Weather Info for Caribbean, Bahamas and East Coast:
For the past year we have been receiving the daily email weather reports and forecasts for the above areas from Chris Parker, a fellow cruiser and dedicated student of meteorology. Chris lives aboard his boat, Bel Ami, and cruises full time. He receives a vast array of weather products via email, Internet, satellite, SSB and ham radio, etc. and puts his knowledge and experience together to produce once daily (sometimes more during weather emergencies) email reports and forecasts that have been amazingly helpful throughout the year. Chris also gives voice weather information several times a day on the SSB radio that is tailored for different cruising areas. Just recently he warned us all about Katrina’s potential many days before the TV weather stations.

Chris has written a book, Coastal and Offshore Weather, the Essential Handbook, which we have found to be extremely helpful in understanding weather patterns in the above areas and the products available for our own onboard information.

Comments and related material must reach the Coast Guard on or before October 1, 2005.

After comments are received, there will be a period of around six months before a final rule is made on the schedule. The above schedule could be adjusted in the final rule, depending on comments received.

New Schedule for Dominion Blvd. Bridge (aka Steel Bridge), Mile 8.8:
Effective on September 19, 2005, the Coast Guard is changing the regulations governing the operation of the Dominion Boulevard (US 17, “Steel Bridge”) Bridge across the Southern Branch of the Elizabeth River, at Atlantic ICW mile 8.8, in Chesapeake, VA. The interim rule, with request for comment, will change the morning rush hour closure period so that it starts at 7 a.m. and ends at 9 a.m. From 9 a.m. to 4 p.m., Monday through Friday, and from 7 a.m. to 6 p.m. on Saturdays, Sundays and Federal holidays, the draw need be opened every hour on the hour. This change is necessary to relieve vehicular traffic congestion and reduce traffic delays between weekday rush hour periods, and on weekends and Federal holidays, while still providing for the reasonable needs of navigation. Comments on this interim rulemaking, with request for comment, should be forwarded to the above address COMMANDER, FIFTH COAST GUARD DISTRICT, 431 Crawford Street, Portsmouth, Virginia 23704, attention (obr), no later than October 3, 2005.
