Onslow Beach Swing Bridge to Close for One Week:
          Mariners are advised that urgent mechanical repairs will be performed at the Onslow Beach Swing Bridge across the North Carolina Cut, at AICW mile 240.7, at Camp Lejeune, NC. To facilitate repairs, the swing span will be closed to vessels requiring an opening beginning at 1 a.m. on Wednesday, September 8, 2010 through 11:59 on Tuesday, September 14, 2010. The available vertical clearance in the closed position is approximately 12 feet, above mean high water. Mariners able to pass under the closed span may do so, should adjust their transits accordingly and exercise caution when transiting the area. (5th District Bridge Branch)*

NC Inlets Shoaling:
          Shoaling to a depth of 3.1 ft MLW has been reported in approximate position 34-38.011N, 077-06.638W. Shoaling is encroaching into the channel at Bogue Inlet Lighted Buoy 1 (LLNR 29495). Mariners should avoid transiting this waterway during periods of low water and exercise extreme caution during other tidal periods. (5th District LNM 32)
          Severe shoaling to a depth of 1.9 ft MLW has been reported in Carolina Beach Inlet from Carolina Beach Inlet Buoy 1 (LLNR 30265) and Carolina Beach Inlet Buoy 2 (LLNR 30270) to Carolina Beach Inlet Buoy 7 (LLNR 30295). Transiting this waterway may be extremely hazardous at any state of the tide and mariners are urged to exercise extreme caution. (5th District LNM 32)
          A U.S. Army Corps. of Engineers survey dated 10 June, 2010 indicates shoaling to a depth of 5.0 ft MLW between New River Inlet Buoy 4 (LLNR 29670) and New River Inlet Lighted Buoy 5 (LLNR 29675); channelward of New River Inlet Buoy 10A (LLNR 29721) to a depth of 5.0 ft MLW; channelward of New River Inlet Buoy 11 (LLNR 29725) to a depth of 3.0 ft MLW. Mariners should avoid transiting this waterway during periods of low water and exercise extreme caution during other tidal periods. (5th District LNM 32)

Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey

No Wake Zone in NH:
          The United States Coast Guard has established a temporary regulated navigation area (RNA) on the Oyster River in Newington, New Hampshire on August 25 and 26 from 6 a.m. until 5 p.m. each day in order to test the effectiveness of boom deployment strategies at preventing the spread of pollution in the event of a spill in the area.
          All vessels transiting through this regulated area must do so at no wake speed and adhere to all directions given to them by the Captain of the Port Sector Northern New England or his designated representative.
          Between 9:30 a.m. and 1:30 p.m. all vessels desiring to enter the RNA must request permission to do so by the Coast Guard On-Scene Commander. Mariners can request permission to transit by hailing the Coast Guard On-Scene Commander on VHF radio channel 16 or by calling (603) 436-4415.
          This rule creates a temporary regulated navigation area (RNA) for all navigable waters within the following coordinates: To the east, a line drawn between the easternmost end of the Scammel Bridge (Route 4) in position 43º07’41.5”N, 070º50’42.2”W southwest to the prominent point of land on Fox Point east of Hen Island in position 43º07’11.5”N, 070º51’02.6”W; to the west, a line that crosses the mouth of the Oyster River between the charted pipeline area in position 43º07’28.2”N, 070º52’09.1”W south to Durham Point in position 43º07’20.2”N, 070º52’19.5”W; to the south, a line crossing Little Bay from where Edgerly Garrison Road meets the water in position 43º06’42.4”N, 070º52’03.7”W to the east in position 43º06’39.2”N, 070º51’16.5”W.
          Since the boom strategy testing is located in an area subject to heavy currents, shoaling, and moderate vessel traffic, this regulation is needed to protect spectators, participants, and other waterway users from the extra hazards introduced by the boom deployment. The exercise will occur in three phases on each day during the following times:
Deployment: 6:00 a.m. – 9:30 a.m.
Maximum tidal current: 9:30 a.m. – 1:30 p.m.
Recovery: 1:30 p.m. – 5:00 p.m.
During the maximum tidal current phase, vessels must request permission to transit through the RNA from the Coast Guard On-Scene Commander.
          Any updates to this regulated area will be made by Safety Marine Information Broadcast on VHF channel 16 and 22 as well as in the Local Notice to Mariners, available at: www.navcen.uscg.gov. Navy Exercises and Inert Torpedo Testing East of Cape Cod:
          The U.S. Navy will conduct surface and subsurface exercises including launching and recovery of inert exercise torpedoes from 22 August 2010 to 1 September 2010 in two areas east of Cape Cod. Area 1 is bounded by 41-55N, 41-40N, 069-10W, and 069-30W. Area 2 is bounded by 41-14N, 40-55N, 068-48W, and 069-05W. Mariners transiting this area are advised to proceed with caution and are requested to cooperate with U.S. Navy ships, the supporting recovery vessel, and supporting commercial/military aircraft. Either N/S HUGO or TWR-841 will be stationed in the area as the supporting recovery vessel while operations are in progress and will monitor VHF-FM channels 13 and 16. (First District LNM 33)

New York Harbor Grapnel Ops for Power Cable Run:
          1. Caldwell Marine will carry out pre-lay grapnel runs and route clearance operations in New York waters in order to investigate and clear the three submarine cable routes for the Bayonne Energy Center power cable project. These operations will be conducted in Upper New York Bay, from the 25th Street pier on Gowanus Bay, through Red Hook Channel and into Anchorage Channel from August 5 to on, or about, September 3, 2010. Work hours are Monday-Friday, 0600-1600.
          2. The Deck Barge CATHERINE (180’ x 60’) will be on scene with two tugs (one towing, one assisting). The barge will be towed at a speed of less than one knot. The grapnel line will trail approximately 200 feet astern of the barge. Their moving work area is approximately 500’ x 100’. They may work around channel crossings to reduce interactions with transiting vessels.
          3. While grapneling along the cable route the vessel can move within 15 minutes notice to not impede commercial navigation. Mariners are requested to contact Donjon on VHF CH 13to make any necessary overtaking or moving arrangements. However, if the vessel has snagged debris the request to move may require 30 minutes advance notice. Caldwell Marine will notify VTSNY on VHF CH 14 any time a snag is encountered that requires them to extend their time to move to 30 minutes.
          4. The CATHERINE may spud down to conduct diving operations and debris retrieval along the cable route. These operations may last up to four hours per site. However, the vessel can move within 30 minutes to not impede commercial navigation with notice via VHF CH 13. Caldwell Marine will request on scene approval from VTSNY on VHF CH 14 to spud down and conduct these operations.
          5. Caldwell Marine will notify VTSNY on VHF CH 14 fifteen minutes prior to starting operations each day, and upon completion of operations each day. They are required to report their movements and positions to VTSNY on Channel 14 every two hours.
          6. No grapneling will be authorized if visibility is less than one nautical mile.

NJ-SEASIDE HEIGHTS BOROUGH-MONTOLOKING BOROUGH
          Weeks Marine, Inc. is currently conducting inspections and repairs to several outfall pipes in the coastal waters off Ocean County, New Jersey. The hours of operation are 7 days a week, 24 hours a day. The Tug “Virginia” is conducting dive operations at these locations and is anchored in a “four point mooring” configuration to maintain position. The anchor lines from the Tug “Virginia” are synthetic and float close to the surface and mariners are advised not to approach within a half mile of the Tug “Virginia” to avoid fouling any anchor lines and to prevent interfering with dive operations. The Tug “Virginia” is maintaining a watch on VHF Channel 16 and 65A at all times. The crew boat “Olivia” is tending the Tug “Virginia” during operating hours and can be contacted on VHF Channel 16 and 65A.

USCG Fifth District
Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina

Dredging: NJICW:
          The dredge FULLERTON will be conducting maintenance dredging operations in the New Jersey Intracoastal Waterway in the vicinity of NJICW Light 264A (LLNR 36011) from 13 August until 30 October, 2010. The dredge will monitor VHF-FM channels 13 and 16. (5th District LNM 33)

Indian River Inlet, DE Bridge Reduced Vertical Clearance:
          Indian River Inlet – SH 1 (fixed) Bridge – Through 28 FEB 11, a traveler platform will used along the bottom of the new bridge reducing the available vertical clearance beneath the traveler to approximately 14 feet above MHW. The remainder of the waterway will be open to navigation with a vertical clearance of approximately 35 feet above MHW. (5th District LNM 33)

Pocomoke River Bridge to Close for a Month:
          Mariners are advised that cleaning and painting operations will be performed at the S12 (lift) Bridge over Pocomoke River in Snow Hill MD. To facilitate operations, the drawbridge will be maintained in the closed position to vessels requiring an opening beginning at 7 a.m. on September 8, 2010 until and including 7 p.m. on October 8, 2010. Mariners should adjust their transits accordingly. (5th District LNM 33)

Safety Zone, St. Marys River, MD:
          Mariners are advised that the Coast Guard Captain of the Port (COTP) Baltimore is establishing a temporary safety zone in the navigable waters of the St. Mary’s River during a flare countermeasures exercise and demonstration from an airborne military helicopter hovering at a minimum of 1,000 feet above the surface of the St. Mary’s River, near St. Inigoes, Maryland. The safety zone will be effective from August 16, 2010 through August 27, 2010; however, the zone will only be enforced for a two hour period on a single day during the week of August 16, 2010, and if necessary due to inclement weather or availability of aircraft, for a two hour period on a single day during the week of August 23, 2010.
          Notification of the temporary safety zone and updates to it will be provided to the public via marine information broadcasts. The safety zone includes all waters of the St. Mary’s River, near its confluence with the Potomac River, within a one nautical mile radius of an airborne CH-53D Sea Stallion helicopter in approximate position latitude 38°06’49” N, longitude 076°26’35” W, located approximately 2,300 yards west-northwest of Sage Point, Maryland (NAD 1983). This zone is necessary to promote public safety and protect mariners transiting the area from the potential hazards associated with a military pyrotechnic flare exercise, such as the accidental discharge of flares, dangerous projectiles, and falling hot embers or other debris. The effect will be to restrict vessel traffic on a certain portion of the St. Mary’s River. All vessels and persons are prohibited from entering this zone, except as authorized by the COTP Baltimore. Persons or vessels requiring entry into or passage within the zone must request authorization from the COTP Baltimore or his designated representative by telephone at 410-576-2693 or on marine band radio channel 16 VHF-FM. Vessels will be allowed to transit the waters of the St. Mary’s River outside the safety zone. All Coast Guard assets enforcing this safety zone can be contacted on marine band radio channels 13 and 16 VHF-FM. Dredging in Little Creek:
          The bucket dredge WEEKS 551 will be conducting maintenance dredging operations in Little Creek Harbor at the Naval Amphibious Base and Entrance Channel from 26 August, 2010 until 31 January, 2011. The dredge and tug KATHERINE will monitor VHF-FM channels 13 and 16. Dredge material will be transported via scow barges 258 and 259. All transiting vessels are asked to proceed at a NO WAKE speed when passing the dredge. (5th District LNM 33)

Elevated Mobile Causeway, Little Creek:
          The U.S. Navy will be constructing and maintaining an elevated mobile causeway system in the approximate position 36-55-36N, 076-09-41W at the Little Creek-Ft. Story facility from 02 August until 27 August, 2010. The causeway will extend approximately 800 feet into the surrounding water. Mariners are requested to use caution and transit at a NO WAKE speed in the vicinity of the causeway. (5th District LNM 32)

James River Dredging:
          The dredge JERI-B will be conducting dredging operations in the James River in the vicinity of Tribell Shoal Channel from 09 August until 07 September, 2010. The dredge and assisting vessels RAZORBACK and LORENA-II will monitor VHF-FM channels 13, 16 and 71. (5th District LNM 32)

Berkley Bridge Opening Change:
          Effective September 4, 2010, mariners are advised that the Coast Guard is temporarily changing the drawbridge operation regulations of the Berkley (I-264) Bridge, at mile 0.4, across the Eastern Branch of the Elizabeth River, Norfolk, VA. This change will allow the drawbridge to operate with four opening periods between the rush hours until October 5, 2012. The draw of the bridge shall open on signal to vessels between the hours at 9-9:30 a.m., 11-11:30 a.m., 1-1:30 p.m. and 2:30-2:50 p.m., Monday through Friday, except Federal holidays. The change will result in more efficient use of the bridge during the day, relieving increased traffic congestion while still providing for the reasonable needs of navigation. Barge to Obstruct Part of Channel through Gilmerton Bridge:
          Mariners are advised that a 35 foot construction deck barge will be moored to the west side fendering system of the Gilmerton Bridge from 17 August until 30 December, 2010. The barge will obstruct part of the navigable channel under the bridge but will not interfere with the bridge operation. The tug BESTY will be tending the barge and will monitor VHF-FM Channel 13 and will be available to move the barge if necessary for transiting traffic. The bridge tender may be contacted on channel 13 or at (757) 545-1512. (5th District LNM 33). Note: The Gilmerton Bridge has been closed to vehicular traffic, open to navigation, for around six days (as of August 18, 2010) due to emergency electrical repairs. The fender construction could possibly be delayed.

Southern Branch Bottom-Sampling:
          The U.S. Army Corps of Engineers Derrick Boat Elizabeth will be conducting bottom-sampling operations in the federal navigation channel on the Southern Branch of the Elizabeth River between the Jordan Bridge and Money Point. The sampling operations will start on 21 August 2010 and will be finished by 28 August 2010. The sampling operations will be conducted during daylight hours only. The Derrick Boat Elizabeth will be using a four point anchoring system at each sample location and all vessels should transit the area at a minimum safe speed. The survey boat Sea Ark will be assisting the Elizabeth during sampling operations. Both vessels will monitor VHF-FM channels 13 and 16. Dismal Swamp Route Shoaling:
          The Army Corps of Engineers is reporting shoaling to a depth of 6.0 feet approximately 500 feet south of the South Mills Lock at Joyce Creek. (5th District LNM 32)

Alligator River Bridge Update:
          Diving and construction operations will be conducted on and around the Alligator River Swing Bridge from 02 August, 2010 until February 2011. Barges will be moored outside the navigable channel and there will be no obstruction of the channel, however, all transiting vessels are requested proceed at a NO WAKE speed. Lights and the international dive flag will be displayed when diving operations are being conducted. The vessel MATADOR will monitor VHF-13 or may be contacted at (443) 829-7322. USCG Seventh District
Coastal Waters from Little River, South Carolina to Panama City, Florida

Dredge in Vicinity of Elba Island:
          On Tuesday August 17, 2010 Marinex Construction Inc. will commence dredging operations with the dredge HAMPTON ROADS. Operations will be performed on 24 hours per day and 7 days per week basis until approximately Monday September 20, 2010, in the vicinity of the Southern LNG, Elba Island, Upper Flats Range and Channel Marker R40.
          The dredge HAMPTON ROADS will be monitoring and may be contacted via VHF Channels 13 or 16. For more information please contact Marinex Construction Inc. at (843) 722-9083.

Dredging in Salt Run:
          Taylor Engineering Inc. is conducting dredging operations from August 12- December 24, 2010 in Salt Run between the Conch House Marina Resort and the Lighthouse Boat Ramp turning basin. All mariners are advised to transit the area with caution. (7th District LNM 32)

Okeechobee Waterway Update:
          On August 17, 2010 the lake level was reported at 13.93 feet.

Hazards to Navigation (7th District LNM 33):
          ICW: Georgia: The Coast Guard has received a report of a sunken sailing vessel in approximate position 31-58.11N 081-03.10W in the vicinity of Skidaway Narrows DBN 50 (LLNR 36110). All mariners are advised to transit the area with caution. [Reference: CHA BNM 231-10]( 7th District LNM 33)

Florida Bridge Update: From the USCG 7th District LNM 33:
          NOTE: In the past we have kept specific bridge information in this Florida Bridge Update list as long as it’s current. Some projects go on for months or years, so we have decided to remove items which have appeared for several alerts, or which are nearing their expiration date. Information new with this alert is in bold.

          Sisters Creek Bridge (AICW Mile 739.2): …work is expected to completed by April 2011. Nighttime closures of the bascule span are expected for 1-2 weeks in October 2010.
           NASA (JayJay) RR Bridge: (AICW Mile 876.6): Work is scheduled to be done on the NASA Railroad Bridge, Intracoastal Waterway mile 876.6, Brevard County, FL. The bridge span will (be closed from) 7 a.m. to 11:30 a.m. and from 12:30 p.m. until 5:30 p.m. on August 19 and August 24-26.There will be a one hour opening from 11:30 a.m. to 12:30 p.m. each day during the closures. The bridge will remain open all other times.
           Max Brewer Bridge (AICW Mile 878.9): Construction is ongoing. Marine interests should contact Lane Construction at 321 607 5700 for additional information on construction schedules. USCG Jacksonville Waterways Management Division contact is BM1 Peter Nelson, 904 564 7666.
           Parker Boulevard Bridge (GIWW Mile 126): Bayshore Construction will be repairing the fender system of the Park Boulevard Bridge, Gulf Intracoastal Waterway mile 126.0, Pinellas County, Florida. The U.S. Coast Guard has approved the single-leaf operation of this bridge. This will allow the bridge to open a single leaf on the hour and half-hour from 7:00 a.m. to 7:00 p.m. Monday through Friday. A double-leaf opening will be available with a ½ hour advance notice to the bridge tender. This will allow the time needed to remove the barge that will be stationed under the bridge. This work is expected to continue until September 1, 2010.
