Lat/Long positions derived from Google Earth will be given for significant places in the Alerts, such as bridge locations. These will be in italics, and in the following format: xx°xx'xx.xx"N or W. Where a Lat/Long position is copied from a USCG Local Notice to Mariners (LNM) or from the Light Lists, it will be in whatever format the Coast Guard has used which varies between districts and LNM and Light List writers, and will be in plain text, rather than italics. Some positions are approximate. We do not provide this information for navigational purposes and it should not be used as such.
Lockwoods Folly Inlet Crossing Dredging:
The Dredge WILKO will be conducting dredging operations in the AIWW at the Lockwoods Folly Inlet Crossing (35°55'13.62"N, 78°14'10.3"W) from 19 January until 15 February, 2012. A floating and submerged pipeline will traverse from the Lockwoods Folly Inlet to Holden Beach and will be lighted and marked with buoys. The dredge and assisting vessels PROUD MARY and MISS CINDY will monitor VHF-fm Channels 13 and 16. (5th District LNM 04, 2012)*

St Augustine Inlet Dredging:
The entrance to St Augustine Inlet (29°54'14.22"N, 81°17'25.26"W) is subject to frequent changes in depth and direction because of shifting shoals. Buoys are not charted because of frequent changes in position. Mariners are advised to seek local knowledge prior to entering the channel. Marinex Construction Inc will commence dredging operations in the vicinity of the St Augustine Inlet on or about February 5, 2012. The work will extend from inshore Tolomato River LB 60 (LLNR 38910) to offshore St Augustine Inlet Buoy 2 (LLNR 9480). Submerged pipeline will extend from the inlet in a southerly direction and land at St Augustine Beach north of the St Augustine Pier. The dredge operations will continue on a 24 hours per day, 7 days per week basis until approximately June 15, 2012. The dredge "SAVANNAH” will monitor VHF radio channels 13 & 16. St. Lucie Inlet Dredging:
Norfolk Dredging Company will commence dredging operations in the St Lucie Inlet (27° 9'57.76"N, 80° 8'47.36"W) on or about February 19, 2012. The dredge “CHARLESTON” will be working in the Federal Navigation Channel of the St Lucie Inlet and the Impoundment Basin in the north side if the channel. A pipeline will be placed from the dredging area to the vessel PULLEN which will be stationed near the south bank of the St Lucie Inlet. From the vessel PULLEN, the pipeline runs to St Lucie Inlet State park near South point. The project will continue until approximately April 10, 2010. The dredge operator will standby in VHF-FM channels 13 and 16. Vessel traffic should call 30 minutes prior to expected time of passage. Miami Boat Show Bridge Restrictions:
Due to the high volume of vehicle and vessel traffic movement during the Miami Boat Show the East (25°47'28.49"N, 80° 9'7.76"W) and West Venetian Causeway Bridge (25°47'23.54"N, 80°10'52.89"W), Miami, Florida will be placed on a half-hour schedule. The bridges will open on the top of the hour and bottom of the hour from 7:00 a.m. to 9:00 p.m. daily, Monday, February 13 through Tuesday, February 21, 2012. At all other times the bridges will open on demand. Vessels that may pass without an opening may do so at any time. (7th District LNM 04, 2012)
Due to the high volume of vehicle and vessel traffic movement during the Miami Boat Show the 63rd Street Bridge (25°50'31.92"N, 80° 7'21.65"W) across Indian Creek, Miami, Florida will be opening on the top of the hour from 10:00 a.m. to 4:00 p.m. daily February 8 through February 15 and from February 21 through February 23, 2012. Local Law Enforcement will be stationed on the bridge to control both vehicle and vessel traffic during these openings. At all other times, the bridge will open on-demand. (7th District LNM 05/2012)
GPS Testing Possible Problems:
On Feb 03 through Feb 10, daily from 1600 EST to 2145 EST, the GPS navigation signal may be unreliable due to testing on GPS frequencies used by shipboard navigation, aviation and handheld systems. Systems that rely on GPS, such as E-911, AIS and DSC may be affected at an approximate testing center point of 33 45.00N, 77 00.00W (approximately 60 nm east of Cape Fear, NC), with an impact radius of approximately 75 NM from center point. During this period GPS Users are encouraged to report any GPS service outages that they may experience to the Navigation Information Service (NIS) by calling (703) 313-5900 or by using the NAVCEN Website to submit a GPS Problem Report www.navcen.uscg.gov/?pageName=gpsUserInput. AIS Users Notice:
The Coast Guard continues to see an unacceptable number of AIS users that have not properly encoded their AIS static data (i.e. MMSI, name, call sign, number, dimensions, type, etc.) or are not properly updating their voyage related information (i.e. navigation status, static draft, destination, ETA, etc.). AIS users should be particularly diligent in updating their 'Navigational Status' when at anchor or moored; which reduces the AIS reporting rate to once every 3 minutes vice every 2–10 seconds, and, mitigates network congestion.
AIS users are required to properly encode and operate their AIS at all times (33 CFR §164.46), not doing so could subject the user and owner to civil penalties not to exceed $40,000 per occurrence. Note, our revised AIS Encoding Guide amends AIS Ship Types 20-29, which are normally used to represent Wing in Ground (WIG) vessels as follows:

21-Vessels engaged in towing by pushing ahead or alongside, i.e. pushboat, and who’s AIS dimension values (ABCD) solely represent the length and breadth of the vessel

The vessels denoted should use these AIS Ship Type codes vice the one's they are currently when transiting U.S. waters (including the U.S. EEZ). Additionally, the revised AIS Encoding Guide provides directions on how a vessel: towing ahead is to convey the dimensions of its tow; is to use their Official Documentation Number in lieu of an assigned IMO number; and, is to report its point of origination and destination via standardized format that uses angle <> brackets and specific location codes (LOCODES)--USE OF U.S. LOCODES NOT EFFECTIVE TILL 1 APRIL 2012. Coastal Waters from Little River, South Carolina to Panama City, Florida
Waccamaw River Cable Work:
Santee Cooper Co. will be replacing the underwater power line cables feeding Sandy Island on or about February 13, 2012. The crossings are at Brookgreen Creek and the Waccamaw River near Little River-Winyah Bay Light 67 (LLNR 33950) (33-30-55.956N, 079-07-30.072W). The work should take approximately 3 days working off a barge with the crossings. Equipment will be moved to and from Sandy Island. The barge and work boats will monitor VHF channels 16 mariners are advised to call for passing arrangements as the waterway may be restricted. Charleston AICW Range Marker Changes:
The following changes will be made to the aids to navigation system in the Intracoastal Waterway at South Channel.
CHARLESTON HARBOR SOUTH CHANNEL RANGE FRONT LIGHT (LLNR 2625/34580) will be permanently discontinued. CHARLESTON HARBOR SOUTH CHANNEL RANGE REAR LIGHT (LLNR 2630/34585) will be permanently discontinued.
ASHLEY RIVER LIGHT 1 (LLNR2647/34573) will be established in approximate position 32-45-30.460N/079-54-56.260W displaying a Flashing Green 2.5s and SG-SY on a pile. This action is scheduled to be completed the week of February 27, 2012.
The following changes will be made to the aids to navigation system in the Intracoastal Waterway at Ashley River.
ASHLEY RIVER APPROACH RANGE FRONT LIGHT (LLNR 3570/34590) will be permanently discontinued. (32-46-26.051N, 079-57-05.121W)

Dredging in Charleston Harbor and Brunswick:
Manson Construction Co. will suspend dredging operations in the Charleston Entrance Channel (32°45'27.41"N, 79°52'10.77"W) with the dredge “NEWPORT” on or about Wednesday January 25, 2012 and transit to Brunswick, (31° 7'12.79"N, 81°29'30.16"W) Georgia.
The dredge "NEWPORT" will start at Brunswick on or about January 26, 2012.The operations will be conducted 24 hours per day, 7 days per week with an approximate end date on or about February 25, 2012. The dredge “NEWPORT” will monitor VHF channels 13, 14 and 66.
Upon completion of the dredging project at Brunswick the dredge “NEWPORT” will return to Charleston to resume dredging in the Entrance Channel. Skidaway Narrows Bridge Replacement Update/ Feb. and Aug. Closures:
The Skidaway Narrows (Diamond Causeway/SR 204) Bridge (31°56'49.23"N, 81° 3'56.77"W) across the Atlantic Intracoastal Waterway mile 592.8, Chatham County, Georgia is being replaced. United Contractor, LLC has advised the Coast Guard Captain of the Port Savannah that they will be placing floating equipment in Skidaway Narrows at this bridge location. Two construction barges and the pushboat PYTHON will be working adjacent to the bascule bridge on the north side, south of the power lines. During daylight hours the navigable waterway will be restricted to 70 feet. Construction operations, during the evenings, will not restrict the navigable waterway. Construction will be ongoing until April 2, 2012. Mariners are urged to exercise caution and transit at their slowest safe speed. Please contact the pushboat PYTHON on marine VHF radio channel 9 for on-scene coordination, communication and passing arrangements. United Contractors, LLC has advised the Coast Guard that they will be closing the Atlantic Intracoastal Waterway at the Skidaway Narrows (Diamond Causeway) Bridge during daytime hours from February 14 through February 20, 2012. This work consists of setting the beams for the new bridge across the waterway. The actual times of the waterway closure will be published in a future Local Notice to Mariners.
The contractor will be removing the old bascule bridge approximately in August 2012. This work will request the waterway to be closed to navigation during the removal. The dates and times will be published in a future Local Notice to Mariners. (7th District LNM 01/2012)
Offshore Dredging Ops--Ft. Pierce Beach Renourishment:
Manson Construction Co. will commence beach renourishment operations at Ft. Pierce Beach (27°27'52.71"N, 80°17'8.24"W) on or about February 2, 2012. The operations will consist of hopper dredging with beach disposal. The dredge “BAYPORT” will mine sand from Capron Shoal, transit to Ft. Pierce Inlet and make-up to a mooring barge spudded along the south side of the Inlet to pump out sand to Ft. Pierce Beach. Dredging operations will be conducted 7 days per week, 24 hours per day until on or about August 24, 2012. The dredge “BAYPORT” will monitor VHF channels 13, 14 and 66. Mariners are requested to transit the Ft Pierce Inlet with reduced speed and exercise extreme caution while in the vicinity of the dredge and mooring barge. St. Lucie River Marker Destroyed:
St Lucie River South Fork Light 25 (LLNR 51005) is destroyed. A temporary LB "WR25" displaying Q FL G characteristics has been set 6 yards channelward of remains in position 27-11-40.345N, 080-15-53.596W. Remains pose a hazard to navigation and mariners are advised to avoid this area. (7th District LNM 04/2012)
Okeechobee Waterway Update:
On February 1, 2012 at 2400 hours the lake level was reported at 13.25 feet and the navigational depths were reported at 7.19 feet for Route 1 (26°58'32.23"N, 80°38'22.92"W) and 5.39 feet for Route 2 (Rim Route) (26°47'0.61"N, 26°47'0.61"N). Jupiter Inlet Dredging:
Florida Dredge & Dock LLC will commence dredging operations on or about February 24, 2012. Hydraulic dredging operations will be performed in Jupiter Inlet (26°56'36.61"N, 80° 4'13.61"W) sand trap, Palm Beach County, Jupiter Florida. The dredge “GATOR POINT” and work boats Path Finder and Naples will monitor channels 13, 16 and working channel 71 the dredges cell 727-480-5040. Pipeline and vessels will be visibly lighted. Floating rubber and submerged polyethylene pipeline is associated with the operation. The pipeline will traverses southerly directly from the sand trap area to designated beach fill location. Operations will be 24 hours per day 7 days per week with an approximate complete date of March 31, 2012. Hillsboro Inlet Entrance Light May be Turned Off for Turtles:
NOTE: Do you use this strategically located light for navigation? It might be permanently turned off, and the Coast Guard wants your comments. Your comments do make a difference.
The Coast Guard is evaluating the continued operation of the Hillsboro Inlet Entrance Light (LLNR 775) (26°15'33.26"N, 80° 4'50.73"W). The Coast Guard is currently engaged in consultation with the US Fish and Wildlife Service and NOAA National Marine Fisheries Service regarding potential impacts to endangered sea turtles from the current operation of the Light. In response to these concerns, the Coast Guard is considering three options: discontinuing the operation of the light, obscuring portions of the light, or continuing the status quo. The purpose of this notice is to solicit comments from local waterways users and to determine if mariners still utilize the light for navigational purposes. US Navy Wave Data Gathering Buoys off Key West:

The wave buoys are round 0.7 meter diameter spheres painted yellow and blue labeled US Navy, ATMO and contact/phone number. A mooring gear cylindrical marker buoy painted orange and white, and a 12ft rubber line connecting the marker buoy and wave buoy. The watch circle is approximately 30ft in diameter. Each buoy has a GPS/GPS antenna mounted to continually report buoy location to the data gathering station. The buoys have an IALA compliant yellow led light, flashing 5 times in 10 seconds then 10 seconds off (20’s repetition), visibility range is 4nm 360 degrees around and plus or minus 45 degrees vertically. The light flash patterns are in accordance with USCG hazards to navigation requirement specifications for 0.7m buoys.
The meteorological data buoy is 15ft above the water surface painted yellow and blue labeled indicating US Navy, NSWCCD, ATMO and contact/phone number. The system is composed of a circular foam float 25" tall x 64" diameter. Below the foam floatation is a square steel support stand and steel weight in the center of the floatation. Above the foam is a sloped aluminum structure that houses solar panels on four sides, a circular structure atop of panels and a tubular frame with an anemometer at the top, on top of the circular structure are two antennas. The light sits atop of the circular structure and its pattern is flash on every 4 seconds. The buoys will remain in position thru June 2, 2012. Mariners are to avoid close proximity, or any other interference of these buoy's data gathering function. (7th District LNM 05/2012)
SW Florida Coast Sunken Vessel Hazard:
There is a 38ft white sports fisher partially submerged and aground approximately 200 yards north of Bodwitch Point, San Carlos Bay in position 26-27.994N 081-57.889W. Mariners are advised to use extreme caution while transiting the area. (7th District LNM 04/2012)
Unlit Anchored Barges Hazard:
The Coast Guard received a report of two unlit and anchored barges in position 28-31.13N 082-43.0W. WSW of Hernando Beach Channel Entrance Light (LLNR 27495). Mariners are advised to use caution while transiting the area. (7th District LNM 05/2012)
Florida Bridge Update: From the USCG 7th District LNM 05/2012:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can “Search” a bridge name for previous East Coast Alerts that may contain information that is still current.
FEC Railroad Bridge: The bridge owner of the FEC Railroad Bridge (30°19'21.37"N, 81°39'55.75"W) across the St Johns River mile 24.9, Jacksonville, Florida has requested permission to close this bridge to navigation from 7:00 a.m. to 11:30 a.m. and from 12:30 p.m. to 5:00 p.m. daily Friday through Tuesday starting January 13, 2012 until March 24, 2012. The Coast Guard recognizes that this will place a burden on vessels transiting through this area during these dates and times. After review of this request with the bridge owner it has been determined that this work cannot be safely completed during nighttime operations nor would it be beneficial to reduce the amount of time allocated for this requested closure since it would have the potential of extending this project an additional 4 to 6 months.
S. E. 17th Street Causeway Bridge (AICW Mile 1065.9): Coastal Marine Construction, Incorporated will be painting the S.E. 17th Street Causeway (E. Clay Shaw) Bridge (26° 6'1.83"N, 80° 7'7.33"W), across the Atlantic Intracoastal Waterway, Fort Lauderdale, Broward County, Florida starting February 15, 2012. This work will require the S.E. 17th Street Causeway Bridge to be placed on single-leaf operations from 7:00 a.m. to 6:00 p.m. Monday through Saturday. A double-leaf opening will be available with a three hour advance notice to the bridge tender. There will be floating equipment under the down span. For vessels requiring more than 50 feet of horizontal clearance, please contact the bridge tender for passing instructions. This work will start on February 15 and continue through August 30, 2012.
79Th Street Bridge: Seminole Equipment, Incorporated is painting/repairing the West 79th Street Bridge (25°50'51.86"N, 80°10'16.66"W), across the Atlantic Intracoastal Waterway mile 1084.6, Miami, Miami-Dade County, Florida. This work consists of reducing the vertical clearance by three feet and placing the bridge on single-leaf operations 24 hour-a-day, seven-days-a-week. A double-leaf opening is available with a four hour advance notice to the bridge tender. This work is expected to be completed by June 30, 2012.
Miami River: Flagler Street Bridge: M&J Construction has advised this office that they will be working on the Flagler Street Bridge (25°46'27.34"N, 80°12'3.54"W) across the Miami River mile 1.0, Miami-Dade County, Florida from January 7 through August 2012. This work consists of painting and fender system replacement. The painting containment system will reduce the vertical clearance of the bridge by three feet.
USCG Fifth District
Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina
Indian River Inlet Bridge (DE) Reduced Vertical Clearance:
The Indian River Inlet Bridge (38°36'28.22"N, 75° 3'48.05"W) will have a platform attached to the underside of the bridge that will reduce the clearance height under the bridge from 35 feet to 32 feet. This height restriction will be active until March 31, 2012. All mariners are requested to use caution when transiting the area. US 50 Lift Bridge Ocean City Inlet, MD, Inspection:
Mariners are advised that an engineering firm, on behalf of the Maryland State Highway Administration, will be performing biennial inspections at the US 50 (lift) Bridge (38°19'56.00"N, 38°19'56.00"N), at mile 0.5, across Isle of Wight Bay (Sinepuxent Bay) at Ocean City, MD. The structural portion of the inspection will be performed, each day from 8 a.m. to 5 p.m., beginning February 20 through April 15, 2012. To facilitate the inspection, an under bridge snooper truck will be used on the roadway. The mechanical and electrical portions of the inspection will be performed during the week of February 27, 2012. Testing of the movable span will be performed and will include multiple openings. In addition, a small boat will be utilized to perform channel depth measurements at the bridge. Inspection personnel and equipment will be working at the bridge during this period and will be in proximity to the navigable channel, do not anticipate any disruption to navigation traffic and will relocate from the navigation channel upon request for vessel passage. Spa Creek Bridge, Annapolis, Inspection:
Mariners are advised that engineering consultants, on behalf of the Maryland State Highway Administration, will be performing an inspection of the structural, mechanical and electrical systems, each day between 8 a.m. and 5 p.m., at the following movable bridges:
1) MD-181 Bridge (38°58'17.99"N, 76°29'9.24"W), at mile 0.4 across Spa Creek in Annapolis from FEB 20 – 24 2012;
2) MD-231 Bridge (38°30'45.37"N, 76°40'11.50"W), at mile 24.4, across Patuxent River in Benedict from MAR 12 – 23 2012.
Inspection personnel and equipment will be working at the bridges during these periods and will be in proximity to the navigable channels, do not anticipate any disruption to navigation traffic and will relocate from the navigation channels upon request for vessel passage. Mariners should exercise caution when transiting these areas. (5th District LNM 05/2012)
Sound Signals to be Discontinued, Comments Requested:
The Coast Guard is soliciting comments on discontinuing the following sound signals on floating aids to navigation:
A. Ocean City Inlet Lighted Bell Buoy 2 (LLNR 240)
B. Cape Charles Lighted Gong Buoy 14 (LLNR 345)
C. Chesapeake Channel Lighted Bell Buoy 2C (LLNR 7035)
D. Chesapeake Channel Lighted Bell Buoy 12 (LLNR 7090)

Navy Mine/Helo Testing Ops off VA Capes:
The U.S. Navy will be helicopter conducting mine testing operations from 24 January until 30 July, 2012. The exercise will use non-explosive bottom moored mines deployed in the Virginia Capes Range area. These hazard areas will not be marked but will have continuous 24 hour safety boat coverage on-scene during the period. Safety boats will monitor VHF-FM Channel 16. Testing operations will be conducted by commercial and U.S. Navy vessels and aircraft. The minefield will be located at position 37-37.128N/075-07.180W. The test area will be approximately 6.0NM by 6.0NMs. It is requested that all vessels maintain a lookout and remain 3.0NMs from the above position and transit with extreme caution. Dismal Swamp Canal Closed for 90 Days:
On Wednesday, 04 January, 2012, the ACOE will begin repairs to the South Mills Lock (36°26'40.62"N, 76°19'39.59"W) on the Dismal Swamp Canal/Route 2. Therefore, the locks at Deep Creek, VA and South Mills, NC will stop operating after the last scheduled locking at 3:30 p.m. on Tuesday, 03 January, 2012. The Dismal Swamp Canal, Route 2, of the Atlantic Intracoastal Waterway, will be temporarily closed to through traffic for approximately 90 days. The Albemarle and Chesapeake Canal, Route 1, through the Great Bridge Lock at Chesapeake, VA will continue to operate 24 hours a day/seven days a week and may be contacted on VHF-FM channel 13. Bonner Bridge Repair to Reduce Vertical Clearance:
Mariners are advised that steel repairs, cleaning and painting operations will be performed from March 5, 2012 through June 15, 2012 at the Herbert C. Bonner Bridge (35°46'9.84"N, 75°32'12.44"W) across Oregon Inlet, at mile 0.9, in Dare County, NC. To facilitate the work at Span 145, the navigation channel, a decking platform will reduce the available vertical clearance to approximately 61 feet, above MHW. Mariners should use extreme caution when transiting the area. (5th District LNM 05/2012)
Oregon Inlet Shoaling Survey:
An ACOE survey conducted 09 January, 2012, indicates shoaling to a depth of 3.0ft MLW between Oregon Inlet Lighted Buoy 12 (LLNR 28025) (35-46-30.842N, 075-31-53.637W) and the navigational opening under the Herbert Bonner Bridge. (5th District LNM 05/2012)
Ocracoke Nav Aid Changes and Shoaling:
On or about 15 March, 2012, the following aids to navigation changes will occur in the Big Foot Channel due to shoaling (35° 8'2.33"N, 76° 0'31.93"W):
A. Big Foot Slough Daybeacon 10B (LLNR 29070.1) will be changed to Buoy 10B.
B. Big Foot Slough Daybeacon 11 (LLNR 29070.3) will be changed to Buoy 11.
Shoaling to a depth of 5.0 ft MLW has been reported in the vicinity of Big Foot Slough Channel Daybeacon 10B (LLNR 29070.1). (5th District LNM 05/2012)
Figure Eight Island Bridge Closure:
Mariners are advised that the Figure Eight Swing Bridge (34°16'28.14"N, 77°45'37.81"W) at AIWW mile 278.1, across the North Carolina Cut, in Scotts Hill NC, will be maintained in the closed-to-navigation position from 10 a.m. to 3 p.m. on Tuesday, February 7, 2012 to facilitate urgent gear replacement (with a backup date on Wednesday, February 8, 2012). The available vertical clearance in the closed-to-navigation position is approximately 20 feet, above MHW. Also, the vertical clearance in this location is limited to 85 feet, above MHW, by the nearby overhead power line. At all other times, the drawbridge will operate in accordance with the drawbridge regulations set out in Title 33 Code of Federal Regulations Part 117.821(a) (3). Mariners able to pass under the closed span may do so and should adjust their transits accordingly. (5th District Bridge Branch)
Morehead City Bar Dredging:
The Hopper Dredge MCFARLAND will be conducting dredging operations on the Morehead City Bar (approximate location: 34°42'48.94"N, 76°42'26.08"W) from 14 January until 10 February, 2012. The dredge will monitor VHF-FM Channels 13 and 16. (5th District LNM 05/2012)
Cape Fear River Entrance Dredging:
The Dredge TERRAPIN ISLAND will be conducting dredging operations in the Cape Fear River from Battery Island Channel (33°53'56.57"N, 78° 0'57.56"W) thru Baldhead Shoal Reach to the Ocean Dredge Material Site (ODMDS) from 02 January until 28 February, 2012. Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey
Research Buoys Off Rockaway Beach, NY:
On May 10, 2010, Stony Brook University will be installing 25 research buoys in the vicinity of Rockaway Beach, NY. The coordinates for the corner points of the box they will be within are NE 40-34-26N/073-49-14W, SE 40-33-33N/073-48-35W, NW 40-33-20N/073-52-24W, SW 40-32-24N/073- 51-53W. These buoys are 8” x 14” in size, made of plastic and will be unlit. In addition, 5 additional research buoys will be added outside of the mentioned box in positions 40-32-38.1N/073-49-38.0W, 40-32-09.2N/073-49-21.2W, 40-31-40.1N/073-49-05.0N; 40-31-11.3N/073-48-48.8W; 40-30-42.5N/073-48-31.3W. These 5 buoys will be marked as the other buoys and in addition the will have radar reflective high flyers attached. This project will be in place until June 30, 2014. Cobscook Bay, ME, Tidal Energy Project Public Meetings:
The Coast Guard announces two public meetings to receive comments on how to address a proposal put forth by Ocean Renewable Power Company (ORPC). ORPC is proposing a project to install five turbine generator units, secured to the ocean floor, in the navigable waters of Cobscook Bay between Goose Island (44°54'45.54"N, 67° 2'29.64"W) and Seward Neck. ORPC's current proposal could affect maritime practices that involve physical contact with the seabed (e.g. anchoring, dragging, trawling, dredging, etc). Due to risk of entanglement with an underwater turbine or associated components, the Coast Guard may propose regulatory action to prohibit or restrict certain operations in this area, or implement routing measures, to ensure the safety of waterway users and prevent the loss of life, injury or damage to property.
The Coast Guard will also receive comments and information about the current and proposed aids to navigation (ATON) configuration to mark turbine generator units, and potential impacts of an underwater cable assembly that would be used to transfer electricity to a power control facility in Lubec, Maine.

RNA Portsmouth, NH/Kittery, ME:
The US Coast Guard promulgated a temporary interim rule establishing a regulated navigation area (RNA) on waters of the Piscataqua River under and surrounding the Memorial Bridge (43° 4'46.01"N, 70°45'9.29"W) between Portsmouth, New Hampshire and Kittery, Maine during demolition and replacement construction operations. The RNA will be in effect through December 31, 2013. Comments on the temporary interim rule should be submitted by December 31, 2013. 77 Fed. Additionally, the entire waterway in the vicinity of the Memorial Bridge will be closed to all marine traffic from 7 a.m. on February 6, 2012 until approximately 7 a.m. on February 9, 2012. Dredging in RI-NINIGRET POND:
Dredging will be done from 30 January - 15 Mach 2012, immediately adjacent and north of the Tidal Inlet Beachway (41'21'35.23N, 071'38'19.30W). The hours of operation will be 7 days a week, 24 hours a day. On scene will be the dredge KRISTI JOE and tender ELLIE LEE that will be monitoring CHF-FM channels 13, 16 & working channel 78. Mariners are requested to use extreme caution while transiting the area and to transit at their slowest safe speed after passing arrangements have been made. (First District LNM 05/2012)
GPS Problems Offshore Boston:
The Coast Guard has received reports of periodic GPS reception problems occurring east of Boston Harbor in the vicinity (approximate location 42°23'33.70"N, 42°23'33.70"N) of Boston Lighted Whistle Buoy. Vessels experiencing this problem have witnessed reception problems on single and multiple GPS units. Mariners experiencing reception issues on their GPS receivers are requested to contact the Coast Guard Navigation Center at (703) 313-5900 or via email at firstname.lastname@example.org with the model of the affected unit, the duration of the reception issue, and the position the interference was first noticed and when the problem was corrected.
