January 2010 Bridge of Lions Channel Restrictions/Closures:

Channel Restrictions/Closures

January 11, 2010--January 15, 2010: Restricted all week except for scheduled full openings. One leaf of the drawbridge lowered, channel restricted to 35 feet horizontal clearance. Temporary bridge opens but channel is restricted. Full channel width provided during these openings: 7 a.m., 10 a.m., 1 p.m., 4:30 p.m., 6 p.m. and 8 p.m.

January 18, 2010--January 22, 2010: Restricted daily, 7:30—8:00 p.m. Closed nightly, 8:00 p.m.—7:30 a.m. One leaf of the drawbridge lowered—channel restricted to 35 feet horizontal clearance during daytime. Channel fully closed at night. Daytime: temporary bridge opens but channel is restricted. Full channel width provided during these openings: 7 a.m., 10 a.m., 1 p.m., 4:30 p.m., 6 p.m. and 8 p.m. Night time: None.

January 25, 2010--January 30, 2010: Closed all week. Channel fully closed from 7:30 a.m. 1/25/2010 to 7:30 a.m. 1/30/2010. Openings: NONE.

Special Notices

Right Whales Still in Northern Waters:
           NOAA's National Marine Fisheries Service announces that a new voluntary vessel speed restriction zone (Dynamic Management Area - DMA) is in effect near Jordan Basin to protect an aggregation of right whales sighted in the area on December 31, 2009. The Jordan Basin DMA is in effect through January 15, 2010. Mariners are requested to route around the area or transit through it at 10 knots or less. In addition, please note that the Cape Cod Bay Seasonal Management Area (SMA) is now in effect (as of January 1). Mandatory speed restrictions of 10 knots or less apply to vessels 65 ft. and greater in SMAs.
           The DMA is bound by the following:
Jordan Basin DMA - Active through January 15, 2010
Northern boundary: 43 41 N
Southern boundary: 42 43 N
Eastern boundary: 067 41 W
Western boundary: 069 10 W

GPS Unreliable Patuxent Area:    
            THE GPS NAVIGATION SIGNALS MAY BE UNRELIABLE FROM 22 DEC 09 - 30 APR 10, 1300Z - 2300Z DUE TO TESTING ON GPS FREQUENCIES USED IN SHIPBOARD NAVIGATION AND HANDHELD SYSTEMS. GPS SYSTEMS THAT RELY ON GPS, SUCH AS E-911, AIS AND DSC, MAY BE AFFECTED WITHIN A 15 NM RADIUS OF POSITION 38-15.7N, 076-26.03W. DURING THIS PERIOD GPS USERS ARE ENCOURAGED TO REPORT ANY GPS SERVICE OUTAGES THAT THEY MAY EXPERIENCE DURING THIS TESTING VIA THE NAVIGATION INFORMATION SERVICE (NIS) BYCALLING (703)313-5900 OR BY USING THE NAVCEN'S WEB SITE'S GPS REPORT A PROBLEM WORKSHEET AT WWW.NAVCEN.USCG.GOV. Coastal Waters from Eastport, Maine to Shrewsbury, New Jersey

Lake Champlain Bridge Update:
            The unsafe and closed bridge was demolished last month and now the clean-up is underway. The current weather will keep pleasure boaters off the water, but this update will be relevant to those out in the early springtime.
          The Coast Guard has established a safety zone of 300 feet to either side of the Lake Champlain Bridge, Lake Champlain, VT. This safety zone is necessary to protect users of the waterway from the hazards associated with bridge debris removal. This safety zone is in effect until April 15, 2010. All mariners are advised that entry into this safety zone by any vessel, person or vehicle is strictly prohibited unless authorized by the Captain of the Port, U.S. Coast Guard Sector Northern New England.
          Construction of the Ferry service is being done at the junction of VT 125 and VT 17 projecting approximately 350 feet southerly into Lake Champlain, (PA) 44-02-05.15N 073-25-10.27W. Work will be completed 30 March 2010. The hours of operation will be 7 days a week from 7:00 am - 3:00 am. On scene are 2 tugs and 3 flexifloating sectional barges that are monitoring VHF-FM channel. USCG Fifth District
Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina

Curtis Creek I-695 Bridge to Close for Repairs:
            Mariners are advised that the I695 Lift Bridge, at mile 1.0, across Curtis (Creek) Bay, in Baltimore MD, will be closed to vessels on two separate periods to facilitate repairs to the trunnion bearings. The first period will begin at 8 a.m. on Saturday, January 9, 2010, until and including 8 p.m. on Saturday, February 6, 2010; and the second period will be again at 8 a.m. on Monday, March 1, 2010, until and including 8 p.m. on Sunday, March 28, 2010. At all other times, the drawbridge will operate in accordance with the operating drawbridge regulations set out in Title 33 Code of Federal Regulations Part 117.557. The available vertical clearance in closed position to vessels is approximately 58 feet above mean high water. Mariners able to pass under the closed span should use extreme caution when transiting the area. (5th District LNM 51)

Low Flying Helo Ops, Patuxent Area, Chesapeake Bay:
            HELICOPTER OPERATIONS INVOLVING A SUBSURFACE DEVICE TOWED FROM A SINGLE MILITARY HELICOPTER ARE SCHEDULED TO OCCUR IN THE CHESAPEAKE BAY THRU 31 JAN 2010. OPERATIONS ARE EXPECTED TO OCCUR MONDAYS THRU FRIDAYS, TWICE DAILY, DURING DAYLIGHT HRS. THE AREA IS LOCATED ON THE CHESAPEAKE BAY, WITHIN AN AREA APPROX 9 NM LONG AND 1 NM WIDE BOUNDED BY THE FOLLOWING APPROX POSITS:
38-29-38 N, 076-24-55 W (NW CORNER),
38-29-59 N, 076-23-19 W (NE CORNER),
38-21-19 N, 076-20-09 W (SW CORNER),
38-21-31 N, 076-18-41 W (SE CORNER).
          THE LENGTH OF THE TOWING CABLE WILL BE 750 FT WITH THE DEPTH OF THE DEVICE BELOW THE WATER DOWN TO 45 FT. THE HELICOPTER ALTITUDE WILL BE 125 FT OR LESS ABOVE THE WATER USING A GROUND SPEED OF UP TO 25 KTS. THE HELICOPTER WILL BE ABLE TO MANEUVERABLE TO YIELD TO LARGE VESSEL TRAFFIC, HOWEVER, SMALL CRAFT SHOULD AVOID THIS AREA DURING SUCH OPERATIONS DUE TO HIGH WINDS ENCOUNTERED FROM THE LOW-FLYING HELICOPTER THAT COULD BLOW DEBRIS OR PERSONS FROM EXPOSED DECKS OR CAPSIZE SMALL VESSELS. MARINERS ARE URGED TO USE CAUTION WHEN TRANSITING THE AREA AND MAY CONTACT THE HELICOPTER ON MARINE BAND RADIO VHF-FM CHAN 16. (5th District LNM 51)

Dredging in Sunset Creek, Hampton, VA:
            The dredge CHESAPEAKE will be conducting dredging operations in the Hampton River and Sunset Creek from 11 January until 31 March, 2010. Dredge material will be transported to the Craney Island Disposal Site via barge with the tugs YORKTOWN, MARAUDER and FORT MACON. The dredge and tugs will monitor VHF-FM channels 13 and 16. All vessels are requested to contact the dredge prior to passing. (5th District LNM 01)

Pamlico Sound, NC Dredging:
            The dredge HOLMES BEACH will be conducting dredging operations in Jean Guite Creek from 01 January until 25 January, 2010. A lighted floating and submerged pipeline will transport dredge material to the beach. The dredge will monitor VHF-FM channels 16 and 18. (5th District LNM 01)

New Oak Island (AICW Mile 316.6) Bridge Delays Continue:
            Mariners are advised to take caution when approaching the construction site of a new highway bridge (Middleton Avenue) to Oak Island, over the Atlantic Intracoastal Waterway, Mile 316.6, in Brunswick County, NC. The bridge will be under construction through March 30, 2011. Barges and cranes will be adjacent to the waterway. The waterway shall remain open to navigation until further notice.          To avoid waterway delays, we advise mariners to check the construction schedule by calling the bridge site (910-278-5526 or 910-443-0688) a day or two prior to their arrival. (5th District LNM 51)

New Sunset Beach Bridge Construction Delays:
            Mariners are advised to TAKE CAUTION and PROCEED SLOWLY when approaching the construction site of a new highway bridge to Sunset Beach (SR-1172), over the Atlantic Intracoastal Waterway, Mile 337.9, in Brunswick County, NC. The bridge girder installation is schedule to take place between 6:00 a.m. December 1, 2009 through 6:00 P.M. January 31, 2010. The contractor will be utilizing a deck barge with a 50’ beam, a ringer crane on a stationary barge with an 85’ beam, and tugs/pushers to conduct the bridge girder installation. To provide for the safety of the public, the Coast Guard will temporarily restrict access to this section of the Atlantic Intracoastal Waterway during center girder installation, scheduled daily from 6:00 a.m. until 6:00 p.m. We advise mariners to check the schedule to avoid waterway delays by calling the bridge site (910-579-3538) a day or two prior to your arrival. USCG Seventh District
Coastal Waters from Little River, South Carolina to Panama City, Florida

New Year-long Opening Schedule for Ladies Island Bridge:
            Due to ongoing construction of the new McTeer Bridge across the Atlantic Intracoastal Waterway, mile 539.0, Port Royal, South Carolina; Beaufort County has requested that the federal regulation on the Woods Memorial (Lady’s Island) bridge be changed to: The draw need only open at the top of the hour from 8:00 a.m. to 6:00 p.m. with the exception of between the hours of 11:00 a.m. and 1:00 p.m. when the bridge need not open, Monday through Friday except for federal holidays. Tugs with tows, vessels in distress and public vessels of the United States shall be passed at any time. These regulations are schedule to start on January 11, 2010 and will remain in affect up to one year or until construction of the McTeer Bridge is completed, whichever comes first. Nav Aid Change in Charleston Harbor:
            The following change will be made to the aids to navigation system in the Intracoastal Waterway at Charleston Harbor.
          Charleston Harbor South Channel Range Front Light will be changed back to publish characteristic Quick Flash Green. The range will be visible 1.5 degrees either side of the range line.
          Charleston Harbor South Channel Range Rear Light will be changed back to publish characteristic Flashing ISO 6s Green. The range will be visible 1.5 degrees either side of the range line.
          The work is scheduled for the week of 25 January 2010. (7th District LNM 01)

More Shoaling in Cumberland River, GA:
          Shoaling has been reported in the vicinity of Cumberland River Daybeacon 51 (LLNR 37560). All mariners are advised to transit the area with caution. (7th District LNM 01)

AICW closure at Ben Sawyer Bridge Postponed until January, 2010:
            PCL Civil Constructors, the Ben Sawyer Bridge Rehabilitation Contractor, has decided to wait until January 2010 to close the Ben Sawyer Bridge and Atlantic Intracoastal Waterway.(From a Press Release dated Dec. 23, 2009)
             Ed. Note: I communicated yesterday, January 6, 2010, with a Coast Guard Charleston official who reported that no date has been set yet for the 10-day closure. They are coordinating with the SCDOT for the best possible solution and will give ample lead time in order for boaters and vehicle drivers to make alternate plans. When a decision is made, the Coast Guard will issue an update to the MSIB and we will report it to you.

Salt Run Channel Dredging:
            F and A Marine, Inc., has commenced maintenance dredging in the Salt Run Channel, St Augustine, Florida. This operation will began at the Intracoastal Waterway and proceed to the Conch House Marina Resort, St Augustine, Fl.
          One (1) mechanical dredge with barge and one (1) push tug will be on scene. This operation continues until completion on or about March 24, 2010. For further information please contact Mr. George Frenz at (904) 753-7177. (7th District LNM 51)

Dredging in St. Lucie Crossroads, AICW:
            A and E General Contractors has commenced maintenance dredging in the Indian River (South Section), Crossroad Section of the Intracoastal Waterway in the vicinity of Indian River (South Section) Light 240 (LLNR 45915.5), with completion date on or about January 24, 2010.
         The boundaries for this project are:
North Limits: 27deg 10-56.400N 080 deg 10-54.333W
South Limits: 27deg 09-34.791N 080 deg 10-35.230W
West Limits: 27 deg10-41.906N 080 deg 11-02.163W
         The dredge NESSIE, crew boat NEAT #1, push tugs MISS BELLE #1 and various barges will be on scene and moored outside the channel at the Spoiled Island (DMMA M-5). All barges, boats and the dredge will be lighted in accordance with Coast Guard regulations. The floating pipeline will have a single light every one hundred (100) feet. The dredge NESSIE will monitor VHF Channel 13 and 16, with working channel 10. For further information please contact Mr. Butch Elliott at (904) 545-0377. (7th District LNM 51)

Okeechobee Waterway Update:
            On January 6, 2010 the lake level was reported at 13.470 feet. The level has been steadily dropping during the “dry” season.

Venice Inlet to be Dredged:
            Inner Space Services, Inc. will commence dredging operations in Venice Inlet Sarasota County, Venice, Florida on or about January 1, 2010. This project will encompass Cuts 2-20, S-19, and Cut 4, all of which are around and in between Snake Island and Bird Island in the GICW just inside Venice Inlet. The dredge "Miss Thalia" will be on-scene monitoring Marine Channel 16 VHF. Submerged and floating pipelines will be positioned between the dredge and the shoreline, and come ashore near South Jetty (Humphries) Park on the South side of Venice Inlet. Dredging operations will be continuous twenty-four (24) hours per day and seven (7) days per week until completion on or about March 1, 2010. Dredging Ops Port of Tampa Update:
            Orion Dredging Services, LLC, has commenced maintenace dredging operations for the Port of Tampa (LNM 48/09). The dredging has moved to Cut "C" Hillsborough Channel south of Hookers Point in the vicinity of 27 deg 54.010N 082 deg 26.060W working northward into Port Sutton Turning Basin and Port Sutton. This operation will be completed on or about March 2010, continuing twenty-four hours per day, seven (7) days per week. POC: Mr. Michael Greenwood at (904) 329-6825. (7th District LNM 52)

Florida Bridge Update: From the USCG 7th District LNM 01
            FEC (Acosta) Railroad Bridge, St. Johns River: Due to repairs/mechanical equipment replacement, the Florida East Coast (FEC/Acosta) Railroad Bridge across the St. Johns River mile 24.9, Jacksonville, Florida will be closed to navigation daily on January 11 and January 12, 2010, 8:00 a.m. to 6:00 p.m. Chart: 11491 CG File: 2332.
            J. Turner Butler Bridge (AICW Mile 749.5): Fender system is being replaced between January 18, 2010 and June 30, 2010.
            NASA Railroad Bridge (AICW Mile 876.6): Due to repairs, will be allowed to be closed to navigation between 10:00 p.m. and 6:00 a.m., Mon-Fri, except federal holidays. Start date to be determined.
           Max Brewer Bridge (AICW Mile 878.9: AKA Titusville Bridge, is being replaced with a high level bridge. Construction began May 11, 2009 and will continue through April, 2011.
         Marine interests should contact Lane Construction at 321 607 5700 for additional information on construction schedules.

           Boynton Inlet Bridge (Not on the ICW): Worth Contracting, Incorporated is schedule to start painting the Boynton Inlet Bridge, Boynton Beach, West Palm Beach, Florida on February 15, 2010 and will continue until August 15, 2010. This work will require a horizontal clearance reduction to 57 feet during this time frame.
           Parker Boulevard Bridge (AICW Mile 1013): Starting mid-November will be on single leaf operations. Double leaf operations will be available with a two hour notice. Work is expected to be complete by March 30, 2010.
           Atlantic Boulevard Bridge (AICW Mile 1056): Starting mid-November will be on single leaf operations. Double leaf operations will be available with a two hour notice.   Work is expected to be complete by March 30, 2010.
           SW 11th Avenue Bridge, North Fork, New River, Ft. Lauderdale: Under repair until January 2010, but will be operational, except for two 24-hour closure periods. The first 24-hour closure will be January 14, 2010.
            Miami River—5th Street Bridge (Not on the ICW): Kiewit Construction has advised the Coast Guard that they are planning on installing the second leaf on the 5th Street Bridge across Miami River, Miami, Florida. This work will require both leaves to be closed for up to 6 hours and one leaf to remain closed for a total of 36 hours. This work is anticipated to start during the first or second week of January 2010.
           Boot Key Bridge:The Boot Key Bridge, Marathon, Florida is tentatively scheduled for demolition in June 2010. The work will require two months to complete.
            Port Mayaca RR Bridge: Due to repair work on the Port Mayaca Railroad Bridge across the Okeechobee Waterway, Port Mayaca, Florida this bridge will open on the top of the hour and bottom of the hour between 7:00 a.m. and 5:00 p.m., Saturday through Wednesdays, except Federal holidays from January 8, 2010 until January 22, 2010. Mr. Donny Bell will be on-scene to coordinate the bridge openings.
           Cass Street Bridge, Hillsborough River, Tampa (Mile 0.7): Single leaf operation through January 31, 2010. A double leaf opening is available with a four-hour notice.
           Dunedin Causeway Bridge: Single-leaf operation until Feb. 28, 2010. A double-leaf opening will be available with a 3-hour notice to the bridge tender. Scaffolding will reduce the vertical clearance of the down span by five feet.
