VHF, in the event that mariners need to contact the contractor. Waterway closures are being planned. We advising mariners to check for future notices on this project and use extreme caution when transiting the area. (5th District LNM Week 27/2014)
Masonboro Inlet Jetty Construction:
Mariners are advised that Precon Marine Inc. will be completing south jetty rock repairs at Masonboro Inlet (34.179519° -77.806746°). The project will begin 7/15/2014 and run until 8/30/2014. Mariners should use extreme caution and maintain no wake while transiting the work area. Precon will have the tugs BETTY JO, DOTTI J, and SAVANNAH working in the area with crane barge KS 1355 and material barge JMC-120. All Tugs can be reached on VHF 13, 16 and 06. Work is planned for day light hours only. Temporary mooring buoys will be placed in Banks Channel and will have a single white light. Moorings will be removed upon project completion. Cape Fear River Dredging:
Mariners are advised that the Southern Dredging Company, Inc. will be conducting dredging in the Cape Fear River between Highway 133 Isabelle Homes Bridge to the Cape Fear Lighted Buoy 58 (LLNR 30840) (34-09-30.966N, 077-57-31.050W) commencing on or about August 15, 2014 and ending approximately January 31, 2015. Mariners are requested to stay clear of the dredge, pipelines, barges, derricks, buoys and operating wires about the dredge. Mariners are requested to exercise extreme caution when approaching, passing, and leaving the dredge areas and plants. The Southern Dredging Company, Inc. monitors VHF channels 13 and 16. Mariners are cautioned to strictly comply with the rules of the road when approaching, passing and leaving the area of operations. Dredging will be conducted twenty-four hours a day seven days a week. All vessels are requested to contact the dredge thirty minutes prior to expected time of passage and a slow no wake is requested of transiting vessels. (5th District LNM Week 32/2014)
North Carolina AICW Shoaling Reminder:
Browns Inlet Crossing, North of the Onslow Beach Bridge, (34.598523°-77.241191°) Mile 238. Shoaling, shifting channel and often different markers than charted. This is a good example of many problem areas where an inlet, creek or river flows into or across the AICW causing frequent shoaling and changes.
Shoaling to 2.6 feet is reported in the vicinity of green can 99A at Black Mud Creek (34.354514°-77.681862°), New Topsail Inlet area, approximately AICW Mile 270.5.
USCG Seventh District
Coastal Waters from Little River, South Carolina to Panama City, Florida
Little River Swingbridge Fender Repair Update:
Mariners are advised that R. L. Morrison and Sons, Inc is working on the fender system for the Little River Swingbridge (33.851550°-78.656357°), Atlantic Intracoastal Waterway, Myrtle Beach, South Carolina. The contractor will have a work barge in the waterway that will restrict the horizontal clearance to 30 feet. Starting June 23, the Little River Swingbridge will operate on the following schedule: from 7:30 a.m. to 6:00 p.m. daily, Monday through Friday except Federal holidays, this bridge will only open to vessel traffic from 9:30 a.m. to 10:00 a.m., 12 noon to 12:30 p.m. and from 2:30 p.m. to 3:00 p.m. From 6:00 p.m. until 7:30 a.m., the bridge will open on demand. Vessels that are constrained in their ability to navigate are directed to call 843-200-3970 to provide two hours advance notice to the contractor to have the channel cleared prior to their arrival. Vessels requiring more than 30 ft of horizontal clearance should contact the on-scene tug and make arrangements for passage. All other requests for openings should be directed to the bridge tender via VHF-FM radio. This work will be completed by September 23, 2014. Charleston Bridge Repair:
The fender pilings at the eastern span of the I-17 James Island Bridge pose a hazard to navigation. A TRLB has been established in position 32-46.818N, 079-57.416W with Fl Q W, 4M. Mariners are advised to transit the area with extreme caution. (7th District LNM Week 31/2014)
Cottrell Contracting Corporation will commence dredge operations at Kinder Morgan Terminal Docks 1 and 2 in the vicinity of Shipyard Creek Channel LT 2 (LLNR 2770) (32-49-49.999N, 079-56-07.706W) and LT 4 (LLNR 2775). Operations will begin on or about July 31 through August 31, 2014 and will be conducted twenty-four (24) hours a day seven (7) days a week. All fishnets, crabpots and structures in the general area must be removed prior to commencement of work; a slow NO-WAKE speed is requested of transiting vessels. The Dredge LEXINGTON will monitor VHF channels 13 and 16. All vessels must contact the dredge prior to passing. Mariners are advised to stay clear of dredge, pipelines, barge, derricks and operating wires about the dredge and to use extreme caution when approaching, passing and leaving the dredge plant. Jacksonville, St. Johns River Geotechnical Drilling:
1. Mariners navigating Jacksonville Harbor / St. Johns River from the Mayport Entrance Channel (30-23-51.106N, 081-23-34.703W) to the Broward PT Turn are advised that the R/V Polly will be conducting Geotechnical Drilling Investigations and Surveys commencing on or about 5 August 2014 with a projected completion date of mid-January 2015. Work is expected to proceed from the entrance channel and proceed upriver to the vicinity of the Broward PT Turn.
2. The vessel operator will monitor channels 13 and 16 VHF-FM. Traffic should call 30 minutes prior to expected time of passage. Mariners are requested to stay clear of the R/V Polly while they are conducting operations. Mariners are cautioned to strictly comply with "Rules of the Road" when approaching, passing, and leaving the area of operations and remain a safe distance away from the vessel.

Dredging in Taylor Creek, Ft. Pierce:
Dredging & Marine Consultants will be conducting dredge operations upstream of the US1 Bridge (27.466030° -80.330014°) in Taylor Creek, Fort Pierce, Florida. Operations will be from 0700-1900 daily beginning on or about August 12, 2014. The dredge will monitor VHF-FM channel 13 and 16 for passing arrangements. Okeechobee Waterway Update:
On August 12, 2014 at 2400 hours the lake level was reported at 14.32 feet and the navigational depths were reported at 8.26 feet for Route 1 (26°58'32.23"N, 80°38'22.92"W) and 6.46 feet for Route 2 (Rim Route) (26°47'0.61"N, 26°47'0.61"N)

Artificial Reef Construction, off Jupiter Inlet:
Palm Beach County Department of Environmental Resources Management will begin an Artificial Reef Construction project at the Juno Pier Site in Palm Beach, Florida south of the Jupiter Inlet (26°56'36.61"N, 80° 4'13.61"W). Reef deployment will begin approximately July 29, 2014. Approximately 900 tons of limestone boulders and up to 400 tons of concrete ruble will be used during construction. Reef construction will begin approximately August 21, 2014. Operations will be during daylight hours only. Equipment used will include a tug boat, a load line barge and an excavator for material deployment. Navy Operations off Port Everglades:
The US Navy, South Florida Ocean Measurement Facility (SFOMF) will conduct operations in an area offshore Fort Lauderdale, Florida. A Naval asset will conduct surface and submerged maneuvers in the water immediately southeast of Port Everglades Inlet (26.085396°-80.097828°). The operations are scheduled within a period beginning on 1200hrs 28 August to 1600hrs on 07 September, 2014.
The vessel will be working between 60ft and 600ft of water approximately 3/4 NM to 4 NM off shore, and from 1/2 NM south of the Port Everglades Inlet (26.085396°-80.097828°) to 2.5 NM south of the Port Everglades Inlet. The naval asset will have restricted maneuverability. All vessels are advised to stay well clear of the naval vessel. Broward Sheriff's Office and Tow Boat US small craft will provide escort for the naval ship while operating on the surface. Ships entering PEV are requested to enter from the northeast thereby avoiding the waters south of the channel. The Naval asset will be escorted by Broward Sherriff Office chase boats and TBUS chase boats. All PEV Traffic is advised to stay NORTH of the channel on approach within 5NM of the coast. Becker operated by TowBoatUS will be deploying and recovering subsurface buoys in the water immediately southeast of Port Everglades Inlet. Becker will be deploying submerged buoys approximately 200ft from the surface. The buoys will be moored in 450ft of water approximately 2.1 NM off shore, and 1 NM south of the Port Everglades Inlet (26.085396°-80.097828°). They buoys will be left in the water and recovered NLT 12 September 2014. All vessels are advised to stay well clear of the M/V Becker and Tow Boat US RHIB boats during deployment and recovery operations. (7th District LNM Week 32/2014)
New Ranges for Miami Main Channel Entrance:
Shoreline Foundation, Inc. will begin construction of new range structures for the Miami Main Channel Entrance Ranges and Government Cut Ranges, followed by the removal of the existing ranges and temporary range structures on or about July 02, 2014. Construction operations will be conducted approximately 3 to 6 NM's off the coast of Key Biscayne, FL, on the perimeter of the Miami Main Channel and Government Cut. Operations will normally take place Monday through Saturday between the hours of 7:00am and 5:00pm, but may periodically change due to weather conditions. The project will involve commercial divers, the Tug "MARK" and a 160 foot crane barge that will be supported by a 31 foot crew boat. All vessels will monitor VHF-FM channels 13 and 16. The project is scheduled to be completed on or about November 14, 2014. Mariners are urged to use extreme caution and transit the area at their slowest safe speed to create minimum wake to ensure the safety of the workers. Jetty Construction, Dunedin, FL:
Florida Dredge & Dock, LLC will commence jetty construction on or about August 15, 2014. Operations will include constructing 3 T-groins on the gulf side of Honeymoon Island (28.069000° -82.830722°) centered approximately 1 mile north of Hurricane Pass. The jetties will extend 250 feet west from high water. Hours of ops will be daylight hours only, (6 days a week) Monday through Saturday. The project will run until approximately July, 2015. There is severe shoaling in Big Bend Channel (27.813833° -82.460492°) (Tampa area) and the Turning Basin. Florida Bridge Update: From the USCG 7th District LNM Week 32/2014:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can "Search" a bridge name for previous East Coast Alerts that may contain information that is still current. Bridges that have vertical height reduced (or other severe restriction) will remain on this list until the restriction is removed.
Atlantic Boulevard Bridge (AICW Mile 744.7): Genesis CEI Services, LLC has advised the Coast Guard that due to painting operations on the Atlantic Boulevard (SR 10) (30.323251°-81.438770°) Bridge across the Atlantic Intracoastal Waterway (San Pablo Creek) mile 744.7, Duval County, Florida. The vertical clearance of the 65 foot high bridge will be reduced by four feet slightly more than one-half the channel from April 10, 2014 through April 10, 2015. The contractor will maintain 65 ft of vertical clearance within a 45 ft horizontal clearance at all times on one side of the channel. Mariners are requested to proceed through the east side of the channel through this area.
Main Street Bridge, St. Johns River: The Coast Guard has approved a temporary change to the operating schedule of the Main Street Bridge (30.322626° -81.658613°)across the St Johns River, Jacksonville, Florida, due to bridge repairs. From January 24 through December 30, 2014, the Main Street Bridge will open with a two hour advance notice between the 6:00 a.m. and 6:59 p.m. to the bridge tender either via VHF-FM channel 9 or by calling 904-891-2191. Between the hours of 7:00 p.m. and 5:59 a.m. a four hour advance notice to the bridge tender will be required to receive an opening. During the painting operation the contractor will be placing scaffolding under the bridge which will reduce the vertical clearance of the bridge up to 10 feet. Superior Construction Company has advised the Coast Guard that they will be using a snooper truck as part of this operation which will reduce the vertical clearance to 22 feet at different locations. The snooper truck can be removed if 30 minutes advance notice is provided. During the concrete pour operation the Main Street Bridge will need to close for 72 hours on two separate occasions. The date for the first 72 hour closure has been set for September 5, 2014.
Update: The 2 hour notice for an opening will be in effect for next week, 08/11/14 – 08/15/14, between the hours of 9am and 4pm due to repairs being made on the lift span. The advanced notice for an opening will also be in effect beginning at 9pm Friday night, 08/15/14, and ending at 6am Sunday morning, 08/17/14, due to repairs being made under a full bridge traffic detour. Between the hours of 6am and 7pm, a 2 hour notice is required, between the hours of 7pm to 6am a 4 hour notice is required. We greatly appreciate everyone's patience and understanding in this matter.
Please note these dates may change or be added due to unforeseen circumstances such as weather or equipment failure. Unless specifically identified in the schedule, mariners should anticipate the described opening restrictions are in effect. Additionally, to support mariners with the latest information we have provided a cell phone to the bridge tenders at the Main Street Bridge who can be contacted at any time, 904-891-2191.
US 192 Bridge: M&J Construction Company will be repairing and painting the SR 500 (US 192) Bridge (28.082960° -80.591610°) across the Atlantic Intracoastal Waterway, Canaveral, Florida (this bridge is actually the Melbourne Causeway Bridge between Melbourne and Indiatlantic). The vertical clearance of the 65 foot high bridge will be reduced by five feet slightly more than one-half the channel from September 3, 2013 through September 1, 2014. The contractor will maintain 65 ft of vertical clearance within a 45 ft horizontal clearance at all times on one side of the channel. Currently the contractor is working on the west side of the channel. Mariners are requested to proceed through the east side of the channel through this area.
Flagler Memorial Bridge: The Florida Department of Transportation has advised that the Flagler Memorial Bridge will be placed in the open to navigation position for a six month period. Mariners are reminded that the horizontal clearance at the Flagler Memorial Bridge (26.718200°-80.044761°) is currently set at 70 feet and will remain until the new bridge is built and this bridge is removed.
Due to a concrete pumping operation over the Flagler Memorial Bridge, the vertical clearance over the waterway will be limited to 64 ft during the operation. Vessels requiring more than 64 ft of vertical clearance should contact the bridge tender at least four hours in advance to schedule the removal of the pipe over the waterway. This operation will be conducted at least 2 or 3 times a week from Monday through Friday between the hours of 7:00 a.m. and 7:00 p.m. starting May 27, 2014 and ending on October 31, 2014. Mariners are requested to contact Primary - 813 235 3056 (Ricardo Baraybar) Secondary - 561 253 6995 (PCL Office) to make arrangements to have the vertical clearance restriction removed.
With the Flagler Memorial Bridge left in the open to navigation position from May 12, 2014 until October 31, 2014, all vehicle traffic will be detoured to the bridges south of this structure. For this reason, the Royal Park Bridge will be on an hourly schedule at the quarter-hour (open once an hour on the quarter past the hour) from 6:16 a.m. until 8:14 p.m. Monday through Friday, except that from 7:16 a.m. to 9:14 a.m. and from 4:16 p.m. to 6:14 p.m. this bridge will be allowed to remain closed to navigation. At all other time including Federal Holidays this bridge will open on the quarter-hour and three-quarter hour. The Southern Boulevard Bridge will remain on the twice an hour schedule (top of the hour and bottom of the hour), except that from 7:31 a.m. to 9:29 a.m. and from 4:01 p.m. to 5:59 p.m. (Monday through Friday, except Federal holidays), this bridge will be allowed to remain closed to navigation.
PCL Construction will be working on the new Flagler Memorial Bridge and will have floating equipment in the vicinity of the Flagler Memorial Bridge. Any and all channel restrictions/closures in support of this new structure will be published in future Local Notice to Mariners and Broadcast Notice to Mariners. This bridge construction is anticipated to be completed by September 1, 2016.
Lake Avenue/Robert Harris Bridge: The Florida Department of Transportation has initiated coordination with the Coast Guard to consider regulations on the Lake Worth/Lake Avenue/Robert Harris Bridge (26.613475°-80.044348°), across the Atlantic Intracoastal Waterway mile 1028.0, Lake Worth, Palm Beach County, Florida, which will allow for some bridge closures and temporary regulation changes to order to facilitate construction/repair activity on this bridge.
The Coast Guard has agreed to allow this bridge to remain closed to navigation from 12:05 a.m. to 4:59 a.m. and from 7:05 a.m. to 10:59 a.m. daily, Monday through Friday, except Federal holidays. This bridge will be allowed to open once an hour on the top of hour for the remainder of the day. The vertical clearance of the bridge will be reduced by 5 feet which will allow for a vertical clearance of 30 feet in the closed position.
Coastal Gunite Construction Company has advised the Coast Guard that they will start this project on September 2, 2014 and will continue until May 15, 2015.
South Fork, New River, Ft. Lauderdale: I-95 Bridge Update: V&M Erectors is working on the I-95 Bridge across the South Fork of the New River, Fort Lauderdale, Florida. Due to painting operations the vertical clearance will be reduced by 5 feet from January 7, 2014 through August 31, 2014. The containment system can be retracted by two feet if 24 hours notice is provided to the contractor.
V&M Erectors will be working on another section of the I-95 Bridge (26.096434° -80.169002°) across the New River. This work will close the navigation channel at night from 10:00 p.m. through 5:00 a.m. daily, April 6 through September 1, 2014. Mariners requesting passage at night should call 954-290-1877 and provide a two hour advance notice. V&M Erectors may be working on the bridge during daylight hours; but the floating equipment will be placed outside the channel limits. Mariners are request to use caution when transiting through this area as there are currently three projects on going in this congested area.
CSX Railroad Bridge: The contractor working on the CSX Railroad Bridge (26.096456° -80.169348°) replacement across the South Fork of the New River mile 2.8, Fort Lauderdale, Broward County, Florida has requested to temporarily change the regulation governing the existing CSX Railroad Bridge. This temporary regulation change has been approved and has placed this bridge to an on demand schedule whereas the bridge will be placed in the closed to navigation position during certain portions of the construction operations with an open on demand schedule. Mariners are requested to contact the bridge tender on VHF-FM channel 9 for opening and passing information. The pile driving operation on the south side is scheduled to begin in August 2014. The Coast Guard has approved a temporary schedule change for the CSX Railroad Bridge across the South Fork of the New River. ...The pile driving operation on the south side is scheduled to begin in September 2014. The estimated completion date for this project is June, 2016.
Sheridan Street Bridge: Kiewit Infrastructure South Co. has advised the Coast Guard that they will be working on the Sheridan Street Bridge (26.034016°-80.117363°) across the Atlantic Intracoastal Waterway, Hollywood, Broward County, Florida from September 8, 2014 through October 10, 2014. There will be numerous testing operations ongoing throughout the project, mariners please ensure that you contact the bridge tender if the bridge is open before proceeding. From 10:00 p.m. to 12 midnight and from 3:00 a.m. to 5:00 a.m. daily, between October 6 through October 10, 2014, the bridge will be closed to navigation.
Sunshine Skyway Bridge: The Coast Guard has been advised that ICA plans to begin water work involved with the inspection of the trestle spans at each end of the Skyway Bridge (27.629114° -82.661937°) on August 4, 2014. Equipment involved in the inspection that will be in the area of the bridge will include a 140' barge loaded with two 86' lifts and served by a 47' barge and a 21' crew boat. It is anticipated that the inspection will continue through most of the month of August and that the barge will be spudded down and the lighted equipment will overnight near the bridge.
Pinellas Bayway Structure E Bridge: The Coast Guard has published a Notice to Proposed Rulemaking (NPRM) in the Federal Register Volume 79, Number 154, dated August 11, 2014, pages 46740 – 46742. This NPRM would change the existing regulation of the Pinellas Bayway "Structure E" (27.693357°-82.718047°) Bridge by extending the current half-hour schedule to 7:00 a.m. to 9:00 p.m. The existing regulation is from 9:00 a.m. to 7:00 p.m. Comments on this proposed change should be submitted on-line at www.regulations.gov search for proposed rulemaking USCG-2014-0436. Treasure Island Causeway Bridge: Commencing September 1, 2014, the regulation governing the operation of the Treasure Island Causeway Bridge (27.769018°-82.754298°) across the Gulf Intracoastal Waterway mile 119.0 will be permanently changed to: the bridge shall open on signal except that from 7:00 a.m. to 7:00 p.m. the draw need open on the hour, 20 minutes past the hour and 40 minutes past the hour Monday through Friday and on the quarter hour and three quarter-hour on Saturday, Sunday and Federal holidays. HURRICANE INFORMATION (Update 7th District LNM 22):
The hurricane season extends from June 1st through November 30th. Hurricanes can cause excessive damage to vessels and loss of life. To minimize these dangers, the following precautions should be taken by all mariners before getting underway during the hurricane season:
(a) Instruction of crew and passengers in location of emergency equipment and emergency procedures;
(b) Pre-sailing check of vessel, machinery, and equipment for seaworthiness;
(c) Installation of strong ground tackle;
(d) Review of storm center evasion procedures;
(e) Knowledge of nearest hurricane shelter or port; and
(f) Constant radio watches on channel 16 VHF-FM and frequent monitoring of weather broadcasts.
The civilian hurricane warning service for the North Atlantic is provided by the National Hurricane Center, Miami, Florida. The center collates ship, aircraft, radar, and satellite data to produce and issue tropical cyclone warnings and forecasts for the North Atlantic Ocean, including the Caribbean Sea and the Gulf of Mexico. A Tropical Cyclone Public Advisory (TCP) is issued every six hours, with intermediate bulletins provided as needed. For tropical storms and hurricanes threatening to cross the coast of the U.S., coastal warnings are issued to the public so that precautionary actions, including evacuation, can be initiated to minimize damage and loss of life.
Four alerts are issued:
(a) TROPICAL STORM WATCH – An announcement that sustained winds of 34 to 63 knots (39 to 73 mph or 63 to 118 km/hr) are possible within the specified area within 48 hours in association with a tropical, subtropical, or post-tropical cyclone.
(b) TROPICAL STORM WARNING – An announcement that sustained winds of 34 to 63 knots (39 to 73 mph or 63 to 118 km/hr) are expected somewhere within the specified area within 36 hours in association with a tropical, subtropical, or post-tropical cyclone.
(c) HURRICANE WATCH – An announcement that sustained winds of 64 knots (74 mph or 119 km/hr) or higher are possible within the specified area in association with a tropical, subtropical, or post-tropical cyclone. Because hurricane preparedness activities become difficult once winds reach tropical storm force, the hurricane watch is issued 48 hours in advance of the anticipated onset of tropical storm force winds.
(d) HURRICANE WARNING – An announcement that sustained winds of 64 knots (74 mph or 119 km/hr) or higher are expected somewhere within the specified area in association with a tropical, subtropical, or post-tropical cyclone. Because hurricane preparedness activities become difficult once winds reach tropical storm force, the warning is issued 36 hours in advance of the anticipated onset of tropical-storm-force winds. The warning can remain in effect when dangerously high water or a combination of dangerously high water and waves continue, even though winds may be less than hurricane force. Additional information of interest to mariners is included in the Tropical Cyclone Forecast/Advisory (TCM) and the Tropical Cyclone Surface Wind Speed Probabilities (PWS) products. The TCM provides current and forecast storm positions, intensities, and wind fields out to 120 hours. The PWS provides probabilities of sustained wind speeds equal to or exceeding 34-, 50-, and 64-kt wind speed thresholds for select coastal and offshore locations.
Mariners are reminded that aids to navigation, particularly lighted and unlighted buoys, may be moved from charted position, damaged, destroyed, extinguished, or otherwise deemed discrepant as a result of hurricanes and storms. Mariners should not rely solely upon the position or operation of an aid to navigation, but also employ such other methods of determining position as may be available. Port Hurricane Conditions are set up by the COTP and will change as the threat of severe weather increases, or as a storm approaches a specific COTP Area of Responsibility. Condition Whiskey – Sustained Gale Force winds associated with Tropical Cyclone activity are predicted within 72 hours; port status: open.
Condition X-Ray – Sustained Gale Force winds associated with Tropical Cyclone activity are predicted within 48 hours; port status: open.
Condition Yankee – Sustained Gale Force winds associated with Tropical Cyclone activity are predicted within 24 hours; port status: restricted; vessel/facility control measures in effect.
Condition Zulu – Sustained Gale Force winds associated with Tropical Cyclone activity are predicted within 12 hours; port status: closed to all vessel traffic and waterside activities except for activities approved by the COTP.
Drawbridges along the coast may deviate from normal operating procedures. Drawbridges are authorized to remain closed upon approach of Gale Force winds of 34 knots or greater. Extended closure periods may be authorized up to 8 hours prior to arrival of Gale Force winds to facilitate evacuation of land traffic. Due to the uncertainty of hurricane movements and bridge closures, mariners are urged to seek passage through drawbridges well in advance of the arrival of Gale Force winds.
