I bought a 95 renken with an inboard motor. runs fine but wont shift from forward to reverse unless tou kill motor first. Is there a safty switch or some thing that can cause this? When out of water & running it will shift

just bought 95 renken 200/w inboard motor. problem is when on ground & running you can shift forward to reverse in water you must kill motor to shift forward to reverse. any ideals?
