Closure of Okeechobee Waterway Locks Postponed:
            On September 2, 2001, the USACE Jacksonville District issued another Notice to Navigation Interests regarding the Temporary Closures for the locks in the Okeechobee Waterway. These closures have been postponed until sometime during the summer of 2012. The lock closures for dewatering and re-watering for installation of a Manatee Protection System would have closed the Okeechobee Waterway during most of the busy fall cruising season.

Troy Lock OPEN:
            The US Army Corps of Engineers reopened the Troy Lock (Hudson River) at 1:00 PM on September 12, 2011. Mariners are cautioned that there is debris in the river and the warning buoys above and below the Federal Dam will not be in place. (First District LNM 37)

Testing at DGPS Portsmouth, VA:
            The USCG will be conducting testing at DGPS engineering test site in Portsmouth VA beginning on 1 September at 0900 Eastern. Testing will conclude on 30 September at 0900 Eastern.
Transmission specifications are:
A. Radio Beacon ID – 821
B. Frequency - 313 KHZ
C. Baud Rate - 200 BPS
Users are cautioned not to use that beacon for Navigation. The DGPS sites at Driver VA and New Bern NC provide DGPS coverage in the area and are available for navigation. (5th District LNM 35)

Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey

Merrimack River Bar Warning:
            ADD a white and orange dayboard to North Pier Light 18 (LLNR 9070) and Merrimack River Bar Guide Light (LLNR 9025) that states the following; “WHEN ROUGH BAR LIGHTS ARE FLASHING MARINERS ARE ADVISED TO CONTACT COAST GUARD STATION MERRIMACK RIVER IF YOU PLAN ON CROSSING THE BAR. CH 16 VHF” ( First District LNM 36)

Survey Work off Massachusetts:
            Scientists from the US Environmental Protection Agency, the US Geological Survey, and the State of Massachusetts will be working onboard the OSV Bold (224 feet long ocean survey vessel) to photograph the seafloor and collect sediment grab samples in coastal waters extending out to 3 nautical miles south of Martha's Vineyard and Nantucket, and Cape Cod Bay. The work will done in (PA) 41.55N 071.13W 41.10N 069-50W. The work will be done from 9 - 16 September, 2011, 24 hours a day. The OSV BOLD will be monitoring VHF-FM 16, and will utilize VHF channel 81 during small boat, mooring, and maneuvering operations. ( First District LNM 36)

Montauk Channel/Block Island Sound Vessel Routing
            The US Coast Guard is seeking comments on its preliminary study recommendations of a Port Access Route Study (PARS) evaluating the continued applicability of and need for modifications to the current vessel routing measures in the Waters of Montauk Channel and Block Island Sound. Debris in NY Harbor Area:
            The Coast Guard has received a report of a 3 inch steel pipe sticking Approx 3 feet out of the water at a 45 degree angle in the vicinity of the north side of opening at Monmouth Cove Inlet New Jersey at approx 40-26.874n 074-06.508w. All vessels are requested to proceed with caution when transiting the area.
            The Coast Guard has received a report of a piece of large debris sticking approx 10 feet out of the water at a low tide in the vicinity of Shrewsbury Rocks at approx 40-19.135n 074-06.931w. All vessels are requested to proceed with caution when transiting the area.

New York Harbor Construction:
            Trevcon Construction will be installing a temporary cofferdam and dredging the area for the installation of a power cable. The work will be conducted in the vicinity of 40-48-35.3”N, 073-58-52.2”W, west of Anchorage Ground No. 19W, in charted shoal water. Work hours are Mon-Sat from 0500-1600. A 140? x 50? crane barge and 90? x 30? material scow will be on scene. The cofferdam will extend above the mud line. ( First District LNM 36)

Dredging, NY/NJ:
            Cashman Dredging & Marine Contracting Company LLC will be conducting dredging operations at three Kinder Morgan Facilities beginning at Carteret NJ, followed by Staten Island NY, and Perth Amboy NJ. The dredging operations will be outside of any federal navigable channel. Hours of operation will be 7 days a week, 12 hours a day, from 7:00 am to 7:00 pm starting on August 24 2011 and ending on October 2, 2011. The following equipment will be engaged in the daily operations: Wood 1 (Dredge Barge), Wood 2 (Spud Barge), and 5 hopper barges (SEI3000, SEI3001, SEI3002, Kelley, SEI2003). Regulated Navigation Area NY/NJ:
            The US Coast Guard promulgated a temporary interim rule establishing a regulated navigation area (RNA) on certain navigable waters of the Arthur Kill in the Port of New York and New Jersey. This rule is necessary to enhance navigation and safety during drilling, blasting, and dredging operations in support of the US Army Corps of Engineers (USACE) channel deepening project. The RNA will be in effect through April 1, 2014. Comments on this temporary interim rule should be submitted by September 22. 76 Fed. Flare Demo and Practice:
            There will be an emergency flare demo & practice at the Marlboro Yacht Club, on the Hudson River, starting at 6:30 PM on Saturday, 24 September. Duration is expected to be less than 2 hours. (First District LNM 37)

Hudson River Test Borings:
            Aquifer Drilling and Phoenix Marine will be taking two test borings in the Hudson River, in the charted Pipeline and Cable Area at Danskammer Point, from Aug 22 – Dec 1, 2011. Work hours are Monday-Friday, 0700-1700. Each test boring will be taken from the Phoenix X and Phoenix VII  (50' x 80' Jack Up Barges) in positions 41-34.26538N, 073-57.84152W and 41-34.04965N, 073-57.46951W. The NYSMH #1 will be on scene outside of working hours. The New York State Marine Highway #1 is a 30' x 60' Spud Barge & Tug. Each boring is expected to take three months to complete. The Phoenix X and Phoenix VII cannot move while taking these borings. Aquifer Drilling's point of contact is Mr. Steve Wolf at 516-779-4723 or the vessels on scene via VHF CH 13. Hurricane Debris Warning for Hudson River:
            Due to reports of recreational vessels adrift and excessive debris on the Hudson River, south of Troy, NY, the COTP NY is requesting all Tugs and Ships check in with Coast Guard Sector New York Command Center at (718) 354-4356 when transiting northbound and southbound on the Hudson River. In addition, vessels are requested to provide observations regarding observed river conditions and location of debris fields. All mariners planning on transiting the Hudson River should use caution and be prepared for delays due to the reported debris on the Hudson River, including numerous reported recreational vessels adrift from their moorings. Vessel operators may provide the following information when reporting conditions observed on the Hudson River: a. Vessel name, current location, and destination. b. Debris type, quantity, and location encountered. c. Type and quantity of cargo carried. (First District LNM 35)


USCG Fifth District
Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina

Irene Damage Warning:
            Mariners are caution that as a result of Hurricane Irene aids to navigation may be missing, damaged, off station or showing improper characteristics. Water ways may be shoaled or obstructed by debris. Mariners are advised to navigate with caution and report any aids to navigation discrepancies or hazards to navigation to the Coast Guard.             Additionally, there have been reports of huge amounts of debris flowing down the Chesapeake Bay due to the flooding in the Susquehanna River Valley. We have seen satellite photos of the mud plume draining into the bay, and it's pretty spectacular.  What impact it will have on the water quality and seafood industry in Virginia and Maryland remains to be seen, but these photos sure look like it may not be good.

Atlantic City NJICW Drawbridge to Close for Four Months:
            Mariners are advised that the Coast Guard has issued a temporary deviation from the drawbridge operating regulations for the Route 30/Absecon Boulevard Bridge, at NJICW mile 67.2, across Beach Thorofare in Atlantic City NJ. Under this deviation, the drawbridge will be closed to vessels requiring an opening beginning at 7 a.m. on Friday, September 16, 2011 through 11:59 p.m. on Friday, January 13, 2012.  This closure is necessary to facilitate extensive rehabilitation and to maintain the bridge’s operational integrity. The available vertical clearance in the closed position to vessels is approximately 20 feet, above mean high water.  The navigable channel will not be obstructed so vessels that can pass under the bridge without a bridge opening may continue to do so at anytime.  The Atlantic Ocean is an alternate route for vessels with mast heights greater than 20 feet and the drawbridge will be unable to open in the event of an emergency.  At all other times, the bridge will operate in accordance with drawbridge operating regulations set out in Title 33 Code of Federal Regulations Part 117.733(e).  Mariners able to pass under the closed span may do so, adjust their transit accordingly and use caution when transiting the area. No Openings of I-64 High Rise Bridge, Mile 7.1 AICW: 
            The draw of the I-64 High Rise Bridge across the Southern Branch of the Elizabeth River, Mile 7.1 at Chesapeake ,VA will be closed to navigation from 6 a.m. 18 September thru 6 p.m. 25 September, 2011. The bridge is scheduled to be back in full operation by 6 p.m. 25 September, 2011. The bridge provides 65 feet vertical clearance at MHW in the closed position, mariners able to pass beneath the bridge in the closed position may do so but should use extreme caution.  (5th District LNM 37)

Dredging at Norfolk Naval Station:
            The dredge PULLEN will be dredging between Norfolk Naval Station Piers 8 and 11 from 20 August until 15 October, 2011. A submerged pipeline will run from Pier 11 across the channel to the Craney Island Disposal Area. The dredge will monitor VHF-FM channels 13 and 16. (5th District LNM 34)

Coastal Waters from Little River, South Carolina to Panama City, Florida

James Island Expressway Bridge Construction Reminder:
            The South Carolina Department of Transportation (SCDOT) began repairing the fender system on the James Island Expressway (Robert B Scarborough/SC RT 61/30) Bridge (Intracoastal Waterway M.M. 469.9) on 25Jul2011 and is expected to continue till 30Dec2011. The Tug ELIZABETH will be working in the channel, Monday – Friday, 7:00 a.m. thru 7:00 p.m. Vessels requiring the full of width of the channel should provide two (2) hour advance notice. The two-hour notification may be made directly to the Tug ELIZABETH on VHF Channels 13 or 16. Mariners should maintain safe speeds and exercise caution while transiting the area. Savannah River Dredging:
            Marinex Construction Inc will commence dredging operations in the Savannah River, Southern LNG, Elba Island, Upper Flats Range, and Channel Marker R40. Dredging Operations will continue on a 24 hours per day, 7 days per week basis until approximately September 25, 2011. Upon completion of the dredging at Southern LNG locations at Channel marker R40 the dredge will then precede to the Marsh Island Turning Basin located in the vicinity of Channel Marker R10 and commence dredging 24 hours per day, 7 days per week until approximately October 25, 2011. Mariners are urged to exercise caution and transit at their slowest safe speed. Concrete with Rebar Reminder, Altamaha River:
            The Coast Guard received a report of a large piece of concrete with rebar partially exposed about mid tide on the Altamaha River between Altamaha Sound Daybeacons 204 and 206. Mariners are advised to avoid this area. ( 7th District LNM 36)

Brunswick Harbor Dredging:
            Marinex Construction Inc., will commence dredging operations on or about September 14, 2011 in the vicinity of East River, Brunswick Harbor, Brunswick, Georgia. The work area will extend from Andrews Island Spit LB A, East River Entrance to Brunswick Harbor RFL. Dredge operations will continue on a 24 hours per day, 7 days per week basis until approximately November 1, 2011. Please contact the Dredge SAVANNAH on VHF Channels 13 and 16. St. Marys Entrance Channel Testing:
            Anamar Environmental Consulting, Inc. will be taking water samples September 19 through 25, 2011. The hours of operation will run approximately from 6am to 6pm. The M/V ANAMAR (24ft Grady White) will monitor channels 12 & 16 POC: Captain Palmer 352-221-3301 or Michelle Rau 352-318-5773. The R/V Artemis (35ft pontoon boat) will monitor channels 16 & 68 POC: Terry Cake 352-538-1556. See enclosure section for project location and vicinity. ( 7th District LNM 36)

Okeechobee Waterway Update:
On September 14, 2011 at 2400 hours the lake level was reported at 10.92 feet and the navigational depths were 4.86 feet for Route 1 and 3.06 feet for Route 2 (Rim Route). Lake Worth New Island Construction:
            Ray Qualmann Marine will commence operations September 12, 2011 on the west side of the Intracoastal Waterway along Flagler Blvd., just north of the Royal Park Bridge. Operations will consist of sand being placed on transport barges loaded at Currie Park and delivered to South Cove to construct (3) man-made islands. There will be (2) barges stationed at the proposed island to offload fill monitoring VHF Channels 13 or 16. The duration of the project will be approximately 6 months and during daylight hours only. Government Cut Construction:
            Ric-Man Construction Inc will commence construction activities in the vicinity of Government Cut September 6 through on or about September 17, 2011. During these dates two barges and temporary turbidity curtains will be placed. Ric-Man Construction will proceed as outlined in the enclosure section. Barges will be shifted around at various stages and moved back and forth to stages areas at the Port and or/Fisher Island. The hours of operations will be daylight hours only. Artificial Reef Construction, Florida West Coast:
            Luhr Brothers, Inc will be establishing an artificial reef approximately 0.8 NM north of Longboat Pass, 2000 yards seaward of Coquina Beach on Anna Maria Island, Florida. The project is estimated to continue until approximately December 4, 2011. Mooring Buoys will be anchored and lit at the jobsite located west of the Manatee River Entrance. Work barges will be using the Mooring Buoys as staging locations. Mariners can contact Dann Ocean Towing on VHF Channels 13, 16, or 72 for more details. (7th District LNM 37)
Canal Dredging in Naples Bay:
            Energy Resources, Inc has commenced dredging operations of approximately 30 canals in Naples Bay starting on the east side of Gordon River and extending south to Haldeman Creek. The project involves both silt removal by hydraulic dredging and rock removal by mechanical means. The dredge pipe will be submerged on the east shoreline and then cross the Gordon River to the west bank. The estimated completion date is August 2012. Mariners transiting these areas are advised to use caution and can contact Mr. Paul Reinhardt at (636) 484-4206 for further details. (7th District LNM 33)

Hernando Beach Channel Dredging:
            B.C. Peabody Construction Services dredging operations ongoing through January 1, 2012 in the Hernando Beach Channel, Hernando Beach, Florida. The mechanical Dredges “800” (orange 800 Hitachi excavator) and “400” (yellow 400 Komatsu excavator) will conduct operations 24 hours a day, 7 days a week and will monitor channel VHF 68. Hydraulic Dredge and all associated pipeline has been removed from the channel. Associated workboats are material barges, push boats skiffs and a secondary barge with smaller yellow excavator “200”. Barges will continue to be spudded down in the channel and material barges will be constantly moving material. All watercraft will be lighted and clearly marked. Florida Bridge Update: From the USCG 7th District LNM 37/2011:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can “Search” a bridge name for previous East Coast Alerts that may contain information that is still current.
            Bridge of Lions: The Bridge of Lions across the Atlantic Intracoastal Waterway, St. Augustine, Florida will be allowed to remain closed to vessel traffic from 7:25 a.m. to 8:40 a.m. on November 19, 2011 and from 7:15 a.m. to 12:20 p.m. on November 20, 2011 to facilitate the St. Augustine Marathon. Vessels that may pass under the bridge without an opening may do so at any time.
            Lake Avenue (Robert Harris) Bridge: Bridge work will start on the Lake Avenue (Robert Harris) Bridge on July 5, 2011. Due to painting operations, the Lake Avenue (Robert Harris) Bridge, Atlantic Intracoastal Waterway mile 1028.8, West Palm Beach, Palm Beach County, Florida the operating schedule will be changed starting July 5, 2011, as follows:
            The Lake Avenue (Robert Harris) will be allowed to remain closed to navigation from:
7:05 a.m. to 10:55 a.m. daily, seven days a week through December, 2011.
9:05 p.m. to 5:55 a.m. nightly for a period of 30 days. The start date for this portion of the operation has not been scheduled; but will be published in a future Local Notice to Mariners.
            At all other times the bridge will open on the hour at the top of the hour.
            Due to scaffolding, the vertical clearance will be reduced by three feet from July 5, 2011 through December, 2011.
            Hillsboro Boulevard Bridge: Due to painting operations, the Hillsboro Boulevard Bridge across the Atlantic Intracoastal Waterway mile 1050.0, Deerfield Beach, Broward County, Florida will be placed on single-leaf operations with a four hour notice for a double-leaf operation. The contractor has indicated that they will need to place scaffolding on the bridge which will reduce the vertical clearance. It is anticipated that this work will start on October 1, 2011 and will continue until January 3, 2012.
            Commercial Boulevard Bridge: Due to painting operations, the Commercial Boulevard Bridge across the Atlantic Intracoastal Waterway mile 1059.0, Fort Lauderdale, Broward County, Florida will be placed on single-leaf operations with a two hour notice for a double-leaf operation. The contractor has indicated that they will need to place scaffolding on the bridge which will reduce the vertical clearance. It is anticipated that this work will start on September 7, 2011 and will continue until November 23, 2011.
            East Sunrise Boulevard Bridge (NOT on the AICW): The Coast Guard has issued a public notice announcing a permit application from the Florida Department of Transportation, District 4, for the approval of location and plans to replace the existing fixed highway bridge on State Road 838 (East Sunrise Boulevard) across the Middle River in Fort Lauderdale, Broward County, Florida (26 08’16.02”N and 80 07’05.24”W). The public notice 10-11 which solicits comments for a thirty day period can be viewed at http://www.navcen.uscg.gov/?pageName=pnBridges&Active=1&region=7.             New River Bridges, Fort Lauderdale: The Marshall Memorial (SW 7th Avenue), the S.E. 3rd Avenue and the Andrews Avenue Bridges, across the New River, Fort Lauderdale, Broward County, Florida will be allowed to remain closed to vessel traffic from 9:00 a.m. to 10:30 a.m. on Sunday, October 09, 2011 to facilitate the American Cancer Society’s “Making Strides Against Breast Cancer” walking event. Vessels that may pass under the bridge without an opening may do so at any time.
            The S.E. 3rd Avenue and the Andrews Avenue Bridges across the New River, Broward County, Florida, will remain closed to navigation from 9:30 a.m. to 10:30 a.m. on Saturday, October 01, 2011 for the 2011 Fight For Air Run/Walk 5K event.
            West 79th Street Bridge (AICW Mil 1084.6): Due to bridge painting, the West 79th Street Bridge, Atlantic Intracoastal Waterway mile 1084.6, Miami-Dade County, Florida will be placed on single-leaf operations with a four hour notice for a double-leaf opening. The vertical clearance of the bridge will be reduced by three feet. This work is expected to start on September 15, 2011 and is anticipated to be completed by November 10, 2011.
