Potential for Sewage Discharge--No Shellfish Take in NY NDZs:
NOTE: All of these areas are NO DISCHARGE ZONES: The New York State Department of Environmental Conservation will temporarily designate all of Three Mile Harbor (41.018030° -72.187491°), including the inlet and tributaries, in Town of East Hampton, as UNCERTIFIED for the harvest of shellfish, before, during and after the scheduled fireworks event to be held on Saturday, July 21. The closure will begin at sunrise on Saturday, July 21 and continue through Wednesday, July 25, 2012, both dates inclusive. The harvest of shellfish from UNCERTIFIED water is prohibited. This designation is necessary to protect public health and is required due to the potential for sewage discharges from marine sanitation devices aboard the large number of transient vessels that will anchor and remain overnight in Three Mile Harbor. Boaters should be aware that all the waters in the Peconic-Gardiners Bay estuary, including Three Mile Harbor, are designated as "No Discharge Zones." Boaters in these areas are required to use pump out facilities when they empty their holding tanks. The East Hampton Town Trustees operate a pump out boat and the Town Harbormaster's office at Gann road has a self-serve facility, both at no fee for the boater. The town's pump out boat can be contacted using marine radio VHF channel 73. The Three Mile Harbor fireworks display is scheduled for the evening of July 21. In the event of rain, the fireworks will be held on Sunday, July 22. Following is a description of the area that is affected by this temporary closure: All the normally certified shellfish lands in Three Mile Harbor, including tributaries, located south of a line extending due east from the western jetty at the inlet of Three Mile Harbor, to the eastern jetty, on the eastern side of said inlet. (and the entrance channel of said harbor). (First District LNM 27)
The New York State Department of Environmental Conservation will temporarily designate a section of West Harbor (within Oyster Bay Harbor) (40.881262° -73.525729°); all of the Sand Hole within Caumsett State Park, on Lloyd Neck; and a section of Port Jefferson Harbor including the area known as the Narrows, as UNCERTIFIED for the harvest of shellfish from sunrise on Saturday, June 30 through Monday, July 9, 2012, both dates inclusive. The harvest of shellfish is prohibited during the period these areas are designated as uncertified. This designation is necessary to protect public health and is required due to the potential for sewage discharges from marine sanitation devices on the large number of transient vessels which will anchor and remain overnight in these areas over the holiday period. Following is a description of the areas that are affected by this temporary closure: (1) All the waters of West Harbor, within Oyster Bay Harbor, lying west of Centre Island and east of a line extending northerly from the northwesternmost point of land approximately 600 yards north of Brickyard Point (on Centre Island) to the westernmost point of the beach pavilion at Centre Island Beach. (2) The Sand Hole, within Caumsett State Park, located near Lloyd Point. (3) All the normally certified area of the Port Jefferson Harbor Complex, including Pirate's Cove and the Narrows, which links Port Jefferson Harbor to Conscience Bay. Town owned pump-out facilities will be available in or near the restricted areas at no cost to boaters; town pump out boats can be hailed on marine radio VHF channel 9 in the Towns of Oyster Bay and Huntington and on marine radio VHF channel 73 in Port Jefferson Harbor. Some positions are approximate. We do not provide this information for navigational purposes and it should not be used as such.*

USCG First District
Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey

Portland Harbor NOAA Hydrographic Survey:
NOAA Vessel S3002 will be conducting hydrographic survey with towed instrumentation in Portland Harbor in the extents bound by G”1” Bouy to Portland Head (43.623211° -70.204073°), Whitehead Passage, Little Diamond Island, and Pomroy Rock, from June 26 through July 25, 2012. Operations will be conducted between Monday and Friday from 0730 to 1600. When towed hydrographic instrumentation is deployed, S3002 will be limited in her ability to maneuver. NOAA Vessel 3002 is a 30 foot white hulled survey craft and can be identified on AIS. Mariners are requested to use caution when transiting the area and to contact NOAA Vessel 3002 on VHF-FM Channels 13 or 16. Hydrographic Survey: Penobscot Bay:
Hydrographic surveys are being done in Large Green Island (44.019594° -68.938094°) from 7 July - 25 August, 2012. The hours of operation are 7 days (weather permitting), 7:00 am - 5:00 pm. On scene is a 25 ft vessel that is monitoring VHF-FM Channel 16. (First District LNM 27)

Boston Harbor Construction:
RDA Construction will be installing pilings on the South Side of the Little Mystic Channel in Boston Harbor at Lon. 42.379N, Lat. 71.050W on or about 9 July to approximately 9 November 2012. Equipment on site will be a crane barge on spuds with a material barge secured alongside. Operations will be carried out between 0500 to 1900 hours depending on tide height. Mariners are advised to keep a sharp lookout when transiting the area and to maintain no wake speed in the interest of personnel safety. Marine Survey Activity for Cape Wind Energy Project, Nantucket Sound:
Between early July to early November, 2012, survey activities in support of the Cape Wind Energy Project will be conducted within the area on and around Horseshoe Shoal in Nantucket Sound (41.482643° -70.417353°)that has been identified as the proposed location for the Cape Wind Energy Project. Survey activities may be conducted continuously, 24 hours per day, seven days per week (weather dependent.) Survey activities may include a 39 foot vessel with a towed array of data gathering instrumentation as well as stationary work platforms obtaining shallow vibracore samples, cone penetrometer tests (CPTs) and deep borings to provide data necessary to support the final design of monopile foundations for the proposed wind turbine structures. The stationary activities will take place at the proposed turbine locations. A maximum of three (3) different work platforms (multi-point anchored vessels) will be in use within the project area along with up to two (2) attendant tugs. All vessels and the work platforms will be monitoring VHF-FM channel 16. The survey contractor is Fugro Atlantic of Norfolk, Virginia, which will have a local field office in West Dennis, MA. Mariners are requested to remain clear of all work platforms and attendant tugs while conducting survey activities in Nantucket Sound, and otherwise use extreme caution when navigating in the vicinity of Horseshoe Shoal. (First District LNM 27)

Newport Special Local Regulations for Tall Ship Festival:
The Coast Guard is establishing temporary special local regulations on the navigable waters of Narragansett Bay (41.486584° -71.339817°) and Newport Harbor, Rhode Island, for the Ocean State Tall Ships Festival 2012. Block Island Data Buoy:
Garden State Offshore Energy has deployed a large meteorological data-gathering spar buoy about one half mile west of Block Island, in approximate position 41° 11.5’N, 71° 36.5’W. The buoy has a yellow hull with flashing yellow lights (FL Y 2s), and rises approximately 40 feet above the surface of the water. The buoy is scheduled to remain at this location for about 60 days. Mariners are advised to use caution when transiting in the vicinity of the buoy. The point of contact for questions about the buoy is Ms. Aileen Kenney, who may be reached at 401-648-0607. Whistle Buoys to be Discontinued:
This is a continuation of the trend we have observed in the First District of discontinuing  sound producing buoys, especially in open waters. Their purpose in the past has been to help mariners find their way in poor visibility such as fog. With GPS being so widely used, perhaps we are less likely to need the sound signals?
The Coast Guard is considering making the following changes to this waterway;
DISCONTINUE Montauk Point Lighted Whistle Buoy MP (LLNR 655). This aid is currently located in position 41-01-48.161N and 071-45-40.258W.

CT Opsail 2012 Security Zones:
The US Coast Guard promulgated a rule establishing temporary safety and security zones on the Thames River near New London (41.282135° -72.122086°) for OPSAIL 2012 Connecticut activities. The rule is in effect from July 3 through July 9. 77 Fed. Reg. 32898 http://www.gpo.gov/fdsys/pkg/FR-2012-06-04/pdf/2012-13503.pdf (June 4, 2012). (First District LNM 23)
The Coast Guard is establishing temporary special local regulations on the navigable waters of Niantic Bay, Long Island Sound, the Thames River and New London Harbor, New London, Connecticut for OPSAIL 2012 Connecticut (CT) activities. This rule will be effective from 6 a.m. on July 6, 2012 to 5 p.m. on July 7, 2012. 77 Fed. Reg. 33967 < http://www.gpo.gov/fdsys/pkg/FR-2012-06-08/pdf/2012-13890.pdf > (June 8, 2012). East River Pile Repair:
Pile repairs to the FDR drive will be conducted near East 15th to East 18th Streets (40.729332° -73.971120°) through May 31, 2013. Work hours are Mon-Fri, 0700-1800. The Mia Forte (265’x55’ crane barge), Hughes 795 (100’x50’ deck barge), ML 2001 (150’x35’ dredge scow) and one deck barge (110’ x 35’) will be on scene. (First District L NM 26)

NY Harbor Cable Laying:
Trevcon Construction will be removing a temporary cofferdam from the installation of a power cable. The work will be conducted in the vicinity of 40-48-35.3”N, 073-58-52.2”W, west of Anchorage Ground No. 19W, in charted shoal water. Work hours are Mon-Sat from 0500-1800 from July 16-31, 2012. A 140’ x 50’ crane barge and 90’ x 30’ material scow will be on scene. The cofferdam will extend above the mud line until its removal. (First District LNM 27)

Dredging Hackensack River:
Dredging is being done on the Hackensack River (40.653890° -74.143713°) until 31 December 2012. The hours of operation are 24 hours a day, 6 days a week with Saturdays as a possible make up day. On scene are 2 barges with hydraulic excavators, 6 debris barges, a sand spreader barge & support equipment that is monitoring VHF-FM channels 13 & 16. (First District LNM 27)

USCG Fifth District
Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina

Irish Creek Unauthorized Aids:
The Coast Guard has received a report of two uncharted, unauthorized buoys and an uncharted, unmarked wood pile in Irish Creek.
Irish Creek Obstructions:
A. Green buoy at 38 42 13.92N, 076 12 04.80W, approx. depth 5.4’
B. Red buoy at 38 42 16.56N, 076 12 12.20W , approx. depth 5.7’

Baltimore Harbor Dredging:
The Dredge CMC-DB-2400 will be conducting dredging operations at the Petroleum Fuel and Storage Co., Clinton Street Pier Facility (39.272303° -76.572498°) from 26 June until 31 August, 2012. The dredge will monitor VHF-FM channels 13 and 10. (5th District LNM 26)

Potomac River Construction:
Marine Construction operations are scheduled to occur in the vicinity of the Indian Head Naval Support Facility from 18 June until 10 September, 2012. A barge will be moored in position 38-36.188N, 077-10-812W. (5th District LNM 26)

Anacosta River Bridge Demolition:
Mariners are advised that demolition operations are scheduled to occur at the 11th Street (I-295) Bridges (38.871071° -76.990677°), across the Anacostia River at mile 2.1, in Washington, DC through the end of 2012. Starting on July 2, 2012, , Skanska USA Civil will conduct the mechanical demolition of the 11th Street Bridges from the North Pier (Pier 11) to the South Abutment, Mondays through Thursdays, from 7 a.m. to 5:30 p.m. The work will be conducted using two 70’ x 80’ crane barges, one 60’ x 160’ material barge, one 50’ x 80’ debris barge, two 40’ x 40’ high-reach barges, a 25.5’ tug boat and a 27’ work boat. Barges will be moored to the existing inbound and outbound bridges structures and held in place with spud piles, out of the channel. The channel will remain passable; however, the channel may be restricted during short periods when movements and repositioning of the barges are required. All vessels and equipment will be marked and lighted in accordance with USCG regulations. Interested mariners may contact the Pierson Construction Company tender vessel “R.E. VIP Shoaling, Fixed Aids to be Changed to Floating:
Due significant shoaling in the Virginia Inside Passage the Coast Guard’s construction tenders can no longer access these areas to rebuilt damaged/destroyed aids. On or about 24 July, 2012 the following fixed aids to navigation will be changed to floating:
A. Chincoteague Bay Daybeacon 29 (LLNR 5195) (38-09-07.126N, 075-14-45.286W) to Chincoteague Bay Buoy 29.
B. Chincoteague Bay Daybeacon 16 (LLNR 5475) to Chincoteague Bay Buoy 16.
C. Virginia Inside Passage Light 137 (LLNR 6050) to Virginia Inside Passage Lighted Buoy 137.

Lynnhaven Inlet Shoaling:
Shoaling to a depth of less than 2.0 feet MLW has been reported in the vicinity of Lynnhaven Inlet Turning Basin and Long Creek Channel Daybeacon 2 (LLNR 10160) (36-54-15.579N, 076-05-28.662W) and Long Creek Channel Light 4 (LLNR 10165). (5th District LNM 27)

Rudee Inlet Shoaling--Again:
The City of Virginia Beach Survey of Rudee Inlet (36.829481° -75.967382°), dated June 20, 2012 indicates a least depth of 9.5 feet to 7.7 feet, MLLW, across the inbound channel from the approximate east end of the North Jetty extending east for  approximately 200 feet. (5th District LNM 26)

Southern Branch AICW Explosive Safety Zone:
Contractors will be performing metal anomaly recovery operations at St. Juliens Creek Annex, Chesapeake, VA, from barges operating between St. Juliens Creek (36.779863° -76.312099°) and the proximity of Blows Creek along the west shoreline of the Southern Branch of the Elizabeth River. Operations have the potential for mechanized unintentional contact with munitions. An Explosive Safety Exclusion Zone of 43 feet is established around the recovery operations when they are in progress. Mariners should exercise caution when transiting the area. Request vessels avoid passing within 43 feet of the barge operations. Request no vessel anchor, fish or conduct waterborne activities between the navigable channel and the shoreline of the St. Juliens Creek Annex facility between July 23, 2012 and August 27, 2012 (except for vessels directly involved in the metal anomaly recovery operations). VHF-FM Channel 63A will be monitored for communications between the subcontractor vessels. VHF-FM Channel 16 will be used for emergency communications with the Coast Guard. The contractor plans to operate 10 hours per day, between 7 AM and 5PM, but the daily schedule may vary based on weather. A no-wake zone is requested in the vicinity of the barge operations. Gilmerton Bridge Proposed Construction Safety Zone:
AIWW – Elizabeth River Southern Branch – Gilmerton (lift) Bridge (36.775082° -76.294999°)– NPRM issued; proposes a temporary safety zone during new center span float-in and span construction effective from 0600 on 31 JUL 12 through 4 AUG 12; with inclement weather dates of 5 AUG to 9 AUG12. AICW to Close at Gilmerton Bridge:

Diving Ops at Steel Bridge:
Crofton Diving Corp. will be conducting cable laying operations utilizing commercial divers at the Dominion Blvd. Steel Bridge (36.735991° -76.294895°) from 09 July until 25 July, 2012. Construction and equipment barge will be moored on site. Assisting vessels will monitor VHF-FM channels 13 and 16. Vessels are requested to proceed with caution and a NO WAKE transit of the site. Oregon Inlet/Bonner Bridge Replacement Plans:
Mariners are advised that an application from the North Carolina Department of Transportation has been received by the Commander, Fifth Coast Guard District for the replacement of the NC 12/Herbert C. Bonner Bridge (35.771117° -75.536274°) over Oregon Inlet, at mile 0.9, between Rodanthe and Nags Head, in Dare County, NC. The project involves construction a new high-level fixed bridge on a parallel alignment and a roadway tie-in to NC 12, to the west of the existing bridge. The piers, fenders and superstructure of the existing structure will be removed upon completion of the new bridge, except for a 1050-foot portion at the southern end to be retained as a fishing pier, and all existing piles in the waterway will be removed entirely and piles located in submerged aquatic vegetation and wetland marsh areas will be cut off at the mud-line. The proposed vertical clearance will be 70 feet, above mean high water; with a horizontal clearance of 275 feet between pile bents. USCG Seventh District
Coastal Waters from Little River, South Carolina to Panama City, Florida

Okeechobee Waterway Update:
Despite the recent heavy rains in Central and North Florida, The Okeechobee Waterway is still feeling the drought. On July 4, 2012 at 2400 hours the lake level was reported at 12.01 feet and the navigational depths were reported at 5.95  feet for Route 1 (26°58'32.23"N, 80°38'22.92"W) and 4.15 feet for Route 2 (Rim Route) (26°47'0.61"N, 26°47'0.61"N). The USACE Jacksonville issued a Notice to Navigation Interests on March 27, 2012 stating that drought restrictions (lake level below 12.5 feet) are in effect for lockage at the St. Lucie and W. P. Franklin Locks, which will now open every two hours at 0700, 0900, 1100, 1300, 1500, 1700 and 1900 hours. When the lake level drops to between 11.5 and 10.5 feet, there will be only three lockages per day at 0700, 1300, and 1900 hours. Moore Haven Lock (26.833683°-81.088144°) will be closed to navigation beginning June 11, 2012 and reopening August 6, 2012. The purpose of the closure is for installation of a Manatee Protection System.

Underwater Obstruction, West Palm:
The Coast Guard have received a report of a missing speed zone marker south of the Royal Palm Park Bridge in West Palm Beach in position 26-41.992N 80-02.776W. This sign is located south of the southernmost town of Palm Beach dock on the south side of the Royal Park Bridge. The sign is completely missing with the posts broken off below the waterline at low tide. A TRUB is currently marking the general vicinity of the marker. Mariners are advised to exercise extreme caution while transiting the area. (7th District LNM 26)

Fort Pierce City Marina Private Aid Damage:
The Coast Guard has received a report that Private Aid Fort Pierce City Marina Channel Daybeacon 11 (LLLNR 9986.1) (27-27-17.280N, 080-19-16.140W) was struck by a barge. The wreckage is marked by a 12 inch orange fender. Mariners are advised to use caution while transiting the area. (7th District LNM 27)

Demolition Rubble to Build Artificial Reef off Lake Worth:
The following article about demolition rubble has to do with the demolition and rebuilding of the Riviera Beach Marina complex, a long overdue revitalization of the waterfront of Lake Worth: Construction is scheduled to begin on or about July 5, 2012 just south Lake Worth Inlet. Approximately 2000 tons of concrete demolition rubble will be placed at the deployment site. The material will be deployed over the next month, weather permitting. As the marina is taken down, each time a barge is loaded it will be taken to the site for deployment. The work will only occur during daylight hours. Mariners are advised to use caution and to minimize their speed around the working vessels. The Contractor doing the work is The Murphy Construction Company (561) 655-3634. Any questions or comments should be directed to Mr. Brock Stanaland at (561) 233-2443. The deployment site lies at 26° 45.28’ 80° 01.62’ in approximately 45 ft of water. (7th District LNM 27)

Matanzas Pass Shoaling:
Shoaling has been reported into the center of the channel between Matanzas Pass Channel Light 5 (LLNR 18107) (26-27-56.066N,, 081-58-09.382W) and Matanzas Pass Daybeacn 6 (LLNR 18110). Depth reported to be 3.5ft at MLW. Mariners are advised to use extreme caution while transiting the area. (7th District LNM 27)

Florida Bridge Update: From the USCG 7th District LNM  27/2012:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can “Search” a bridge name for previous East Coast Alerts that may contain information that is still current.
Amelia River SR A1A Bridge (AICW Mile 721) Update: The Coast Guard Bridge Branch has approved a vertical clearance reduction of four foot reducing the vertical clearance to 61 feet for one half of the navigable channel at the SR A1A Bridge across the Atlantic Intracoastal Waterway mile 721.0 (30.626304°-81.484527°), Fernandina Beach, Nassau County, Florida, from April 9, 2012 through March 15, 2013.
From June 4 through July 15, 2012, the painting containment system will be allowed to be placed across the SR A1A Bridge which will reduce the vertical clearance to 61 feet across the Atlantic Intracoastal Waterway. Mariners are advised to exercise caution when transiting the area. Gemstone, LLC will ensure that the proper lighting is displayed at the lowered portions of the scaffolding and will be changing the clearance gauges to reflect the vertical clearance reduction. SR 312 Bridge (AICW Mile 780.0): Astor General Contracting has advised this office that they will start painting the East Bound SR 312 Bridge across the Atlantic Intracoastal Waterway mile 780.0, Lake City (29.862672° -81.309784°), Lake City (this bridge is just south of St. Augustine), St Johns County, Florida on March 26, 2012. From June 4 through July 15, 2012, this work will reduce the vertical clearance of the bridge by four feet to 61 feet. This work is expected to be completed by July 15, 2012. Mariners are advised to exercise caution when transiting the area.
Miami RR Bridge Update: Due to extensive repairs to the Port of Miami Railroad Bridge (25.778902° -80.182536°) across the Atlantic Intracoastal Waterway, Miami-Dade County, Florida, the bridge contractor, PCL Constructors Inc are beginning repair operations on the Port of Miami's FEC railroad bridge. The bridge is allowed to be in the down position when the Security Zone is not enforced and the Miami Main Channel is open for normal traffic. On days when the bridge is in the down position there will be 15 minute openings at 11:45 am, 1:45 pm, and 3:45pm. Upcoming bridge closings are published below. Clearance gauges are also under repair and do not currently read properly. PCL will be monitoring Marine Channel 9. PCL POC - Adlai Jourdin (561) 253-6995. Additional closure dates in July are:

If for any reason the Miami Main Channel Security Zone is in force during these dates, the bridge will not be allowed to remain closed. This work is expected to be completed in January 2013.

Hernando DeSoto Bridge: URS Corporation has advised the Coast Guard that CMA Corporation and Worth Contracting will be reducing the vertical clearance of the US 301 (Hernando-Desoto) Bridge (27.503233° -82.563164°), across the Manatee River, Bradenton, Sarasota County, Florida from May 22 through August 16, 2012. The Coast Guard has approved the vertical clearance reduction by five feet during the cleaning and painting operations. Mariners requiring more than 35 feet of vertical clearance to pass under this bridge should contact Mr. Armando Cardona at 786-586-0548 for passing information.
