We have received the following information from Mike Carns who is one of many of the Great Lakes boaters, Great Loopers and others who are unable to pass through the Erie Canal because of its storm related closure. For those interested in taking advantage of this development to ship their boats south via freighter, we forward this information. Subj: SHIPPING BOATS SOUTH
There is a cargo ship that will be departing the Montreal area on or about Oct 3, 2011 arriving Palm Brach FL area a couple of weeks later. Space is presently available on this ship for boats wishing to reach Florida on a first come first serve basis. The approximate cost is $500.00 per LOA foot. The possibility of a later ship leaving mid October also exists but has not yet been confirmed. This information is being transmitted to boat owners who have been affected by the closing of the Erie Canal as a result of the storms.

Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey
Sunken Vessel--Provincetown Harbor:
The F/V VAST EXPLORER II is reported sunk in Provincetown Harbor, just north of Long Point, in approximate position 42-01°.49 N, 070°-10.35 W. The vessel is located in about 50 feet of water. Clearance over the vessel may be as little as 15 feet. Mariners should use extra caution when transiting in the vicinity of the sunken F/V VAST EXPLORER II. (First District LNM 38)
Missing Barge--Stellwagen Bank:
On 7 September 2012 the Coast Guard received a report from a vessel operator that one of two barges being towed was missing in the vicinity of Stellwagen Bank, Cape Cod Bay, Massachusetts. Search efforts by both the vessel operator and the Coast Guard to locate the missing barge have been unsuccessful. The barge may be afloat and adrift, partially sunk, or completely sunk. Mariners should use special caution when transiting in the vicinity of Stellwagen Bank and contact the Coast Guard immediately if this barge is sighted. (First District LNM 38)
Cape Cod Canal Reduced Depth:
While not relevant to pleasure vessels, it is interesting to note that some of the large ship traffic may be having a difficult time getting through: Effectively immediately the controlling depth of the Cape Cod Canal is reduced to 30 feet MLLW due to sand shoaling that has developed in several locations. The locations of known shoal areas include: vicinity of canal station 455 at the eastern end of Hog Island Channel, vicinity of canal station 155 just west of the Sagamore Bridge, canal station 35 and canal station 05 at the east end breakwater. Vessels drawing greater than 26 feet should consult well in advance with the Marine Controller on duty. (First District LNM 39)
Newport Cruise Ship Anchorage Expansion Proposed:
The US Coast Guard proposes to amend its regulations to change the shape and expand the dimensions of anchorage "D" at Newport, Rhode Island to better accommodate increasing cruise ship visits and to improve navigation safety. Dredging in Yonkers:
Dredging is being done at the American Refined Sugar Dock in Yonkers until approximately 31 October 2011. The hours of operation are Monday - Friday, 24 hours a day. On scene are the dredges MICHIGAN & MARY ALICE, tug PAUL ANDREW, launch MATTHEW SCOTT and scows WITTE 4001 & 4002. (First District LNM 39)
Obstruction, NY Harbor, Hudson River:
A three to six foot high obstruction has been reported along the riverbed running from the western end of Pier 92 to about 700 feet west of Pier 92. The obstruction is marked with four orange and white buoys. (First District LNM 38)
New York Harbor Construction:
Trevcon Construction will be installing a temporary cofferdam and dredging the area for the installation of a power cable. The work will be conducted in the vicinity of 40-48-35.3N, 073-58-52.2W, west of Anchorage Ground No. 19W, in charted shoal water. Work hours are Mon-Sat from 0500-1600. A 140' x 50' crane barge and 90' x 30' material scow will be on scene. The cofferdam will extend above the mud line. ( First District LNM 36)
Roosevelt Island Mooring Ball:
A white and blue mooring ball (non Coast Guard) has been established in position: 40-44.39.600n 073-57.52.260w for approximately 30 days. All vessels are requested to proceed with caution when transiting the area. (First District LNM 39)
Hudson River Test Borings:
Aquifer Drilling and Phoenix Marine will be taking two test borings in the Hudson River, in the charted Pipeline and Cable Area at Danskammer Point, from Aug 22 – Dec 1, 2011. Work hours are Monday-Friday, 0700-1700. Each test boring will be taken from the Phoenix X and Phoenix VII (50' x 80' Jack Up Barges) in positions 41-34.26538N, 073-57.84152W and 41-34.04965N, 073-57.46951W. The NYSMH #1 will be on scene outside of working hours. The New York State Marine Highway #1 is a 30' x 60' Spud Barge & Tug. Each boring is expected to take three months to complete. The Phoenix X and Phoenix VII cannot move while taking these borings. Aquifer Drilling's point of contact is Mr. Steve Wolf at 516-779-4723 or the vessels on scene via VHF CH 13. Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina
NJ Bridge Construction:
NJICW – Beach Thorofare, Rainbow Channel and Ship Channel – Route 52 Causeway Bridges – Work is in progress to replace the existing drawbridges with high-level fixed bridges. (5th District LNM 38)
Cape May Dredging:
There will be dredging operations in Cape May beginning on 03 October , 2011 until approximately 15 December, 2011. The dredge TEXAS will commence dredging operations along the Atlantic Ocean coast of Cape May under the direction of the U.S. Army Corps of Engineers. The project consists of beach nourishment from Cape May Inlet to Lower Township in Cape May. The submerged pipeline will be 18,000 feet and run from the beach near the jetties to the offshore borrow site. The jack up barge BOOSTER REGGIE will be positioned 6,000 feet away from the dredge along the submerged pipeline. Operations will take place twenty-four (24) hours per day, seven (7) days per week until completion. All mariners are cautioned to strictly comply with the Rules of the Road when approaching, passing and leaving the area of operations, and remain a safe distance away from the dredge, booster, buoys, cables, pipelines, barges, derricks, wires and related equipment. Dredging Delaware Coast:
There will be dredging operations Cape Henlopen to Fenwick Island beginning on 20 September, 2011 until approximately 15 January , 2012. The dredges ILLINOIS, DODGE ISLAND, and PADRE ISLAND will commence dredging operations along the coast of Delaware under the direction of the U.S. Army Corps of Engineers. The project consists of flood control and coastal emergency repair to the Delaware coast from Cape Henlopen to Fenwick Island. The submerged pipeline will be 14,000 feet and the floating pipeline will be 3,000 feet which will run north-south from South Bethany Beach to the Fenwick Island borrowing area. Operations will take place twenty-four (24) hours per day, seven (7) days per week until completion. All mariners are cautioned to strictly comply with the Rules of the Road when approaching, passing and leaving the area of operations, and remain a safe distance away from the dredge, booster, buoys, cables, pipelines, barges, derricks, wires and related equipment. Lewes Rehoboth Canal Bridge Work:
Mariners are advised that cleaning and painting operations will be performed on the Savannah Road/SR 18 Double-leaf Bascule Bridge across the Lewes Rehoboth Canal, mile 1.7, at Lewes, DE. To accommodate this work, one of the two leaves of the bridge will remain in the closed position throughout this period of time. The bridge will have a horizontal clearance of 34 feet with one leaf open and will maintain its normal 15 foot vertical clearance at MHW. Mariners should adjust their transits accordingly and exercise caution when transiting the area. (5th District LNM 38)
Fort McHenry Gun Salute:
Mariners are advised that in support of a military ceremony scheduled to occur along the Patapsco River in Baltimore, MD, multi-gun salutes (using blank rounds from an artillery battery) will be rendered at the Fort McHenry National Monument & Historic Shrine on September 30, 2011, between 2 p.m. and 3:30 p.m. Any comments or questions may be directed to Coast Guard Sector Baltimore Command Center at telephone (410) 576-2693. St. Mary's River Underwater Marine Vehicle Tests:
Mariners are advised that unmanned surface and underwater marine vehicles and sensors tests are scheduled to occur in the St. Mary’s River, during September 22-30, 2011, daylight hours only. The test area lies east of the St. Mary’s River channel, between St. Mary’s River Light 2 (LLNR-16675) and Sage Pond (on St. Inigoes Neck in St. Mary’s County, MD). No testing activity will occur in the navigation channel. During the tests, vehicles will operate autonomously and will be closely monitored on the water by test program and support boat personnel at all times. (5th District LNM 38)
York River Naval Weapon Station Modified Restricted Area:
Naval Weapons Station Yorktown is requesting the Corps of Engineers modify the existing restricted area published at 33 CFR §334.260, "York River, VA.; Naval Restricted Areas" to include areas historically noted on nautical charts as closed to the public and traditionally enforced by Commander Naval Weapons Station, Yorktown. These waterways shall remain restricted pursuant to authorities granted in 33 U.S.C. 1 while the proposed regulation is formally developed. Expiration date: October 12, 2011 (5th District LNM 38)
Dredging at Norfolk Naval Station:
The dredge PULLEN will be dredging between Norfolk Naval Station Piers 8 and 11 from 20 August until 15 October, 2011. A submerged pipeline will run from Pier 11 across the channel to the Craney Island Disposal Area. The dredge will monitor VHF-FM channels 13 and 16. (5th District LNM 34)
Temporary Work Bridge in Elizabeth City:
Mariners are advised that a temporary work bridge will be installed on the southwest side of the eastbound bridge over the Pasquotank River, mile 50.7 at Elizabeth City, NC. The temporary platform will not be in the navigational channel at any time and the draw of the bridge will be fully operational. The temporary bridge will be in place throughout the replacement bridge project. Mariners are advised to proceed with caution. (5th District LNM 39)
New Bern Bridge Closures:
Mariners are advised that two separate 57-hour navigation closures will be allowed at the Neuse River Railroad Bridge, at mile 34.2 in New Bern NC, to facilitate mechanical repairs. The first closure will begin at 9 a.m. on Tuesday, October 4, 2011 and end at 6 p.m. on Thursday, October 6, 2011. The second closure will begin at 9 a.m. on Tuesday, October 11, 2011 and end at 6 p.m. on Thursday, October 13, 2011. At all other times, the drawbridge will operate in accordance with the operating drawbridge regulations set out in Title 33 Code of Federal Regulations Part 33 CFR 117.824. In the closed position to vessels, there is zero vertical clearance above MHW. Mariners are urged to plan their trips accordingly. (5th District LNM 39)
Morehead City High Rise Bridge Fender Repair Continues:
AIWW – Newport River – US 70 (fixed) Bridge – Fender repairs are in progress until 15 DEC 11. A 20-foot wide barge will be operating in the channel. (5th District LNM 38)
Shoaling Reported in Beaufort Harbor Channel:
A ACOE survey indicates shoaling to a depth of 7.9 feet MLE(sic) between Beaufort Harbor Channel Lighted Buoy 2 (LLNR 34805) and Beaufort Harbor Channel Lighted Buoy 1BH (LLNR 34810). The shoal extends across the width of the channel. (5th District LNM 38)
NC Minor Inlets Shoal--Aids Removed:
Due to severe shoaling the aids to navigation in New Topsail Inlet and Lockwoods Folly will be discontinued on or about 28 October, 2011 pending ACOE dredging. (5th District LNM 39)
Coastal Waters from Little River, South Carolina to Panama City, Florida
Dredging, Cooper River:
Southern Dredging Co. Inc., will be working in Daniel Island Reach of the Cooper River in the vicinity of channel marker 48 and Shipyard River commencing on or about September 26, 2011 and ending approximately October 6, 2011. The dredge CHEROKEE will operate 24 hours a day, 7 days a week and will monitor VHF channels 13 and 16 for on-scene coordination. The pipeline will be not block the channel. Ravenel Bridge Inspection, Cooper River, Charleston:
On Monday, September 26, 2011, workers for Collins Engineering will begin their inspection underneath the bottom of the Arthur Ravenel Jr. Bridge. They will be climbing the steel girders under the deck of the higher level approach spans and using the traveler platform under the main span. They will work Monday – Friday, 8:00 a.m. thru 4:00 p.m. The work will continue until approximately Tuesday, October 11, 2011. Mariners should use caution while transiting in the vicinity of the Arthur Ravenel Jr. Bridge while bridge inspection personnel are present. James Island Expressway Bridge Construction Reminder:
The South Carolina Department of Transportation (SCDOT) began repairing the fender system on the James Island Expressway (Robert B Scarborough/SC RT 61/30) Bridge (Intracoastal Waterway M.M. 469.9) on 25Jul2011 and is expected to continue till 30Dec2011. The Tug ELIZABETH will be working in the channel, Monday – Friday, 7:00 a.m. thru 7:00 p.m. Vessels requiring the full of width of the channel should provide two (2) hour advance notice. The two-hour notification may be made directly to the Tug ELIZABETH on VHF Channels 13 or 16. Mariners should maintain safe speeds and exercise caution while transiting the area. Savannah River Dredging:
…Upon completion of the dredging at Southern LNG locations at Channel marker R40 the dredge will then precede to the Marsh Island Turning Basin located in the vicinity of Channel Marker R10 and commence dredging 24 hours per day, 7 days per week until approximately October 25, 2011. Mariners are urged to exercise caution and transit at their slowest safe speed. Brunswick Harbor Dredging Update:
Marinex Construction Inc., will commence dredging operations on or about September 23, 2011 in the vicinity of South Brunswick River, Brunswick Harbor, Brunswick, Georgia. The work area will extend from Turtle River Lighted Buoy 2 (LLNR 6320) to the upper end of Colonels Island Terminals. Dredge operations will continue on a 24 hours per day, 7 days per week basis until approximately October 12, 2011. The dredge SAVANNAH will monitor VHF Channels 13 and 16. Upon completion of the work on or about October 12, 2011 in South Brunswick River the dredge SAVANNAH will relocate and commence work in the vicinity of East River, Brunswick Harbor, Brunswick, Georgia. The work area will extend from Andrews Island Spit Lighted Buoy A (LLNR 6280) East River Entrance to Brunswick Harbor Range Front Light (LLNR 6270). The dredge will continue on a 24 hour per day, 7 days per week basis until approximately October 30, 2011. The dredge will monitor VHF Channels 13 and 16. Okeechobee Waterway Update:
On September 28, 2011 at 2400 hours the lake level was reported at 11.13 feet and the navigational depths were 5.07 feet for Route 1 and 3.27 feet for Route 2 (Rim Route).
Lake Worth New Island Construction:
Ray Qualmann Marine will commence operations September 12, 2011 on the west side of the Intracoastal Waterway along Flagler Blvd., just north of the Royal Park Bridge. Operations will consist of sand being placed on transport barges loaded at Currie Park and delivered to South Cove to construct (3) man-made islands. There will be (2) barges stationed at the proposed island to offload fill monitoring VHF Channels 13 or 16. The duration of the project will be approximately 6 months and during daylight hours only. Government Cut Construction:
Ric-Man Construction Inc will commence construction activities in the vicinity of Government Cut September 6 through on or about September 17, 2011. During these dates two barges and temporary turbidity curtains will be placed. Ric-Man Construction will proceed as outlined in the enclosure section. Barges will be shifted around at various stages and moved back and forth to stages areas at the Port and or/Fisher Island. The hours of operations will be daylight hours only. Fort Jefferson Channel Shoaling:
Shoaling has been reported in Fort Jefferson East Channel. The controlling depth for the channel is approximately 6 feet. Mariners are advised to contact the National Park Service on VHF marine radio channel 16 at Fort Jefferson before using the waterway. (7th District LNM 38)
Construction at Alafia Bank Bird Sanctuary:
Audubon of Florida will be installing concrete Wave Attenuation Devices on the shoreline of Alafia Bank Bird Sanctuary's western island, south of the Alafia River Entrance Channel. This installation will commence on Monday September 26, 2011 and is expected to occur daily from 7 A.M. to 5 P.M. until approximately October 2, 2011. On scene equipment will consist of two barges and a small tugboat. Mariners are to exercise extreme caution when transiting the area so as not to disrupt the construction process and contact the work crews on VHF Channel 68 or at (813) 727-5476 for further details. Artificial Reef Construction, Florida West Coast:
Luhr Brothers, Inc will be establishing an artificial reef approximately 0.8 NM north of Longboat Pass, 2000 yards seaward of Coquina Beach on Anna Maria Island, Florida. The project is estimated to continue until approximately December 4, 2011. Mooring Buoys will be anchored and lit at the jobsite located west of the Manatee River Entrance. Work barges will be using the Mooring Buoys as staging locations. Mariners can contact Dann Ocean Towing on VHF Channels 13, 16, or 72 for more details. (7th District LNM 37)
Florida Bridge Update: From the USCG 7th District LNM 37/2011:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can “Search” a bridge name for previous East Coast Alerts that may contain information that is still current.
FEC Railroad Bridge: The FEC Railroad Bridge across the St Johns River mile 24.9, Jacksonville, Florida will be closed to navigation from 8:00 a.m. to 5:00 p.m. daily Sunday, Monday, Tuesday and Wednesday from November 1 through November 30, 2011. There will be an opening for mariners to pass between 12 noon and 1:30 p.m. daily.
Bridge of Lions: The Bridge of Lions across the Atlantic Intracoastal Waterway, St. Augustine, Florida will be allowed to remain closed to vessel traffic from 7:25 a.m. to 8:40 a.m. on November 19, 2011 and from 7:15 a.m. to 12:20 p.m. on November 20, 2011 to facilitate the St. Augustine Marathon. Vessels that may pass under the bridge without an opening may do so at any time.
Lake Avenue (Robert Harris) Bridge: Bridge work will start on the Lake Avenue (Robert Harris) Bridge on July 5, 2011. Due to painting operations, the Lake Avenue (Robert Harris) Bridge, Atlantic Intracoastal Waterway mile 1028.8, West Palm Beach, Palm Beach County, Florida the operating schedule will be changed starting July 5, 2011, as follows:
The Lake Avenue (Robert Harris) will be allowed to remain closed to navigation from:
7:05 a.m. to 10:55 a.m. daily, seven days a week through December, 2011.
At all other times the bridge will open on the hour at the top of the hour.
Due to scaffolding, the vertical clearance will be reduced by three feet from July 5, 2011 through December, 2011.
Hillsboro Boulevard Bridge: Due to painting operations, the Hillsboro Boulevard Bridge across the Atlantic Intracoastal Waterway mile 1050.0, Deerfield Beach, Broward County, Florida will be placed on single-leaf operations with a four hour notice for a double-leaf operation. The contractor has indicated that they will need to place scaffolding on the bridge which will reduce the vertical clearance. It is anticipated that this work will start on October 1, 2011 and will continue until January 3, 2012.
Commercial Boulevard Bridge: Due to painting operations, the Commercial Boulevard Bridge across the Atlantic Intracoastal Waterway mile 1059.0, Fort Lauderdale, Broward County, Florida will be placed on single-leaf operations with a two hour notice for a double-leaf operation. The contractor has indicated that they will need to place scaffolding on the bridge which will reduce the vertical clearance. It is anticipated that this work will start on September 7, 2011 and will continue until November 23, 2011.
New River Bridges, Fort Lauderdale: The Marshall Memorial (SW 7th Avenue), the S.E. 3rd Avenue and the Andrews Avenue Bridges, across the New River, Fort Lauderdale, Broward County, Florida will be allowed to remain closed to vessel traffic from 9:00 a.m. to 10:30 a.m. on Sunday, October 09, 2011 to facilitate the American Cancer Society’s “Making Strides Against Breast Cancer” walking event. Vessels that may pass under the bridge without an opening may do so at any time.

CSX Railroad Bridge, South Fork New River: The Coast Guard has issued a Public Notice (PN) regarding the permit application for approval of location and plans to replace the historic CSX Railroad Bridge across the South Fork of the New River, mile 2.8, at Fort Lauderdale, Broward County, Florida. You may access PN 15-11 which solicits comments through October 17, 2011. West 79th Street Bridge (AICW Mil 1084.6): Due to bridge painting, the West 79th Street Bridge, Atlantic Intracoastal Waterway mile 1084.6, Miami-Dade County, Florida will be placed on single-leaf operations with a four hour notice for a double-leaf opening. The vertical clearance of the bridge will be reduced by three feet. This work is expected to start on September 15, 2011 and is anticipated to be completed by November 10, 2011.
Dunedin Causeway Bridge: The Dunedin Causeway Bridge across the Gulf Intracoastal Waterway mile 141.9, Dunedin, Pinellas County, Florida will be placed on single-leaf operations from 7:00 a.m. to 5:00 p.m. Monday through Friday from October 3, 2011 through October 21, 2011. A double-leaf opening is available with a 30 minute advance notice to the bridgetender.
Caloosahatchee River Bridge SR 93/I-75: The Coast Guard has issued a public notice announcing a permit application amendment from the Florida Department of Transportation, District One, for the approval of location and plans to modify (widen) the SR 93/I-75 bridges across the Caloosahatchee River (Okeechobee Waterway, mile 128.6) at Ft. Myers, Lee County, Florida. Latitude: 26 41’50.36”N & Longitude 81 47’57.52”W. Navigational clearance will remain the same as the existing bridges. Each of the existing fixed highway bridges will be widened from approximately 42 feet to approximately 71 feet at the inside (median) between the bridge structures.
