Attention Snowbirds:

Wrightsville Beach Bridge, AICW Mile 283.1, Night Closures:
Mariners are advised that structural repairs will be conducted at the S.R. 74 Bridge across the AIWW mile 283.1, at Wrightsville Beach, NC. The structural repairs will restrict the operation of the draw span in the closed-to-navigation position, each day from 7 p.m. to 7 a.m., beginning on Tuesday, January 3, 2012 and ending on Thursday, March 15, 2012; except vessel openings will be provided with at least two hours advance notice given to the bridge operator.; And during the same period, each day between 7 a.m. and 7 p.m., the drawbridge shall open on signal for commercial vessels at all times; and for pleasure vessels, the drawbridge need only open on the hour as set out in 33 CFR 117.821(a) (4). In the closed position to vessels, the available vertical clearance is approximately 20 feet, above mean high water. Mariners able to transit under the closed span may do so at anytime and use extreme caution when transiting the area. (5th District Bridge Branch)*

NJ Bridge Closure Extended:
Mariners are advised that mechanical and electrical rehabilitation work have been extended at the Route 30/Absecon Boulevard Bridge, at NJICW mile 67.2, across Beach Thorofare in Atlantic City NJ. To facilitate the extended work, the drawbridge will now be closed to vessels requiring an opening through 11:59 p.m. on Tuesday, February 28, 2012. This extended closure is necessary to complete extensive rehabilitation and to maintain the bridge’s operational integrity. The available vertical clearance in the closed position to vessels is approximately 20 feet, above mean high water. The navigable channel will not be obstructed so vessels that can pass under the bridge without a bridge opening may continue to do so at anytime. The Atlantic Ocean is an alternate route for vessels with mast heights greater than 20 feet and the drawbridge will be unable to open in the event of an emergency. Mariners able to pass under the closed span may do so, adjust their transit accordingly and use caution when transiting the area. (5th District Bridge Branch)

Coastal Waters from Little River, South Carolina to Panama City, Florida

Charleston Harbor Dredging:
Manson Construction Co. will be conducting dredging operations on or about December 19th through approximately December 26th, 2011. The Hopper Dredge “NEWPORT” will be working between Charleston Harbor Channel Lighted Buoy 10 (LLNR 2380) and Charleston Harbor Channel Lighted Bell Buoy 18 (LLNR 2420). The dredge disposal area is south of the Entrance Channel adjacent to Lighted Buoys 9 and 10. The operation will be conducted 7 days per week, 24 hours per day. The dredge will monitor VHF channels 13, 14 and 66. Dredging in Kings Bay:
Cottrell Contracting Corporation of Chesapeake, Virginia will commence dredging operations at Kings Bay Submarine Base, on or about November 28, 2011 through approximately March 1, 2012 from Cumberland Sound Lighted Buoy 37 (LLNR 6915/37765) to Kings Bay Light 62 (LLNR 7040). Fernandina Harbor Marina Dredging:
Tugs and barges will be operating inside the Fernandina Harbor Marina Basin. Operations will start December 15, 2011 and end approximately March 15, 2012. The work vessels will be traveling through portions of the adjacent Atlantic Intracoastal Waterway channel between the dredge area, Amelia River Lighted Buoy 10 - Daybeacon 14 and the barge off-loading area. Dredging operations will be 24 hours a day 7 days a week. Mariners are advised to use caution while transiting the area. Okeechobee Waterway Update:
On December 21, 2011 at 2400 hours the lake level was reported at 13.74 feet and the navigational depths were reported at 7.18 feet for Route 1 and 5.88 feet for Route 2 (Rim Route). Jupiter Offshore Dredging for Beaches:
Starting on or about January 14, 2012 a temporary 2,400ft submerged dredge pipeline will be placed offshore starting at Lat 27°01’22.85” N, Long 80°05’44.34” W. Starting on or about January 21, 2012 and continuing until on or about April 30, 2012 the hopper dredge “R.N. WEEKS” will dredge fill material from the Atlantic Ocean borrow area located below:

The fill material will be deposited on Jupiter Island Beach, FL between Lat 27°00’51” N and Lat 27°05’23”N using a combination of floating and submerged pipeline reaching 2,400ft to 5,000ft offshore from the beach. The dredging operations will continue 7 days per week, 24 hours per day. The dredge and tugs will monitor VHF marine channels 13 and 16. Mariners are urged to use extreme caution and transit the area at their slowest safe speed to create minimum wake after passing arrangements have been made. Government Cut Tunnel Construction Continues:
Nicholson Construction Company will be continuing with drilling and grouting operations in Government Cut along Watson Island on December 19th at 5:00pm with continuous operations through December 21st until 2:00am and on December 26th at 5:00pm with continuous operations through December 30th until 2:00am. The operation will consist of two drilling and grouting barges and one service barge. The operation will be set up and spudded down from Watson Island and extending approximately 425' into the channel. Mariners are requested to observe the no-wake procedures and to use caution while transiting the area. North Miami Beach Dredging for Beaches:
Great Lakes Dredge & Dock Company, LLC will commence dredging operations on or about February 1, 2012 until approximately March 1, 2012. The project partially consists of placing approximately 250,000 cubic yards of sand from an offshore borrow area on approximately 4,000 feet of beach in North Miami Beach, FL. The trailing suction hopper dredge “LIBERTY ISLAND” will be dredging in a borrow area south of Government Cut with the following limits:

After each dredge event the “Liberty Island” will sail north and pump the sand ashore through submerged steel pipeline via a floating hose pump out station located at the approximate location: Latitude Longitude 25 51 12.5 80 05 37.1.
Upon completing a pump ashore event, the dredge will dump any rock collected from the borrow area in a 500 foot by 500 foot Rock Disposal Site centered at the following location: Latitude Longitude 25 50 09.5 80 04 46.8.
Pipeline mobilization will be commencing in early January and will be staged inside Bakers Haulover Inlet in the Intracoastal Waterway next to Haulover Beach Park. Demobilization will continue approximately three weeks after dredging operations cease. The following support equipment will be working on the project: a crew boat, a turbidity monitoring boat, a dive boat, 2 tug boats, a crane barge, and an anchor barge. All vessels will monitor marine VHF channels 13 and 16. Operations will be 7 days per week and 24 hours per day. Mariners are requested to exercise caution in and around the project areas. Diving operations will occur in the vicinity of the borrow area and pump out location several times per week to monitor environmental conditions. Florida Bridge Update: From the USCG 7th District LNM 51/2011:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can “Search” a bridge name for previous East Coast Alerts that may contain information that is still current.
Grand Avenue Bridge, Ortega River Update: ...From December 2, 2011 through January 3, 2012, the bridge will be on single-leaf openings with a three hour notice to the bridge tender for a double-leaf opening from 7:00 a.m. to 6:00 p.m., Monday through Friday.
FEC Railroad Bridge: The bridge owner of the FEC Railroad Bridge across the St Johns River mile 24.9, Jacksonville, Florida has requested permission to close this bridge to navigation from 7:00 a.m. to 11:30 a.m. and from 12:30 p.m. to 5:00 p.m. daily Friday through Tuesday starting January 13, 2012 until March 24, 2012. The Coast Guard recognizes that this will place a burden on vessels transiting through this area during these dates and times. After review of this request with the bridge owner it has been determined that this work cannot be safely completed during nighttime operations nor would it be beneficial to reduce the amount of time allocated for this requested closure since it would have the potential of extending this project an additional 4 to 6 months.
Haulover Canal Bridge (AICW Mile 869.2): The bridge owner has advised the Coast Guard that they will be working on the SR 3 North/Kennedy Parkway/Allenhurst Bridge across the Atlantic Intracoastal Waterway (Haulover Canal) mile 869.2, Cape Canaveral, Brevard County, Florida on January 12 and 12, 2012. This work consists of one leaf being placed in the open to navigation position with the other leaf being raised and lowered intermittently. This work is not expected to impact navigation.
Flagler Memorial Bridge (AICW Mile 1021.8): PCL Civil Constructors, Inc. has advised the Coast Guard that they will constructing test piles south of the existing Flagler Memorial Bridge across the Atlantic Intracoastal Waterway mile 1021.8, Palm Beach, Florida. This work is anticipated to begin on December 5, 2011 and will continue through January, 2012. This work will be outside the main navigation channel and is not expected to affect navigation. Mariners are advised that PCL has various pieces of floating equipment in the area outside the navigation channel. Mariners are requested to proceed at slow speed minimum wake through this area.
Multiple Miami Bridge Closures: The East Venetian Causeway Bridge across Miami Beach Channel will be closed to navigation from 6:00 a.m. to 9:15 a.m., the West Venetian Causeway Bridge across the Atlantic Intracoastal Waterway will be closed to navigation from 6:10 a.m. to 9:50 a.m., the Brickell Avenue (US 1) Bridge across the Miami River will be closed to navigation from 6:25 a.m. to 10:30 a.m., and the South Miami Avenue Bridge across the Miami River, Miami, Florida, will be closed to navigation from 6:25 a.m. to 10: 35 a.m. on Sunday, January 30, 2012 from the ING Miami Marathon Event.
Pinellas Bayway Structure C Bridge: The Pinellas Bayway “Structure C” Bridge across Gulf Intracoastal Waterway mile xxx (sic, we think they are referring to the bridge at Mile 114),  St. Petersburg, Pinellas County, Florida is being replaced with a high-level fixed bridge. This project is anticipated to start on December 15, 2011 and is expected to be completed by December 15, 2013. This work will require some waterway restrictions and closures. This information will be published in future Local Notice to Mariners.

Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina

Ocean City Inlet Basin (MD) Dredging:
The Dredge W912DR will be conducting dredging operations in the Ocean City inlet Basin from 23 Nov., 2011 until 01 February, 2012. The dredge will monitor VHF-FM channel 13. (5th District LNM 48)

VIP Nav Aids Change for Shoaling:
Due to significant shoaling in the Virginia Inside Passage, the Coast Guard’s rebuild resources can no longer access these areas to rebuild damaged/destroyed aids to navigation. As such, Coast Guard is proposing changing the following fixed aids to navigation structures to buoys:
A. Chincoteague Bay Daybeacon 29 (LLNR 5195) to Chincoteague Bay Buoy 29.
B. Chincoteague Bay Daybeacon 16 (LLNR 5475) to Chincoteague Bay Buoy 16.
C. Virginia Inside Passage Light 137 (LLNR 6050) to Virginia Inside Passage Lighted Buoy 137.
D. Virginia Inside Passage Light 180 (LLNR 6210) to Virginia Inside Passage Lighted Buoy 180.
E. Virginia Inside Passage Daybeacon 213 (LL NR 6348) to Virginia Inside Passage Buoy 213.
F. Wachapreague Channel Light 6 (LLNR 6660) to Wachapreague Channel Lighted Buoy 6.

Norfolk USACE Pier Repair:
W3 Marine will be conducting pier and bulkhead repair at the USACE Facility, Fort Norfolk from 01 November until 31 December, 2011. Various floating crane barges and work boats will be on site and monitoring VHF-FM channels 13 and 16. A NO WAKE transit of all vessels is requested. (5th District LNM 44)

Hatteras Inlet Shoaling:
Shoaling to a depth of 4.0 feet MLW has been reported between Hatteras Inlet Buoy 10A and Hatteras Inlet Buoy 10B. (5th District LNM 51)

Beaufort (NC) Bridge Fender Construction:
Mariners are advised that the fendering system protecting the U.S. Highway 70 Grayden Fall Bridge across Gallants Channel in Beaufort, will be replaced from January 2, 2012 to March 31, 2012. A 40’ x 70’ spud barge and crane will be positioned in the area throughout the work. Mariners are cautioned that the barge will work directly under the bascule spans in the center of the channel from 11:00 p.m. to 5:00 a.m. during portions of the project. Mariners are advised to contact Intercoastal Contracting, Inc. via VHF-FM channel 16 or at (910) 675-9215 at least 40 minutes in advance if transiting the area. (5th District LNM 51)

Northeast Cape Fear River Bridge Restrictions:
Mariners are advised that the Commander, Fifth Coast Guard District, has issued a temporary deviation from the regulations governing the operation at the Isabel S. Holmes Bridge, mile 1.0, across Northeast Cape Fear River, at Wilmington NC. Under this temporary deviation, the drawbridge will be closed to vessels requiring an opening from 7 a.m. on January 16, 2012 until and including 11 p.m. on April 30, 2012; except that vessel openings will be provided if at least three hours advance notice is given to the bridge tender at (910) 251-5774 or via marine radio on channel 13 VHF. In closed position to vessels, the available vertical clearance is approximately 42 feet, above mean high water. At all other times, the drawbridge will operate in accordance with the operating regulations set out in Title 33 Code of Federal Regulations Parts 117.829 (a). Mariners able to pass under the closed span may do so at anytime and should exercise caution when transiting the area. (5th District LNM 51)

USCG First District
Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey

Providence Dredging:
Dredging is being done in the North Berth of State Pier #1 (Sims Metal Management Facility) until approximately 31 January 2012. The hours of operation will be 5:00 am - 10:00 pm, 7 days a week. On scene is a Spud Barge WILEY with crane (dredge), dump scow 1501, push boat BONNIE and a wooden skiff. The dredge is monitoring VHF-FM 16 & 18. Mariners are requested to proceed with caution and transit at their slowest safe speed to minimize wake after passing arrangements have been made. (First District LNM 51)

Jamaica Bay Dredging:
Great Lakes Dredge & Dock Company will have the Great Lakes 107 barge (60’ x 30’) anchored in (PA) 40-35-10”N, 073-51-08”W about 130 yards east of Beach Channel LB 3 (LLNR 34400). A 30 inch diameter submerged pipeline will be installed between the barge and Yellow Bar Hassock, Black Wall Marsh, and Rulers Bar. The Derrick Barge MOBRO 1221 (144’ x 48’), Tug Bayou Dawn (70’ x 23’), and a raft of 30” pipeline (800’x61’) will be on scene and lit as required by 33 CFR 88.15. The submerged pipeline will cross Runway Channel between The Raunt Channel Buoy 5 (LLNR 34645) and The Raunt Channel Buoy 6 (LLNR 34650). The top of the 30 inch pipeline will be at approximately 10 feet MLLW. Work hours are 7 days per week during daylight hours. The barge will be manned 24 / 7 once pumping begins in mid January. Waterway Study West End of Long Island:
The Coast Guard will be conducting an analysis of Eastchester Bay and Hutchinson River with the intent of optimizing the waterway and the aids to navigation therein. Mariners and other concerned parties are encouraged to comment. New York Main Channel Aid Change:
The Coast Guard is considering making the following changes to Aids to Navigation to this waterway:
DISESTABLISH: Governors Island Extension Light (LLNR 35000) and HORN.
DISESTABLISH: Governors Island Light (2) (LLNR 35010) and HORN.
Interested Mariners are strongly encouraged to comment on this proposal in writing, either personally or through their organization. All comments will be carefully considered and are requested prior to 27 January 2012 to complete the process. Refer to Project No. 01-11-210. (First District LNM 51) Note: This is just one of numerous proposals for changes in Aids to Navigation in the First Coast Guard District. Newark Bay Study:
The Coast Guard will be conducting an analysis of Newark Bay with the intent of optimizing the waterway and the aids to navigation therein. In addition, the Coast Guard is considering disestablishing commercial Anchorage Grounds 34, 36, 37, 38, and 39 in Newark Bay. The regulations for these anchorage grounds are codified at 33 CFR 110.155(h). The Coast Guard is also considering disestablishing the Newark Bay Southeast and Southwest Special Anchorage Areas. The regulations for these special anchorage areas are codified at 33 CFR 110.60(d). Mariners and other concerned parties are encouraged to comment. Sandy Hook Channel Dredging:
Dredging is being until approximately 5 January 2012 between Sandy Hook Channel Lighted Gong Buoy 11 (LLNR 35155) and Lighted Gong Buoy 17 (LLNR 35175). The hours of operation are 7 days a week, 24 hours a week. On scene is the dredge B. E. LINDHOLM and attendant plant that will be lit at night and monitoring VHF-FM 13 and 16. After passing arrangements have been made mariners are requested to use extreme caution and transit the area at their slowest safe speed to create minimum wake. (First District LNM 48)

Hudson River Construction:
Construction operations will occur in the Hudson River approximately 400 feet northwest of Pier 92. Trevcon Construction will have one 140' x 50' crane barge spudded down and one 90' x 30' material scow on site from approximately Dec 14, 2011 until further notice. Work hours are Mon-Sat, 0500-1800. During this time a temporary cofferdam will be backfilled and then removed. During non working hours, the unmanned construction platform will remain on site. The crane barge will not move on demand. Each vessel transiting in the vicinity of the work area is requested to do so at reduced speed to maintain maneuverability while minimizing the effects of wake and surge. Mariners are requested to contact the barge on Channel 13 to make any necessary passing arrangements. One emergency tug will be on site when cruise ships are arriving to, or departing from, Pier 92 south and Pier 90 north, at the Manhattan Cruise Terminal. (First District LNM 50)
