Parades of Sail and Norfolk Harborfest/Opsail 2012 Celebrations, June 6-12:
Local Knowledge: This is not a good time to make a quick passage through the last few miles heading north on the AICW or through the Hampton Roads cities. It is a wonderful celebration, but transient dockage will be basically nonexistent (and exceptionally expensive) in the Norfolk/Portsmouth (36.842709°-76.300259°) area, and the only anchorage there will be filled with rafted celebrants, especially over the weekend. There will be three parades of sail, Wednesday, June 6, Friday, June 8, and Tuesday, June 12 (heading up the Chesapeake Bay). Expect restrictions on recreational vessel traffic during various times. Congestion at Great Bridge:
On June 9, 2012, the first annual KayaXpedition kayak race will take place in the Albemarle and Chesapeake Canal of the Atlantic Intracoastal Waterway (AIWW). Racers will paddle between the Great Bridge Lock Park Boat Ramp (36.722604°-76.255647°) and Bells Mill Park between 2:00 pm and 4:00 pm. This event will cross the Albemarle and Chesapeake Canal just north of the Great Bridge Lock (Mile Marker 12.2). Over 100 vessels will be participating, so boaters traveling this area should use additional caution during this time. (5th District LNM 21)
Moore Haven Lock Closure (Okeechobee Waterway):
A Notice to Navigation Interests from the USACE Jacksonville dated March 6, 2012 announces that the Moore Haven Lock (26.833683°-81.088144°) will be closed to navigation beginning June 11, 2012 and reopening August 6, 2012. The purpose of the closure is for installation of a Manatee Protection System.
NYC Fleet Week/Opsail 2012:
Fleet Week and Opsail 2012 will be concurrent events in New York Harbor (40.655953°-74.051450°) from May 23 through May 30, 2012. There will be restrictions too numerous to include here. Lat/Long Positions in Alerts
Lat/Long positions derived from Google Earth will be given for significant places in the Alerts, such as bridge locations. These will be in italics, and in the following format: xx.xxxxxx°-xx.xxxxxx° for locations new with this alert. Where a Lat/Long position is copied from a USCG Local Notice to Mariners (LNM) or from the Light Lists, it will be in whatever format the Coast Guard has used which varies between districts and LNM and Light List writers, and will be in plain text, rather than italics. Some positions are approximate. We do not provide this information for navigational purposes and it should not be used as such.
It's that time of year again. This is the same notice that the Seventh District provides every year, and is repeated here as a reminder to all:
The hurricane season extends from June 1st through November 30th. Hurricanes can cause excessive damage to vessels and loss of life. To minimize these dangers, the following precautions should be taken by all mariners before getting underway during the hurricane season:
(a) Instruction of crew and passengers in location of emergency equipment and emergency procedures;
(b) Pre-sailing check of vessel, machinery, and equipment for seaworthiness;
(c) Installation of strong ground tackle;
(d) Review of storm center evasion procedures;
(e) Knowledge of nearest hurricane shelter or port; and
(f) Constant radio watches on channel 16 VHF-FM and frequent monitoring of weather broadcasts.
The civilian hurricane warning service for the North Atlantic is provided by the National Hurricane Center, Miami, Florida. The center collates ship, aircraft, radar, and satellite data to produce and issue tropical cyclone warnings and forecasts for the North Atlantic Ocean, including the Caribbean Sea and the Gulf of Mexico. A Tropical Cyclone Advisory message is issued every six hours, with intermediate bulletins provided as needed. For tropical storms and hurricanes threatening to cross the coast of the U.S., coastal warnings are issued to the public so that precautionary actions, including evacuation, can be initiated to minimize damage and loss of life. Two levels of warnings are employed:
(a) HURRICANE WATCH - a preliminary alert that a hurricane MAY threaten a specified portion of the coast. It is issued 36 hours before landfall may occur; and
b) HURRICANE WARNING - which indicate that hurricane conditions are EXPECTED along a specified portion of the coast. It is issued 24 hours before landfall. To provide additional information for maritime interests, a Marine Advisory is also issued which provides storm position forecasts for up to 72 hours in advance of a storm, and probabilities of hurricane strikes for coastal locations and offshore coordinates.
Mariners are reminded that aids to navigation, particularly lighted and unlighted buoys, may be moved from charted position, damaged, destroyed, extinguished or otherwise deemed discrepant as a result of hurricane and storms. Mariners should not rely solely upon the position or operation of an aid to navigation, but also employ such other methods of determining position as may be available. Port Hurricane Conditions are set by the COTP and will change as the threat of severe weather increases, or as storm(s) approach a specific COTP Area of Responsibility.For COTP specific Port Hurricane Conditions, you should review information provided under Port Directory tab of http://homeport.uscg.mil
CONDITION 4 - Hurricane Seasonal Alert. 01 June-30 November; port status: open.
CONDITION WHISKEY - Sustained Gale Force winds associated with Tropical Cyclone activity are predicted within 72 hours; port status: open.
CONDITION X-RAY - Sustained Gale Force winds associated with Tropical Cyclone activity are predicted within 48 hours; port status: open.
CONDITION YANKEE - Sustained Gale Force winds associated with Tropical Cyclone activity are predicted within 24 hours; port status: restricted; vessel/facility control measures in effect.
CONDITION ZULU - Sustained Gale Force winds associated with Tropical Cyclone activity are predicted within 12 hours; port status: closed to all vessel traffic and waterside activities except for activities approved by the COTP.
Drawbridges along the coast may deviate from normal operating procedures. Drawbridges are authorized to remain closed upon approach of Gale Force winds of 34 knots or greater. Extended closure periods may be authorized up to 8 hours prior to arrival of Gale Force winds to facilitate evacuation of land traffic. Due to the uncertainty of hurricane movements and bridge closures, mariners are urged to seek passage through drawbridges well in advance of the arrival of Gale Force winds. (7th District LNM 20)

Coastal Waters from Little River, South Carolina to Panama City, Florida
Okeechobee Waterway Drought Restrictions:
On May 23, 2012 at 2400 hours the lake level was reported at 11.76 feet and the navigational depths were reported at 5.70 feet for Route 1 (26°58'32.23"N, 80°38'22.92"W) and 3.90 feet for Route 2 (Rim Route) (26°47'0.61"N, 26°47'0.61"N). The USACE Jacksonville issued a Notice to Navigation Interests on March 27, 2012 stating that drought restrictions (lake level below 12.5 feet) are in effect for lockage at the St. Lucie and W. P. Franklin Locks, which will now open every two hours at 0700, 0900, 1100, 1300, 1500, 1700 and 1900 hours. When the lake level drops to between 11.5 and 10.5 feet, there will be only three lockages per day at 0700, 1300, and 1900 hours. Government Cut Construction Continues:
Nicholson will be continuing with drilling and grouting operations in Government Cut (25.781731°-80.178646°) Monday, May 28, 2012 at 5:00pm with continuous operations through Friday, June 1, 2012 at 2:00am. This operation will consist of two drilling and grouting barges, one supply barge and one service barge. The operational set-up has changed, please note the following: The operation will be set up and spudded down from Dodge Island and extending approximately 450ft. into the channel . The open channel width will now be approximately 400ft. Mariners are advised to use caution and transit at a slow, safe speed when passing the construction site. (7th District LNM 21)
Dredging Between Sanibel and Captiva Islands:
Florida Dredge & Dock LLC will commence dredging operations on or about June 1, 2012. Hydraulic dredging operations will be performed between Sanibel and Captiva Island (26.483740-82.187788°), Lee County, Florida. The dredge "GATOR POINT" and work boats Path Finder and Naples will monitor channels 13, 16 and working channel 18. GATOR POINT cell is (727) 480-5074. Pipeline and vessels will be visibly lighted. Floating rubber and submerged polyethylene pipeline is associated with the operation. The pipeline will traverse southerly directly from Blind Pass dredging area to designated beach fill location. Dredging operations will be 24 hours per day, Monday through Sunday, 7 days per week with an approximate completion date of August 31, 2012. Florida Bridge Update: From the USCG 7th District LNM 21/2012:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can “Search” a bridge name for previous East Coast Alerts that may contain information that is still current.
Amelia River SR A1A Bridge (AICW Mile 721) Update: The Coast Guard Bridge Branch has approved a vertical clearance reduction of four foot reducing the vertical clearance to 61 feet for one half of the navigable channel at the SR A1A Bridge across the Atlantic Intracoastal Waterway mile 721.0 (30.626304°-81.484527°), Fernandina Beach, Nassau County, Florida, from April 9, 2012 through March 15, 2013.
From June 4 through July 15, 2012, the painting containment system will be allowed to be placed across the SR A1A Bridge which will reduce the vertical clearance to 61 feet across the Atlantic Intracoastal Waterway. Mariners are advised to exercise caution when transiting the area. Gemstone, LLC will ensure that the proper lighting is displayed at the lowered portions of the scaffolding and will be changing the clearance gauges to reflect the vertical clearance reduction. SR 312 Bridge (AICW Mile 780.0): Astor General Contracting has advised this office that they will start painting the East Bound SR 312 Bridge across the Atlantic Intracoastal Waterway mile 780.0, Lake City (29.862672° -81.309784°), Lake City (this bridge is just south of St. Augustine), St Johns County, Florida on March 26, 2012. From June 4 through July 15, 2012, this work will reduce the vertical clearance of the bridge by four feet to 61 feet. This work is expected to be completed by July 15, 2012. Mariners are advised to exercise caution when transiting the area.
The contractor performing the repairs to this bridge would like permission from the Coast Guard to allow this vertical clearance reduction for up to a year. The Coast Guard is requesting mariners with vessels greater than 61 feet of height to contact Mr. Michael Lieberum at Michael.firstname.lastname@example.org if this vertical clearance reduction would be considered unreasonable. It is requested that all comments address which months would be less restrictive to navigation during this one year period. Comments received will become part of the decision making process.
Dixie Hwy Bridge, St. Lucie River: Royal Bridge, Inc has advised the Coast Guard that they will be repairing/painting the Dixie Highway Bridge (27.202780°-80.260854°) across the St. Lucie River, Stuart, Florida from May 21, 2012 to July 16, 2012. The contractor anticipates working on the bridge leafs in the open to navigation position and will not have any equipment in the waterway. Mariners are reminded that the tarps placed on the open spans are subject bellowing in the wind and may extend toward the navigational channel. Mariners should proceed with caution.
Port of Miami Railroad Bridge: Due to extensive repairs to the Port of Miami Railroad Bridge (25.778902°-80.182536°) across the Atlantic Intracoastal Waterway, Miami-Dade County, Florida, the bridge contractor, PCL Constructors Inc are beginning repair operations on the Port of Miami's FEC railroad bridge. The bridge is allowed to be in the down position when the Security Zone is not enforced and the Miami Main Channel is open for normal traffic. On days when the bridge is in the down position there will be 15 minute openings at 11:45 am, 1:45 pm, and 3:45pm. Clearance gauges are also under repair and do not currently read properly. PCL will be monitoring Marine Channel 9. PCL POC - Adlai Jourdin (561) 253-6995.

If for any reason the Miami Main Channel Security Zone is in force during these dates, the bridge will not be allowed to remain closed. This work is expected to be completed in January 2013.
Hernando DeSoto Bridge: URS Corporation has advised the Coast Guard that CMA Corporation and Worth Contracting will be reducing the vertical clearance of the US 301 (Hernando-Desoto) Bridge (27.503233°-82.563164°), across the Manatee River, Bradenton, Sarasota County, Florida from May 22 through August 16, 2012. The Coast Guard has approved the vertical clearance reduction by five feet during the cleaning and painting operations. Mariners requiring more than 35 feet of vertical clearance to pass under this bridge should contact Mr. Armando Cardona at 786-586-0548 for passing information.
Siesta Key Bridge: Coastal Mariner construction has advised the Coast Guard that they will start working on the Siesta Key Bridge (27.302571°-82.545354°)across the Gulf Intracoastal Waterway, Siesta Key, Florida, on June 5, 2012. The Siesta Key Bridge will open a single-leaf on the hour, 20 minutes past the hour and 40 minutes past the hour, per 33 CFR 117.287(c). A double-leaf will be available on this same schedule with a three hour advance notice to the bridge tender. This schedule will be affective 24 hours-a-day, 7 days a week from June 5, 2012 through October 3, 2012. From July 11 through September 20, 2012, the vertical clearance of one span of this bridge will be reduced by three feet for painting operations.

Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina
NJICW Bridge Restricted Two Weekends for Concerts and Fireworks:
Mariners are advised beginning at 8 a.m. on Friday, June 15, 2012 and ending at 2 a.m. on Monday June 18, 2012, the US40-322 (Albany Avenue) Bridge (39.353453°-74.456924°), at ICW mile 70.0, across Inside Thorofare in Atlantic City, NJ will operate on a restricted schedule. To facilitate the free movement of vehicles over the bridge during the Phish Band three-day series of concerts and fireworks display, the drawbridge will only open on signal at 8 a.m., 10 a.m., 12 noon, 2 p.m., 4 p.m., 6 p.m., 8 p.m., and will open between 2 a.m. and 7 a.m. with four hours advance notice provided. The drawbridge will not open on signal, except as provided in this paragraph.
Mariners are advised beginning at 9 a.m., on Saturday, June 23, 2012 and ending at 2 a.m. on Monday June 25, 2012, the US40-322 (Albany Avenue) Bridge, at ICW mile 70.0, across Inside Thorofare in Atlantic City, NJ will operate on a restricted schedule. To facilitate the free movement of vehicles over the bridge during the Metallica Band two-day series of concerts and fireworks display, the drawbridge will only open on signal at 12 noon, 2 p.m., 4 p.m., 6 p.m., 8 p.m., 10 p.m., and need not open between 9 a.m. and 11 a.m., and between 10:30 p.m. and 2 a.m. The drawbridge will not open on signal, except as provided in this paragraph. C&D Canal Anchorage Basin Regulated Area:
Mariners are advised that as described in Title 33 Code of Federal Regulations Section 100.556, a regulated area is established upon all waters of the Chesapeake and Delaware Canal within the anchorage basin at Chesapeake City, Maryland, bounded by a line drawn across the entrance to the basin from position latitude 39°31'39.6" N, longitude 075°48'36.5" W, to position latitude 39°31'40.6" N, longitude 075°48'43.3" W. This area will be enforced from 12:01 a.m. until 11:59 p.m. on June 30, 2012. All vessels and persons are prohibited from entering and accessing this regulated navigation area, except as authorized by the District Commander or his or her designated representative. Persons or vessels requiring entry into or passage within the regulated navigation area must request authorization from the District Commander or his or her designated representative, by telephone at (410) 576-2693 or by marine band radio on VHF–FM Channel 16 (156.8 MHz), from 12:01 a.m. until 11:59 p.m. on June 30, 2012. All Coast Guard vessels enforcing this regulated navigation area can be contacted on marine band radio VHF–FM Channel 16 (156.8 MHz). The operator of any vessel entering or located within this regulated navigation area shall: (1) Travel at no-wake speed, (2) Stop the vessel immediately upon being directed to do so by any commissioned, warrant or petty officer on board a vessel displaying a Coast Guard Ensign, and (3) Proceed as directed by any commissioned, warrant or petty officer on board a vessel displaying a Coast Guard Ensign. All vessels and persons within this regulated navigation area must comply with any additional instructions of the District Commander or the designated representative. The U.S. Coast Guard may be assisted in the patrol and enforcement of the regulated navigation area by any Federal, State, and local agencies. Baltimore War of 1812 Bicentennial Events:
General Description: Mariners are advised the Port of Baltimore (39.284354°-76.610432°) will be hosting the Star Spangled Sailabration 2012, an international maritime festival that will launch Maryland's three-year War of 1812 bicentennial efforts, from June 13, 2012 until June 19, 2012. This event will bring dozens of Navy vessels and tall ships from the United States and international navies to the port. In addition to a parade of sail and fireworks, an air show featuring a demonstration from the U.S. Navy Blue Angels is planned to be held in the vicinity of Fort McHenry National Monument and Historic Shrine, which temporarily will close portions of the main navigation channels. It is anticipated the increased activity associated with this festival will result in some disruption in and potential delays to normal port operations. All entities conducting business in the port, including, but not limited to shipping lines, port operators, and vessel agents should plan accordingly. Specific details on Coast Guard established safety zones and other waterway closures resulting from planned festival activities will be provided in future Local Notice to Mariners publications. Temporary Safety Zones around Vessels: Mariners are advised that in support of the War of 1812 Bicentennial Commemorations in Baltimore, Maryland, the Coast Guard has established a temporary safety zone in portions of the Inner Harbor, Northwest Harbor, Patapsco River, and Chesapeake Bay before, during and after the War of 1812 Bicentennial Commemorations in Baltimore, MD. The zone will be enforced from 6 p.m. on June 12, 2012 until 9 p.m. on June 13, 2012, and from 6 a.m. on June 19, 2012 until 5 a.m. on June 20, 2012. The zone includes: (1) all waters within 500 yards of any War of 1812 Bicentennial Commemorations vessel, which is greater than 100 feet in length overall, while operating in the navigable waters of the Chesapeake Bay or its tributaries, north of the Maryland - Virginia border and south of latitude 39°35’00” N; and (2) all waters within 100 yards of any War of 1812 Bicentennial Commemorations vessel, which is greater than 100 feet in length overall, while operating in the navigable waters of the Chesapeake Bay or its tributaries, north of the Maryland - Virginia border and south of latitude 39°35’00” N. (Datum NAD 1983).
The general safety zone regulations found in 33 CFR 165.23 apply to the safety zone. USCG Navigation Rules shall apply while within the safety zone. Persons and vessels intending to transit the area of the safety zone described in subpara. (1) above shall operate at the minimum speed necessary to maintain a safe course, unless required to maintain speed by the NavRules, and shall proceed as directed by the Captain of the Port (COTP) Baltimore or his designated representative. Entry into or remaining in the area of the safety zone described in subpara. (2) above is prohibited, unless authorized by the COTP Baltimore or his designated representative. Persons desiring to transit the area of the safety zone described in subpara. (2) above must first request authorization from the COTP Baltimore or his designated representative at phone number 410-576-2693 or on Marine Band Radio VHF-FM channel 16 to seek permission to transit the area. USCG vessels enforcing this zone can be contacted on Marine Band Radio VHF-FM channel 16. Upon being hailed by a USCG vessel, or other Federal, State, or local agency vessel, by siren, radio, flashing lights, or other means, the operator of a vessel shall proceed as directed. If permitted, all persons and vessels must comply with the instructions of the COTP Baltimore or his designated representative and proceed at the minimum speed necessary to maintain a safe course while within the zone, unless required to maintain speed by the NavRules. The USCG may be assisted in the patrol and enforcement of the zone by Federal, State, and local agencies. Questions concerning the regulated area can be directed to Coast Guard Sector Baltimore’s Sector Command Center at 410-576-2693.
Arrival and Departure of Vessels: Mariners are advised that in support of the War of 1812 Bicentennial Commemorations in Baltimore, Maryland, the Coast Guard has established a regulated area during the organized arrival and departure of War of 1812 Bicentennial Commemorations vessels. The regulated area includes all waters of the Patapsco River, Northwest Harbor and Inner Harbor enclosed by positions latitude 39°15’41” N, longitude 076°34’48” W, to latitude 39°15’05” N, longitude 076°34’44” W, and latitude 39°14’08” N, longitude 076°33’38” W, to latitude 39°12’46” N, longitude 076°32’03” W, to latitude 39°10’25” N, longitude 076°31’01” W, to latitude 39°12’06” N, longitude 076°29’43” W, to latitude 39°13’22” N, longitude 076°31’16” W, to latitude 39°15’40” N, longitude 076°33’34” W (Datum NAD 1983). The regulated area will be enforced from 9 a.m. until 9 p.m. on June 13, 2012 and from 6:30 a.m. until 3 p.m. on June 19, 2012. Unless otherwise directed by the Captain of the Port (COTP) Baltimore, all vessels within the regulated areas shall be operated at the minimum speed necessary to maintain safe course. All persons and vessels within the regulated area must operate in strict conformance with any directions given by the COTP Baltimore and leave the regulated area immediately if so ordered. The COTP Baltimore and his designated representatives can be contacted at phone number 410-576-2693 or on Marine Band Radio VHF-FM channel 16. All USCG vessels enforcing the regulated area can be contacted on marine band radio VHF-FM channel 16. Boaters wishing to view either the arrival or departure of War of 1812 Bicentennial Commemorations vessels participating in the Star- Spangled Sailabration 2012, must remain clear of all charted navigation channels and turning basins. Recommended viewing locations include the charted anchorage areas along Fort McHenry Channel, with the exception of federal anchorages #3 Upper and #3 Lower, which are designated for official/enforcement vessels, as well as commercial traffic. Boaters planning to view the arrival or departure on the Patapsco River must keep a distance of at least 100 yards from any commercial vessel at anchor and any commercial waterfront facility. Baltimore Air Show: Mariners are advised that in support of the War of 1812 Bicentennial Commemorations in Baltimore, Maryland, the Coast Guard has established a temporary safety zone during the Baltimore Air Show, which consists of aerial practices, performance demonstrations and air shows held over certain waters of the Patapsco River during June 14-17, 2012. This safety zone includes all waters of the Patapsco River, within an area bounded by a line connecting position latitude 39°16’00”N, longitude 076°36’30”W; thence to latitude 39°16’00”N, longitude 076°33’00”W; thence to latitude 39°14’30”N, longitude 076°33’00”W; thence to latitude 39°14’30”N, longitude 076°36’30”W; thence to the point of origin, located adjacent to the Fort McHenry National Monument and Historic Shrine in Baltimore, MD. Within this safety zone, an aerobatic show box is located within an area bounded by a line connecting position latitude 39°15’44”N, longitude 076°35’55”W; to latitude 39°15’19”N, longitude 076°33’25”W; thence to latitude 39°14’49”N, longitude 076°33’35”W; thence to latitude 39°15’15”N, longitude 076°36’04”W; thence to point of origin (Datum NAD 1983). The safety zone will be enforced from 10 a.m. until 6 p.m. on June 14, 2012, from 10 a.m. until 6 p.m. on June 15, 2012, from 10 a.m. until 6 p.m. on June 16, 2012, and from 10 a.m. until 6 p.m. on June 17, 2012. The general safety zone regulations found in 33 CFR 165.23 apply to this safety zone. Entry into or remaining in the area of the aerobatic show box is prohibited unless authorized by the Captain of the Port (COTP) Baltimore. All vessels underway within this zone at the time it is implemented are to depart the zone. Persons desiring to transit the area of the zone must first request authorization from the COTP Baltimore or his designated representative. To seek permission to transit the area, the COTP Baltimore and his designated representatives can be contacted at phone number 410-576-2693 or on Marine Band Radio VHF-FM channel 16. USCG vessels enforcing this section can be contacted on VHF-FM channel 16. Recommended viewing areas for recreational boaters are the waters to the south, east, and west of the restricted aerobatic show box, as well as to the north (north of the line defined by latitude 39o 16.0'N). In addition, spectator vessels shall remain clear of all navigable channels and at least 100 yards away from any commercial vessels at anchor and commercial waterfront facilities. Due to the location and orientation of the aerobatic show box, boaters are encouraged to plan ahead in determining where they intend to view the air show, realizing that enforcement of the safety zone and aerobatic show box may cut off access to certain areas of the port for the duration of the aerial practices, performance demonstrations and air shows. Baltimore Harbor Construction:
Corman Marine Construction will be dredging and constructing a new wharf and RO-RO ramp at the Masonville Marine Terminal (39.284354°-76.610432°) from 11 June, 2012 until July 2014. Dredging will be performed by the dredge CMC-2400. The dredge will monitor VHF-FM channels 13 and 16. (5th District LNM 21)
Kent Island Shoaling:
Shoaling to a depth of less than 5.0 ft MLW has been reported in the center of the channel in the vicinity of Kent Island Narrows Northern Approach (38.978740°-76.243229°) Lighted Buoy 3. (5th District LNM 21)
Naval Base Dredging, Hampton Roads:
The Dredge MOBRO 112 will be conducting dredging operations in the Elizabeth River between Naval Base Pier 10 and Pier 11 (36.944017°-76.336286°) from 15 May until 30 May, 2012. The tug ALEXIS will transport the dredge spoil to the Craney Island Re-Handling Basin (36.919320°-76.370177°). The dredge and assisting vessel will monitor VHF-FM channels 13 and 16. A NO WAKE transit is requested of all vessels passing the dredge and if necessary to clarify a SAFE PASSAGE contact the dredge on the appropriate VHF-FM channels. (5th District LNM 20)
More Oregon Inlet Shoaling:
Shoaling to a depth of less than 4.0 ft MLW has been reported between Oregon Inlet Buoy 40A (LLNR 28140) and Oregon Inlet Buoy 42 (LLNR 28145) and shoaling to a depth of 3.7 ft MLW at the center span of the Herbert Bonner Bridge ((35.771117°-75.536274°). (5th District LNM 21)
Harkers Island Swing Bridge Closed to Navigation:
Mariners are advised that the Route 70/Harkers Island Swing Bridge (34.715276°-76.579019°), at mile 0.6, across the Straits, in Harkers Island NC, will be maintained in the closed-to-navigation position from 9 a.m., on Tuesday, June 12, 2012 to 3 p.m., on Wednesday, June 13, 2012 for maintenance to the bridge motor. The available vertical clearance in the closed-to-navigation position is approximately 14 feet, above MHW. At all other times, the drawbridge will operate in accordance with the drawbridge regulations set out in Title 33 Code of Federal Regulations Part 117.5. Mariners able to pass under the closed span may do so and should adjust their transits accordingly. (5th District LNM 21)
Beaufort, NC, Channel Entrance Marker Change:
On or about 01 June, 2012, Beaufort Harbor Channel Light 1BH (LLNR 34810) (34-42-16.729N, 076-40-40.884W) will be changed to Lighted Buoy 1BH. (5th District LNM 18/2012)
Emerald Isle Bridge Fender Construction:
Mariners are advised that Marine Contracting Corporation will be replacing the fender system at the Emerald Isle Bridge or SR 58 Bridge (34.672295°-77.065513°) over the AIWW mile 226.0 between NC 24 and Emerald Isle, NC beginning the week of 14 MAY 2012 through 31 OCT 2012. There will be a tug, a crane barge, and a deck barge moored in the area, will periodically cross the channel, and will obstruct a portion of the channel while operating below the bridge. During periods of severe weather and/or sea conditions the floating equipment will be relocated elsewhere out of the waterway and display all required navigational lights. The crane barge and tug will monitor VHF channels 16 and 13. Mariners are requested to stay clear of the equipment, exercise extreme caution, and produce no wake when approaching, passing, and leaving the area. (5th District LNM 20)
No Openings at Northeast Cape Fear River Bridge:
Mariners are advised that the Isabel S. Holmes Bridge (34.249011°-77.951247°), at mile 1.0, across Northeast Cape Fear River, at Wilmington, NC will be closed to vessels requiring an opening from 9 p.m. on Friday, June 1, 2012 through 5 p.m., on Monday, June 4, 2012 to facilitate mechanical repairs to the center locks. The available vertical clearance of the in the closed position to vessels is approximately 42 feet above mean high water. Vessels able to pass the bridge in the closed position may do so but should use extreme caution when transiting the area. (5th District LNM 20)

Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey
US/Canadian ENC Changes:
To comply with internationally agreed upon practices, Canada and the United States have been eliminating overlapping coverage of Electronic Navigation Charts (ENCs). Changes will soon take effect in the Bay of Fundy/Gulf of Maine. This new ENC coverage scheme will result in each country changing their areas of coverage, so that only one country's ENC would be available for any given area at a particular scale. Unmanned Maritime Vessel Testing, Offshore Maine:
Liquid Robotics, Inc. is conducting 24/7 autonomous, unmanned maritime vehicle (www.liquidr.com) operations through 30 June 2012 off the coast of Maine. Operations consist of running a transect within the Gulf of Maine contained within the following area (44 27.77N, 67 3.96W to 43 28.96N, 66 29.29W; and 43 4.19N, 70 32.58W to 42 19.07N, 69 36.40W; 11 paths ~17nm apart from each other) to collect scientific data within this region. We plan to deploy and subsequently recover one vehicle at 43 50.412N, 69 1.728W to conduct related operations making best speed while on its path within this operating area. The Wave Glider is remotely operated, propelled under its own power, remotely attended from our global Wave Glider Operations Center (WGOC) moving at speeds of ~ 1kt and designed to "lose" in any type of collision with any vessel. It is approximately 6.5' x 2' (surfboard size), yellow in color, with a contact plaque and mast extending 3 feet above the water surface supporting a flag. Mariners are advised to use caution when transiting the area. Boston Area GPS Problems:
The Coast Guard has received reports of periodic GPS reception problems occurring east of Boston Harbor (42.337447°-70.968032°) in the vicinity of Boston Lighted Whistle Buoy B. Vessels experiencing this problem have witnessed reception problems on single and multiple GPS units. A low level interference source has been detected on the L1 GPS frequency (1575.42 Mhz) in the vicinity of Boston Harbor. Mariners experiencing reception issues on their GPS receivers are requested to contact the Coast Guard Navigation Center at (703) 313-5900 or via email at firstname.lastname@example.org with the model of the affected unit, the duration of the reception issue, and the position the interference was first noticed and when the problem was corrected. Eel River, MA, Shoaling:
The Coast Guard has received a report of shoaling in the Eel River at (pa) 41-33.3057N 070-32.8805W. The depth is 2.5 ft at low water. The shoal is marked with a temporary hazard buoy. Mariners are requested to proceed with caution while transiting the area. (First District LNM 21)
No Discharge Zone Proposed for Nantucket and Vinyard Sounds and Islands:
The Environmental Protection Agency (EPA) issued a news release stating that it is considering a proposal to designate coastal waters of Nantucket (41.470353°-70.294803°) and Vineyard Sounds and the islands as a “no discharge” zone. Such designation would prohibit discharges into those waters of treated or untreated vessel sewage. Comments on the proposal must be received by May 29. http://www.regulations.gov/#!documentDetail;D=EPA-R01-OW-2012-0201-0001. (First District LNM 20) NOTE: It is already illegal (and has been for many years) to discharge untreated vessel sewage. The change that this would bring would be to disallow the discharge of treated sewage from boats, including sewage that has been treated as well as or better than that produced by many public treatment facilities. According to EPA testing, for example, the Electro Scan removes 99.99% of pathogen indicators and reduces nutrients to a level so low that it is meaningless. Many boats must be able to use onboard devices because of their operating characteristics. Once EPA declares a NDZ there is no procedure to reverse that designation, regardless of the lack of availability of working pump out stations and development of superior technology in onboard treatment systems. Hydrographic Surveys Offshore NY/NJ:
The U.S. EPA OSV-BOLD will be conducting hydrographic surveys, sediment profile imaging and sediment sampling in the waters off New York and New Jersey from 04 June to 23 June 2012. The hours of operation will be Monday - Friday, 24 hours a day. The vessel will be working approximately 3.5 nautical miles east of Highlands, NJ and 7.7 nautical miles south of Rockaway, NY in the boundary points 40- 25.65’ N 73- 53.92’ W; 40-25.65’ N 73-48.97’ W; 40-21.32’N 73-48.95’ W; 40-21.87’ N 73-52.92’ W. The OSV-BOLD will be monitoring VHF-FM channels 13, 16 & 22. The vessel will have restricted maneuverability during survey operations with equipment over the side or in tow and will display lights or day shapes for a restricted maneuvering vessel. All vessels are asked to give wide berth or steer clear to OSV-BOLD to avoid fouling equipment or interfering with survey operations. (First District LNM 21)
Governors Island Construction:
D’Onofrio General Contractors will have the SEI 52 Crane Barge (120’x60’) about 40 feet from the shoreline south of the Lima Pier on Governors Island (40.688703°-74.018031°) from June 1 to Nov 30, 2012. Work hours are Mon-Fri from 0700-1600. A material barge will be alongside to offload fill material for a future park. A gangway will extend from the barge to shore. Containment boom will be deployed from the vessels to the Governors Island shoreline. (First District LNM 21)
