Shoaling Again in Two Florida Inlets:
St. Augustine Inlet:
Due to the shifting shoal St Augustine Inlet Buoy 6 has been established in position 29-54-44.784N 081-16-54.191W to mark best water. All mariners are advised to exercise caution while transiting the area. (7th District LNM 21)
Due to shoaling on the south side of the channel St Augustine Inlet Temporary LB 5A has been changed to 5B position 29-54-44.830N 081-16-36.786W. And a Temporary BUOY 5A has been established in position 29-54-48.338N 081-16-22.501W. All mariners are advised to exercise caution while transition the area. (7th District LNM 19)
Ponce De Leon Inlet:
Shoaling has been reported in the vicinity of Ponce De Leon Inlet Buoy 7A (LLNR 9543). The shoal encroaches 15 yards channel ward with a depth of 6 feet. Ponce De Leon Inlet TEMP Buoy 8A has been relocated to position 29-04-29.336N 080-55-22.262W to mark best water due to shoaling. All mariners are advised to exercise caution while transiting the area. (7th District LNM 21)
Shoaling in Two AICW Areas Near Florida Inlets, Despite Recent Dredging:
Ponce De Leon Cut:
Due to the shifting shoal in the vicinity of Ponce De Leon Cut the following aids have been reposition or established:
Inlet Harbor Buoy 2 (LLNR 40515) moved to 29-05-31.511N 080-56-37.046W
Inlet Harbor Buoy 2A (LLNR 40515.1) 29-05-16.307N 080-56-16.664W
Temp Inlet Harbor Buoy 2B has been established 29-05-10.367N 080-56-11.204W. All mariners are advised to exercise caution while transiting the area. (7th District LNM 21)
Biscayne Bay, Bakers Haulover Inlet:
Due to shifting shoal Biscayne Bay Buoy 6B (LLNR 47823) is off station last know position 25-54-08.219N 080-07-52.126W and Temporary Biscayne Bay Buoy 7B is severely sanded in from shoaling last known position 25-54-07.437N 080-07-51.189W. All mariners are requested to transit the area with extreme caution. (7th District LNM 21)
Okeechobee Waterway Drought Restriction:
There are only two lockages at the WP Franklin and the St. Lucie Locks, at 0900 and 1600 as of May 23, 2011. See details and other updates in the Seventh District Alerts below.
Indiantown Road Bridge (AICW Mile 1006.2) Restrictions:
The SR 706 (Indiantown Road) Bridge, Atlantic Intracoastal Waterway mile 1006.2, Jupiter, Palm Beach County, Florida will be painted in the near future. Due to this bridge being a single-leaf span, it will be necessary to restrict the operation of this bridge to allow for a containment system to be placed on the bridge for a period of time. For this reason, the Coast Guard will allow this bridge to remain closed to navigation from 7:00 a.m. to 11:00 a.m. daily and to open only on the hour at the top of the hour for the rest of the day. The work will require a vertical clearance reduction of 3 feet. This work is scheduled to start in June, 2011. The project schedule will be published in the Local Notice to Mariners next week. (7th District LNM 20) NOTE: Southbound, this bridge is just beyond a blind curve, so be aware of this schedule change and of the strong current due to its proximity to Jupiter Inlet)
Centerville Turnpike Bridge Closure Cancelled:
Mariners are advised that the weather cooperated enough and both crews for the City of Chesapeake (the City), the bridge owner, and the contractor successfully completed all repair work at the Centerville Turnpike (SR170) Swing Bridge, at AIWW mile 15.2, across the Albemarle and Chesapeake Canal in Chesapeake VA. The bridge was reopened to roadway traffic and returned to the normal waterway opening schedule at 12:30 PM on Sunday 15 MAY 2011. The City will not need the backup closure on the weekend of 4-5 JUN 2011. (5th District LNM 20)
NE Florida Hazardous Operations:
Operations Hazardous to Surface Vessels will be conducted from 0000-2359 local daily 23 May to 29 May in the following areas:

ATLANTIC COAST PORT ACCESS ROUTES STUDY (ACPARS):
The Bureau of Ocean Energy Management Regulation and Enforcement (BOEMRE) have identified numerous locations on the Atlantic Continental Shelf for potential development of Offshore Renewable Energy Installation (OREI) sites. This initiative has the potential to impact maritime traffic along the entire Atlantic coast. LANTAREA is sponsoring an Atlantic Coast Port Access Routes Study (ACPARS) for the entire Atlantic coast (Maine to Florida), to examine these potential impacts, identify mitigation measures, and facilitate balancing multiple, and possibly competing, uses of the waters along the Atlantic coast.
In order to provide safe access routes for the movement of vessel traffic proceeding to or from ports or places along the eastern seaboard of the United States, the Coast Guard is conducting a Port Access Route Study (PARS) to evaluate the continued applicability of, and the need for modifications to, current vessel routing measures. The data gathered during this Atlantic Coast PARS may result in establishment of one or more new vessel routing measures, modification of existing routing measures, or disestablishment of existing routing measures off the Atlantic Coast between Maine and Florida. Mission: Conduct an aggressive port level outreach campaign to ensure Atlantic coast MTS stakeholders are cognizant of the ACPARS and are afforded the opportunity to provide input to the study, either directly to the official record or through local stakeholder meetings. Utilize regional partnerships and relationships between LANTAREA Coast Guard units and local port partners to gather Atlantic coast MTS user information, comments and concerns to be included in ACPARS considerations and study findings. We encourage stakeholders to comment to the docket. (5th and 7th District LNMs 20)

All U.S. vessels and mariners are advised that Israel is currently enforcing a blockade in the “Gaza Maritime Area.” The area is closed to all maritime traffic and the blockade is being enforced by the Israeli Navy. The Gaza Maritime Area is enclosed by the following coordinates:
U.S. vessels and mariners intending to enter the area are likely to face enforcement action by the Israeli Navy. The Department of State has also advised against travel by U.S. citizens to Gaza by any means, including by sea. Previous attempts to enter Gaza by sea have resulted in violent incidents and the detention and deportation of those involved. U.S. mariners are also reminded that procedures exist for the delivery of humanitarian cargo to Gaza via the Israeli port of Ashdod or the Egyptian port of El-Arish, where cargo can be screened. Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey
Merrimack River Entrance Shoaling:
The Coast Guard has received reports of recent shoaling formed in the vicinity of the Merrimack River Entrance. This danger is in addition to the previously charted shoaling areas just inside the North Jetty and to the north of the Federal Navigation Channel between the Merrimack Entrance Lighted Bell Buoy "2" (llnr 8995) and the Merrimack North Jetty Light 4 (llnr 9006). Mariners are advised to use caution while transiting the area, especially during extreme ebb tides. Mariners are also advised to remain inside the marked federal navigational channel at all times when transiting the Merrimack River Entrance. (First District LNM 21)
Channel Closure at Chelsea Street Bridge:
Construction of the new Chelsea Street Bridge, mile 1.2, across the Chelsea River between Chelsea and East Boston, Massachusetts is ongoing. The Captain of the Port at Coast Guard Sector Boston, has authorized a 72 hour channel closure from 7 a.m. on June 6, through 7 a.m. on June 9, 2011 to facilitate the demolition of the old bridge lift span assembly. No vessel traffic may transit the bridge during the 72 hour channel closure. (First District LNM 18)
New York Harbor:
U.S. NAVY FLEET WEEK May 25-June 1, 2011:
NAVAL VESSEL PROTECTION ZONE (NVPZ) & SAFETY ZONE:
The U.S. Coast Guard has established 500-yard safety/ security zones surrounding all Fleet Week 2011 participatory vessels in the navigable waters of the United States. When within a 500 yard safety/security zone, all vessels shall operate at the minimum safe speed necessary to maintain course and shall proceed as directed by the Coast Guard or Navy. Other law enforcement agencies will assist in maintaining the zones. No vessel or person is allowed within 100 yards of naval vessels without permission of the Captain of the Port. Naval Vessel Protection Zones are in effect AT ALL TIMES.
1. The following waterway restrictions and closures will be in effect during Fleet Week 2011.
• No vessels are authorized within the restricted area around the Stapleton Homeport Pier on Staten Island from 8:00 a.m., Tuesday, May 24, 2010 through 8:00 p.m., Wednesday, June 01, 2011.
• No vessels are authorized within 250 yards of the Manhattan Cruise Terminal on the Hudson River between the south east corner of Pier 86 and the northeast corner of Pier 92, from 4:00 a.m., Tuesday, May 24, 2011 through 8:00 p.m., Wednesday, June 01, 2011, with the exception of scheduled cruise ship arrivals and departures. Stapleton Anchorage 23B (immediately adjacent to Homeport Pier) will remain closed until June 01, 2011....
c. The potential exists for unanticipated delays to ship movement and/or implementation of additional vessel controls with little or no warning within the Port of NY/NJ from Wednesday, May 25, through Wednesday, June 01, 2011. d. Entry into or movement within the restricted zones is prohibited without the authorization of the Coast Guard Captain of the Port or the designated on-scene representative. Any person violating this regulation is subject to a penalty of up to $50,000 and/or imprisonment for not more than 5 years.

Boring in Buttermilk Channel:
Warren George Inc. will be taking 8 test borings in Buttermilk Channel, between Pier 10 and Buttermilk Channel Buoy 7 (LLNR 36995) and in the charted pipeline area between Pier Tango on Governors Island and Sullivan Street in Red Hook, from May 24 to June 24, 2011. Work hours are Monday-Friday, 0700-1700. Each test boring will be taken from the LITTLE C (58’ X 24’). Each boring is expected to take one day to complete. THE VESSEL CAN MOVE WITHIN THREE HOURS to not impede commercial navigation with notice via CH 13. The LITTLE C will notify Vessel Traffic Service New York (VTSNY) on VHF CH 14, thirty minutes prior to starting each boring and upon completion of each boring. No boring will be authorized if visibility is less than one nautical mile. Barges and Diving Ops Roosevelt Island:
Ken’s Marine Service will have two spud barges and two support vessels working within, and adjacent to, the charted Underwater Turbine Field along the eastern shore of Roosevelt Island, north of the Roosevelt Island Bridge. Work Hours are 0700-1900, during slack water, from June 6-10, 2011. Diving operations will also be conducted during this time. (First District LNM 21)
Hudson River Obstruction:
A partially submerged drydock has been reported in the mouth of Rondout Creek, along the Kingston shoreline, and extending into the Federal Channel. (First District LNM 21)
Dredging, New York Harbor:
Great Lakes Dredge & Dock (GLDD) is conducting maintenance dredging operations in South Brother Island Channel on a 24-hour / 7 days per week basis, from on, or about, May 20 to June 14, 2011. The Dredge 54, Tugs Melvin Lemmerhirt, Allie B, and Sarah Dann, Survey Vessel Wolf River, and hopper barges will be on scene. Additional vessels may be used as necessary. South Brother Island Channel will not be closed to navigation and dredges will MOVE ON DEMAND or when directed to move by Vessel Traffic Service New York (VTSNY). Dredge positions will be reported via VHF marine band radio referencing known geographical boundaries (i.e. 100 yards west of aton/point/etc). Dredges & support equipment are required to report their movements and positions to VTSNY on Channel 12 every two hours or anytime their position changes. VTSNY will provide these updates to the maritime community with their Traffic Reports. The Dredge will monitor VHF-FM Channels 13 & 12. Mariners are requested to contact the dredge on Channel 13 to make any necessary passing or moving arrangements. GLDD will coordinate their dredging with VTSNY and the terminal operators to minimize the impact on the adjacent berths. There are no restrictions on the size of vessel which may request the dredge to move. Each vessel transiting in the vicinity of a work area where the dredge is located is required to do so at reduced speed to maintain maneuverability while minimizing the effects of wake and surge. VTSNY will continually assess conditions in the dredging zone and surrounding areas and may make further changes to navigation restrictions as necessary. Dredging in Captree, NY, Long Island State Boat Channel:
Newborn Construction is conducting maintenance dredging operations on the Long Island State Boat Channel in Captree, NY with the dredge SCROD on a 24-hour / 7 days per week basis from 17-31 May 2011. The channel will not be closed to navigation and the dredge will move upon request. (First District LNM 20)
USCG Fifth District
Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina
NJ Bridge Restricted for Concert:
Mariners are advised beginning at 8 a.m. on Friday, June 24, 2011 and ending at 2 a.m. on Monday June 27, 2011, the US40-322 (Albany Avenue) Bridge, at ICW mile 70.0, across Inside Thorofare in Atlantic City, NJ will operate on a restricted schedule. To facilitate the free movement of vehicles over the bridge during the Dave Matthews Band three-day series of concerts and fireworks display, the drawbridge will only open on signal at 8 a.m., 10 a.m., 12 noon, 2 p.m., 4 p.m., 6 p.m., 8 p.m., and will open between 2 a.m. and 7 a.m. with four hours advance notice provided. The drawbridge will not open on signal, except as provided in this paragraph. At all other times, the drawbridge will operate in accordance with the operating regulations set out in Title 33 Code of Federal Regulations Part 117.733(f). The available vertical clearance in the closed position is approximately 10 feet, above mean high water. Mariners able to pass under the closed span may do so and use caution when transiting the area. (5th District Bridge Branch)
Cape May Canal Fog Signal to Change:
The U. S. Coast Guard proposes to change the sound signal on Cape May Canal West Entrance North Jetty Light 11 (LL 1675) from a fog detector activated sound signal to a Marine Radio Activated Sound Signal (MRASS). A MRASS is activated by mariners keying their VHF-FM radio a designated number of times on a designated VHF-FM channel as stated in the Remarks Column of the Light List. The sound signal is activated for a period of 30 minutes after which the activated assistance automatically turns off. Burlington-Bristol Bridge Emergency Repairs:
Mariners are advised that urgent repairs to operating cables will be conducted at the Burlington-Bristol (vertical-lift) Bridge, at mile 117.8, across the Delaware River, between Burlington NJ and Bristol PA. To facilitate the repairs, an 8-hour advance notice will be required for vessel openings of the drawbridge each day, from 7 a.m. to 3 p.m., on the following dates: May 18 to 20, 2011; May 23 to 26, 2011 and May 31, 2011. The available vertical clearance in the closed position to vessels is approximately 62 feet, above mean high water. Vessels able to pass under the closed span may do so at anytime and should use extreme caution when transiting the area. (5th District LNM 21)
Submerged Hazard in Sillery Bay, MD:
A unidentified submerged hazard to navigation has been reported 20 yards channelward of Sillery Bay Light 3 (LLNR 20120) in approximate position 39-05.5N, 076-26.75W. Mariners are urged to use caution when transiting this waterway. (5th District LNM 21)
Underwater Surveys in Kedges Straits, MD Eastern Shore:
Mariners are advised that underwater surveys are scheduled to occur in the Kedges Straits from May 21, 2011 until June 30, 2011. During this time, the Maryland Historical Trust is conducting electronic remote sensing surveys using up to two vessels following linear survey lines in Kedges Straits. One of the vessels on scene may be the M/V ROPER from the Institute of Maritime History. Depending on the suite of equipment being used cables may be towed 100 feet behind these vessels. Markers will be used and the cable will have colored floats on it. Mariners are requested not to pass between the floats and the survey vessel towing it. Interested mariners may contact the 27-foot Maycraft workboat, call sign “Maryland State Survey vessel”, or the 36-foo t trawler M/V ROPER, via marine band radio channel 16 VHF-FM. Jordan Bridge Update:
AIWW - Elizabeth River Southern Branch – former Carl B. Jordan Bridge – On 4 MAR 11, removal was completed of spans 1, 2, 4 and 5; piers 1 through 6; and the remnants of the fender system. On 22 APR 11, a side scan sonar report confirmed removal of the aforementioned portions of the old bridge. The Army Corps of Engineers permitted the use of the three easternmost spans of the old bridge as a construction access platform. Permit verification is contingent upon the removal of these three spans by 1 JUL12. The CG repositioned the aids to a 210-foot horizontal clearance for safe vessel passage. Lateral lighted buoys marked either side of the navigable channel, showing a quick red or quick green characteristic. (5th District LNM 20)
Money Point Sediment Restoration Project:
McLean Contracting is doing a sediment restoration project until 11 October 2011, at Money Point on the Southern Branch of the Elizabeth River in front of the Hess Corporation Facility. Dredging will be on the shoreline and does not involve the main channel. Barges will be used to transport the dredge material to the Upper James River. The dredge and tug will monitor VHF-FM Channel 13 and 16. A NO WAKE transit is requested of all vessels passing the dredge or assisting tugs and if necessary to clarify a SAFE PASSAGE, contact the dredge on the appropriate VHF-FM channels. I-64 High Rise Repairs:
MARINERS ARE ADVISED THAT REPAIRS TO THE I-64 HIGH RISE BRIDGE ACROSS THE SOUTHERN BRANCH OF THE ELIZABETH RIVER IN CHESAPEAKE, VA WILL BEGIN MAY 23, 2011 AND CONTINUE THROUGH JUNE 19, 2011. MARINERS CAN EXPECT ONE TUG AND ONE BARGE WORKING IN THE CHANNEL UNDER THE BRIDGE. THE CHANNEL WILL REMAIN OPEN TO VESSEL TRAFFIC. HOWEVER, MARINERS ARE REQUESTED TO USE CAUTION AND BARE STEERAGE WHEN TRANSITING THE AREA. (5th District Bridge Branch)
Alligator River Bridge Repairs:
BRIDGE REPAIRS WILL BE CONDUCTED ON THE ALLIGATOR RIVER SWING BRIDGE BY WAFF CONTRACTING FROM MAY 2, 2011 UNTIL SEPTEMBER 30, 2011. DURING OPERATIONS ONE SIDE OF THE SWING BRIDGE OPENING WILL BE BLOCKED BY BARGES. MARINERS ARE URGED TO TRANSIT THE AREA WITH CAUTION. THE CONSTRUCTION SUPERVISOR MAY BE CONTACTED ON VHF-FM CHANNELS 13 OR 16. (Fifth District Bridge Branch)
Nags Head Beach Renourishment Dredging:
The hopper dredges LIBERTY ISLAND, DODGE ISLAND, PADRE ISLAND and the suction dredge TEXAS will be conducting beach renourishment dredging off of Nags Head , NC from 23 May until 15 October, 2011. The dredges will operate on staggered schedules. Dredge material will be taken from offshore borrow sites and pumped along a 10 mile beach shoreline through a submerged pipeline. The dredges and assisting tugs will monitor VHF-FM Channels 13 and 16. Dredge staging site will be inside Oregon Inlet. A NO WAKE transit is requested of all vessels passing the dredge and if necessary to clarify a SAFE PASSAGE, contact the dredge on the appropriate VHF-FM channels. (5th District LNM 21)
Continued Shoaling at Oregon Inlet, Despite Emergency Dredging:
An ACOE survey conducted 16 May, 2011, indicates shoaling to a depth of 6.3 feet MLW , 50 yards east of the navigational span of the Bonner Bridge. Mariners should use extreme caution when transiting the area. (5th District LNM 21)
Bogue Inlet Shoaling (NOT on the AICW):
Shoaling to a depth of 2.0 feet MLW has been reported in approximate position 34-38.8N, 077-06.8W, extending into the channel 100 yards south of Bogue Inlet Buoy 8 (LLNR 29535). Mariners are advised to transit this waterway with caution. (5th District LNM 21)
Coastal Waters from Little River, South Carolina to Panama City, Florida
Construction Barges in Rock Pile:
Cape Romain Contractors will be installing a new wastewater treatment plant discharge diffuser into the waterway. Duration will be starting April 21, 2011 and lasting approximately 45 days. Location will be Horry County, SC., approximately 2 miles south of Little River Swing Bridge. There will be two barges in the channel off the Atlantic Intracoastal Waterway and will not obstruct other marine traffic from passing safely. For additional information please contact Mr. E. (7th District LNM 17) A boater reported on April 28, 2011, that a barge obstructed about half of the very narrow channel here. Be reminded that the edge of this channel is bordered by jagged rocks that extend out to the channel edges. Some are marked with daybeacons, some are not. The rocks are not visible at high tide.
Mayport Dredging Halted:
Great Lakes Dredge & Dock, LLC have suspended construction dredging operations until further notice. See Enclosure 11 for details of the suspend dredge operations in the 50-Foot Project, Bar Cut 3 Entrance Channel & Turning Basin, U.S. Naval Station Mayport, Florida. (7th District LNM 21)
Dredging in Port Canaveral:
Great Lakes Dredge and Dock, LLC will commence dredging operations in Port Canaveral, Florida. Dredge operations are scheduled for May 12-June 30, 2011. Equipment used: Clamshell Dredge GL55, Tug Gulf Dawn, Tug Bering Dawn, Material Scow GL64 and Material Scow GL65 to excavate material from the sediment trap location 28-24-31.5198N 080-34-59.9049W and from the corner cut-off in the west turning basin 28-24-41.7665N 080-37-12.6743W and will disposed of in the ODMDS 28-18-57.8792N 080-31-1.5742W and the near shore disposal area 28-19-27.3030N 080-36.4.5480W. All mariners are urged to use extreme caution in the dredge area and are cautioned to stay 220FT away from the towing tug and scow and never pass between the tug and scow while under transit. Okeechobee Waterway Update:
On May 25, 2011 the lake level was reported at 10.28 feet.
Drought Restrictions are in effect on the Okeechobee Waterway locks. A Notice to Navigation Interests dated May 23, 2011, states that when the lake level drops to between 12.5 and 11.5 feet, the WP Franklin and the St. Lucie Locks go on a restricted schedule of lockage, every two hours: 0700, 0900, 1100, 1300, 1500, 1700 and 1900. When it is between 11.5 and 10.5 feet, there will be only three lockages per day, at 0700, 1300 and 1900. When it is between 10.5 and 9.0 feet there will be only two lockages, at 0900 and 1600. The current lake level falls within this range.
Another Notice to Navigation Interests also dated May 23, 2011 announces that the Moore Haven Lock will be intermittently closed for 1 week (tentative dates are June 18-24, 2011) for repairs to the Railroad Bridge. Lockage will occur at 0600-0700,1200-1300 and 1700-2130 hours.
The South Florida Water Management District has closed S-193 Lock as Lake level continues to decline. The declining lake levels caused the closure of four other navigation locks in March:
S-135 at J&S Fish Camp, Martin County
S-127 at Buckhead Ridge, Glades County
S-131 at Lakeport, Glades County
G-36 at Henry Creek, Okeechobee County (7th District LNM 20)
Hazards to Navigation:
Florida West Coast: There is a partially submerged 29Ft Cabin Cruiser with white/blue trim unlit with 3 feet of bow exposed in position 26-39.9N 082-18.1W approximately 1NM southeast of Charlotte Harbor Channel Buoy 4 (LLNR 19920). All mariners are required to exercise extreme caution while transiting the area. (7th District LNM 20)
Suwannee River ATON Work:
Florida Fish & Wildlife Conservation Commission has contracted for the repair and replacement of the Aids to Navigation (ATON) and Information Signs at Salt Creek, West Pass/Alligator Pass and McGriff Channel (Wadley Pass) at the entrance to the Suwannee River and Salt Creek. This includes the replacement of the channel entrance marine aids to navigation lanterns at GPS: N 29° 14.58222 ' W 083° 11.78629' (entrance to Alligator Pass Channel) and McGriff Channel (Wadley Pass) N 29° 18.57992 ' W 083° 12.01615'. Florida Bridge Update: From the USCG 7th District LNM 21/2011:
NOTE: Information new with this alert is in bold. There are many on-going projects lasting sometimes for years. You can “Search” a bridge name for previous East Coast Alerts that may contain information that is still current.
Indian River Bridge: The Indian River Bridge across the Atlantic Intracoastal Waterway, Cape Canaveral, Florida is being repaired. The bridge will be closed to navigation from 6:00 p.m. to 7:00 a.m. daily May 27 through May 29, 2011. The bridge will operate normally at all other times.
Indian Street Bridge: The contractor constructing the Indian Street Bridge across the south fork of the St. Lucie Canal has advised this office that they have started construction of the portion of the bridge that crosses the St. Lucie Lagoon. They have installed a temporary trestle and floating turbidity barrier in this area. This portion of the work is expected to continue through June 2011. The contractor will be providing additional information prior to starting the portion of the bridge that crosses the South Fork of the St. Lucie Canal.
East Venetian Causeway Bridge Update: The East Venetian Causeway Bridge across Miami Beach Channel, Biscayne Bay, Miami, Miami-Dade County, Florida has been repaired
