I have a 2001 50hp Johnson, electric start motor.  I was having a problem with the boat accelerating. I rebuilt the carbs and cleaned them. that wasnt the problem. It will start and run great on land, but not when there is a load. I also thought it could be the propeller, but i changed it and it didnt help. 

This weekend i took the top cover off and turned the red arrow on the side all the way counterclockwise. The motor accelerated to full speed, but it would stall at low speeds. I also found out that if it was lugging and not accelerating, i could push the key in and it would accelerate and stay at full speed.

Does anyone Know what it is, Im getting tired of buying parts.
