Attention Snowbirds

Update: Cumberland Dividings Shoaling:
Severe Shoaling has been reported in the vicinity of Cumberland Dividings. All mariners are advised to transit the area with caution. (as reported in 7th District LNMs 47, 48 and 49) NOTE: This refers to a confusing stretch of the AICW shown on the paper charts and electronic chartplotters in the area where the southern end of the Brickhill River feeds into the Cumberland River in the vicinity of red “60” through red “62A” and green “63”. Boats run aground frequently here. The magenta line even shows on the wrong side of one marker—the Coast Guard moves markers a lot more frequently than the magenta line gets moved on charts. There is a charted marsh island which does not exist, and the course line seems to pass directly over the marsh island. When we passed through this area on Nov. 26, 2010 we observed that one new small red ICW nun numbered “A-1” was in place, and green daybeacon “63” had been replaced by a temporary green can “63” in a different position. We have subsequently learned that the red nun is supposed to be numbered “60A-1”, but apparently some of the lettering has come off the marker. We honored all the markers in place, passing very close to the marsh on the green side, and found no problems with the depth. Remember that conditions can change daily.*

Jekyll Creek, Georgia, Shoaling:
We also passed through Jekyll Creek on the same day as above, at high tide. Our observation confirms the most recent USACE survey from April, 2010, showing that the MLW controlling depth is 2.0 feet mid-channel, and 2.5 feet eastern quarter (we carefully followed the back range southbound, so were likely in mid-channel). This one shallow area is in the vicinity of flashing green “19”, with some lesser shoaling between the Jekyll Island Marina and the bridge (near red “20A”. With the 6 to 8 (or more) foot tidal range (depending on the lunar stage and winds), this creek should be passable for most boats using the AICW at three quarter tide, preferably rising. Check for local knowledge and accurate tide predictions before attempting to transit this creek. Remember that conditions can change daily.

There are several areas in the world where acts of piracy and armed robbery against ships are prevalent. On November 23, 2010, the Coast Guard published Maritime Security (MARSEC) Directive 104-6 (Rev. 4), Guidelines for U.S. Vessels Operating in High Risk Waters, providing direction to owners and operators of U.S. vessels to respond to emerging security threats. Southeastern Coast GPS Unreliable:

Right Whale Warning:
Critically endangered Right Whales may be encountered in offshore and coastal waters. Right whales are slow moving and at risk of serious injury or death due to collisions with vessels. U.S. law (50 CFR 224.105) prohibits operating vessels 65 feet (19.8 M) or greater in excess of 10 knots in specific managed locations along the U.S. East Coast during times when right whales are likely to be present. See enclosed “Compliance Guide for Right Whale Ship Strike Reduction Rule” for specific times, areas, and exceptions to this law. Intentionally approaching within 500 yards of right whales is prohibited and is a violation of U.S. law. A minimum distance of 500 yards must be maintained from a sighted whale unless hazardous to the vessel or its occupants. NOAA recommends that operators assume that any whale sighted is a right whale. NOAA also recommends speeds of 10 knots or less in areas used by right whales and outside of seasonally managed areas when consistent with safety of navigation.  In the northeast, please report all right whale sightings to 978-585-8473 and all collisions to 978-281-9351, telex #48156090 or to the Coast Guard via channel 16. Beaufort River Ranges to be Discontinued:
The following changes will be made to the aids to navigation system in the Beaufort River at Port Royal on or about 10 January, 2011.
Beaufort River Range A Front Light will be permanently discontinued.
Beaufort River Range A Rear Light will be permanently discontinued.
Beaufort River Range B Front Light will be permanently discontinued.
Beaufort River Range B Rear Light will be permanently discontinued.
Beaufort River Range C Front Light will be permanently discontinued.
Beaufort River Range C Rear Light will be permanently discontinued.
Battery Creek Range Front Light will be permanently discontinued.

Mayport Mooring:
A Mooring Buoy is being temporarily established until on or about March 1, 2011 in the vicinity of the Mayport Basin Entrance Channel adjacent to the St Johns River in position 30-23-52.3446N 081-24-10.5735W. The buoy is a large yellow can lit by an all around white light. All mariners are advised to transit the area with caution. (7th District LNM 48)

Okeechobee Waterway Update:
On December 8, 2010 the lake level was reported at 12.70 feet (this continues the slow but steady downward trend over the past few months due to continuing drought conditions). You can check the daily lake level at http://w3.saj.usace.army.mil/h2o/reports/r-oke.html

Jupiter Inlet Dredging:
Associated Marine Contractors will commence maintenance dredging of the Jupiter Inlet Sandtrap on or about Dec 1, 2010. The northern boundary extends towards the CR 707 (AIA) Bridge, the dredging will extend all the way to the bank on the NW shore, and the western boundary will extend towards the US 1 Bridge. All mariners are advised to transit the area with caution. (7th District LNM 48)

Artificial Reef Construction off Jupiter Inlet:
Palm Beach County has commenced artificial reef construction where approximately 2000 tons of limestone boulders and concrete rubble are being positioned in a site offshore of Jupiter Inlet. The center of the site is in position 26-57-32N 080-03-45W. (7th District LNM 46)

Navy Ops off Port Everglades:
A US Naval asset will be conducting surface and submerged operations in the waters immediately South East of the Port Everglades inlet. Operations are scheduled to commence on 0000 hrs 09 December and complete on 2400 hrs 14 December 2010. The Naval asset will be working between 60 feet of water and 800 feet of water, and between 1 NM and 6 NM off shore, and from 1/2 NM South of the Port Everglades inlet to 5 NM South of the Port Everglades inlet. The Naval asset will have restricted maneuverability.
The US Navy requests All Vessels stay well clear of the Naval asset. The US Navy requests All Vessels entering or departing PEV to enter or depart from/to the North East and avoid waters South of the inlet channel. The US Navy requests All Vessels transiting the area to stay 7 NM East of PEV. (7th District LNM 49)

Biscayne Bay WAMS:
The Coast Guard is conducting a Waterway Analysis and Management System (WAMS) study of Biscayne Bay, ICW, mile 1089 to mile 1135. The study focuses on the area’s aid to navigation system, waterborne commerce, marine casualty information, port/harbor resources, emergency response plans, communication capabilities and future development projects. Florida Bridge Update: From the USCG 7th District LNM 49:

Kingsley Creek Bridges (AICW Mile 720.7): Misener Marine Construction, Inc. has advised this office that they will be repairing the fender system of the SR A1A (SR 200) Bridges across the Atlantic Intracoastal Waterway mile 720.7, Nassau County, Florida. This work is expect to start on November 29, 2010 and will be completed by October 25, 2011. The contractor will have equipment in the channel periodically during these repairs. Contact the onscene tug for passing information.
Sisters Creek Bridge (AICW Mile 739.2): Kiewit Construction is performing repairs on the Heckscher Drive/SR 105 Bridge across the Atlantic Intracoastal Waterway (Sisters Creek). This work is expected to be completed by April 2011. The Sisters Creek bascule bridge will be on single leaf operations with a six hour notification for double leaf openings from 7:30 a.m. until 5:30 p.m. on the following dates: December 6-10, December 13-17, and December 20-23, 2010. To schedule an opening, contact the bridge tender or Kiewit Construction at (305) 970-4003. Vessels that do not need an opening can pass at anytime and are advised to proceed with caution.
FEC R/R Bridge, St. Johns River: The FEC Railroad has advised the Coast Guard that they need to make repairs to the FEC R/R Bridge across the St. Johns River, Jacksonville, Florida. Due to the nature of these repairs the FEC R/R Bridge will be closed to navigation from 7:00 a.m. to 5:00 p.m. daily, December 13 through December 17, 2010. The bridge will open to navigation from 11:30 a.m.to 12:15 p.m. each day. The bridge owner requested that the Coast Guard expedite the bridge closure request as a delay could result in a mechanical failure.
Bridge of Lions (AICW Mile 777.9): The contractor has advised the Coast Guard that they will be restricting the horizontal clearance under the Bridge of Lions to 35 feet from 8:00 pm. until 7:00 a.m. nightly on December 6 through December 8, 2010. From 8:00 p.m. to 7:00 am., December 9 to December 10, 2010, the channel will be closed and no vessels will be allowed to pass.
Crescent Beach Bridge (AICW Mile 788.6): Coastal Marine Construction, Incorporated is scheduled to repair and paint the Crescent Beach Bridge across the Atlantic Intracoastal Waterway mile 788.6, Crescent Beach, St. Johns County, Florida. From March 12 through February 5, 2011, 7:00 a.m. to 5:00 p.m. daily, this bridge will open a single-leaf on signal and will provide a double-leaf opening with a three hour notice to the bridge tender. During the painting operations, the vertical clearance of the down leaf will be reduced by five feet. Starting December 6, 2010, the Crescent Beach Bridge will be on single-leaf operations until February 5, 2011. Double-leaf operations will be available from 7:00 a.m. to 8:00 p.m. with a three-hour advance notice to the bridge tender. No double-leaf operations will be available from 8:01 p.m. to 6:50 a.m. From December 23, 2010 to January 4, 2011 this bridge will have no restrictions and will operate per 33 CFR 117.5.
SR 520 Bridge (AICW Mile 897.9): Misener Marine Construction Inc. will be repairing the King Street Bridges (Hubert Humphrey Bridge) SR 520 Bridge across the Atlantic Intracoastal Waterway mile 897.9, Brevard County, Florida starting on November 1, 2010. There may be barge equipment in the vicinity of the bridge. This work is expected to be completed by October 31, 2011.
Parker Bridge (AICW Mile 1013.7): The Parker (US 1) Bridge across the Atlantic Intracoastal Waterway mile 1013.7, Palm Beach, Palm Beach County, Florida is on scheduled half-hour single-leaf operations. A double-leaf opening is available with a four-hour notice to the bridge tender. This work is expected to be completed by December 31, 2010. On Thursday, December 9th, 2010, from 7:45 a.m. until 6:45 p.m. the bridge will only open at 45 minutes after the hour. The bridge will also be allowed to remain closed to navigation from 11:00 p.m. on December 13th until 5:00 a.m. on December 14th 2010.
Mooring Line Bridge (Naples): Wright Construction Group is scheduled to begin work on the Mooring Line Bridge, Naples, Lee County, Florida, on December 15, 2010. The work will necessitate the need to restrict the horizontal clearance at this bridge to 22 feet. This work is expected to be completed by March 31, 2011.
Cass Street Bridge, Tampa: Bay Dock Enterprises will be conducting repairs on the underside of the Cass Street Bridge over the Hillsborough River, Tampa, Florida from December 13, 2010 to January 15, 2011 between the hours of 7:30 a.m. and 5:30 p.m. Work barges will be moored at the edges of the channel during daylight hours only and require a two hour notification to move. Mariners are advised to use caution when transiting the area and may contact the work crews on VHF channel 16 for more details.

USCG Fifth District
Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina

Sunken Vessel off Barnegat Inlet:
A clam dredge vessel has sunk in approx position 39-43.9N, 073-45.7W (16nms ESE of Barnegat Inlet) and is marked with orange floats. Mariners are advised to exercise caution when transiting the area. (5th District LNM 48)

New Jersey Bridge Info:
Point Pleasant Canal:
Mariners are advised that electrical and mechanical rehabilitation will be performed at the Route 88/Veterans Memorial Bridge, at NJICW mile 3.0, across Point Pleasant Canal, in Point Pleasant NJ. To facilitate the rehabilitation work, the drawbridge will be closed to vessels requiring an opening beginning at 7 a.m. on December 15, 2010 until and including 11:59 p.m. on March 15, 2011. In the event of an emergency, vessel openings will be provided if at least four hours advance notice is given to the contractor at (609) 352-0482. At all other times, the drawbridge will operate in accordance with the operating regulations set out in Title 33 Code of Federal Regulations Part 117.5. Mariners should adjust their transits accordingly. (5th District LNM 42)
NJICW Mile 102:
Mariners are advised to take caution when approaching the 96 Street Great Channel Bridge over the New Jersey Intracoastal Waterway, Mile 102, in Stone Harbor, NJ. The drawbridge will be CLOSED TO NAVIGATION Until Further Notice for Emergency Repairs on a broken shaft. Mariners are advised to monitor Coast Guard Broadcast Notice to Mariners for further up-dates about the status of this bridge repair. (5th District LNM 48)

Delaware River Dredging:
The dredge PULLEN will be conducting dredging operations in the Delaware River on the New Castle Range from 01 December until 21 December, 2010. A pipeline will run from the dredge site to the Kilcohook Disposal Area. The dredge will monitor VHF-FM Channels 13 and 16. All transiting vessels are requested to contact the dredge 30 minutes prior to passing and transit at a NO WAKE speed. (5th District LNM 49)

Baltimore Area Construction:
Construction work will be underway in the Masonville Dredged Material Containment facility from 21 December, 2010 until 17 April, 2011. The operation will consist of dredging and installation of pipes, a cofferdam and two spillways. Mariners are requested to transit the area with caution and a NO WAKE speed. Assisting tugboats may be contacted on VHF-FM Channel 13 if necessary. (5th District LNM 49)

Key Bridge Work Update:
Mariners are advised that work will be in progress from December 31, 2010 through February 28, 2011, for lighting rehabilitation at the Francis Scott Key Bridge across the Patapsco River, mile 6.0, at Baltimore, MD. The 90 foot long barge will not block the navigational channel and the bridge will remain open to marine traffic. Mariners are advised to exercise caution when transiting the area. Nice Bridge Work Update:
Mariners are advised that work is in progress through January 31, 2011, for lighting rehabilitation at the Harry Nice Bridge across the Potomac River, mile 50.0, at Dahlgren, VA. The barge will not block the navigational channel and the bridge will remain open to marine traffic. Mariners are advised to exercise caution when transiting the area. (5th District LNM 49)

Thimble Shoal Dredging:
The hopper dredge LIBERTY ISLAND will be dredging Thimble Shoal Channel/York Spit Channel from 15 December, 2010 until 15 March 2011 for transfer to the Craney Island Disposal Area for eastern expansion. A pump out barge will be located west of the Elizabeth River Channel Lighted Buoy 18. A floating discharge hose and barge will be lighted with amber and white flashing lights. The dredge and assisting vessels SOUTH BAY, COOPER RIVER and JOANN will monitor VHF-FM Channels 13 and 16. In addition, the dredge will be dredging York Spit Channel and depositing the material in the Wolf Trap Disposal Area and Dam Neck Disposal Area. Mariners are cautioned to stay clear of dredge, booster, floating (pontoon) and submerged pipelines, barges, derricks and operating wires associated with dredging and marine construction operations. Tug and Barge in Channel at Hampton Roads (Elizabeth River) Entrance:
A tug and deck barge will be in the channel between Elizabeth River Channel Lighted Buoy 1ER (LLNR 9445) and Elizabeth River Channel Lighted Bell Buoy 3 (LLNR 9445) during daylight hours and may be contacted on VHF-FM channels 13 and 16. Mariners are requested to use caution and a NO WAKE transit in the area. (5th District LNM 49)

New Schedule for Gilmerton Bridge:
PORTSMOUTH, Va. -- The Coast Guard issued a temporary deviation Wednesday from the regulation governing the operation of the Gilmerton Bridge in Chesapeake.

The changes to the lift schedule, which go into effect 6:30 a.m., Dec. 20 and remain until 6:30 p.m., June 18, 2011 are proposed in efforts to alleviate increased delays to vehicular traffic due to the construction of the Gilmerton Highway Bridge while still allowing passage for maritime traffic.

“Due to the construction of the Gilmerton Highway Bridge, the existing drawbridge has experienced increased delays to vehicular traffic from unscheduled vessel openings,” said Waverly Gregory, Coast Guard 5th District bridge administrator. “This test schedule will provide adjustments and set opening periods for the bridge, relieving vehicular traffic congestion during the weekday and weekend daylight hours while still providing for the reasonable needs of navigation.”

The temporary schedule will require that the draw shall open on signal at any time for commercial vessels carrying liquefied flammable gas or other hazardous materials. From 6:30 a.m. to 9:30 a.m. and from 3:30 p.m. to 6:30 p.m., Monday through Friday, except Federal holidays, the draw need not open for the passage of recreational or commercial vessels; except the draw shall open anytime for commercial cargo vessels, including tugs, and tugs with tows, if two hours advance notice is given to the Gilmerton Bridge at 757-545-1512.

From 9:30 a.m. to 3:30 p.m. Monday through Friday and from 6:30 a.m. to 6:30 p.m. Saturdays, Sundays and Federal holidays, the draw shall open on signal hourly on the half hour; except the draw shall open anytime for commercial cargo vessels, including tugs, and tugs with tows, if two hours advance notice is given to the Gilmerton Bridge at 757-545-1512. At all other times, the draw shall open on signal.

A Notice of Proposed rulemaking, USCG–2010–0879, is being issued in conjunction with this temporary deviation to obtain additional public comments. The proposed rule will be in effect for three years until Dec. 20, 2013. The Coast Guard will evaluate public comments from this test deviation and the above-referenced Notice of Proposed rulemaking to determine if a temporary change to the drawbridge operating regulation at 33 CFR 117.997(c) is warranted.

The Coast Guard is asking interested parties to express their views in writing on the temporary deviation from the operating regulations and the notice of proposed rulemaking. Shoaling in Old Topsail Creek/Banks Channel (NOT on the AICW):
A. A ACOE survey conducted 12 November, 2010, indicates shoaling to a depth of 2.0 feet MLW throughout the channel. Mariners are advised to use caution while transiting this waterway. Aids to navigation may not be marking best water.

Cottrell Contracting Corp. will be conducting dredging operations in the vicinity of New River to Cape Fear River Light 122 (LLNR 39600), Figure 8 Island, Mason Creek, Banks Channel and Nixon Channel of the AIWW from 15 November, 2010 until 30 March, 2011. The dredge will monitor VHFFM Channels 13 and 16. (5th District LNM 45)

Cape Fear River Dredging:
The hopper dredge TERRAPIN ISLAND will be dredging in the vicinity of the Horseshoe Shoal, Snows Marsh Channel, Battery Channel and Baldhead Shoals Reach from 03 December, 2010 until 30 April, 2011. The dredge and survey vessel COLUMBIA RIVER will work 24/7 and may be contacted on VHF-FM Channels 13 and 16 prior to passing. Dredge material will be transported to the offshore Ocean Dredge Material Disposal site (ODMDS). (5th District LNM 49)

Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey

Nav Aids Changes in First District:
The First District LNM 47 contained nav aid changes that were too numerous to include here. To summarize, the seasonal dates for maintaining some markers in Maine will be changed from May 15 through Nov. 15 to April 15 through Oct. 1, and seasonal relief dates for a number of markers in Long Island harbors in New York will be changed from Nov. 15 to April 15 to Nov. 1 to April 15.

Penobscot Bay Aid Reduced Intensity:
Owls Head Light will be operating at periods of reduced intensity while Central Maine Power conducts upgrades to the power supply from the 9th-20th of December 2010. The aid will be operating on the Emergency Light and have a reduced nominal range of 10 nautical miles during daylight hours. (First District LNM 48)

Albany Dredging:
Dredging is being done at the Albany Turning Basin until approximately 15 December 2010. The hours of operation are 7 days a week, 24 hours a day. On scene is the dredge 54, barge #2, tugs EDDIE R, STEPHANIE DANN, LUCINDA SMITH and EMILY CHERAMIE, 3 scows and a crew and survey boat. The dredge will be monitoring VHF-FM channels 7 & 13. Mariners are requested to transit at their slowest safe speed to minimize wake and proceed with caution after passing arrangements have been made. (First District LNM 47)

Research Buoy, Groton, CT:
A temporary aid has been established in position 41-18-41.94N 072-01-01.98W until approximately 15 January 2011. The buoy is reddish orange with a white light and is attached to the body of an undersea, unmanned vehicle. This buoy is being tested as part of an Office of Naval Research contract for the development of a utility platform buoy that can be deployed with a variety of sensors depending on the mission. Test Borings at Indian Point Energy Center:
Warren George Inc will carry out test borings and vibracorings within the Indian Point Energy Center Security Zone south of Peekskill Bay. These operations will be conducted 24/7 from Nov 15 to Dec 24, 2010. The 37’ CAN DU, 30’ X 90’ spud barge, Tug Annie G II, and 26’ Osprey, will be on scene. (First District LNM 47)

Hudson River Test Borings:
Miller’s Launch and Alpine Ocean Seismic Survey will be taking test borings, vibracorings, and sediment testing in 13 locations in the Hudson River, between Pier 92 Manhattan and Edgewater NJ, from Nov 29 – Dec 23, 2010. Work hours are 24 / 7. Each test boring/sample will be taken from a 100 foot long Miller’s Launch spud barge. The 50’ tug M/V Shawn Miller will be on scene at all times. Each boring/sample along the cable route is expected to take 2 hours to complete. The two borings within the New York Cruise Terminal security zone at Pier 92 and the one boring outside the channel at Edgewater, NJ will take up to 24 hours to complete (see chartlet). The vessel can move within 30 minutes to not impede commercial navigation with notice via CH 13, at locations 1-10 in the following positions: 1. 40d48’32.98”N, 73d58’43.35”W; 2. 40d48’22.03”N, 73d58’28.40”W; 3. 40d48’09.66”N, 73d58’37.93”W; 4. 40d47’52.46”N, 73d58’45.86”W; 5. 40d47’34.67”N, 73d58’59.42”W; 6. 40d47’03.23”N, 73d59’27.20”W; 7. 40d46’43.59”N, 73d59’44.65”W; 8. 40d46’33.68”N, 73d59’48.22”W; 9. 40d46’23.83’N, 73d59’56.10”W; 10. 40d46’15.94”N, 73d59’58.10”W.
Borings will be worked up to 24 hours at the following three positions: 1. 40d48’35.23”N, 73d58’51.78” - Edgewater, NJ; 2. 40d46’13.69”N, 74d00’01.21”W Outside Pier 92; 3. 40d46’10.90”N, 73d59’54.74”W Inside Pier 92. The Tug Shawn Miller will notify Vessel Traffic Service New York (VTSNY) on VHF CH 14 fifteen minutes prior to starting each boring/sample and upon completion of each boring/sample. Locations for positions 1-10 are estimates and may be moved up to 300 feet from the proposed location depending on the results of other ongoing survey work. No boring/sampling will be authorized if visibility is less than one nautical mile. Hudson River Work:
Weeks Marine will be working in the Hudson River between Pier D in Jersey City and North Cove Yacht Harbor in Manhattan, and between Pier 200 in Jersey City and Pier 40 in Manhattan. Work hours are 0700-1700, Monday through Friday, from on, or about, December 8 to June 15, 2011. The WMI 532 crane barge (300’ x 90’) will be anchored with a four-point anchoring system attached to four buoys. All four mooring buoys will be illuminated at night with a steady all around white light visible for three nautical miles. Material barges will also be on scene as well as the Tug Elizabeth. Additional vessels may be used throughout the duration of this project. During non working hours, the unmanned construction platform will remain on site and be illuminated with an all around white light visible for at least one nautical mile on its outboard corners. The Tug Elizabeth will be on-scene 24/7 and monitor VHF-FM Channels 13 & 14. Mariners are requested to contact the Tug Elizabeth on Channel 13 to make any necessary passing arrangements. Each vessel transiting in the vicinity of a work area where barges are located is required to do so at reduced speed to maintain maneuverability while minimizing the effects of wake and surge. Sub-Tidal Research Project, Lower NY Bay:
On November 18, 2010, a sub-tidal research project comprised of rock and other hard natural materials were installed in the Lower Bay of New York Harbor off Crookes Point, Staten Island. The research areas dimensions are 15 feet by 30 feet and average 1 foot in height. The research areas position is 40° 31.645'N, 074° 07.616'W.15, approximately 3 feet below the surface at mean low water. In the vicinity, there is a 3' tall mushroom anchor fitted with an unlit mooring buoy. This project will last until December 31, 2012. Mariners are urged to use caution while transiting this area.
