Coastal Waters from Little River, South Carolina to Panama City, Florida
Dredge Operations Edisto, SC :
Marcol Dredging Company will begin dredging operations with the dredge “CAPT LEO” on or about Friday April 09, 2010. Dredging operations will take place on the Intracoastal Waterway in the vicinity of the Dahoo Bridge and boat landing area in Edisto, SC. Dredging will continue on a 24 hours per day, 7 days per week basis until approximately, Sunday June 6, 2010.

Bridge Fender Repair, Skull Creek:
R.L. Morrison and Sons, Inc. will begin bridge fender repair operations with the barge “CAPT HORRY” on or about Monday April 12, 2010. Bridge Repair operations will take place in the Intracoastal Waterway on the US 278 Bridge near Skull Creek. Repairs will continue during daylight hours only, 7 days per week until approximately Saturday June 12, 2010.
Barge and Tugs will be in the channel near the draw and will partially obstruct the channel. Mariners should maintain safe speeds, remain cognizant of these operations while in the area and cautious while transiting through.

Off Shore Survey North Florida, South Georgia:
The M/V Atlantic Surveyor will begin on or about April 21, 2010 and continuing through June 30, 2010 the team will be conducting hydrographic surveying operations in an area encompassing the approaches to St. Andrews Inlet in Georgia and the approaches to Fernandina Beach, Florida. The surveys will commence at the sea buoys at each location and will extend seaward to the extent of the federally designated approach channel fairways. The M/V Atlantic Surveyor is a 110', steel hulled survey boat with a black hull and a white deckhouse. The vessel is equipped with a keel mounted sonar transducer and will be towing a side scan sonar instrument approximately 5 meters off of the seafloor. The vessel will be conducting 24-hour operations and will be displaying restricted maneuvering day shapes and/or light signals as appropriate. In addition, the Atlantic Surveyor will maintain watch on VHF channels 13, 16, and 10 (call sign WTR5417). SAIC requests that all vessels give the M/V Atlantic Surveyor a wide berth in order to avoid becoming fouled in the towed equipment or otherwise interfering with surveying operations. Dredging, Jacksonville Harbor:
Great Lakes Dredge and Dock, LLC will commence maintenance dredging operations for Jacksonville Harbor, 40ft project, Bar Cut 3 through 45, between stations 225+00 and 300+00, Duval County Florida on or about April 16, 2010. The project consists of dredging approximately 207,000 cubic yards of dredged material from the shipping channel and pumping the material through submerged pipeline to Buck Island. The submerged pipeline will cross the navigational channel at White Shells Cut Range, just outbound of Fulton Cutoff LB 34 and White Shells Cut LB 27. The submerged pipeline will intersect the red toe at 30-23.31N 081-29.28W and will intersect the green toe at 30-23.25N 081-29.22W. During pump out operations the hopper dredge “LIBERTY ISLAND” will be connected to the submerged pipeline anchored outside the red side of the channel.
Staging auxiliary equipment and dredge pipeline in the St Johns River near Buck Island and in the North Cut Channel on the West side of Blount Island. The dredge will monitor marine VHF channels 13 and 16. Dredging transit and disposal operations will proceed 24 hours per day 7 days a week. The project will continue through October 31, 2010. More Shoaling in Matanzas River Area:
There is more shoaling in the Matanzas River (it’s actually in the Palm Coast area, south of the high level bridge, where a drainage canal comes in from the red side of the channel) in addition to the extreme shoaling that continues at Mile 793 in the Matanzas Inlet area of the AICW (see Tom Neale’s Current Article and East Coast Alerts March 18 and February 18, 2010 regarding Buoys 81A, 81B, 81C and 81D)
Due to Shoaling Matanzas River DBN 110 has been temporarily replaced with a Lighted Buoy in approximate position 29-33-54.1N 081-11-07.6W. The old structure (DBN 110) is still in place marked with a Quick Flash Light. Mariners are advised to use extreme caution while transiting the area and view the Local Notice to mariners Editions for shoaling information. (7th District LNM 15)
Okeechobee Waterway Update:
On April 13, 2010 the lake level was reported at 14.74 feet.
Dredging of AICW, Hollywood, FL:
The U.S. Army Corps of Engineers Palm Beach County, Florida has issued a Public Notice of proposed dredging on the Atlantic Intracoastal Waterway between S.E. 17th Street Causeway and the Dania Cut-Off Canal. The Public Notice Permit Application Number is SAJ-2007-06237 (IPDWP). Wetland Restoration Project, Hollywood, FL:
ATL Diversified Industries, Inc. will commence operations on or about April 1, 2010 and will take approximately 18 months. The waterside work to be performed within the first 12 months. Two marine contractors will be handling the barge work: Betancourt Construction, Inc. (working just south of the Sheridan Street Bridge) and Marin & Marin Construction (working just north of Holland Park halfway to Sheridan Street). The project will be performed during the daylight hours only. The barge(s) will remain onsite over night during the project and will maintain proper lighting. The marine portion of this project consist of the construction of 4,6600 linear feet of “rip-rap boulder crib” along the western shoreline of the ICW, utilizing cranes on two barges approximately 120’ by 30’, moved by push boats and spudded in place for construction activities. All work will be outside the ICW, however the barges will be moved around the ICW frequently to load materials. Biscayne Bay Boring:
A geotechnical boring project in Biscayne Bay will begin in the next few weeks. The scope of the project is to obtain subsurface soils information and determine the most appropriate depth for tunnel installation. A total of eight (8) in-water borings will be dug, 1 boring hole per site three (3) in-water boring sites will be located in Norris Cut (between Virginia Key and Fisher Island) and five (5) boring sites will be located in Government Cut (between Fisher Island and Miami Beach). Each boring will be drilled to a depth of 150ft below the water surface from a 30ft x 20ft (approximate) jack-up barge. The barge will be at each boring site for a maximum of eight (8) days. All vessels stay clear a minimum of 50-75 yards of project area. VHF Channels monitored will be coordinated at the time the project begins. Hazards to Navigation:
A 14ft white skiff with blue trim is overturned in position 24-53.562N 081.-16.230W approximately 13NM north of Marathon, Florida. All mariners are advised to be alert and transit the area with caution.
A 23ft vessel with a red and reflective hull is overturned and aground in position 24.57N 080-39.24W approximately 1.5NM west of Cotton key. All mariners are advised to stay alert and transit the area with caution.
The Coast Guard received a report of a partially submerged 17ft white console vessel in the vicinity of St. Petersburg Pier in approximate position 27-46.9N 082-36.8W. All mariners are advised to use extreme caution while transiting the area. (7th District LNM 15)
Navy Buoy in Key West Area:
The Coast Guard has received a report of a U.S. Navy Wave Data Gathering Buoy in approximate position 24-43N 081-52W 10NM North- Northwest of Key West. The buoy is labeled U.S. Navy painted yellow and blue with a flashing yellow light with an orange and white marker buoy attached. (7th District LNM 15)
Florida Bridge Update: From the USCG 7th District LNM 15
Sisters Creek Bridge (AICW Mile 739.2): Due to bridge repairs the Heckscher Drive/Sisters Creek Bridge (SR 105), Atlantic Intracoastal Waterway mile 739.2, will be closed to navigation from 9:00 p.m. to 6:00 a.m., nightly, May 3 through May 6, 2010.
Atlantic Boulevard Bridge (AICW Mile 744.7): Due to fender system repair of the Atlantic Boulevard (SR 10) Bridge, Atlantic Intracoastal Waterway mile 744.7, Duval County, Florida, the waterway will be restricted to 70 feet from April 12 to July 2010.
J. Turner Butler Bridge (AICW Mile 749.5): Fender system is being replaced between January 18, 2010 and June 30, 2010.
Bridge of Lions Channel Restrictions & Closures: April, 2010: April 15-17, 2010 Channel closed each night from 8:00 pm to 8:00 am. Openings: Daytime (8:00 am to 8:00 pm). The newly rebuilt bridge is in operation and the temporary bridge is being dismantled. There have been occasional glitches in the operation of the new bridge necessitating waterway and highway closures.
Crescent Beach Bridge (AICW Mile 788.6):Coastal Marine Construction, Incorporated is scheduled to repair and paint the Crescent Beach Bridge across the Atlantic Intracoastal Waterway mile 788.6, Crescent Beach, St. Johns County, Florida. From February 10 through December 30, 2010, 7:00 a.m. to 5:00 p.m. daily, this bridge will open a single-leaf on signal and will provide a double-leaf opening with a three hour notice to the bridge tender. During the painting operations, the vertical clearance of the down leaf will be reduced by five feet.
Max Brewer Bridge (AICW Mile 878.9): AKA Titusville Bridge, is being replaced with a high level bridge. Construction began May 11, 2009 and will continue through April, 2011.
Closures: April 1-April 30, 2010: 7 a.m.-6 p.m.--West Channel of draw closed.
May 1- May 31, 2010: 7 a.m.-6 p.m. daily: East Channel of draw closed.

SR 401 Bridge—Canaveral Barge Canal: Coastal Marine Construction, Incorporated is scheduled to repair and paint the SR 401 Bridge across the Canaveral Barge Canal mile 5.5, Cape Canaveral, Florida. The work will start on March 5 and continue through September 30, 2010 and will be conducted from 7:00 a.m. to 6:00 p.m., seven days a week.
The temporary schedule will be changed to:
The drawspan of the SR401 Drawbridge, mile 5.5 at Port Canaveral must open on signal; except that from 6:30 a.m. to 8 a.m. and 3:30 p.m. to 5:15 p.m., Monday through Friday except Federal holidays, the drawspan need not be opened for the passage of vessels. From 8:01 a.m. to 3:29 p.m. and 5:16 p.m. to 6:00 p.m. this bridge will open a single-leaf unless a four hour notice is provided to the bridge tender for a double-leaf opening. From 10 p.m. to 6 a.m., the drawspan must open on signal, if at least three hours notice is given. The drawspan must open as soon as possible for the passage of public vessels of the Unites States and tugs with tows.
Parker Boulevard Bridge (AICW Mile 1013): Due to bridge repairs, the Parker (US 1) Bridge across the Atlantic Intracoastal Waterway mile 1013.7, Palm Beach, Palm Beach County, Florida is on scheduled half-hour single-leaf operations. A double-leaf opening is available with a four-hour notice to the bridge tender. This work is expected to be completed by October 31, 2010. Mariners should be aware that one of the four leafs may be in the open position. A request to open the other down leaf is still required.
Flagler Memorial Bridge, AICW, Mile 1021.8, to be Replaced: The Coast Guard has issued a public notice about the permit application for approval of location and plans to replace the Flagler Memorial Bascule Bridge across the Atlantic Intracoastal Waterway (Lake Worth Lagoon), mile 1021.8, City of Palm Beach, Palm Beach County, Florida. This public notice 2-10 which solicits comments through April 19, 2010, is attached to this Local Notice to Mariners. The comment period has been extended an additional week for all LNM subscribers (April 26, 2010). Atlantic Boulevard Bridge (AICW Mile 1056): Due to bridge repairs, the Atlantic Boulevard Bridge across the Atlantic Intracoastal Waterway mile 1056.0, Fort Lauderdale, Broward County, Florida is on single-leaf operations. The vertical clearance on the down span will be reduced by two feet when the work platform is in place. A double-leaf opening is available with a two-hour notice to the bridge tender. This work is expected to be completed by May 30, 2010. Vessels not requiring an opening may pass at any time.
The Atlantic Boulevard Bridge will be closed to navigation from 8:00 p.m. to 12 midnight on April 14, 2010. Vessels not requiring an opening may pass at any time
The Atlantic Boulevard Bridge will be closed to navigation from 8:00 p.m. to 11:00 p.m. on April 23, 2010. After this time, the bridge will be left in the open to navigation position until approximately 3:00 a.m. on April 26, 2010. Vessels not requiring an opening may pass at any time
Miami River—5th Street Bridge (Not on the AICW): Kiewit Construction has advised the Coast Guard that construction continues on the 5th Street Bridge across Miami River, Miami, Florida. Additional updates will be provided in the near future.
Boot Key Bridge, Marathon: The Boot Key Bridge, Marathon, Florida is tentatively scheduled for demolition in June 2010. The work will require two months to complete.
Johns Pass Bridge Update: Due to Johns Pass Bridge construction activities, the Johns Pass Channel will be closed and the bridge will be unable to open during specific times from March 7 to May 14, 2010. The Johns Pass Channel will be closed to all vessel traffic from 9:00 p.m. to 6:00 a.m. each day from Sunday through Friday. The bridge will be unable to open from 6:00 a.m. to 9:00 p.m. Monday through Wednesday, during this period the channel will be open to all vessels not requiring an opening. On Thursdays, the bridge will be unable to open from 6:00 a.m. to 9:00 a.m.; however, the channel will be open to all vessels not requiring an opening. The channel will be closed to all traffic from 9:00 a.m. to 11:00 a.m. on Thursdays and will be open from 11:00 a.m. to 9:00 p.m. with no restrictions. The channel and bridge will be open to unrestricted use from Friday 6:00 a.m. to Sunday 9:00 p.m. Law enforcement vessel will be on-scene to enforce all closures. Additional information will be disseminated by Broadcast Notice to Mariners.
Howard Frankland Bridge, Old Tampa Bay: Intron Technologies is repairing the Howard Frankland Bridge from 6:00 a.m. to 8:00 p.m. daily until April 25, 2010. A barge will be temporarily blocking the main channel under the bridge. The barge requires a 15 minute notification to move; vessels requiring the use of the main channel may contact the Tug ASP on VHF-FM channel 16 or at (904) 716-8075.
