Gilmerton Bridge, ICW Mile 5.8--More Problems:
            Due to damage to the fendering system on the west side of the Gilmerton Bridge, mariners should use extreme caution when transiting through the bridge while the temporary fendering system is in place and during reconstruction of the system. (USCG 5th District LNM 33). This bridge was hit by a tug and barge during bad weather last week. The heavily used bridge was closed to vehicular traffic and the ICW was closed to vessels during inspection of the damage. This follows several weekends of closure due to scheduled repairs earlier in the summer.*

Lorsta Caribou Unusable Time:

Anchoring Information for Florida Cruisers:

BoatU.S. has created a new, easily downloadable two-page reference sheet, Anchoring Information for Florida Cruisers , that shares the details of the new law. The free reference sheet points out four significant aspects of HB 1423:

"Live-aboard" definition: Effective July 1, the definition of a "live-aboard" vessel has been substantially narrowed. Now, cruisers who reside on and move their boats are not considered live-aboards.

Local government laws on anchoring: Effective October 1, municipalities may not enforce any ordinance regulating anchoring -- other than live-aboards -- outside of marked mooring fields.

Mooring field pilot program: In the next few years the state will work in five geographic areas to develop a mooring field pilot program to test new anchoring and mooring concepts with both live-aboard and non-live-aboard boats. While these local municipalities will be able to regulate by ordinance the anchoring of vessels outside of a pilot mooring field, it can only take effect after significant input from stakeholders and the Florida Fish and Wildlife Conservation Commission (FWC). It is expected to take several months before the first location is selected.

Boating restricted areas: As of October 1, for public safety reasons local governments will be allowed to create "boating restricted areas." The Florida Fish and Wildlife Conservation Commission and the U.S. Coast Guard may use these areas to restrict speed or boat traffic. However, there are limits on where they may be placed and they are only enforceable after a uniform waterway marker is in the water. (Laws of Florida Chapter 2009-86, section 13).

            Nahant Bay and Plymouth Bay: The Coast Guard is conducting a Waterway Analysis Review of Nahant Bay (including Nahant Bay Approach, Nahant Harbor) and of Plymouth Bay (including Kingston, Duxbury and Plymouth Harbors).
            Mariners and other concerned parties are invited to comment on the aids to navigation in this waterway. New Brightman Street Bridge:
Taunton River, Fall River/Somerset, Massachusetts
ERECTION OF BASCULE LEAFS OVER NAVIGABLE CHANNEL
This Marine Safety Information Bulletin (MSIB) is a continuation of earlier Bulletins discussing impacts to mariners and the navigation channel in the Taunton River resulting from construction of the new Brightman Street Bridge. See MSIB14-07 of June 19, 2007, and MSIB 05-08 of January 30, 2008. Erection of bascule leafs on each side of the new Brightman Street Bridge where it borders the navigable channel of the Taunton River will begin on July 27, 2009 and continue through July 31, 2010. During that period the 200-foot channel width will be reduced as follows:
Dates, Minimum channel width with unlimited vertical clearance, Reason
1. July 27 – Sept 24, 2009, 160 feet, west side of channel, Construction & crane barges may extend 40 feet into the east side of the channel.
2. Sept 25 – Dec 31, 2009, 100 feet, west side of channel*, Erection of pre-fabricated bascule leaf on east side of bridge
3. Jan 1 – March 29, 2010, 160 feet, east side of channel , Construction & crane barges may extend 40 feet into the west side of the channel.
4. March 30 – July 31, 2010, 100 feet, east side of channel* ,Construction & crane barges may extend 40 feet into the west side of the channel.
5. August 1, 2010, 200 feet (unrestricted), Erection of bascule leafs complete
            * Vessels with an air draft of 60 feet or less will still have access to the 160-foot wide channel.

While there are no plans to completely close the channel to vessel traffic, there may be occasions where the entire channel of the Taunton River at the new Brightman Street Bridge may need to be closed for short periods of time (several hours) to facilitate erection of the bascule leafs. Announcement of channel closures will be made via MSIB, Coast Guard marine safety broadcasts on VHF radio channel 22, and weekly Local Notice to Mariners (time permitting). Significant schedule changes, if any, will be announced via similar means. Mariners are advised to use extreme caution when navigating in the vicinity of construction activity at the new Brightman Street Bridge, and to monitor VHF channel 22 for the latest safety related navigation information. Fire Island Inlet Shoaling:
            Severe shoaling has been reported in the Federal Channel. Mariners are advised to proceed with caution while transiting the area. (USCG 1st District LNM 32)

USCG Fifth District
Coastal Waters from Shrewsbury River, New Jersey to Little River, South Carolina

Hydrographic Survey, SE of Atlantic City:
            The R/V RANA MILLER will be conducting a hydrographic survey from 12 August until 27 August, 2009, in position 39-10-55N, 074-09-44W, approximately 15NMs southeast of Atlantic City, NJ. The vessel will monitor VHF-FM channels 13 and 16 and the contracting company, Bluewater Wind, Inc., may be reached at (718) 727-7303. (USCG 5th District LNM 33)

Changes at Elbow of Cross Ledge Light:
            The U.S. Coast Guard proposes to discontinue the red sector and the fog signal of Elbow of Cross Ledge Light. The U. S. Coast Guard further proposes to replace the 375MM lantern with a LED Lantern. The nominal range will be reduced from 15 nautical miles to 14.1 nautical miles.             On or about 10 August, 2009, The University of Delaware will establish the following temporary lighted data buoys until 30 September, 2009:

I-695 Bridge Closed
            Mariners are advised that the Interstate 695 Lift Bridge, at mile 1.0, across Curtis (Creek) Bay in Baltimore, MD will be closed to vessels requiring an opening until further notice due to emergency mechanical repairs. The available vertical clearance in closed position to vessels is approximately 56 feet above mean high water. Mariners able to pass under the closed span should use extreme caution when transiting the area. (USCG 5th District LNM 33)

Baltimore Harbor—Constellation Turn-Around:
            Mariners are advised that the annual turn-around of the historic sloop-of-war U.S.S. Constellation is scheduled to occur in Baltimore Harbor, at Baltimore, Maryland on Friday, September 11, 2009, between 3 p.m. and 6 p.m. The event consists of towing the historic sloop-of-war from its Inner Harbor berth at Pier 1 to the Fort McHenry Angle, then turning the vessel around, and towing it back to its Inner Harbor berth. As described in Title 33 Code of Federal Regulations Section 165.512, a temporary moving safety zone is established during the towing operation. The moving safety zone includes all waters within 200 yards ahead of or 100 yards outboard or aft of the historic sloop of war U.S.S. Constellation while operating in the Patapsco River, Northwest Harbor and Inner Harbor. The zone will be enforced from 2 p.m. through 7 p.m. on September 11, 2009. Except for USS Constellation Turn-around Participants, no person or vessel may enter into or remain within this area. Persons or vessels requiring entry, must first request permission by the Captain of the Port Baltimore, at (410) 576-2693, or Coast Guard patrol vessels enforcing the zone on marine band radio channel 16 VHF-FM. If authorized by the Coast Guard Patrol Commander to enter or pass through the zone, persons or vessels must proceed at the minimum speed necessary to maintain a safe course while within the zone. The Coast Guard may be assisted in the patrol and enforcement of the zone by Federal, State and local agencies. Mid-Bay Temporary Buoys:
            David Evans and Associates, Inc.-Marine Science Division in association with NOAA’s-Hydrographic Surveys Division will establish 3 temporary lighted data buoys in the middle Chesapeake Bay area. There will be three (3) separate buoy locations with a time deployment frame of approximately five-six (5-6) weeks per site location as noted. The yellow data buoy is a AXYS HydroLevel buoy.
A. Lighted Data Buoy Site 1 at 37 49 04.52N, 076 14 05.53W, Fl (5) Y 15s, from 08/11 to 09/14.

Bridge Demolition, DC Area:
            Mariners are advised to take caution when approaching the George Washington Memorial Parkway Bridge (Humpback bridge) over Boundary Channel, Mile 0.0, to Columbia Island in Arlington, Virginia. Partial demolition of the bridge will be conducted from August 17 to August 27, 2009, at night from 7 p.m. to 5 a.m. The waterway shall remain open to navigation with minimal delays. Please follow construction flagmen directions. As the construction schedule progresses, please check these resources frequently for potential navigational impacts. (USCG 5th District LNM 31)

York River (Naval Weapons Station) Dredging:
            The Dredge VIRGININA will be conducting dredging operations in the York River at pier R-3 Yorktown Naval Weapons Station from 30 July until 20 September, 2009. The dredge may be contacted on VHF-FM channels 13 and 16. (USCG 5th District LNM 31)

Dredging in Back River, Lower Chesapeake:
            PRECON MARINE, INC, will be conducting dredging operations in the Back River Entrance Channel, Wallace Creek and Long Creek , from 24 August until 24 February, 2010. The dredge or tug Christy Lynn may be contacted on VHF-FM channels 13 and 16. (USCG 5th District LNM 33)

Dredging in Hampton Roads:
            The Dredge LEXINGTON will be conducting dredging operations in the vicinity of Piers 2-14 Naval Base Norfolk from 23 June until 23 September, 2009. The dredge will monitor VHF-FM Channels 13 and 16.
The dredge MOBRO 112 will be conducting dredging operations along the West yard bulkhead out to the channel at Colonna’s Shipyard, along the Eastern Branch of the Elizabeth River. Dredging operations will be conducted from 23 July to 23 September, 2009. The dredge can be contacted on VHF-FM Channels 13 and 16. Mariners are requested to review the dredging and mariner construction cautions notice at the beginning of this section. (USCG Fifth District LNM 31)

James River Temporary Buoy, Dredging:
            On or about 16 August 2009, Rutgers University will temporary establish the following lighted data buoy in the James River until 24 August, 2009: A. Rutgers Temporary Lighted Data Buoy RUTG (no LLNR) at 37-00-52.44N, 076-30-17.16W, Fl Y 4s. Buoy is yellow and lettered “RUTG” and a phone number 732-932-3704. The buoy is approximately 200 feet west of James River Channel Lighted Buoy 1.
            The Dredge RICHMOND will be conducting dredging operations in the James River on the Dancing Point Shoal Channel Range and Swanns Point Shoal Channel Range from 10 August until 10 September, 2009. The dredge may be contacted on VHF-FM channels 13 and 16. (USCG 5th District LNM 33)

Oregon Inlet Dredging:
            The Dredge ALASKA will be conducting dredging operations at Oregon Inlet and Ocean Bar from 28 July until 20 November, 2009. A floating and submerged pipeline will transport the spoil to the Pea Island beach. The tugs LONE STAR, PELICAN STATE and GULF DAWN and the crew boat COOPER RIVER will be onscene assisting. The dredge and tugs may be contacted on VHF-FM channels 13 and 16. (USCG 5th District LNM 33)

USCG Seventh District
Coastal Waters from Little River, South Carolina to Panama City, Florida

Dredging in Charleston Harbor:
            Atlantic Dredging, LLC, has advised that staging and preparation for dredging activities will commence on or about 22 July 2009 in the vicinity of Charleston Naval Base Container Terminal on the Cooper River, Charleston, South Carolina. Dredging will be performed on the west side of Daniel Island Reach approximately 1000 feet off the shoreline. Pipelines will run submerged from the project site approximately 32 deg 50.267N 079 deg 55.920W across the Cooper River to the Daniel Island Containment Facility to Daniels Island at approximate position 32 deg 49.541N 079 deg 55.500W. The dredge TRENTON with M/V POOLES ISLAND and booster barge PB-1 will be on-scene and monitor VFH Channel 13. In mid August the dredge TANGIER SOUND with larger pipelines will be on-scene to commence dredging on or about 1 September 2009. The project will continue on twenty-four (24) hours a day seven (7) days a week basis until completion on or about 31 March, 2010. More Dredging in Charleston Harbor:
            Marinex Construction Company, Inc., has commenced dredging operations in the Clouter Creek Reach in the vicinity of South Carolina State Ports Authority (SCSPA) Veterans Terminal. This project will be on a continuous basis twenty-four (24) per day seven (7) days per week until completion on or about August 30, 2009.
            Marinex Construction Company, Inc., will commence dredging operations in the Charleston Harbor in the vicinity of South Carolina State Ports Authority (SCSPA) Columbus Street Terminal, SCSPA Union Pier Terminal, Town Creek Reach, and U.S. Customs House, on or about August 30, 2009. This project will be on a continuous basis twenty-four (24) per day seven (7) days per week until completion on or about September 30, 2009.

Cooper River-- Aids to be Changed:
            The following change will be made to the aids to navigation system in the Cooper River.
            Cooper River Range B Front Light will be changed to a 24 hour range displaying Quick Flashing Green characteristics. The aid is lighted throughout 24 hours and will be visible 4 degree each side of the rangeline.
            Cooper River Range B Rear Light will be changed to a 24 hour range displaying Flashing Green ISO 6 characteristics. The aid is lighted throughout 24 hours and will be visible 4 degree each side of the rangeline. The range boards will be removed.
            The work is schedule for the weeks of 01 September 2009. (USCG 7th District LNM 33)

Stono River (ICW) Range Change Proposal:
            The following changes have been proposed for the aids to navigation system in the Stono River.
            Change STONO RIVER RANGE C FRONT LIGHT to Light 28 displaying Quick Flash Red and TRs on a pile.
            Permanently discontinue STONO RIVER RANGE C REAR LIGHT.
            Renumber STONO RIVER DAYBEACON 28 to Daybeacon 28A.

New Bridge—Beaufort, SC:
            The SCDOT reports that the new McTeer Bridge, Port Royal/Beaufort, SC ICW Mile 539.0, will be under construction beginning September, 2009 until September, 2011. (USCG 7th District LNM 33)

Front River (GA) Nav Aids Change Proposed:
            The following changes have been proposed to the aids to navigation system in the Front River

Dredging: St. Johns River, FL:
            Great Lakes Dredge and Dock, LLC, has commenced hydraulic dredging of Cut 50 through Lower Terminal Channel, St John River, Duval County, Florida. This project consists of dredging approximately 1,600,000 cubic yards of rock from the shipping channel and pumping dredge spoils through floating and submerged pipelines to Bartram Island. Auxiliary equipment and pipeline will be staged in the St Johns River near Bartram Island and in the North Cut Channel on the west side of Blount Island Floating rubber and submerged polyethylene pipeline associated with dredging operation will be on scene. Dredge TEXAS, Booster TEXAS JR, Jack up Booster REGGIE, Survey Vessels PEARL RIVER and  CALCASIEU RIVER, Tugs RL ENTERKIN, CAPTAIN HARDHEAD and POPS with Derricks DERRICK 65 and DERRICK 68 will be on scene. Vessels and pipeline will be visibly lighted and marked according to Coast Guard regulations. Dredge TEXAS will monitor VFH Channels 13 and 16. This project will be in operation twenty-four (24) hours per day, seven (7) days per week until completion on or about March 31, 2010. Mariners are urged to us their slowest safe speed to minimize wake, and proceed with caution after passing arrangement have been made. Dredging: Canaveral Harbor:
            Misener Marine Construction, Inc., will commence clamshell dredging operations on or about August 11, 2009, in the West Turning Basin, Cruise Terminal #8, at Port Canaveral, Canaveral Harbor, Florida. Equipment on scene will include one (1) 150’x50’x9’barge (IBE-2701-1) with crane, one material barge (M-1501) and one (1) tug SEA-DOZER II. This operation will be daily from 7:00 a.m. to 6:30 p.m. Mondays through Wednesday and Fridays only. Dredging and/or transferring of spoil material to off-load site will not affect the channel or main waterway, no navigation aids are located within the extent of this project. The tug SEA-DOZER II will monitor VHF Channels 13 and 16. This project will be completed on or about September 30, 2009. For further information please contact Mr. Daniel Schroeder at (321) 783-9442. Summer Lock Closures for Maintenance in Okeechobee Waterway:
            It is not now possible to use the Okeechobee Waterway to cross from one side of Florida to the other, as the Moore Haven Lock closed for major maintenance on June 8 and will not open again till September 3, 2009. The W.P. Franklin Lock is now also closed as of July 6, for installation of a Manatee Protection System and will reopen on August 26, 2009. (USACE Jacksonville)
            And now that the lake route is not available for crossing the Florida peninsula, the level is finally up to an adequate depth for most boats for that purpose. On August 18, 2009 the Lake Level was 13.98 feet. You can check the daily lake level at http://w3.saj.usace.army.mil/h2o/reports/r-oke.html.

Dredging: Palm Beach Harbor:
            Great Lakes Dredge and Dock Company, LLC, has commenced maintenance dredging of approximately 150,000 cubic yards in the Entrance Channel to Palm Beach Harbor, Cut-1, Cut-2, the South Turning Basin, and the North Turning Basin. This project will be conducted at three (3) different time intervals through summer 2010. The Hopper Dredge PADRE ISLAND and survey/crew boat EAST RIVER will monitor VHF Channels 13 and 16 for contact by concerned traffic. For further information please contact Mr. Dave Allen. Florida Bridge Update: From the USCG 7th District LNM 33:           
            BB McCormick Bridge, Mile 747.5: There will be work on the fender system of the new bridge until October, 2009. The channel may be restricted by a barge which can be moved to accommodate larger vessels.

            Max Brewer Bridge, Mile 878.9: AKA Titusville Bridge, will be replaced with a high level bridge. Construction began May 11, 2009 and will continue through April, 2011. The west channel of the opening span will be closed to vessel traffic from August 19 through September 23, 2009. Coast Guard Sector Jacksonville will broadcast Notices to Mariners regarding restrictions as needed.
            Bakers Haulover Bridge, North Miami Beach (Not on the ICW): The fender system on this bridge will be replaced between April 12 and December 7, 2009.A barge and floating equipment will be in the vicinity and at times will be restricting the navigable channel.
            5th Street Bridge, Miami River, Mile 1.5 (Not on the ICW): During continued construction of the new bridge, there will be two 72 hour closure periods. The first occurred on August 17 and the second will begin on Sept. 14, 2009. The contractor is making plans to allow small boats to pass.
            Big Marco Pass Bridge, Marco Island: Painting until September 30, 2009 will reduce vertical clearance by three feet.
            US 41 Bridge, Ft. Myers: Painting until September 30, 2009 will reduce vertical clearance by three feet.
Dunedin Causeway Bridge: Single-leaf operation from Sept.8, 2009 through Feb. 28, 2010. A double-leaf opening will be available with a 3-hour notice to the bridge tender. Scaffolding will reduce the vertical clearance of the down span by five feet.
Kemp Channel, Florida Keys, Pedestrian Bridge Proposed: (Between Cudjoe and Summerland Keys along Old Florida East Coast RR Corridor, adjacent to the US 1 Highway Bridge, crossing Kemp Channel).
