Carolina Beach Inlet Crossing Dredging:
Cottrell Dredging will be conducting dredging operations at Carolina Beach Inlet Crossing in the vicinity New River to Cape Fear River Light 153 (LLNR 39720) from 05 January until 08 February, 2011. The dredge will monitor VHF-FM Channels 13 and 16. Mariners are cautioned to stay clear of dredge, booster, floating (pontoon) and submerged pipelines, barges, derricks and operating wires associated with dredging and marine construction operations. Operators of vessels of all types should be aware that dredges and floating pipelines are held in place by cables, attached to anchors some distance away from the equipment. Buoys are attached to the anchors so that the anchors may be moved as the dredge advances and the location of the submerged pipelines are marked by buoys on each side of the channel. Mariners are cautioned to strictly comply with the Inland Rules of the Road when approaching, passing and leaving the area of operations, and remain a safe distance away from the dredge, booster, buoys, cables, pipeline, barges, derricks, wires and related equipment. NAVAL PROTECTION ZONES
The U.S. Coast Guard has established protection zones around U. S. Naval vessels within U. S. navigable waters. Naval vessels protection zones are established within 100 yards of any U. S. Naval vessel. This includes any vessel owned, operated, chartered, or leased by the U. S. Navy or under the operational control of the U. S. Navy. Vessels within 500 yards of a U.S. Naval vessel shall operating at the minimum speed necessary to maintain a safe course and proceed as directed by the official patrol. Mariners may contact the U.S. Coast Guard on VHF Channel 16 regarding this message.
CAUTION TO BE USED IN RELIANCE UPON AIDS TO NAVIGATION
The aids to navigation depicted on charts comprise a system of fixed and floating aids with varying degrees of reliability. Therefore, prudent mariners will not rely solely on any single aid to navigation, particularly a floating aid. With respect to buoys, the buoy symbol is used to indicate the approximate position of the buoy body and the sinker, which secures the buoy to the seabed. The approximate position is used because of practical limitations in positioning and maintaining buoys and their sinkers in precise geographical locations. These limitations include, but are not limited to, inherent imprecision's in position fixing methods, prevailing atmospheric and sea conditions, the slope of and the material making up the seabed, the fact that buoys are moored to sinkers by varying lengths of chain, and the fact that buoy body and/or sinker positions are not under continuous surveillance but are normally checked only during periodic maintenance visits which often occur more than a year apart. The position of the buoy body can be expected to shift inside and outside the charting symbol due to the forces of nature. The mariner is also cautioned that buoys are liable to be carried away, shifted, capsized, sunk, etc. Lighted buoys may be extinguished or sound signals may not function as the result of ice, running ice or other natural causes, collisions, or other accidents. For the foregoing reasons, a prudent mariner must not rely completely upon the position or operation of floating aids to navigation, but will also utilize bearings from fixed objects and aids to navigation on shore. Further, a vessel attempting to pass close aboard always risks collision with a yawing buoy or with the obstruction the buoy marks.
CODE OF FEDERAL REGULATIONS -TITLE 33 PART 70 - INTERFERENCE WITH OR DAMAGE TO AIDS TO NAVIGATION
No person, shall take possession of or make use of for any purpose, or build upon, alter, deface, destroy, move, injure, obstruct by fastening vessels thereto or otherwise, or in any manner whatever impair the usefulness of any aid to navigation established and maintained by the United States. Recently several offshore NOAA data buoys parted their moorings and became adrift due to excessive strain on the mooring. These navigational data buoys collect valuable on scene weather data for all mariners. These buoys are anchored to the seabed, and some have a watch circle radius of over 1 nautical mile. Once the mooring is parted and the buoy is adrift only certain Coast Guard resources can reset the aid back on its intended station. Coordinating of resources to retrieve the buoy, and place it back on station is time consuming and sometimes take weeks, thus valuable weather information cannot be obtained and relayed to mariners in need of it. Mariners are advised not to interfere with these aids to navigation and report any sightings of vessels tied off to them to the U.S. Coast Guard. Interference with or intentional damage to Aids to Navigation is a misdemeanor and shall be subject to a fine not exceeding the sum of $500 for each offense (33 CFR 70.0l).
Coastal Waters from Little River, South Carolina to Panama City, Florida
McTeer Bridge (Beaufort, SC) Construction Reminder:
United Contractors/Misener Marine are working on bridge construction over the Beaufort River using barges and heavy construction equipment between Burkmeyer Beach (32-23-47N 80-40-18W) and the United States Naval Hospital at Port Royal (32-23-29N 80-40- 45W). All mariners are advised to stay clear of the construction area wherever possible and to transit the area with caution at reduced speed. Periodic changes to bridge navigation lights to be expected. Work shall be completed September 2011.
United Contractors/Misener Marine shall be erecting bridge beams across the Atlantic Intracoastal Waterway mile 539.0, Beaufort, South Carolina in January 2011. Access through the main navigational channel shall be periodically restricted during daylight hours. All mariners are advised to stay clear of the construction areas wherever possible and to transit the area with caution at reduced speed. (7th District LNM 01/2011)
Skidaway Narrows Bridge Work (Additional Span), AICW Mile 592.9:
The Skidaway Narrows (Diamond Causeway/SR 204) Bridge is being repaired. The contractor has advised the Coast Guard that they will not be any interruptions to vessel traffic. Construction equipment is currently located on both sides of the span. This work is expected to be completed by November 2012. (7th District LNM 50/2010)
Reminder: Canaveral Lock Closed as of Dec. 27, 2010:
From a Notice to Navigation Interests, USACE Jacksonville District: *
Canaveral Lock will be closed starting on 27 December 2010 through 24 February 2011. The lock will be re-opened for a NASA launch from 25 February 2011 through 14 March 2011. The lock will be closed from 15 March 2011 through 22 April 2011 to complete the Manatee Protections System installation. The lock will be reopened on 23 April 2011.
The exact closure dates are tentative and are based on the current NASA launch schedule and the USFWS and FWC approvals. Any changes to the dates affecting lock closures will be published immediately on the website when the new dewatering period is selected.

Okeechobee Waterway Update:

HILLSBOROUGH BAY Nav Aids Change:
The following changes will be made to the aids to navigation system in Tampa Bay at Hillsborough Bay in the vicinity of Gadsden Point Cut and Hillsborough Cut C Channel. This work is schedule to be completed the week of 01 February 2011.
Gadsden Point Cut/Hillsborough Cut C Channel Outbound Range Front Light (LLNR 22850) will be changed to a Flashing 2.5(1) White characteristic.
Gadsden Point Range will be lighted at night only and be visible all around with a higher intensity on range. Hillsborough Cut C Channel Outbound.
Range will be lighted throughout 24 hours. The Day optic will be visible .5 degree each side of the range line. The Night optic will be visible 1.5 degree each side of the range line at night. Gadsden Point Range will display a KRW on a skeleton tower.
Gadsden Point Cut Range Rear Light (LLNR 22855) will display Flashing White ISO 6 characteristic and KRW on a skeleton tower. The aid will be visible 1.5 degree each side of the range line.
Hillsborough Cut C Channel Outbound Range Rear Light (LLNR 23190) will display Flashing White ISO 6 characteristic. The aid will be lighted throughout 24 hours. The Day optic will be visible .5 degree each side of the range line. The Night optic will be visible 1.5 degree each side of the range line. (7th District LNM 01/2011)
Hazards to Navigation:
Florida Keys: The M/V ROSITA, a 40 ft commercial fishing vessel sunk in position 24-27.25N 082-01.42W in the vicinity of Southwest Channel with an antenna exposed above the waterline and possible lobster floats in the vicinity. Florida West Coast: The Coast Guard has received a report of a lost anchor and anchor cable on the north side of Egmont Channel in the vicinity of Mullet Key in position 27-36.50N 082-44.94W. All mariners are advised to transit the area with caution. (7th District LNM 52/2010)

Kingsley Creek Bridges (AICW Mile 720.7): Misener Marine Construction, Inc. has advised this office that they will be repairing the fender system of the SR A1A (SR 200) Bridges across the Atlantic Intracoastal Waterway mile 720.7, Nassau County, Florida. This work is expect to start on November 29, 2010 and will be completed by October 25, 2011. The contractor will have equipment in the channel periodically during these repairs. Contact the onscene tug for passing information.
Sisters Creek Bridge (AICW Mile 739.2): Kiewit Construction is performing repairs on the Heckscher Drive/SR 105 Bridge across the Atlantic Intracoastal Waterway (Sisters Creek). This work is expected to be completed by April 2011. The Sisters Creek bascule bridge will be on single leaf operations with a six hour notification for double leaf openings from 7:30 a.m. until 5:30 p.m. on the following dates: January 3-7 and January 10-14, 2011. To schedule an opening, contact the bridge tender or Kiewit Construction at (305) 970-4003. Vessels that do not need an opening can pass at anytime and are advised to proceed with caution.
St. Johns River FEC Railroad Bridge: CSX Railroad will be repairing the FEC Railroad Bridge across the St. Johns River mile 24.9, Jacksonville, Florida, from January 4 through March 4, 2011. The bridge will remain closed to navigation from 7:00 a.m. until 5:00 p.m. with a scheduled opening between 11:30 a.m. and 12:30 p.m., Friday through Tuesday of each week. There will be floating equipment placed in the vicinity of this bridge during the repairs.
Trout River CSX Railroad Bridge: CSX Railroad will be repairing the fender system of the CSX Railroad Bridge across the Trout River, Jacksonville, Florida from January 11 through April 4, 2011. There will be floating equipment placed in the vicinity of this bridge during the repairs.
Ortega River (SR 211): Superior Construction is repairing the Grand Ave (SR 211), across Ortega River mile 0.3, Duval County, Florida. This work is expected to be completed by October 2011. Barges are present near the bridge but should not be obstructing the channel. Starting January 15, 2011, the Grand Avenue Bridge will be on a single-leaf opening schedule from 7:00 a.m. to 6:00 p.m. Monday through Thursday. A double-leaf opening will be available with a three hour notice to the bridge tender. It is anticipated that this bridge will be placed on single-leaf opening only during the months of August and September 2011. This information will be updated in future Local Notice to Mariners.
Crescent Beach Bridge (AICW Mile 788.6): Coastal Marine Construction, Incorporated is scheduled to repair and paint the Crescent Beach Bridge across the Atlantic Intracoastal Waterway mile 788.6, Crescent Beach, St. Johns County, Florida. From March 12 through February 5, 2011, 7:00 a.m. to 5:00 p.m. daily, this bridge will open a single-leaf on signal and will provide a double-leaf opening with a three hour notice to the bridge tender. During the painting operations, the vertical clearance of the down leaf will be reduced by five feet. Starting December 6, 2010, the Crescent Beach Bridge will be on single-leaf operations until February 5, 2011. Double-leaf operations will be available from 7:00 a.m. to 8:00 p.m. with a three-hour advance notice to the bridge tender. No double-leaf operations will be available from 8:01 p.m. to 6:50 a.m.
SR 520 Bridge (AICW Mile 897.9): Misener Marine Construction Inc. will be repairing the King Street Bridges (Hubert Humphrey Bridge) SR 520 Bridge across the Atlantic Intracoastal Waterway mile 897.9, Brevard County, Florida starting on November 1, 2010. There may be barge equipment in the vicinity of the bridge. This work is expected to be completed by October 31, 2011.
Parker Bridge (AICW Mile 1013.7): The Parker (US 1) Bridge across the Atlantic Intracoastal Waterway mile 1013.7, Palm Beach, Palm Beach County, Florida is on scheduled half-hour single-leaf operations. A double-leaf opening is available with a four-hour notice to the bridge tender. This work is expected to be completed by January 31, 2010.
Bridge Closures: The Parker Bridge will be closed to navigation from 9:00 p.m. on January 7 through 6:00 a.m. on January 8, 2011 and from 9:00 p.m. on January 14 through 6:00 a.m. on January 15, 2011.
Judge SS Jolley Bridge (SR 951) Marco Island: Misener Marine Construction, Inc. will be conducting repairs on the Judge SS Jolley Bridge (SR 951) over Big Marco River, Marco Island, Florida. Two work barges will be operating in the channel between the hours of 7:00 a.m. and 5:00 p.m. for a total of four days between January 10, 2011 and January 20, 2011, restricting the channel width to 40 feet. The barges require a 30 minute notification to move. Mariners are advised to use caution when transiting the area and may contact the work crews on VHF channel's 18 or 16 for more details.
Mooring Line Bridge (Naples): Wright Construction Group is scheduled to begin work on the Mooring Line Bridge, Naples, Lee County, Florida, on December 15, 2010. The work will necessitate the need to restrict the horizontal clearance at this bridge to 22 feet. This work is expected to be completed by March 31, 2011.
Johns Pass Bridge Update: The Johns Pass Channel Bridge construction has neared completion. During the first or second week of February, 2011, there will be some waterway closures scheduled during the day to allow for cable replacement at this location.
USCG Fifth District
Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina
Delaware River Dredging:
The dredge PULLEN will be dredging in the Bulkhead Shoal Channel at the Delaware City Refinery Turning Basin and pier facility from 04 January, 2010 until 28 February, 2011. A pipeline will run from the dredging site to the Disposal Area on the north side of the refinery on Cedar Creek. The dredge will monitor VHF-FM Channels 13 and 16. Traffic should contact the dredge 30 minutes prior to expected time of passage. (5th District LNM 52/2010)
New Off-Season Regs for Ocean City Bridge and Name Clarification:
Mariners are advised that the U.S. Coast Guard proposes to change the drawbridge operation regulations of the US 50 Bridge, at mile 0.5, across the Isle of Wight (Sinepuxent) Bay at Ocean City, MD. This proposed rule would require any mariner requesting an opening in the evening hours during the off-season, to do so before the tender office has vacated for the night. The proposed rule would ensure tender availability for every scheduled opening.
The Coast Guard also proposes to change the waterway location from Isle of Wight Bay to Isle of Wight (Sinepuxent) Bay. This waterway is known locally as both Isle of Wight Bay and Sinepuxent Bay. Comments on this proposal should be forwarded to the above address attention (dpb) no later than February 7, 2011. Knapps Narrows Bridge to be Closed at Night:
Mariners are advised that the MD 33 Knapps Narrows Bridge across Knapps Narrows, mile 0.4 at Tilghman Island, MD will remain in the closed position between the hours of 9:00 p.m. and 5:00 a.m. from January 3, 2011 until January 10, 2011 for scheduled routine maintenance. There will be no obstructions in the channel and marine traffic that can pass through the bridge in the closed position may do so at anytime. The bridge will manually open for emergency vessels during the closure periods. Mariners are advised to exercise caution when transiting the area. (5th District LNM 52/2010)
Salt Ponds (Hampton, VA) Dredging Again:
The dredge JENNI LEA will be conducting dredging operations in Salt Ponds Channel from 12 January until 12 February, 2011. The dredge and assisting vessels DANNY JOE and MISS LEANNE will monitor VHF-FM Channels 13, 16 and 78. A floating and submerged pipeline will traverse the channel and deposit dredge material on the south side of the inlet. Mariners are cautioned to stay clear of dredge, booster, floating (pontoon) and submerged pipelines, barges, derricks and operating wires associated with dredging and marine construction operations. Operators of vessels of all types should be aware that dredges and floating pipelines are held in place by cables, attached to anchors some distance away from the equipment. Comments Requested Re New Schedule for Gilmerton Bridge:
PORTSMOUTH, Va. -- The Coast Guard issued a temporary deviation Wednesday from the regulation governing the operation of the Gilmerton Bridge in Chesapeake.
The changes to the lift schedule, which go into effect 6:30 a.m., Dec. 20 and remain until 6:30 p.m., June 18, 2011 are proposed in efforts to alleviate increased delays to vehicular traffic due to the construction of the Gilmerton Highway Bridge while still allowing passage for maritime traffic.
“Due to the construction of the Gilmerton Highway Bridge, the existing drawbridge has experienced increased delays to vehicular traffic from unscheduled vessel openings,” said Waverly Gregory, Coast Guard 5th District bridge administrator. “This test schedule will provide adjustments and set opening periods for the bridge, relieving vehicular traffic congestion during the weekday and weekend daylight hours while still providing for the reasonable needs of navigation.”
The temporary schedule will require that the draw shall open on signal at any time for commercial vessels carrying liquefied flammable gas or other hazardous materials. From 6:30 a.m. to 9:30 a.m. and from 3:30 p.m. to 6:30 p.m., Monday through Friday, except Federal holidays, the draw need not open for the passage of recreational or commercial vessels; except the draw shall open anytime for commercial cargo vessels, including tugs, and tugs with tows, if two hours advance notice is given to the Gilmerton Bridge at 757-545-1512.
From 9:30 a.m. to 3:30 p.m. Monday through Friday and from 6:30 a.m. to 6:30 p.m. Saturdays, Sundays and Federal holidays, the draw shall open on signal hourly on the half hour; except the draw shall open anytime for commercial cargo vessels, including tugs, and tugs with tows, if two hours advance notice is given to the Gilmerton Bridge at 757-545-1512. At all other times, the draw shall open on signal.
A Notice of Proposed rulemaking, USCG–2010–0879, is being issued in conjunction with this temporary deviation to obtain additional public comments. The proposed rule will be in effect for three years until Dec. 20, 2013. The Coast Guard will evaluate public comments from this test deviation and the above-referenced Notice of Proposed rulemaking to determine if a temporary change to the drawbridge operating regulation at 33 CFR 117.997(c) is warranted.
The Coast Guard is asking interested parties to express their views in writing on the temporary deviation from the operating regulations and the notice of proposed rulemaking. Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey
Nantucket Sound Wind Farm Update:
Soundings “Trade Only” reports on December 30, 2010, that the federal Bureau of Ocean Energy Management, Regulation and Enforcement has issued a commercial lease for submerged lands in Nantucket Sound to the Cape Wind Energy Project. One hundred thirty wind turbines will be arranged in a grid pattern in Nantucket Sound, enough to generate three quarters of the electricity needs of the Cape and islands. Green Harbor (MA) Shoaling:
Green Harbor Entrance channel has sustained significant shoaling from the recent storm. Mariners are advised to use caution while transiting the area. Depths at low tide can be as shallow as 3.5 feet, in the "Narrows" portion of the Federal Channel. Mariners should not attempt to transit the area until 2 hours into the flood tide cycle.(First District LNM 01/2001)
Hudson River Work Update:
Weeks Marine will be working in the Hudson River between Pier D in Jersey City and North Cove Yacht Harbor in Manhattan, and between Pier 200 in Jersey City and Pier 40 in Manhattan. Work hours are 0700-1700, Monday through Friday, from on, or about, December 8 to June 15, 2011.
The WMI 532 crane barge (300’ x 90’) will be anchored with a four-point anchoring system attached to four buoys. All four mooring buoys will be illuminated at night with a steady all around white light visible for three nautical miles and marked with a radar reflector. Mariners are advised not to approach within 1,500 feet of the WMI 532 or its accompanying barges to avoid running afoul of the anchor lines and buoys. Material barges will also be on scene as well as an assisting tug. Additional vessels may be used throughout the duration of this project. During non working hours, the unmanned construction platform will remain on site and be illuminated with an all around white light visible for at least one nautical mile on its outboard corners. An assist tug will be on-scene 24/7 and monitor VHF-FM Channels 13 & 14. Mariners are requested to contact the assist tug on Channel 13 to make any necessary passing arrangements. Each vessel transiting in the vicinity of a work area where barges are located is required to do so at reduced speed to maintain maneuverability while minimizing the effects of wake and surge. Cunard Royal Rendezvous Sail Away and Fireworks in New York Harbor:
Mariners are advised that in accordance with regulations published in 33 CFR 165.169(a)(14), the Captain of the Port of New York will enforcing a Security Zone for the Cunard Royal Rendezvous Sail Away, the meeting of the Queen Mary II, Queen Elizabeth II, and Queen Victoria and outbound transit on Thursday, January 13, 2011. The security zone covers 100-yards ahead, astern and 100-yards on either side of each cruise ships and is activated at all times while the cruise ships are within the navigable waters of the United States in the New York Captain of the Port Zone. The outbound vessels will meet in the Upper New York Bay near Liberty Island at between 6:15 p.m. until 7:15 p.m. Movement within this zone by unauthorized vessels is prohibited. Violations of this security zone are punishable by a fine of up to $32, 500 and/or five years imprisonment.
Mariners are advised that the Cunard Royal Rendezvous Sail Away Fireworks display is scheduled to be held on Upper New York Bay within the Liberty Island Safety Zone. 33 CFR 165.168(a) (1), the following temporary safety zone will be activated on the Upper New York Bay: Liberty Island Safety Zone: All waters of Upper New York Bay within a 240-yard radius of the fireworks barge located between Federal Anchorages 20-C in approximate position 40°41'16.5" N, 074°02'23" W (NAD 1983), about 360 yards east of Liberty Island. This safety zone will be enforced from 6:00 p.m. to 8:00 p.m. on January 13, 2011 for a 15 minute fireworks display scheduled at 6:30 p.m. The firework barge will have a sign on port and starboard sides labeled FIREWORKS--DANGER--STAY AWAY to provide on scene notice that the safety zones will be enforced. Vessels may not enter, remain in, or transit through the safety zones during the enforcement period unless authorized by the Coast Guard Captain of the Port or designated Coast Guard patrol personnel on scene. Gravesend Bay Safety Zone for Unexploded Ordnance:
The Captain of the Port New York has established a temporary safety zone around the location of unexploded ordnance. The safety zone will encompass all waters of Gravesend Bay within 110-yard radius of a point at the approximate position 40o36’30”N, 074o02’14”W (NAD 83), approximately 70-yards southeast of the Verrazano Bridge Brooklyn tower. All persons and vessels shall comply with the instructions of the Coast Guard Captain of the Port or the designated on-scene representative. Entry into, transiting, anchoring, or diving within the safety zone is prohibited unless authorized by the Captain of the Port New York, or the on-scene representative.
