More AICW North Carolina Inlet Crossings to be Dredged:
The dredge WILKO will be conducting dredging operations in the AIWW channel adjacent to Shallotte Inlet from 02 April until 30 April, 2010. The tenders PROUD MARY and ANN KAY will assist. A floating and submerged pipeline will traverse southwesterly along the southernmost shoreline of the AIWW from Shallotte Inlet to the spoil fill at Ocean Isle Beach. The dredge will monitor VHF-FM Channels 13 and 16.
The dredge JENNI LEA will be conducting dredging operations in the AIWW channel adjacent to Lockwoods Folly Inlet from 02 April until 30 April, 2010. The tenders SWITCHER II and MISS LEANNE will assist. A floating and submerged pipeline will traverse southwesterly along the south shoreline of the AIWW to the spoil fill Holden Beach. Alligator River Bridge 12-hour Night Closures for Two Months:
The Coast Guard is proposing to establish a temporary safety zone on the waters of the Alligator River directly under the US Highway 64 Drawbridge. The safety zone is necessary to provide for the safety of mariners on navigable waters during maintenance of the US Highway 64 Drawbridge. The State of North Carolina Department of Transportation awarded a contract to Coastal Gunite Construction Company of Cambridge, MD to perform bridge maintenance on the US Highway 64 Drawbridge crossing the Alligator River at East Lake, North Carolina. The contract provides for cleaning, painting, and steel repair. The contractor will require the drawbridge to remain in the closed position during painting from 7 p.m. to 7 a.m. daily from June 1, 2010 through July 31, 2010. The Coast Guard will temporarily restrict access to this section of the Alligator River during the painting of the draw when maintenance equipment will be obstructing the waterway. Chart: 11542. Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey
First District LED Conversion and Radio Activated Fog Signals:
The last East Coast Alerts called attention to the fact that the LED conversion in the First District continues, and that the major difference is a reduced nominal range, usually from four to three nautical miles. Another type of change is also taking place in the First District--radio activated fog signals. There have been several changed in recent years (one in East Passage, Narragansett Bay and one at Block Island to name a few). The following is from LNM 12 regarding the specifics of the radio activated fog signals (the others are activated in the same manner):
The Coast Guard has made the following change to this waterway(s):
CHANGE: Whaleback Island Light fog signal is being changed to radio activated. During times of reduced visibility, mariners are requested to turn their VHF-FM radio to channel 79. By keying their microphone, 5 times consecutively, while on channel 79, this will activate the fog signal for 45 minutes. (First District LNM 12)
Groton CT, Submarine Base Turbidity Monitoring:
Turbidity monitoring being done at Pier 1 (inner and outer), Naval Submarine Base, has been extending until June 30, 2010. On scene is turbidity meters mounted on buoys. Mariners are advised to use caution while operating in the area. (First District LNM 12)
Construction in Gowanus Bay:
Caldwell Marine will be installing temporary cofferdams north of IMTT Bayonne Pier 7 on the Kill Van Kull and west of the 25th Street Pier Brooklyn on Gowanus Bay from April 1 to on, or about, September 15, 2010. Work hours are Mon-Sat from 0500-1900. 1 Crane Barge and 1 Material Barge will be on scene. Tug and 24’ or 26’ support vessels will also be used. Vessels will be monitoring CH 13, 16, & 14. Caldwell Marine point of contact is Mr. Ed Phillips at 732.620.4906. (First District LNM 12)
Dredging in Rockaway Inlet:
Dredging is being done in the Federal Navigational Channel, from East Rockaway Inlet Buoy 4 (LLNR 31525) to East Rockaway Inlet Buoy (LLNR 31555), until 15 April 201. On scene is the dredge ALASKA, tugs CAVALIER STATE, LIZ GISCLAIR & SEA BEAR, attending plant DERRICK 66 and anchor barge GL 108. All vessels can be reached on VHF-FM channels 13, 16 and 05. Mariners are cautioned to watch for floating pipeline between the dredge and channel slope. The pipeline will be lit as required. Mariners are requested to use extreme caution and remain 200 feet away from the dredge and floating pipeline. Mariners are also requested to transit at their slowest safe speed to minimize wake and proceed with caution after passing arrangements have been made. (First District LNM 12)
Dredging at NYC Cruise Terminal:
Dredging will be done at the New York City Cruise Terminal, between Piers 86 - 92, from 26 March - 21 May 2010. The hours of operation will be 7 days a week, 24 hours a day. On scene will be the Dredge 54 and tugs MELVIN LEMMERHIRT, MISS GRILL & MCCORMACK BOYS that will be monitoring VHF-FM channels 13 & 16 and 05A the working channel. (First District LNM 12)

Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina
Cape May Canal Dredging:
The dredge FULLERTON will be conducting dredging operations in the vicinity of the Cape May Ferry Terminal, Cape May Canal and Oyster Creek from 30 March until 20 April, 2010. The dredge will monitor VHF-FM Channels 13 and 16. (5th District LNM 13)
Dredging in Ocean City, Inlet MD:
The ACOE dredge CURRITUCK continues 24 hour dredging operations at Ocean City, Maryland and will be on site through 05 April, 2010. Dredging Operations will require frequent transits through the Inlet. The dredge maintains bridge watch on VHF channels 13 and 16 for any concerned traffic. (5th District LNM 12)
Beware Heavy Scallop Boat Traffic:
Mariners are advised to exercise caution while transiting scallop access areas currently open along the areas off of the mid-Atlantic coast known as the Delmarva Access Area and the Elephant Trunk Access Area. A high concentration of commercial fishing industry vessels will be transiting to and from, and operating in these areas from now through July 30, 2010. Concentrated fishing operations will generally be conducted in the vicinity between the twenty (20) fathom curve and the fifty (50) fathom curve between 37º 15’ N to 38º 50’ N.

Survey Ops off Assateague Island:
The M/V ATLANTIC SURVEYOR (call sign WTR5417) will be conducting hydrographic surveying operations in the waters off Assateague Island, bounded by the coordinates 38-05N and 37-44.8W, eastward to 25NMs, from 30 April until 30 April, 2010. Operations will be conducted 24 hours a day and will include the towing of side scan sonar. Dayshapes and lights FOR A VESSEL RESTRICTED IN ITS ABILITY TO MANUVER will be displayed and the vessel will monitor VHF-FM channels 13, 16 and 10. All vessels are asked to give a wide berth in order to avoid fouling the towed equipment or interfering with survey operations. M/V ATLANTIC SURVEYOR is 110ft steel hull vessel, black hull with white superstructure. (5th District LNM 13)
Dredging: Upper Chesapeake:
The Great Lakes Dredging bucket dredge 55 will be conducting channel maintenance dredging in the Elk River near Grove Point to the Upper Chesapeake Channel at Tolchester Beach until 14 April 2010. The dredge will monitor VHF-FM Channels 13 and 16. The tugs Captain Dann and Baltic Dawn will be transporting dredge material to the Pooles Island Disposal site. A NO WAKE transit is request from all vessels. (5th District LNM 11)
Nav Aids Change at Stillpond:
On or about 30 April, 2010, the Coast Guard will make following aids to navigation changes in Stillpond Creek:
a. Stillpond Creek Daybeacon 3 will be relocated to 39-20-02.894N, 076-08-02.737W.
b. Stillpond Creek Daybeacon 4 will be relocated to 39-20-02.384N, 076-08-03.303W.
c. Stillpond Creek Buoy 4A will be discontinued.
d. Stillpond Creek Lighted Buoy 5 will be discontinued.
e. Stillpond Creek Light 5 will be established at 39-19-59.365N, 076-07-57.307W.
f. Stillpond Creek Daybeacon 7 will be relocated to 39-20-00.486N, 076-07-52.609W.
h. Stillpond Creek Daybeacon 9 will be relocated to 39-20-00.208N, 076-07-50.209W. (5th District LNM 13)
Channel Closed Under St. Michaels Area Bridge:
Mariners are advised that emergency repairs to the Maryland SR-33 fixed highway bridge, across Oak Creek between Newcomb and St. Michaels, Maryland, are scheduled to occur from March 22, 2010 to June 7, 2010. The limited width of the existing bridge and the combined weight of bridge segments and crane prevent placing and operating a crane safely on the existing structure. Since the removal and replacement of span 7 over the navigation channel requires positioning a crane barge (140 feet in length and 52 feet in width) in the 60-foot wide navigation channel, the navigation channel in the vicinity of the bridge will be restricted during this period and will not be passable. Vessels and persons transiting Oak Creek outside the navigation channel, around the construction site, do so at their discretion. It is crucial that mariners operating near the work zone eliminate wakes. Heavy-lift work is scheduled during two periods, March 22-April 12, 2010 and May 17-June 7, 2010. A small floating platform and the 26-foot push boat “The Covington” will be on scene for other bridge-related work. All equipment will be marked and lighted in accordance with Coast Guard regulations. Parish Creek, West River Area, Dredging:
The dredge RICHMOND will be conducting dredging operations in Parish Creek from 10 March until 15 April 2010. The dredge will monitor VHF-FM Channels 13 and 16. (5th District LNM 12)
New Chincoteague Bridge Update:
Mariners are advised that the Coast Guard has received a request from the Virginia Department of Transportation for a one-year extension of the Coast Guard Bridge Permit P(2-04-5) dated March 1, 2005, for completing construction of a new bridge across Black Narrows and Lewis Creek Channel at Chincoteague VA. Contractors indicate that the new bridge to Chincoteague Island is on schedule for an April 2, 2010 opening, weather permitting; however, the spur to Marsh Island should be completed by August 26, 2010. The demolition of the old span should be completed by December 13, 2010. (5th District LNM 12)
Potomac River Diving Ops:
Mariners are advised that the Institute of Maritime History plans to conduct underwater archaeological surveys on the Potomac River in the vicinity of Mount Vernon, VA, from April 24, 2010 through May 2, 2010. The surveys will include remote sensing using sonar and magnetometers and site assessments with scuba divers from a 36-foot trawler operating in the Potomac River between Whitestone Point, VA and Sheridan Point, VA, a skiff operating in Dogue Creek, and a skiff operating near Mt. Vernon between Dogue Creek and Little Hunting Creek. Interested mariners may contact the trawler ROPER via marine band radio channel 16 VHF-FM, if necessary. (5th District LNM 11)
Rudee Inlet Dredging:
The dredge CHARLESTON will be conducting dredging operations at Rudee Inlet from 30 March until 10 May, 2010. The dredge will monitor VHF-FM Channels 13 and 16. Traffic is requested to call 30 minutes prior to expected time of passage. (5th District LNM 13)
Berkley Bridge Repairs:
Mc Lean Contracting will be conducting repairs to the Berkley Bridge, mile 0.4, steel grating on the Eastern Branch each weekend commencing Friday from 8 p.m. to 4:30 a.m. to the following Monday morning on the following dates: 23-26 April, 30 April to 03 May, 14-17 May, 4-7 June, 2010. A crane barge may be present in the navigable channel. The tug CENTENNIAL will be on scene and monitoring VHF-FM channel 13. Vessel traffic may transit the channel, however, it is requested that vessels contact the tug at least 2 hours in advance of time of passage under the bridge. If necessary, contact Mr. Rob Rodgers at 757-337-2423 for further information. (5th District LNM 13)
Old Jordan Bridge (Norfolk, AICW) Removal Caution Update:
Seward Marine Corp. will be dismantling the counterweight jacking system and lower messenger cables on the Jordan Bridge from 12 April until 19 April, 2010. The spud crane barge BILL JR. and the assist tug ASHLEY CHANNEL will be onsite and monitoring VHF-FM channels 13 and 16. Vessel may transit the construction site during operations, however, mariners are requested to transit with caution and a NO WAKE speed. The barge may be obstructing the channel and vessels requiring the entire channel width are requested to contact Seward Marine in advance at 757-435-3031.(5th District LNM 13)
Centerville Turnpike Bridge Repair--Temporary Schedule Change (AICW Mile 15.2):
Mariners are advised that the Coast Guard has approved a temporary deviation to restrict the operation of the Centerville Turnpike (SR170) Bridge, at AIWW mile 15.2, across the Albemarle and Chesapeake Canal in Chesapeake, VA. To facilitate structural repairs to the movable span, the drawbridge will be allowed to open every two hours for vessels requiring an opening on the following schedule:
A. Beginning at 8 a.m. on Saturday, April 10, 2010, until and including 6 p.m. on Sunday, April 11, 2010; and
B. Beginning at 8 a.m. on Saturday, April 17, 2010, until and including 6 p.m. on Sunday, April 18, 2010.
C. Saturday openings at 8 a.m., 10 a.m., noon, 2 p.m., 4 p.m., 6 p.m., 8 p.m., and 10 p.m.
D. Sunday openings at midnight, 2 a.m., 4 a.m., 6 a.m., 8 a.m., 10 a.m., noon, 2 p.m., 4 p.m., and 6 p.m.
E. At all other times, the drawbridge will operate in accordance with the operating regulations set out in Title 33 Code of Federal Regulations Part 117.997(i). Mariners should adjust their transits accordingly and use extreme caution when transiting the area. (5th District LNM 13)
Croatan Sound Bridge Painting--Reduced Vertical Clearance:
Mariners are advised that sandblasting and painting operations will be performed at the US 64/264 Bridge, at mile 2.0, across Croaton Sound in Manns Harbor, NC from April 6 until April 13, 2010. To facilitate this operation, a containment system will reduce the available vertical clearance of by three feet to approx 37 feet, above mean high water. Mariners able to transit under the span are advised to use extreme caution. (5th District LNM 13)
Gallants Channel Restricted at Beaufort Bridge, NC:
The Coast Guard is establishing a temporary safety zone on the waters of Gallants Channel at Beaufort, North Carolina. The State of North Carolina Department of Transportation awarded a contract to Hames Contracting Inc. of Alpharetta, Georgia, to perform bridge maintenance on the Grayden Paul Draw Bridge at the Gallants Channel crossing to Beaufort, North Carolina. The contract provides for cleaning, painting, steel repair, and grid floor replacement to begin on March 1, 2010 and will be complete by April 30, 2010. The contractor will be utilizing a 110’ deck barge with a 30’ beam as a work platform and equipment staging. This operation presents a potential hazard to mariners from falling debris and the use of heavy equipment and machinery. To provide for the safety of the public, the Coast Guard will temporarily restrict access to this section of Gallants Channel during the maintenance period when the deck barge is obstructing the waterway. Onslow Bay Closed for a Day:
The Coast Guard is proposing to establish a temporary safety zone on the waters of Wilson Bay, Onslow County, North Carolina. The Onslow County North Carolina Emergency Services will be conducting a multi agency exercise to test response capabilities of water rescue services in a mass casualty scenario on the waters of Wilson Bay, Onslow County, North Carolina from 6 a.m. to 5 p.m. June 9, 2010. During the exercise the safety zone applies to the navigable waters, from the surface to the seafloor, defined by enclosing an area south of a line drawn from New River Channel Daybeacon 61 to the north tip of Ethridge Point. All vessels will be prohibited from transiting this section of the waterway while the safety zone is in effect. To comment on the proposal write to the below address. Chart: 11542.

The dredge WILCO will be conducting dredging operations in the AIWW at New River Inlet from 17 February until 15 April, 2010. The vessels PROUD MARY and ANN KAY will be on scene. The dredge and assisting vessels will monitor VHF-FM Channels 13, 16 & 79. A floating and submerged pipeline will traverse southerly from the AIWW at New River Inlet crossing and then along the west shoreline to the New Topsail Inlet disposal area. The pipeline will be lighted in accordance with Coast Guard regulations. (5th District LNM 12)
Dredging in NC Minor Inlets:
A. The ACOE dredge FRY has begun daylight dredging operations east of Bonner Bridge at Oregon Inlet and is expected to be on site through 25 April, 2010. The dredge maintains bridge watch on VHF channels 13 and 16 for any concerned traffic.
B. The ACOE dredge MERRITT has begun daylight dredging operations at New River Inlet and will be on site until 10 April, 2010. The dredge maintains bridge watch on VHF channels 13 and 16 for any concerned traffic.
C. The ACOE dredge SNELL is currently working east of the Navigation Span of Bonner Bridge, Oregon Inlet conducting channel maintenance during daylight hours only. The dredge will be on site through 25 April, 2010 and maintains constant bridge watch and monitors VHF channels 13 and 16 for traffic transiting Bonner Bridge. (5th District LNM 12)
Sunny Point Dredging:
The dredge VIRGINIAN will be conducting dredging operations at the Military Ocean Terminal Sunny Point from 04 March until 10 June, 2010. The dredge will monitor VHF-FM Channels 13 and 16. Spoil will be transported to the disposal site via tug and scow. (5th District LNM 11)
