Great Bridge Lock Closed, Low Tide Openings Only:
The Norfolk District, U.S. Army Corps of Engineers is working to repair the Great Bridge Lock after an underwater valve failed Tuesday.
While Corps officials review a plan to make inspections and repairs, the district will operate the lock in favorable wind conditions and at low tide, when the water levels of the river and canal are even.
According to Betty Waring, Norfolk District's Operations Branch chief, divers performed a limited diagnostic inspection of the lock's valve system Tuesday and found the concrete anchoring the valve had deteriorated.
Waring said the repair plan will include the construction of a coffer dam to dewater the valve area and perform a complete inspection of the damages.
Once the coffer dam is in place, the Corps can operate the locks on a normal schedule.
Construction of the coffer dam will take about six working days, once the district awards a contract for the work.
"We are working with our Corps division and headquarters offices to identify a funding source for the repairs," Waring said. "The total cost will not be known until we are able to completely inspect the valve system with the coffer dam in place."
Until the valve system is inspected, the estimated repair date is unknown.
With limited ability to open the locks, vessels have been able to transit the locks; however, there are some time delays.
Norfolk District maintains the lock, which was constructed in 1932, and conducts routine structural inspections; however, there are no standards for preventative maintenance of underwater valves, Corps officials said.
The Atlantic Intracoastal Waterway is a major inland protected route for commercial traffic, especially barges supplying fuel to the Oceana Naval Air Station in Virginia Beach, Va.
Recreational vessels can continue to use the Deep Creek and South Mills Locks on the Dismal Swamp Canal, which are operational for boats that draft less than six feet.
Operators at the Dismal Swamp Canal locks reported increased vessel traffic, but no delays.

Severe Shoaling South of McClellanville:
The ACOE of Charleston, South Carolina has reported the location of severe shoaling in the AICW South of McClellanville, South Carolina. This area of severe shoaling is most significant between and near Winyah Bay-Charleston Harbor Daybeacon 35A (LLNR 34237) and Winyah Bay-Charleston Harbor Daybeacon 37(LLNR 34240). Further information can be found on the ACOE Charleston website at http://www.sac.usace.army.mil/ The ACOE has no future plans for dredging due to budget restrictions. End of NOAA Traditional Paper Charts:
NOAA ANNOUNCES END OF TRADITIONAL PAPER NAUTICAL CHARTS. NOAA-certified Print-on-Demand partners will continue to sell up-to-date paper nautical charts. For more information, contact: Dawn Forsythe, 301-713-2780 x144. NOAA's Office of Coast Survey, which creates and maintains the nation's suite of a thousand nautical charts of U.S. coastal waters, announced major changes ahead for mariners and others who use nautical charts. Starting April 13, 2014, the federal government will no longer print traditional lithographic (paper) nautical charts. "Like most other mariners, I grew up on NOAA lithographic charts, and have used them for years," said Rear Admiral Gerd Glang, director of NOAA's Office of Coast Survey. "We know that changing chart formats and availability will be a difficult change for some mariners who love their traditional paper charts." Since 1862, those lithographic nautical charts -- available in marine shops and other stores -- have been printed by the U.S. government and sold to the public by commercial vendors. The decision to stop production is based on several factors: the declining use of lithographic charts, the increasing use of digital and electronic charts, and federal budget realities."With the end of traditional paper charts, our primary concern continues to be making sure that boaters, fishing vessels, and commercial mariners have access to the most accurate, up-to-date nautical chart in a format that works well for them, " explained Capt. Shep Smith, chief of Coast Survey's Marine Chart Division. "Fortunately, advancements in computing and mobile technologies give us many more options than was possible years ago." NOAA will continue to create and maintain other forms of nautical charts, including the increasingly popular Print on Demand (POD) charts, updated paper charts available from NOAA-certified printers. NOAA electronic navigational charts (NOAA ENC®) and raster navigational charts (NOAA RNC®), used in a variety of electronic charting systems, are also updated weekly and are available for free download from the Coast Survey website. NOAA announced a new product as well: full-scale PDF (Portable Digital Format) nautical charts, available for free download on a trial basis. The world of navigation is benefitting from advances in technology, Smith explained. He said that NOAA will consult with chart users and private businesses about the future of U.S. navigation, especially exploring the use of NOAA charts as the basis for new products.
"Customers frequently ask us for special printed features, such as waterproof charts, special papers, or chart books containing additional information," he explained. "We are investigating new opportunities for companies to fill these market niches, using the most up-to-date information directly from NOAA." NOAA's Office of Coast Survey is the nation's nautical chartmaker. Originally formed by President Thomas Jefferson in 1807, Coast Survey updates charts, surveys the coastal seafloor, responds to maritime emergencies, and searches for underwater obstructions that pose a danger to navigation. It's Right Whale Season Again:
From November to April the coastal waters between Altamaha Sound, GA, and Sebastian Inlet, FL, are used as calving grounds by the critically endangered right whale. Critically endangered right whales, including females with very young calves, may be encountered in offshore and coastal waters. Right whales are slow moving and at risk of serious injury or death due to collisions with vessels. U.S. law (50 CFR 224.105) prohibits operating vessels 65 feet (19.8 m) or greater in excess of 10 knots in specific managed locations along the U.S. east coast during times when right whales are likely to be present. See enclosed compliance guide for the right whale ship strike reduction rule for specific times, areas, and exceptions to this law. Intentionally approaching within 500 yards of right whales is prohibited and is a violation of U.S. law. A minimum distance of 500 yards must be maintained from a sighted right whale unless hazardous to the vessel or its occupants. The National Oceanic and Atmospheric Administration (NOAA) recommends that operators assume that any whale sighting is a right whale unless confirmed otherwise. NOAA also recommends speeds of 10 knots or less in areas used by right whales and outside of seasonally managed areas when consistent with safety of navigation. NOAA also recommends operators use two-way whale avoidance routes within the WHALESSOUTH MSR area. Please report all right whale sightings and collisions to 877-WHALE-HELP, or to the Coast Guard via channel 16. WHALESSOUTH Mandatory Ship Reporting Area is active from November 15 to April 16. Despite the federal government reduction in funding, the USACE does a really good job at surveying and recording depths in the Atlantic Intracoastal Waterway (AICW). They may not be able to dredge every little shoal, but at least they let you know where the shoals are so you can plan accordingly. The Magenta Line:
All of us who have travelled the waters of the Intracoastal Waterway know of the magenta line. It is there to help us follow the correct route, but sometimes passes on the wrong side of markers, sometimes goes ashore, sometimes puts us aground. No wonder -- it's been around for about one hundred years. Change has been slow: it has been sometimes removed, sometimes rerouted but most often ignored by those who update the charts. Now, NOAA wants to do something about it, and is asking for input from users of the Intracoastal. Coastal Waters from Little River, South Carolina to Panama City, Florida
Southern Dredging Company Inc will commence dredge operations on or about November 5, 2013 with Dredge CHEROKEE. Dredge operations will occur between Cooper River Lighted Buoy 60 (LLNR 2925) and Lighted Buoy 73 (LLNR 3050). St. Marys Inlet Area Dredging:
Great Lakes Dock and Dredge will commence dredge operations on or about September 18, 2013 for the U.S. Naval Station Kings Bay (Entrance Channel Cut 1N and North Settling Basin). The dredging area is near the mouth of the St Marys Entrance channel from the southern shoreline to approximately 8,000ft offshore of the southern jetty encompassing the area between St Marys Entrance LB 14 (LLNR 6590) (30-42-40.470N, 081-23-11.483W) and St Marys Entrance LB 16 (LLNR 6595). The staging of the auxiliary equipment and dredge pipeline will be on the western bank of the Amelia River outside of the navigable channel between Amelia River LB 2 (LLNR 7045/37925) and Amelia River LB 4 (LLNR 7060/37940). The project consists of dredging approximately 210,000 cubic yards of material from the shipping channel and pumping the material through floating and submerged pipelines onto north Fernandina Beach. The Dredge ALASKA along with Booster: Texas JR, Survey Vessels: Pearl River and Cooper River, Tugs: Atlantic Dawn, Captain Hardhead, and Champion, and Derricks: Derrick 68 and 69 will monitor VHF channels 13 and 16. Dredging transit and disposal operations will proceed 24 hours per day/7 days per week until approximately December 1, 2013. St. Lucie Inlet Dredging:
Cashman Dredging and Marine Contracting Co., LLC will begin dredging operations on or about November 1st, 2013 with Dredge "CAPTAIN AJ FOURNIER" in the channel at St. Lucie Inlet (27.166368° -80.159150°) and the adjoining impoundment basin to their authorized depths. Material will be loaded into hopper barges and transported approximately 5.5 miles south of the inlet, down the Intracoastal Waterway, to Pecks Lake, where the barge unloader "Bean 20" will be moored. The dredge material will then be pumped onto the beach through a submerged pipeline. The dredging activities will extend approximately 300 feet eastward and approximately 2,300' westward from the entrance of the jetties. The dredge will be supported by the crew launch/survey vessel "Cape Elizabeth". All vessels will monitor VHF channels 13, 16, and use 74 as the working channel. The dredge will operate 7 days a week, 24 hours a day. The work is scheduled to be completed on or about February 28th, 2014. Okeechobee Waterway Update:
On November 7, 2013 at 2400 hours the lake level was reported at 15.05 feet and the navigational depths were reported at 8.99 feet for Route 1 (26°58'32.23'N, 80°38'22.92'W) and 7.19 feet for Route 2 (Rim Route) (26°47'0.61'N, 26°47'0.61'N) You can usually check the daily lake level and navigational depths at http://w3.saj.usace.army.mil/h2o/reports/r-oke.html
Revised Moore Have Lock Operating Hours:
1. The U.S. Army Corps of Engineers, Jacksonville District has announced revised operating hours for Moore Haven Lock on the Okeechobee Waterway. The change is scheduled to take effect 19 October 2013. Moore Haven Lock is located at Lat /Long 26-50-23.68 N / 081-05-13.19 W.
2. The new operating hours at Moore Haven Lock & Dam will be 0700 to 1900 seven days per week. Lock openings are restricted on Wednesday and Thursday to 0800, 1000, 1200, 1400, 1600, and 1700. (USACE Jacksonville District)
Boca Raton Inlet Dredging:
The City of Boca Raton – Municipal Services, dredging within the interior of the Boca Raton Inlet (26.335251° -80.072247°) between the A1A drawbridge and the eastern tips of the jetties. While dredging, the vessels will be displaying lights and day boards as required, and may temporally impede the flow of traffic through the inlet channel. Activities are outside of the ICW, and will not impact any marine traffic in the ICW. The dredge and tug Capt Al will monitor channel 16. Operations will occur intermittently during daylight hours Monday-Friday. This is an on-going channel maintenance utilizing a floating cutter suction dredge bypassing plant that operates continuously as needed, and the City intends for this to be a perpetual operation. The project POC is Jennifer Bistyga 561-416-3397 and emergency contact number is Captain Al Bitterling 561-239-0382. Mariners are urged to minimize wake and proceed with caution. Florida Beach Renourishment Dredging:

Bakers Haulover AICW Shoaling Update:
Severe shoaling continues to encroach the Intracoastal Waterway near Bakers Haulover Inlet. The shoaling has been reported most severe in the vicinity of Biscayne Bay Buoy 7B (LLNR 47828) (25-54-11.963N, 080-07-47.682W) and extends west beyond the approximate center of the channel. As of October 11th, 2013, the available channel depth at low tide was recorded to be 6 feet between Biscayne Bay Buoy 7B and the west side of the channel. This area is subject to frequent changes in depth and direction due to the shifting shoals. Mariners are advised to exercise extreme caution, seek local knowledge when transiting the area, and use an alternate route when necessary. (7th District LNM Week 42/2013)
Carysfort Reef Light Unsafe:
Carysfort Reef Light (LLNR 945) structure is considered unsafe. A temporary light has been established in position 25-13-36.890N 080-12-33.221W. The TRLT displays a Q W with a 4M range. Mariners are advised to exercise extreme caution when transiting the area. (7th District LNM Week 43/2013)
Rebecca Shoal Light: (UPDATE: 10/10/2013-TRLB Missing):
Rebecca Shoal Light (LLNR 1090) (24-34-44.484N, 082-35-06.776W) is extinguished and the structure is unsafe. Due to mitigating circumstances the aid will not be temporarily relit. The area surrounding the Light is considered a hazard to navigation. The TRLB with Fl Q W characteristics is missing. Mariners are advised to avoid the area. (7th District LNM Week 42/2013)
Sand Key Light Reminder:
Sand Key Light (LLNR 1055) is extinguished and the structure is considered unsafe. A temporary light has been established in position 24-27-20.941N 081-52-38.313W. Research Mooring Balls, Florida Straits, Update:
The U.S. Department of State Bureau of Oceans and International Environmental and Scientific Affairs have approved the install of (7) Research Mooring Buoys stretching roughly from the Florida Keys to Cuba. The Research Vessel B/O Justo Sierra will be conducting marine scientific research studying the measurement of inflows and outflows of the Gulf. The research apparatus is anchored by a 2000lb weight and held vertical by a flotation balloon at 130ft below the surface. The buoys will remain in position through 2014. Mariners are to avoid close proximity, or any other interference of these buoy's data gathering function. All (7) EFL Research Instrumented Mooring Buoys are listed below with updated position information.

Beach Renourishment, Captiva and Sanibel Islands Update:
Great Lakes Dredge and Dock, LLC has completed dredge mobilization efforts for the Captiva and Sanibel Islands (26.483740-82.187788°) Beach Renourishment project in Lee County, Florida. Work is expected to be complete on or around December 1, 2013. While dredging, the vessels will be displaying lights and dayboards as required, and may temporally impede the flow of traffic through the channel. The dredges 'DODGE ISLAND' and 'PADRE ISLAND' will work on Channel 79 and monitor VHF Channels 13 and 16. Primary operations will be 24 hours a day, 7 days a week. A submerged pipeline will be utilized from the dredge to the discharge area. The path of the pipeline will be properly marked IAW USCG 33 CFR 88.15. Buoys with 'Caution Submerged Pipeline' will mark the submerged line. Florida Bridge Update: From the USCG 7th District LNM Week 45/2013:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can "Search" a bridge name for previous East Coast Alerts that may contain information that is still current. Bridges that have vertical height reduced (or other severe restriction) will remain on this list until the restriction is removed.
Main Street Bridge, Jacksonville: Due to an increase in vehicle traffic on the Main Street Bridge (30.322626° -81.658613°) caused by the shutdown of the Mathews Bridge (30.326880° -81.621531°) the Coast Guard Captain of the Port Jacksonville advises all mariners the Main Street Bridge, mile 24.7, St Johns River, Jacksonville has been placed on a limited openings schedule to accommodate increased vehicular traffic due to the closure of the Mathews Bridge. The Main Street Bridge will be closed to navigation from 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday through Friday. Limited openings will continue until repairs are completed on the Mathews Bridge. Vessel traffic may contact the bridge tender on VHF-FM channel 9 for additional information.
FEC RR Bridge: Due to a mechanical failure, the FEC Railroad Bridge (30.322433°-81.665564°) across the St Johns River, Jacksonville, Florida has been placed on a limited opening schedule. This bridge will remain open to navigation from 9:00 a.m. to 10:00 a.m., 2:00 p.m. to 3:00 p.m. and from 7:00 p.m. to 10:00 p.m., Monday through Friday, and from 9:00 a.m. to 10:00 a.m., 2:00 p.m. to 4:00 p.m., and from 7:00 p.m. to 10:00 p.m. Saturday and Sunday, at all other times the bridge will be closed to navigation. The bridge owner is in the process of manufacturing a part in order to replace the broken bearing. If the bearing fails before the new part can be delivered, the bridge will need to be operated manually with additional restrictions implemented.
The FEC Railroad Bridge across the St Johns River, Jacksonville, Florida will be closed to navigation from December 6 through December 13, 2013 for repairs. These dates were chosen to not interfere with the Boat Parade and other water related events scheduled in December.
NASA Parkway Bridge (AICW Mile 885): Update. Royal Bridge Incorporated has advised the Coast Guard that they will be painting the NASA Parkway/Addison Point/SR 405 Bridge (28.527151° -80.765469°) across the Atlantic Intracoastal Waterway mile 885, Canaveral, Florida from April 1 to November 30, 2013. This office has been advised that only one of the four spans is open; therefore, the mariner will need to request a normal bridge opening at this location. The draw shall open a single-leaf on signal; except that, from 6:00 a.m. to 8:00 a.m. and 3:30 p.m. to 5:30 p.m. Monday through Friday, except Federal holidays, the draw need not open. A double-leaf opening is available with a four hour notice to the bridge tender.
US 192 Bridge: M&J Construction Company will be repairing and painting the SR 500 (US 192) Bridge across the Atlantic Intracoastal Waterway, Canaveral, Florida. The vertical clearance of the 65 foot high bridge will be reduced by three feet on one-half the channel from September 3, 2013 through August 24, 2014. Mariners are requested to proceed with caution through this area.
Flagler Memorial Bridge (AICW Mile 1021.8): Update: The Florida Department of Transportation contractor Archer Western has been authorized to limit the horizontal navigational clearance to 25 feet at night and 70 feet during the day, for the emergency repairs of the existing Flagler Memorial Bridge (26.718169° -80.047089°) across the Atlantic Intracoastal Waterway mile 1021.8, Palm Beach, Florida, starting on July 8, 2013. Night time restrictions will limit horizontal clearance to 25 feet between the hours of 9:00 p.m. and 6:00 a.m. daily for up to four month. The Flagler Memorial Bridge will be left in the open to navigation position between these hours.
The full 70 feet of horizontal clearance will be made available with a four hour notice to the on-scene tug. The temporary waterway restriction limiting horizontal clearance to 70 feet will remain in effect at the existing Flagler Memorial Bridge until the replacement bridge is complete. Mariners are advised that changes to navigational clearance may be necessary as repair conditions develop.
The temporary regulations for the Flagler Memorial and Royal Park Bridges (26.705949°-80.045181°) will remain as follows: Flagler Memorial Bridge schedule will remain on the quarter hour and three-quarter hour except that from 8:16 a.m. to 9:14 a.m. and from 4:16 p.m. to 5:14 p.m., The Royal Park Bridge will remain on the hour and hour-hour schedule except that from 8:01 a.m. to 8:59 a.m. and from 4:31 p.m. to 5:29 p.m. this bridge will be allowed to remain closed to navigation, Monday through Friday until the repairs are completed on the Flagler Memorial Bridge.
Archer Western Inc has advised the bridge owner that they will have divers around the structure in and around the navigable channel Mariners are reminded to avoid diving flags at all times and if the waterway is too restrictive due to this operation to come to all stop until the divers have moved outside the navigable channel. The Coast Guard is working with the bridge owner to address additional safety concerns created by this diving operation.
Due to the unusual circumstances associated with the bridge structure, the bridge owner has requested an emergency back-up plan in case the repairs are unable to be accomplished as anticipated. If the Flagler Memorial Bridge malfunctions and is left in the open to navigation position, the Royal Park and Southern Boulevard Bridges will be placed on restricted schedules to accommodate increased vehicular traffic.
If an emergency occurs, the Royal Park Bridge will be on an hourly schedule at the quarter after the hour, except that from 8:16 a.m. to 10:14 a.m. and from 4:16 p.m. to 6:14 p.m. this bridge will be allowed to remain closed to navigation. The Southern Boulevard Bridge will remain on the twice an hour schedule (top of the hour and bottom of the hour), except that from 8:31 a.m. to 9:59 a.m. and from 4:31 p.m. to 5:59 p.m. this bridge will be allowed to remain closed to navigation.
Additional waterway restrictions will be promulgated once the new Flagler Memorial Bridge construction commences.
Lake Avenue Bridge (AICW Mile 1028.0): Future Bridge Regulations/Bridge Repair. The Florida Department of Transportation has initiated coordination with the Coast Guard to consider regulations on the Lake Avenue/Robert Harris Bridge, across the Atlantic Intracoastal Waterway mile 1028.0, Lake Worth, Palm Beach County, Florida, which will allow for some bridge closures and temporary regulation changes to order to facilitate construction/repair activity on this bridge. The Coast Guard has agreed to allow this bridge to remain closed to navigation from 7:00 a.m. to 11:00 a.m. daily, Monday through Friday, except Federal holidays. This bridge will be allowed to open once an hour on the top of hour for the remainder of the day if the contractor is working 24 hours a day if they are only working during daylight hours the hourly opening will be adjusted. The vertical clearance of the bridge will be reduced by 5 feet which will allow for a vertical clearance of 30 feet in the closed position. FDOT has advised this office that they will provide at least 120 days of notice prior to the start of this construction and implementation of the regulations.
Lantana Bridge (AICW Mile 1031) Update: GLF Construction Corporation has advised this office that the demolition and replacement of the East Ocean Avenue Bridge (26.583375°-80.046117°) across the Atlantic Intracoastal Waterway mile 1031, Lantana, Palm Beach County, Florida will start on March 20, 2012 and will continue until November 15, 2013. From October 7, 2013 through November 15, 2013 it will be necessary, for testing purposes during working hours, to intermittently lower either the east or west bascule leaf in the down position with other leaf in the up position. This will allow 60 feet of horizontal clearance, with unlimited vertical clearance, on at least one side of the AICW. Both bascule leafs will be left in the up position during non-working hours. Las Olas Bridge (AICW Mile 1064.0): The East Las Olas Bridge (26.119285° -80.109001°) across the Atlantic Intracoastal Waterway, Fort Lauderdale, Broward County, Florida is being repaired. The bridge is on the same operating schedule; but there may be short delays when equipment and personnel need to removed from the bridge for an opening. This work is expected to continue until March 1, 2014. The Coast Guard has approved Kiewit Infrastructure South Company request to place the East Las Olas Bridge across the Atlantic Intracoastal Waterway, Ft Lauderdale, Broward County, Florida on single-leaf openings on the quarter-hour with a four hour advance notice for a double-leaf opening to the bridge tender. The East Las Olas Bridge provides a vertical clearance of 24 in the closed position and a horizontal clearance of 40 feet with one-leaf in the down position. This temporary restriction is anticipated to remain in effect until March 1, 2014.

Barnegat Bay Bridge Closure:
S37 (lift) Bridge – NPRM forwarded for signing by District Commander. The proposal would allow the draw span to be maintained in the closed position to navigation on three four-month closure periods to facilitate extensive repairs beginning at 0800 on 1 DEC 2015 until 2000 on 31 MAR 2016; from 0800 on 1 DEC 2016 until 2000 on 31 MAR 2017; and from 0800 on 1 DEC 2017 until 2000 on March 31, 2018. Susquehanna River Bridge Underwater Inspections:
Mariners are advised that engineering consultants, on behalf of the Maryland Transportation Authority, will be performing underwater inspections on the bridge piers (Piers 3 – 12) at the Millard E. Tydings Memorial Bridge on I-95, at mile 3.2, over Susquehanna River in Havre De Grace, MD. The inspections will take place beginning November 4 until November 15, 2013 Monday to Friday, from 7 a.m. to 5 p.m. The team will operate from a 26-foot aluminum boat; will have a four-man dive team (consisting of a dive supervisor, diver, tender and standby diver) for the underwater inspection operations and will be moored or tied off to the piers. Dive flags will be flown. The team will work with vessel traffic and bridge construction crews so as not to impede the waterway. Mariners should exercise caution when transiting the area. Flares and Cannon Fire, Baltimore:
Mariners are advised that a series of flares will be fired over the Chesapeake Bay from a boat located near North Point State Park at Essex, MD, on or about November 10, 2013, between 8 a.m. and 3 p.m. The small boat will be in the vicinity at all times. In addition, a series of mock canon firings (with sound and smoke) will occur in Baltimore Harbor from the Pride of Baltimore II while moored at Lighthouse Point Marina at Baltimore, MD, on or about November 11, 2013, between 8 a.m. and noon. Shoreline Restoration, Kent Island:
Mariners are advised that shoreline restoration operations are scheduled to continue in the Chester River through December 31, 2013, 7 days a week, 24 hours a day (as required). The project includes the construction of stone structures along the shoreline at the Ferry Point Park in Queen Anne's County, MD. Stone material will be transported to the site by barge. The project includes hydraulic dredging of the navigation channel in the Kent Island Narrows (north approach), with the dredged material transported via pipeline to the shoreline restoration site. Warning buoys marking the dredge pipeline will be in place; the route of the pipeline will be from the channel to several locations along the north end of Ferry Point. Marine equipment on site will include 1-pushboat, 2-spud barges, 1-hydraulic dredge, 1-crane barge, 1-crew boat, and 2-dredge tenders. All equipment is marked and lighted in accordance with USCG Regulations. Cable Installation in Kent Narrows:
Mariners are advised that submarine cable installation operations are scheduled to occur at the Kent Narrows (MD-18B) Bridge across Kent Island Narrows in Queen Anne's County, MD, from 8 a.m. on December 2, 2013 through 6 p.m. on December 15, 2013. To facilitate the sensitive placement of the new cable, a work barge and support boats are required to be located within the federal navigation channel during daylight hours, from approximately 6 a.m. to 6 p.m., daily during this period. Divers will be in the water from approximately 7 a.m. to 5 p.m. At all other times during this period, the work barge will be located adjacent to either the West or East Bascule Pier during the project. All marine equipment will be marked and lighted in accordance with USCG Regulations. The navigation channel in the vicinity of the bridge will be restricted during this period and will not be passable. Vessels and persons transiting Kent Island Narrows outside the navigation channel, around the work site, do so at their discretion. It is crucial that mariners operating near the work site eliminate wakes. During the period of the submarine cable project, USCG bridge opening regulations for the drawbridge will remain unaffected and the bridge tender will remain present as advertised. Chesapeake Bay Bridge Underwater Inspections:
Mariners are advised that an engineering firm, on behalf of the Maryland Transportation Administration (MDTA), will perform underwater inspections at the William P. Lane Jr., Memorial (West Suspension) (38.975975° -76.375666°) across Chesapeake Bay, at mile 138.0, between Sandy Point and Kent Island MD. All inspections will be performed each day, Monday through Friday, from 7 a.m. to 6 p.m., beginning September 16, 2013 through February 28, 2014. The underwater inspections will be performed at the Westbound Bay Bridge approach span piers, will take place from a 26-foot aluminum work skiff, will be in the channel from 7 a.m. to 6 p.m., and have a minimum four-man dive team. The maximum dive depths are 60 Feet, but are typically less than 30 feet. The inspection team boat will work with vessel traffic and MDTA operations so as not to impede the waterway. Anacostia River DC Replacement Bridge Proposal:
A request has been received by the Commander, Fifth District Coast Guard (CG) from the District Department of Transportation (DDOT) regarding the replacement of a bridge over a navigable waterway of the United States. DDOT is proposing to replace the existing swing-type Frederick Douglas Memorial Bridge (South Capitol Street) over the Anacostia River in Southwest Washington DC, with a new fixed bridge at essentially the same location. The replacement project will modify the existing vertical and horizontal clearances of the bridge. Presently, in the closed position to vessels, the charted vertical clearance of the existing swing-type bridge is 40 feet above mean high water (MHW), with unlimited vertical clearance in the full open position. The existing horizontal clearance is two channels of 149 feet each. The proposed replacement will be a fixed bridge that will provide a vertical clearance of 42 feet above MHW, with a proposed horizontal clearance of 150 feet. It is requested that the CG be provided with navigational information such as the sizes and types of vessels presently owned and operated on the Anacostia River as they relate to the proposed vertical and horizontal clearances. Urbanna Creek Electrical Cable Installation:
Crofton Diving Corp. will be installing electrical cable across Urbanna Creek parallel to the Rt. 227 Bridge from 28 October until 01 December, 2013. Installation equipment and operations includes horizontal cable boring, barge and crane operations, commercial diving and general marine construction. The channel will be open to navigation and if necessary the supervisor and assisting vessels may be contacted on VHF-FM channels 13 and 16. Rudee Inlet Shoaling Update:

Navy Firing Exercises, James River Reserve Fleet Area:

I-64 High Rise Bridge Closure:
Mariners are advised that the I-64 (High Rise) Lift Bridge (36.757734°-76.296228°), at AICW mile 7.1, across the Southern Branch of the Elizabeth River, at Chesapeake VA, will be closed to vessels requiring an opening to facilitate maintenance of the moveable spans from 7 a.m., on Friday November 15, 2013 through 12 p.m., on Sunday November 17, 2013. The I64 Bridge has a vertical clearance in the closed position to vessels of approximately 65 feet, above mean high water. At all other times, the drawbridge will operate in accordance with the operating regulations set out in Title 33 Code of Federal Regulations Part 117.997(e). MOTSU Dredging, Cape Fear River:
The Bucket Dredge ATLANTIC will be conducting dredging operations at MOTSU (33.998032° -77.952876°) adjacent to the Cape Fear River, Lower Midnight Channel from 24 October until 15 April, 2014. Tugs and mud scows will transport spoil material to the offshore Ocean Dredged Material Disposal Site (ODMDS). The dredge and assisting vessels will monitor VHF-FM channels 13 and 16. NC AICW Bridge Work:
NOTE: While most of this is old news, we keep it active because it will affect Snowbirds and local boaters in these very busy waterways.
Morehead City RR Bridge (AICW Mile 203.8) Night Closures:
Mariners are advised that due to additional and unexpected repairs, restrictions have been extended through December 31, 2013 at the Carolina Coastal Railroad Bridge (34.720105°-76.693624°) across Newport River, at AICW mile 203.8, in Morehead City, NC. To perform added work, the drawbridge will continue to operate as follows: (1) During the day, from 5 a.m. to 8:30 p.m., the draw shall be maintained in the open position to vessels and would only be closed for the passage of trains and to perform periodic maintenance; and (2) At night, the draw need not open from 8:30 p.m. to 5 a.m., except an opening would be provided at 12 a.m. (midnight) if advance notice is given before 4 p.m. on the afternoon before the requested opening by calling (954) 658-4661 or via marine radio channels 13 or 16 VHF-FM. To facilitate continued repairs, mariners are advised that the S.R. 74 Bridge (34.216103° -77.812750°) across AICW mile 283.1, at Wrightsville Beach, NC, will only open on the hour between 7 a.m. and 7 p.m., for all vessels beginning on Tuesday, October 1, 2013 until Sunday, March 1, 2014. Also, each night between 7 p.m. and 7 a.m., vessel openings will be provided if at least two hours advance notice is given to the bridge tender at (910) 256-4519 or via marine radio on channel 13 VHF. At all other times, the drawbridge will operate in accordance with the regulations set out in Title 33 Code of Federal Regulations Part 117.821(a) (6). Because of a containment system positioned under the draw span until March 1, 2014 the available vertical clearance is reduced to approximately 18 feet above MHW. Vessels that can pass under the drawbridge without an opening may do so at all times and the drawbridge will be able to open for emergencies. Reduced Vertical Clearance During Fall Snowbird Season:
Mariners are advised that rehabilitation work will be conducted at the US 421/Snows Cut Bridge (34.055532° -77.899558°) across AICW mile 295.7, at Carolina Beach, NC beginning October 1, 2013 through January 1, 2014. To facilitate the work, a snooper truck will periodically reduce the available vertical clearance to approximately 59 feet above MHW. Mariners should use extreme caution when transiting the area. Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey
Naval Vessel Protection Zone, New York:
The Coast Guard will be enforcing a Naval Vessel Protection Zone during the USS NEW YORK port call from on, or about Friday, Nov 8 at 10:30 a.m. when the vessel enters Ambrose Channel until Tuesday, Nov 12, at 5 p.m. when the vessel departs Ambrose Channel. Naval Vessel Protection Zone (NVPZ): is a 500 yard regulated area of water surrounding large U.S. naval vessels. The U.S. Coast Guard, New York City Police Department, Port Authority Police Department and New Jersey State Police will enforce the NVPZ surrounding the USS NEW YORK. The NVPZ is in effect at all times while the USS NEW YORK is underway, at anchor or moored. No vessel or person is allowed within 100 yards of the USS NEW YORK unless authorized by the Coast Guard. When within a NVPZ, all vessels shall operate at the minimum speed necessary to maintain a safe course, unless required to maintain speed by the Navigation Rules, and shall proceed as directed by the Coast Guard Patrol Commander (PATCOM) onboard the USS NEW YORK. VTS NY will issue traffic safety advisories as needed. Persons violating this regulation are subject to a penalty of up to $50,000 and/or imprisonment for not more than 5 years. Overtaking Restriction: Once the USS NEW YORK has entered Ambrose Channel no Tug/Barge, or Deep Draft vessels are allowed to overtake the USS NEW YORK while inbound; however, vessels are allowed to allow the ship inbound at a safe distance. Outbound vessel traffic is allowed. The potential exists for unanticipated delays to ship movements and/or implementation of additional vessel controls with little or no warning within the Port of NY/NJ from Friday, Nov 8, to Tuesday, Nov 12, 2013. Diving Ops, Bronx Shoreline:

Tappan Zee Bridge Replacement Updates:
Dreedging is being done in the Hudson River upstream and parallel of the Tappan Zee Bridge. Excavation is in the shallow water to the east & west side of the Federal Navigation Channel. Various barges are anchored outside of the Federal Navigation Channel upstream of the bridge. The hours of operation are 7 days a week, 24 hours a day. On scene are the dredges WEEKS 506 & 551, tugs & barges that are lit. The dredge and tugs are monitoring VHF-FM channel 13 & 16. Mariners are urged to use extreme caution and transit the area at their slowest safe speed to create minimum wake after passing arrangements have been made. Crews are layering sand and stones within the dredged channel in the vicinity of the Westchester landing (north) through Nov 22, 2013. Hazard: There are buoy markers establishing perimeters. The buoys are lit with white flashing lights. Cables strung between these buoys present a significant hazard to people and water craft. All vessels should remain 1000 feet outside of these areas and notification is required prior to entry. Contact: Weeks 263 on Marine Channel 69. Operational hours: 0700-1730, Monday-Saturday. Regulated Navigation Area:
The US Coast Guard has established a temporary regulated navigation area (RNA) on waters of the Hudson River in the vicinity of the Tappan Zee Bridge (41.068388° -73.895171°) during bridge replacement operations. New Temporary Nav Lights for Tappan Zee Bridge:
On or about mid October 2013 temporary navigational lights will be relocated as per the diagram below at the existing Tappan Zee Bridge (41.068388° -73.895171°) across the Hudson River at mile 27.0. The new temporary navigational lighting plan includes marking the 600 foot wide main channel by affixing four-180° steady, red navigation lights to the underside of the main span, 2 each on the upstream and downstream sides of the structure, 300 feet either side of the centerline of the bridge. Each green center of channel light will have 3 white lights stacked vertically above it. The center 600' feet of the Main Navigation Channel will be free for the passage of marine traffic and clear of all obstructions at all times. This temporary configuration is expected to be in place through mid-2015, at which time more detailed information for channel restrictions and closures during the installation of the superstructure of the new main spans will be published. Dredging will done in Sandy Hook Channel, between Sandy Hook Channel Lighted Gong Buoy 13 (LLNR 35165) (40-28-51.986N, 074-00-39.701W) and Sandy Hook Channel Lighted Gong Buoy 11 (LLNR 35155) from November 1, 2013 - January 31, 2014. The hours of operation will be 7 days a week, 24 hours a day. On scene will be the a dredge, tug & barges that will be monitoring VHF-FM channels 13 and 16. Mariners are requested to process with extreme caution and transit the area at their slowest safe speed to create minimum wake after passing arrangements have been made.
