Wrightsville Beach Bridge Restriction Extended:
Mariners are advised the S.R. 74 Bridge (34.216103° -77.812750°) across AICW mile 283.1, at Wrightsville Beach, NC current rehabilitation has been extended to March 15, 2014, and vessel openings, from 7 p.m. to 7 a.m., will be provided if at least two hours advance notice is given to the bridge tender at (910) 256-4519 or via marine radio on channel VHF-FM channel. At all other times, the drawbridge has returned to and will operate in accordance with the regulations set out in Title 33 Code of Federal Regulations Part 117.821(a) (4). At the same time, a containment system positioned under the draw span reduces the available vertical clearance by approximately two feet until March 15, 2014. Vessels that can pass under the drawbridge without an opening may do so at all times and the drawbridge will be able to open in an emergency. New Bridge Construction, Socastee Area:
This is already a congested area, so approach with care. This is the third bridge within about a mile. One is the ancient Socastee Swing Bridge which breaks down often and in our experience frequently has openings delayed for periods up to fifteen minutes or more. The existing high level bridge has a vertical clearance of as little as 63.5 ft posted at higher water. There is a launching ramp, community marina and a jet ski rental operation also in the area.
The South Carolina Department of Transportation has hired Flatiron Constructors Inc. who has started building the SC 31, Carolina Bays Parkway (33.680933° -79.014272°), Myrtle Beach, Horry County, South Carolina. This project is anticipated to be completed by May 17, 2017 and will involve some waterway restrictions/closures. These restrictions/closures are anticipated between April and October 2014 and will be published in future Local Notice to Mariners. Mariners are advised to use caution transiting through this area as various floating equipment will be in the vicinity throughout the project. (7th District LNM Week 07/2014)
U.S. Coast Guard to Test Automatic Identification System (AIS) Aids to Navigation (ATON)
In the near future, the U.S. Coast Guard and other authorized agencies and organizations (i.e., U.S. Army Corps of Engineers, Marine Exchange of Alaska) will begin transmitting AIS ATON messages and marine safety information via AIS for testing and evaluation. The exact content, location, and times of these broadcasts will be announced in future Local Notices to Mariners.
AIS is an internationally adopted radio communication protocol that enables the autonomous and continuous exchange of navigation safety related messages amongst vessels, lifeboats, aircraft, shore stations, and aids to navigation (AIS ATON). AIS ATON stations broadcast their presence, identity (9-digit Marine Mobile Service Identity (MMSI) number), position, and status at least every three minutes or as needed. These broadcasts can originate from an AIS station located on an existing physical aid to navigation (Real AIS ATON) or from another location (i.e., AIS Base Station). An AIS Base Station signal broadcasted to coincide with an existing physical aid to navigation is known as a Synthetic AIS ATON. An electronically charted, but non-existent as a physical aid to navigation, is identified as a Virtual AIS ATON. The latter two can be used to depict an existing aid to navigation that is off station or not watching properly or to convey an aid to navigation that has yet to be charted. All three variants can be received by any existing AIS mobile device, but they would require an external system for their portrayal (i.e., AIS message 21 capable ECDIS, ECS, radar, PC). How they are portrayed currently varies by manufacturer, but the future intention is for the portrayal to be in accordance with forthcoming International Standards (i.e., IEC 62288 (Ed. 2), IHO S-4 (Ed. 4.4.0)). Despite the federal government reduction in funding, the USACE, in our opinion, does a really good job at surveying and recording depths in the Atlantic Intracoastal Waterway (AICW). They may not be able to dredge every little shoal, but at least they try to let you know where the shoals are so you can plan accordingly. Some areas in North Carolina are currently being dredged or are scheduled to be dredged soon. So, before you get too excited about the shallow depths reported by some fellow cruisers, check out the latest surveys at the following:

Snowbirds: South Carolina Shoaling Reminder:
The following three areas of AICW shoaling continue to be included in the latest USCG 7th District LNM Week 08/2014. Check the websites given above as well as local sources for updated information.
The ACOE of Charleston, South Carolina has reported the location of severe shoaling in the AICW South of McClellanville, South Carolina. This area of severe shoaling is most significant between and near Winyah Bay-Charleston Harbor Daybeacon 35A (LLNR 34237) (33-04-35.030N, 079-27-43.780W) and Winyah Bay-Charleston Harbor Daybeacon 37 (LLNR 34240). Further information can be found on the ACOE Charleston website at www.sac.usace.army.mil. The ACOE has no future plans for dredging due to budget restrictions. Mariners are advised to transit the area with extreme caution.

The ACOE of Charleston, South Carolina had just finished an official survey of the AICW from Charleston, SC to Beaufort. Two patches of severe shoaling exist; the first appearing at the northeastern tip of the Ashepoo-Coosaw Cutoff near Ashepoo-Coosaw C/O LT 177 (LLNR 35195) (32-31-27.381N, 080-28-56.149W). The other area is at the southwestern tip of the Ashepoo-Coosaw C/O between Ashepoo-Coosaw C/O DBN 180 (LLNR 35195.3) and Ashepoo-Coosaw C/O DBN 185 (LLNR 35205.2). Dredging in Kings Bay, GA/FL:
Great Lakes Dredge & Dock Company will be conducting dredging operations February 15 through March 30, 2014 in Kings Bay Entrance Channel. The project consist of excavating material from the entrance channel and disposing at both Fernandina Ocean Disposal site and pumping material ashore to north Fernandina Beach. Dredges Terrapin Island and Liberty Island along with Survey Vessel East River will be on scene monitoring Marine VHF Channels 13 & 16. Operations will be 24 hours per day, 7 days a week. Material will be excavated from Kings Bay Entrance Channel at STA 170+00 to 200+00 and STA 242+00 to 325+00. Material removed from STA 170+00 to 200+00, between St Marys Entrance LB 16 (LLNR 6600) and LB 14 (LLNR 6590) will be placed at North Beach Disposal Area, through floating hoses, and submerged pipeline. Material removed from STA 242+00 to 325+00, between St Marys Entrance LB 8 (LLNR 6560) and LB 12 (LLNR 6580) will be transported and bottom dumped at the Fernandina Ocean Disposal Area. Mayport Construction, Crane over the River:
The Captain of the Port Jacksonville, Florida advises all mariners to exercise extreme caution in the vicinity of Talleyrand Terminal Berth 4 on the St Johns River, Jacksonville, Florida. A crane at Berth 4 will be extended approximately 100 feet outward over the river in approximate position 30-20-48.66N/081-37-16.44W, near Terminal Channel LB 75 (LLNR 7620). The crane will be illuminated during night time hours. The project will commence February 19, 2014 and last for approximately 30 days. Mayport Basin Drilling/Construction:
Truston Technologies, Inc will commence a drilling subsurface operation from shore side 16 February. Divers and survey equipment will be utilized between the south jetty shore near Mayport Basin Ch LB 1 (LLNR 7170) (30-23-51.106N, 081-23-34.703W) and B1A (LLNR 7175) and across the channel Mayport Basin Preferred Ch LB (LLNR 7165) and B2 (LLNR 7180). Two barges will be used as work platforms and two conduits will be laid to connect cables to underwater sensors. The barges will be maneuvered around at various times and will be lighted if remain overnight. The tugs maneuvering the barges will monitor VHF-Ch 16 and 12 (used by Mayport Navy Harbor Control). Operations hours 7:00am to 5:00pm Monday through Friday with occasional weekend work weather depending. Operations will run until approximately late July 2014. Local boaters would need to contact the Navy at Mayport before approaching this security zone. The Mayport Navy Approach Channel will be closed no longer than 12 hours to install the conduit 19 February and 10 March. During all other efforts the channel will remain passable for small boats and medium size ships. For the Navy's larger vessels, dredging scows, etc., the barges will be moved clear of the channel as coordinated with their respective Captains and Pilots. St. Lucie Inlet Dredging Update, Peck Lake Anchorage NOT an Anchorage:
Cashman Dredging and Marine Contracting Co., LLC will continue dredge operations with Dredge "CAPTAIN AJ FOURNIER" in the channel at St Lucie Inlet and the adjoining impoundment basin to their authorized depths. Material will be loaded into hopper barges and transported approximately 5.5 miles south of the inlet, down the Intracoastal Waterway, to Pecks Lake (27.117365° -80.144243°), where the barge unloader "Bean 20" will be moored. The dredge material will then be pumped onto the beach through a submerged pipeline. The dredging activities will extend approximately 300 feet eastward and approximately 2,300' westward from the entrance of the jetties. The dredge will be supported by the crew launch/survey vessel "Cape Elizabeth". All vessels will monitor VHF channels 13, 16, and use 74 as the working channel. The dredge will operate 7 days a week, 24 hours a day. Operations will wrap up on or about 01 May 2014. Jupiter Inlet Dredging:
Cavache, Inc will commence dredge operations in the sand trap in the Jupiter Inlet (26.944197° -80.072873°), Palm beach County, Florida, on or about February 21, 2014. The area is located west of the rock jetties in the center of the channel. The Dredge "MAYA CAELYN" will dispose of the material via floating, submerged and landward pipelines south of the jetties on approximately 3,300 LF of the Jupiter Beach County Park Beach area. Portions of the pipeline closest to the dredge will remain floating and will be marked with flashing lights at night. The pipeline will be sunk where it crosses the channel to the southern jetty. The remaining pipeline will run on top of the southern jetty and on the beach. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with caution after passing arrangement have been made. The dredge can be reached on VHF channels 7A, 13 and 16. Offshore Lake Worth/Jupiter Dredging for Beaches:
Cashman Dredging and Marine Contracting Co., LLC will begin dredging operations on or about February 17 for the Jupiter/Carlin Segment Beach Renourishment. Dredging Operations will be conducted in the offshore borrow area which is located approximately 7.9 miles south-southwest of the Jupiter/Carlin area in the vicinity of the Lake Worth Inlet (26-46-21.497N, 080-02-30.958W). The Trailing Suction Hopper Dredge ATCHAFALAYA will be working northeast of the inlet and transit north towards Jupiter to a marked pump out location, south of the Jupiter Inlet jetties and approximately 2,000 linear feet from the shore, for beach placement. A floating pipeline along with a submerged pipeline will be placed to the shoreline. The pipeline will be marked with lighted buoys, for local traffic. The dredge will be supported by the crew launch/survey vessel "Sea Breeze" and various other vessels. All vessels will monitor VHF channels 16, 13, and use 76 as the working channel. The dredge will operate 7 days a week, 24 hours a day. The work is scheduled to be completed on or about March 18, 2014. Bakers Haulover AICW Dredging:
Starting around January 17, 2014 with completion anticipated for the end of February 2014. The Dredge JENNIE LEA II and two work boats will be on scene (25-54-11.963N, 080-07-47.682W) all monitoring VHF-FM channels 13 & 16. Submerged and floating pipeline will be used during the dredge operation and will lay south along the Intracoastal Waterway and cross the Inlet to the south side of the beach. Miami Entrance Channel Dredging Update (02-10-2014):
Great Lakes Dredge and Dock Company will continue dredge operations along Bar Cut Channel and Outer Bar Cut Channel utilizing a variety of dredges, tugs, and barges. Operations will be conducted 24 hours a day, weather permitting. Buoys may be temporarily relocated. While dredging in the channel the dredge will have restricted maneuverability. Throughout the daily dredging cycle, barges will be transiting to and from the permitted disposal site, located approximately 3NM southeast of the Outer Bar Cut Channel, and some barges will transit to the Julie Tuttle Seagrass Mitigation Site just north of the Julia Tuttle Causeway. The dredge will be continuously monitoring, and can be hailed on VHF channel 13 and 16 for passing arrangements. Mariners are advised to use extreme caution when transiting the area. Florida Hazards to Navigation:
The Coast Guard received a report of a down sign "Manatee Zone, Slow Speed Minimum Wake". The sign located in the vicinity of the North Causeway Bridge (29.023152° -80.918101°); it is leaning and poses a hazard to navigation. Mariners are advised to transit the area with extreme caution. Shoaling exists at the Anclote Anchorage South Entrance to a depth of 2ft at high tide in approximate position 28-09-12.60N/082-50-12.00W. The shoal runs NW to SE between Anclote Anchorage South Entrance Daybeacon 5 (LLNR 26085) and Light 7 (LLNR 26100). Mariners are advised to exercise extreme caution while transiting the area. Siesta Key-Tampa Bay LT 64 (LLNR 60265) is destroyed with 4ft of the pile remaining below the waterline. A TRLB WR64 with Fl Q R characteristics in position 27-31-52.506N/082-42-09.172W is marking the remains of the aid. Mariners are advised to transit the area with extreme caution. Homosassa Bay DBN 12 (LLNR 28390) is destroyed. The aid is broken with 3ft of wreckage visible above the waterline and is a hazard to navigation. A TRLB WR12 with Fl Q R, 4M characteristics is set channelward in position 28-45-00.273N/082-44-10.458W. Mariners are advised to exercise extreme caution while transiting the area. Florida Bridge Update: From the USCG 7th District LNM Week 08/2014:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can "Search" a bridge name for previous East Coast Alerts that may contain information that is still current. Bridges that have vertical height reduced (or other severe restriction) will remain on this list until the restriction is removed.
Main Street Bridge, St. Johns River: The Coast Guard has approved a temporary change to the operating schedule of the Main Street Bridge (30.322626° -81.658613°) across the St Johns River, Jacksonville, Florida, due to bridge repairs. From January 24 through December 30, 2014, the Main Street Bridge will open with a two hour advance notice between the 6:00 a.m. and 6:59 p.m. to the bridge tender either via VHF-FM channel 9 or by calling 904-891-2191. Between the hours of 7:00 p.m. and 5:59 a.m. a four hour advance notice to the bridge tender will be required to receive an opening. During the painting operation the contractor will be placing scaffolding under the bridge which will reduce the vertical clearance of the bridge up to 10 feet.
Coronado Beach Bridge: George C Musson/North Causeway Bridge (29.023152° -80.918101°) across the Atlantic Intracoastal Waterway mile 845.0, New Smyrna Beach, Volusia County, Florida will be closed to navigation from 9:00 p.m. on Monday, March 3, 2014 to 6:00 a.m. on Tuesday, March 4, 2014 due to bridge repairs.
US 192 Bridge: M&J Construction Company will be repairing and painting the SR 500 (US 192) Bridge (28.082960° -80.591610°) across the Atlantic Intracoastal Waterway, Canaveral, Florida (this bridge is actually the Melbourne Causeway Bridge between Melbourne and Indiatlantic). The vertical clearance of the 65 foot high bridge will be reduced by five feet slightly more than one-half the channel from September 3, 2013 through September 1, 2014. The contractor will maintain 65 ft of vertical clearance within a 45 ft horizontal clearance at all times on one side of the channel. Currently the contractor is working on the west side of the channel. Mariners are requested to proceed through the east side of the channel through this area.
Indiantown Road Bridge: The Indiantown Road Bridge (26.933648° -80.084072°) across the Atlantic Intracoastal Waterway, Jupiter, Florida will be closed to navigation from 8:00 p.m. on March 11 through 1:00 a.m. on March 12, 2014 to change out hydraulic fluid. Vessels that may pass through the bridge without an opening may do so at any time.
Flagler Memorial Bridge (AICW Mile 1021.8): Update: Additional work is being performed on the Flagler Memorial Bridge (26.718169° -80.047089°).
The Florida Department of Transportation has requested that the Flagler Memorial Bridge be placed on a restricted opening schedule until the new Flagler Memorial Bridge construction can be completed.
Mariners are reminded that the horizontal clearance at the Flagler Memorial Bridge is currently set at 70 feet and will remain until the new bridge is built and this bridge is removed.
The Flagler Memorial Bridge opening schedule has been changed starting November 25, 2013, to once an hour on the quarter-hour except that from 8:16 a.m. to 9:14 a.m. and from 4:16 p.m. to 5:14 p.m. the bridge will be allowed to remain closed to navigation with no exemptions except for emergencies.
While the new Flagler Memorial Bridge is under construction, the following emergency plan will remain in effect with no exceptions except for emergencies: If an emergency occurs and the Flagler Memorial Bridge is left in the open to navigation position, all vehicle traffic will be detoured to the bridges to the south. For this reason, the Royal Park Bridge (26.705949°-80.045181°) will be on an hourly schedule at the quarter-hour, except that from 8:16 a.m. to 10:14 a.m. and from 4:16 p.m. to 6:14 p.m. this bridge will be allowed to remain closed to navigation. The Southern Boulevard Bridge will remain on the twice an hour schedule (top of the hour and bottom of the hour), except that from 8:31 a.m. to 9:59 a.m. and from 4:31 p.m. to 5:59 p.m. this bridge will be allowed to remain closed to navigation.
Hillsboro Inlet Bridge (NOT on the AICW): Due to repairs to the Hillsboro Inlet Bridge (26.261229° -80.083250°), this bridge will be allowed to remain closed to navigation from 7:00 a.m. to 11:00 and from 12:01 p.m. to 4:00 p.m. for a two week period. This work will be completed after Easter and before July 4th, 2015. Comments on this bridge closure should be directed Mr. Michael Lieberum at email@example.com. The times may be changed based on comments received; however there is a need for the two 4 hour closures to allow these repairs to be completed within the two week time period. Vessels that can pass under the bridge without an opening may do so at any time. The roadway will be closed to the vehicle traffic completely for 19 days in additional to the above two weeks two four hours closure periods. The Florida Department of Transportation will be issuing a separate press release on this restriction.
East Sunrise Bridge, Middle River: Dragados USA, Inc has been contracted by the Florida Department of Transportation to replace the East Sunrise Boulevard Bridge (26.137611°-80.118167°) across, Middle River, Fort Lauderdale, Florida. This work is expected to be completed in January 2016.
East Las Olas Bridge, Update: The East Las Olas Bridge (26.119285° -80.109001°) across the Atlantic Intracoastal Waterway, Fort Lauderdale, Broward County, Florida is being repaired. The bridge is on the same operating schedule; but there may be short delays when equipment and personnel need to removed from the bridge for an opening. This work is expected to continue until April 1, 2014. Kiewit Infrastructure South Company, the East Las Olas Bridge, mile 1064 at Fort Lauderdale shall open a single-leaf on the quarter-hour only 24 hours a day, unless a four hour notice is provided to the bridge tender for a double-leaf opening. You may contact the bridge tender be calling 954-463-0842. The East Las Olas Bridge provides a vertical clearance of 24 ft in the closed position and a horizontal clearance of 40 feet with one-leaf in the down position. Kiewit Infrastructure South Company has advised that they will have a barge under the down span during these repairs. This bridge provides a horizontal clearance of 45 feet with one leaf open, a horizontal clearance of 60 feet with both leaves open and the barge in the channel and a horizontal clearance of 90 feet with all floating equipment removed from the waterway. Please advise the bridge tender if you need to have all floating equipment removed from the waterway when requesting a double-leaf opening.
South Fork, New River, Ft. Lauderdale: I-95 Bridge: Seminole Equipment is working on the I-95 Bridge (26.096434° -80.169002°) across the South Fork of the New River, Fort Lauderdale, Florida. Due to painting operations the vertical clearance will be reduced by 5 feet from January 7, 2014 through April 2014. The containment system can be retracted by two feet if 24 hours notice is provided to the contractor.
CSX Railroad Bridge: The contractor working on the CSX Railroad Bridge (26.096456° -80.169348°) replacement across the South Fork of the New River mile 2.8, Fort Lauderdale, Broward County, Florida has requested to temporarily change the regulation governing the existing CSX Railroad Bridge. This temporary regulation change has been approved and has placed this bridge to an on demand schedule whereas the bridge will be placed in the closed to navigation position during certain portions of the construction operations with an open on demand schedule.
Mariners are requested to contact the bridge tender on VHF-FM channel 9 for opening and passing information.
The pile driving operation is scheduled to begin on February 14, 2014 on the north side of the channel with completion scheduled for June 3, 2014. The pile driving operation on the south side is scheduled to begin in August 2014.
The horizontal clearance of the CSX Railroad Bascule Bridge across the New River (South Fork) mile 2.8, Fort Lauderdale, Broward County, Florida has been temporarily reduced to 56 feet.
Gasparilla Island Swingbridge: GLF USA Corporation has advised the Coast Guard that they will be starting construction of the new Gasparilla Island Swingbridge across the Gulf Intracoastal Waterway, Gasparilla, Florida on February 5, 2014. This work will restrict one of the two channels available to the mariner. The contractor will be placing a sign on the bridge to that mariners will be aware of which channel will be available and which channel will have the barge blocking the other. Mariners requesting an opening should be advised by the bridge tender on which side is available to safely pass through this area. This work is anticipated to take several years to complete. Future updates will be published in the Local Notice to Mariners.

Rt. 87 Atlantic City Bridge Repairs:
Mariners are advised that conduit installation will be performed at the Route 87 Bridge (39.385157° -74.421731°), at mile 0.6, across Absecon Inlet connecting Atlantic City with Brigantine City, in Atlantic County, NJ beginning March 10, 2014 through May 31, 2014. The work will consist of mounting a conduit along the north side of the roadway. Three conduits will be installed in the first bay between stringers S1 and S2, with the remaining three conduits placed in the 2nd bay between stringers S2 and S3. Conduits will be installed through the abutment back walls to tie into proposed manholes with the bridge approaches. The existing bridge geometry (horizontal and vertical clearances) will remain unchanged. Mariners should exercise caution when transiting the area. (5th District LNM Week 08/2014)
Bridge Repair Extension for Bad Weather:
Mariners are advised that due to inclement weather conditions, repairs of the superstructure and piles are extended at the JFK Memorial Bridge (39.315156°-74.528436°), at mile 1.1, over Risley Channel in Borough of Longport, NJ through July 1, 2014. Safety netting and snooper cranes reduce the available vertical clearance to approximately 20 feet, above MHW. In addition, barges restrict and reduce the available horizontal clearance to approximately 50 feet. However, the navigable channel shall remain open with these restrictions. Mariners should use extreme caution when transiting the area. (5th District LNM Week 06/2014)
NJICW Bridge Mile 108.9 Closure:
Mariners are advised that the SR 47 (George Redding) Bridge (39.029829°-74.800872°), at NJICW mile 108.9, across Grassy Sound Channel, at Wildwood, NJ will be closed to vessels requiring an opening, from 6 a.m. to 10 p.m., on Saturday, March 1 and on Saturday, March 8, 2014 to replace the safety barrier gates. The available vertical clearance in the closed-to-navigation position is approximately 25 feet, above MHW. At all other times, the drawbridge will operate in accordance with the regulations set out in Title 33 Code of Federal Regulations Part 117.5. Mariners able to pass under the closed span may do so at any time. (5th District LNM Week 08/2014)
Night Closures for Ocean Drive Bridge, Reduced Vertical Clearance:
Mariners are advised the Ocean Drive Lift Bridge, at mile 0.3, across Townsend Inlet (39.112676° -74.695194°), at Avalon, NJ will be closed to navigation to rehabilitate the bascule and tollhouse spans each night, from 3:30 p.m. to 7 a.m., beginning February 10, 2014 through April 30, 2014; except, vessel openings will be provided if at least two hours advance notice is provided to Cape May County at (609) 368-4591. At all other times, the drawbridge will operate in accordance with the regulations set out in Title 33 Code of Federal Regulations Part 117.757. In addition, a temporary shielding platform will be positioned under the draw span reducing the available vertical clearance from 23 feet to approximately 20 feet above MHW Vessels that can pass under the drawbridge without an opening may do so at all times and the drawbridge will be able to open in an emergency. Dredging in Delaware River, C&D Canal Area:
Mariners are advised that Norfolk Dredging Company will be conducting dredging operations in New Castle Range in the Delaware River until April 22, 2014. The Dredge ESSEX will be operating between Pea Patch Island and the Chesapeake and Delaware (C & D) Canal Entrance (39.560930° -75.548677°). For the duration of the dredging project, a temporary safety zone is in effect around Pea Patch Island Anchorage No. 5. This will close the anchorage to vessels until the dredging project is complete. In addition, a temporary safety zone will be placed in effect for the upper portion of Reedy Point South Anchorage No. 3 as the dredging project progresses south towards the C & D Canal Entrance. This will allow vessel traffic entering the C & D Canal from the south to safely bypass the dredging equipment. (5th District LNM Week 08/2014)
Dredging off Ocean City, MD:
The Hopper Dredges B. E. LINDHOLM and R.N. WEEKS will be conducting dredging operations in the Atlantic Ocean offshore of Ocean City, MD between 38-20-00.54N, 075-04-54.31W and 38-27-14.22N, 075-02-56.58W from 07 February until 21 April, 2014. Dredged material will be transported to beach via a combination of floating and submerged pipeline extending 2,800 feet from the shoreline. The dredges will monitor VHF-FM channels 13 and 16. Brewerton Channel Dredging:
The Clamshell Dredge GL51 will be dredging the Brewerton Channel (39.180929° -76.447772°) from 04 March until 30 June, 2014. The dredges will be working on spuds and will be attended by the Tug TAFT BEACH. The Dredge will be accompanied by the scows GL401 and GL402. The scows will be transited to and from the dredging locations and the Cox Creek disposal site by Tug CAPTAIN DAN. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with caution after passing arraignments have been made. Under no circumstances should mariners attempt to pass between the towing tug and scow while underway as the towing cable may not always be visible above the water. The Clamshell Dredge 51 may be reached on VHF-FM channels 16, 13 &10. (5th District LNM Week 08/2014)
Chesapeake Bay Bridge Underwater Inspections:
Mariners are advised that engineering firms, on behalf of the Maryland Transportation Administration (MDTA), will perform underwater inspections at the William P. Lane Jr. (38.975975° -76.375666°), Memorial (East Suspension) across Chesapeake Bay, at mile 138.0, between Sandy Point and Kent Island MD. Beginning February 17, 2014 through June 1, 2014, the inspections will be performed at the Eastbound Bay Bridge piers, take place from a 26-foot or 41-foot work vessel that will be tied-off to the bridge piers, be in the channel from 7 a.m. to 6 p.m., and have a 3-6 person dive crew. The inspection team boat will work with vessel traffic so as not to impede the waterway. Mariners should exercise caution when transiting the area. (5th District LNM Week 06/2014)
Safety At Sea Seminar Regulated Navigation Area in Severn River:
Mariners are advised that the U.S. Naval Academy will sponsor its annual Safety-at-Sea Seminar in the Severn River adjacent to the U. S. Naval Academy, between the Naval Academy (SR-450) Bridge and Triton Light (LLNR 19780), on Saturday, March 29, 2014, at 11:30 a.m. The event includes on-water activities involving small boats and other vessels, a low-flying helicopter and pyrotechnics demonstrations. As described in 33 CFR Sec. 100.501, a regulated area is established for all waters of the Severn River, from shoreline to shoreline, bounded to the northwest by the Naval Academy (SR-450) Bridge and bounded to the southeast by a line drawn from the Naval Academy Light at latitude 38°58'39.5- N, longitude 076°28'49- W thence easterly to Carr Point, MD at latitude 38°58'58- N, longitude 076°27'41- W. The regulated area will be enforced from 11 a.m. to 1:30 p.m. on March 29, 2014. The effect will be to restrict vessel traffic on certain waters of the Severn River. The Coast Guard Patrol Commander may forbid and control the movement of all vessels in the regulated area. Coast Guard vessels enforcing this regulated area can be contacted on marine band radio VHF-FM channel 16 or 22A. When hailed or signaled by an official patrol vessel, a vessel in the area shall immediately comply with the directions given. Failure to do so may result in expulsion from the area, citation for failure to comply, or both. Mariners are urged to schedule their transits on this waterway beyond the enforcement times. Repairs at Naval Academy Waterfront:
Waterfront repairs and commercial diving operations are scheduled on the U.S. Naval Academy waterfront (38.978613° 38.978613°) through 30 April, 2014. Barges will be moored on site 24/7 and will be lighted IAW USCG regulations. Mariners are requested to remain clear of the construction site and provide a NO WAKE transit. Gwynns Island Bridge Work and Restrictions:
Milford Haven – SR 223/Gwynn's Island (swing) Bridge (37.495024° -76.308216°) – Closed to vessels, each night from 1800 to 0400, beginning 24 FEB 2014 until 31 MAR 2014 to facilitate painting. Milford Haven – SR 223/Gwynns Island (swing) Bridge – Three separate 24-hour closures authorized until 31 MAR 2014, to facilitate structural rehabilitation and tender house modification. Camp Pendleton, Virginia Beach, Live Fire:
The Camp Pendleton State Military Reservation Live Fire Small Arms Range described as all of the waters seaward of the mean high water shore line within a sector between radial lines extending 13,500 yards seaward and bearing 070 degrees true and 150 degrees true, respectively, from a point on shore at 36- 48- 58.3N, 075- 57- 59.0W. All vessel operators are reminded to review Navigation Regulations as described in paragraph 334.380 of Chapter 2, of U.S. Coast Pilot 4, Atlantic Coast: Cape Henry to Key West (45th) Edition when operating south of the entrance to the Chesapeake Bay. Firing will take place only during daylight hours and red flags will be displayed at conspicuous locations on the beach at the facility. Vessels shall proceed through the area with caution and shall remain in the area no longer than necessary for transit.

Thimble Shoal Channel/Chesapeake Bay Bridge Tunnel Survey Work:
The M/V MOREEN YVETTE will be conducting a geophysical survey in the vicinity of the Thimble Shoal Channel (36-57-09.332N, 076-01-21.202W) portion of the Chesapeake Bay Bridge Tunnel from 25 February until 04 March, 2014. Operations include towing submerged sensors. The survey vessel may be contacted on VHF-FM channels 13 and 16. (5th District LNM Week 08/2014)
A geotechnical survey will be conducted in the Thimble Shoal Channel portion of the Chesapeake Bay Bridge Tunnel from 17 March until 27 March, 2014. The Dredge C. R. McCASKILL will be conducting dredging operations in Beaufort Inlet (34.722170°-76.669451°) from 14 February until 14 April, 2014. Cape Fear River Bridges Repairs and Inspection:
Mariners are advised that concrete repairs are underway at the Thomas Rhodes Bridge on US 421/NC 321 across Cape Fear River, at mile 30.0, between Brunswick and New Hanover Counties, NC through November 22, 2014. This work utilizes a hydra platform and swing scaffold system on the roadway which can be moved clear when near the channel. In addition, cleaning and painting operations are in progress through August 29, 2014 in the navigation channels at Spans 11, 12, and 13 using a containment platform that reduces the available vertical clearance to approximately 52 feet, above MHW. Mariners are advised that the Cape Fear Memorial (vertical-lift) Bridge (34.227053° -77.952125°), at mile 26.8, across Cape Fear River, at Wilmington NC will be maintained in the closed position to vessels requiring an opening each day, from 8 a.m. to 4 p.m., beginning March 17, 2014 until March 28, 2014, to facilitate biannual inspections; however, vessel openings will be provided if at least a two-hour advance notice is given to the bridge tender at (910) 251-5773 or via marine radio on channel 13 VHF. The drawbridge will be able to open in the event of an emergency. At all other times, the drawbridge will operate in accordance with the regulations set out in Title 33 Code of Federal Regulations Part 117.822. Holden Beach Bridge Emergence Repairs:
Mariners are advised that emergency repairs are in progress to the damaged east side fender system at the NC-130 Bridge (33.916664°-78.267443°) across AICW mile 323.7, at Holden Beach, NC through February 28, 2014. To facilitate repairs between the hours of 7 a.m. and 7 p.m., a 23-foot wide work barge is moored on the east side channel reducing the available horizontal clearance from 90 feet to approximately 60 feet. North Carolina AICW Shoaling Reminder:
The following are a few of the continuing areas of shoaling in NC AICW waters. The first three are included in the most recent USCG 5th District LNM Week 06/2014, except as noted; the fourth is an area reported by cruisers. Check the USACE surveys at the sites given above and local sources for updated information.
1. To 2.7' IVO Cape Fear River/Little River Buoy 81 781-12 (Shallotte Inlet Crossing) (33.907229°-78.383899°)
2. To 3.4' IVO New River/Cape Fear River Buoy 121 685-13 (Mason Inlet, between the Figure Eight Island Bridge and the Wrightsville Beach Bridge) (34-14-59.481N, 077-46-56.297W)
3. Browns Inlet Crossing, North of the Onslow Beach Bridge, (34.598523°-77.241191°) Mile 238. Shoaling, shifting channel and often different markers than charted. This is a good example of many problem areas where an inlet, creek or river flows into or across the AICW causing frequent shoaling and changes.
Shallotte Inlet Dredging:
The Dredge E. W. ELLEFSEN will be conducting dredging operations and beach nourishment at Shallotte Inlet (33.903747° -78.381969°) from 14 February until 31 March, 2014. Dredged material will be transported to the beach via a submerged pipeline. The dredge and assisting vessels will monitor VHF-FM channels 13 and 16. (5th District LNM Week 06/2014)

First District Dredging Projects and Nav Aid Changes:
There have been a number of dredging projects announced in recent First District USCG Local Notice to Mariners. Check the list of current projects in the Summary of General Projects Still in Effect in LNM Week 08/2014. The LNM beginning date is given in the last column and the actual finish date in the next to the last. Recreational boaters hopefully should not be inconvenienced by these, as would be boaters in warmer climates of the Fifth and Seventh Districts. When the weather is good for boating again, there should be a lot of deeper water around in the First District.
Also on same website check LNM Week 08/2014, pages 15-19, for the list of changes or proposed change to Aids To Navigation in the First District. It is too long to include here. The types of changes involve removal of sound signals such as bells and gongs, changes in nominal range as a result of the change to LED lighting and the change in fog signals of some major aids to MRASS (Marine Radio Activated Sound Signals.
