New Schedule for Gilmerton Bridge:
PORTSMOUTH, Va. -- The Coast Guard issued a temporary deviation Wednesday from the regulation governing the operation of the Gilmerton Bridge in Chesapeake.
The changes to the lift schedule, which go into effect 6:30 a.m., Dec. 20 and remain until 6:30 p.m., June 18, 2011 are proposed in efforts to alleviate increased delays to vehicular traffic due to the construction of the Gilmerton Highway Bridge while still allowing passage for maritime traffic.
“Due to the construction of the Gilmerton Highway Bridge, the existing drawbridge has experienced increased delays to vehicular traffic from unscheduled vessel openings,” said Waverly Gregory, Coast Guard 5th District bridge administrator. “This test schedule will provide adjustments and set opening periods for the bridge, relieving vehicular traffic congestion during the weekday and weekend daylight hours while still providing for the reasonable needs of navigation.”
The temporary schedule will require that the draw shall open on signal at any time for commercial vessels carrying liquefied flammable gas or other hazardous materials. From 6:30 a.m. to 9:30 a.m. and from 3:30 p.m. to 6:30 p.m., Monday through Friday, except Federal holidays, the draw need not open for the passage of recreational or commercial vessels; except the draw shall open anytime for commercial cargo vessels, including tugs, and tugs with tows, if two hours advance notice is given to the Gilmerton Bridge at 757-545-1512.
From 9:30 a.m. to 3:30 p.m. Monday through Friday and from 6:30 a.m. to 6:30 p.m. Saturdays, Sundays and Federal holidays, the draw shall open on signal hourly on the half hour; except the draw shall open anytime for commercial cargo vessels, including tugs, and tugs with tows, if two hours advance notice is given to the Gilmerton Bridge at 757-545-1512. At all other times, the draw shall open on signal.
A Notice of Proposed rulemaking, USCG–2010–0879, is being issued in conjunction with this temporary deviation to obtain additional public comments. The proposed rule will be in effect for three years until Dec. 20, 2013. The Coast Guard will evaluate public comments from this test deviation and the above-referenced Notice of Proposed rulemaking to determine if a temporary change to the drawbridge operating regulation at 33 CFR 117.997(c) is warranted.
The Coast Guard is asking interested parties to express their views in writing on the temporary deviation from the operating regulations and the notice of proposed rulemaking. Coastal Waters from Little River, South Carolina to Panama City, Florida
Georgetown Bridge Work:
R.L. Morrison & Sons will be replacing the fender system of the L. H. Siau (US 17) Bridge across the Atlantic Intracoastal Waterway, Georgetown, South Carolina. The crane barge “Captain Horry” will be on site and working in the channel during daylight hours (Monday through Friday). The Captain Horry can be moved from the waterway if at least one hour of advance notice is provided to the tug “Eliza Lucas” and/or “Amazonas”. This work is expected to be completed by April 15, 2011. (7th District LNM 45) Note: This work had not begun and there was no equipment onsite when we passed under this bridge on Nov. 23, 2010.
Marinex Construction INC is conducting dredging operations with the Dredge HAMPTON ROADS between Daniels Island Reach and Port Terminal Reach of the Cooper River. The dredge operations are scheduled 24/7 until on or about January 10, 2011. Dredge pipe will be deployed between Cooper River LB 48 (LLNR 2765) and LB 60 (LLNR 2925). The dredge will monitor VHF CH 13 and 16. All mariners are advised to transit the area with caution. (7th District LNM 46)
Cumberland Sound/River Shoaling:
Severe Shoaling has been reported in the vicinity of Cumberland Dividings. All mariners are advised to transit the area with caution. (7th District LNM 47) NOTE: There is a confusing area shown on the charts and chartplotters in the area where the southern end of the Brickhill River feeds into the Cumberland River in the areas of red “60” through red “62A”. The magenta line even shows on the wrong side of one marker. Boats run aground frequently here. The best advice we can give is to follow the markers in place and don’t get too close to fixed markers. Coast Guard tries to move markers as conditions change. The magenta line on a chart for any given area may be far outdated.
Okeechobee Waterway Update:
On November 23, 2010 the lake level was reported at 13.10 feet (this continues the slow but steady downward trend over the past few months).
Artificial Reef Construction off Jupiter Inlet:
Palm Beach County has commenced artificial reef construction where approximately 2000 tons of limestone boulders and concrete rubble are being positioned in a site offshore of Jupiter Inlet. The center of the site is in position 26-57-32N 080-03-45W. (7th District LNM 46)
Hazards to Navigation:
Florida Keys: The Coast Guard has received a report of a submerged mooring ball and line approximately 3-5 ft below the waterline tied off to a 45 ft white sportfisher on the SE side of Wisteria Island in approximate position 24-33.8N 081-48.6W. All mariners are advised to transit the area with caution. (7th District LNM 46) Florida West Coast: The Coast Guard has received a report of a 16 ft white Seasquirt FL1975EL anchored, unlit, and capsized in position 27-41.228N 083-50.63W. All mariners are advised to transit the area with caution. (7th District LNM 46)
More Manatee Protection, Citrus County:
The U.S. Fish and Wildlife Service has announced an emergency rulemaking to expand federal protection areas for manatees in Citrus County, Florida, creating a refuge that includes all of Kings Bay in Crystal River. The manatee refuge goes into effect November 15, 2010, and includes all waters of Kings Bay, including all tributaries and adjoining water bodies upstream of the confluence of Kings Bay and Crystal River.

Florida Bridge Update: From the USCG 7th District LNM 47:

Kingsley Creek Bridges (AICW Mile 720.7): Misener Marine Construction, Inc. has advised this office that they will be repairing the fender system of the SR A1A (SR 200) Bridges across the Atlantic Intracoastal Waterway mile 720.7, Nassau County, Florida. This work is expect to start on November 29, 2010 and will be completed by October 25, 2011. The contractor will have equipment in the channel periodically during these repairs. Contact the onscene tug for passing information.
FEC R/R Bridge, St. Johns River: The FEC Railroad has advised the Coast Guard that they need to make repairs to the FEC R/R Bridge across the St. Johns River, Jacksonville, Florida. Due to the nature of these repairs the FEC R/R Bridge will be closed to navigation from 7:00 a.m. to 5:00 p.m. daily, December 13 through December 17, 2010. The bridge will open to navigation from 11:30 a.m.to 12:15 p.m. each day. The bridge owner requested that the Coast Guard expedite the bridge closure request as a delay could result in a mechanical failure.
SR 520 Bridge (AICW Mile 897.9): Misener marine Construction Inc. will be repairing the King Street Bridges (Hubert Humphrey Bridge) SR 520 Bridge across the Atlantic Intracoastal Waterway mile 897.9, Brevard County, Florida starting on November 1, 2010. There may be barge equipment in the vicinity of the bridge. This work is expected to be completed by October 31, 2011.
Malacha Pass Bridge: Archer Western Contractors are replacing the Matlacha Pass Bridge, Matlacha Pass mile 6.0, Lee County, Florida. The contractor is utilizing the existing regulations as found in 33 CFR 117.303 to complete this work. There are two crane barges and several material barges in the immediate vicinity of the bridge.

Coastal Waters from Shrewsbury River, New Jersey to Little River, South
Dredge Pipes Adrift:
On 07 November, 2010 the Coast Guard received a report of four adrift dredge pipes approximately 500 to 1000 feet in length and 27 inches in diameter, in the vicinity of the Delaware Bay Entrance. Current position is unknown but believed to be approximately 30NMs offshore, possibly the NJ/DE/MD/VA shoreline. (5th District LNM 46) Note: While passing through North Carolina on November 19 and 20, we have heard numerous Securitee broadcasts from Coast Guard Sector North Carolina regarding similar dredge pipes being sighted off the Outer Banks.
New Jersey Bridge Info:
NJICW Mile 14.1:
Mariners are advised that sandblasting and painting operations are scheduled from 15 November 15 to 15 December, 2010 at the Route 37/Tunney (fixed) Bridge, at ICW mile 14.1, across Barnegat Bay in Seaside Heights, NJ. To facilitate the operation, scaffolding will be used reducing the available vertical clearance by three feet to approximately 57 feet, above mean high water. Mariners are advised to exercise caution when transiting the area. (5th District LNM 45)
Point Pleasant Canal:
Mariners are advised that electrical and mechanical rehabilitation will be performed at the Route 88/Veterans Memorial Bridge, at NJICW mile 3.0, across Point Pleasant Canal, in Point Pleasant NJ. To facilitate the rehabilitation work, the drawbridge will be closed to vessels requiring an opening beginning at 7 a.m. on December 15, 2010 until and including 11:59 p.m. on March 15, 2011. In the event of an emergency, vessel openings will be provided if at least four hours advance notice is given to the contractor at (609) 352-0482. At all other times, the drawbridge will operate in accordance with the operating regulations set out in Title 33 Code of Federal Regulations Part 117.5. Mariners should adjust their transits accordingly. (5th District LNM 42)
Atlantic City Expressway, NJICW Mile 69.0:
SUBJ: SAFETY BROADCAST NOTICE TO MARINERS
NJICW - ATLANTIC CITY TO CAPE MAY
1. THE VERTICAL CLEARANCE OF THE ATLANTIC CITY EXPRESSWAY FIXED BRIDGE, CROSSING BEACH THOROFARE AT ICW MILE 69.0, WILL BE REDUCED BY 2 FEET TO 33 FEET FROM NOVEMBER 8, 2010 TO DECEMBER 25, 2010 FOR BRIDGE REPAIRS. ADDITIONALLY A WORK BARGE WILL BE OPERATING WITHIN THE AREA DURING DAYLIGHT HOURS, REDUCING THE NAVIGABLE WIDTH OF THE CHANNEL BY 10 FEET TO 70 FEET. MARINERS ARE REQUESTED TO TRANSIT THE AREA WITH CAUTION. (5th District Bridge Branch)
Key Bridge Work:
Mariners are advised that work will be in progress from 06 December through 31 December, 2010, for lighting rehabilitation at the Francis Scott Key Bridge across the Patapsco River, mile 6.0, at Baltimore, MD. The 90 foot long barge will not block the navigational channel and the bridge will remain open to marine traffic. Mariners are advised to exercise caution when transiting the area. Nice Bridge Work:
Mariners are advised that work is in progress through 03 December, 2010, for lighting rehabilitation at the Harry Nice Bridge across the Potomac River at mile 50.0. The barge will not block the navigational channel and the bridge will remain open to marine traffic. Mariners are advised to exercise caution when transiting the area. (5th District LNM 46)
James River Dredging:
The dredge JERI-B will be conducting dredging operation in the James River in the vicinity of Dancing Point and Swann Point until 20 December, 2010. The dredge and tenders RAZORBACK and LORENA- II will monitor VHF-FM Channels 13, 16 and 78. (5th District LNM 46)
I-64 High Rise Closed:
Mariners are advised that the I-64 High Rise Bridge over the Southern Branch of the Elizabeth River is closed to all vessels requiring an opening until further notice. The available vertical clearance of the bridge in the closed position is approximately 65 feet MHW. Vessels requiring greater vertical clearance are asked to adjust their transits accordingly. At 1430 on 10 NOV 10, an electrical outage caused a malfunction in the bridge's lift mechanism for approximately 3-4 hours. VDOT crews manually lowered the drawbridge, causing additional damage to the gears and other machinery. (5th District LNM 46)
Great Bridge Bridge to Close for Parade:
NOTE: We usually do not include short closures for events, however this is a very important bridge for ICW travelers, and there’s very little space to stop and wait when this bridge closes.
Mariners are advised that the S168 Lift Bridge (Great Bridge Bridge), at AIWW mile 12.0, across the Albemarle and Chesapeake Canal, at Chesapeake VA, will be closed to vessels requiring an opening from 4 p.m. to 6 p.m. and from 8 p.m. to 10 p.m. on Saturday, 04 December, 2010, to accommodate the Christmas Parade event. In case of inclement weather, the alternate date and times are rescheduled to Sunday, 05 December, 2010, from 2 p.m. to 4 p.m. and from 6 p.m. to 8 p.m. At all other times, the drawbridge will operate in accordance with the operating regulations set out in Title 33 Code of Federal Regulations Part 117.997(g). To avoid delays, mariners are advised to plan their trips accordingly. (5th District LNM 45)
NC AICW Dredging:
Cottrell Contracting Corp. will be conducting dredging operations in the vicinity of New River to Cape Fear River Light 122 (LLNR 39600), Figure 8 Island, Mason Creek, Banks Channel and Nixon Channel of the AIWW from 15 November, 2010 until 30 March, 2011. The dredge will monitor VHFFM Channels 13 and 16. (5th District LNM 45)
The dredge LEXINGTON will be conducting dredging operations in Goose Creek in the vicinity of Goose Creek Light 19 (LLNR 38210) and Goose Creek Buoy 25 (LLNR 38235) from 08 November until 09 December, 2010. The dredge will monitor VHF-FM Channels 13 and 16. (5th District LNM 45)
Beaufort Inlet/Morehead City Channel Dredging:
The dredge SAVANNA will be conducting dredging operations in the Beaufort Inlet Channel and the Morehead City Channel from 16 November until 30 April, 2011. The dredge will monitor VHF-FM Channels 13 and 16. All traffic is requested to contact the dredge 30 minutes prior to passing and transit at a NO WAKE speed. (5th District LNM 45)

Ambrose Channel Dredging:
The Great Lakes Hopper Dredge “Padre Island” will be dredging material from Ambrose Federal Navigation Channel and will transit to Orchard Beach in the Bronx by way of the East River and adjoining waterways. The dredged material will be pumped to Orchard Beach by pipeline which will extend approximately 3500’ perpendicular from the shoreline to an offshore floating pump-out hose.

Dredging will be in the vicinity of Newark Bay/Arthur Kill from 15 November 2010 - 29 Sept 2013. The hours of operation will be 7 days a week, 24 hours a day. On scene will be the dredge’s DELAWARE BAY, J. P. BOISSEAU, CAPTAIN A. J. FOURNIER & WOOD I; tug boat's THOMAS D. WITTE & PAUL ANDREW; launch MATTHEW SCOTT and scow’s 1880, 2,00, 3,000 & 4,000. The dredges, tugs & launch will be monitoring VHF-FM channels 13, 14, 16 & 78. Mariners are advised to proceed with caution while transiting the area. (First District LNM 44)
